The attached plan builds upon work done over the last decade. The first plan developed after the creation of the Division of Criminal and Juvenile Justice Planning in 1986 was issued in 1990 and annually updated through 1994. Since 1992, the CJJPAC has been required to coordinate their planning activities with those of the Iowa Juvenile Justice Advisory Council (JJAC). In 1995, these two councils developed a new plan consisting of a set of long-range justice system goals to assist policy makers and justice system practitioners as they plan and operate the justice system through the next twenty years. The statutory mandate for such long-range planning required the identification of goals specific enough to provide guidance, but broad enough to be of relevance over a long period of time. The long-range goals adopted by these councils in 1995 covered a wide variety of topics and offered a framework within which current practices could be defined and assessed. Collectively, these long-range goals were meant to provide a single source of direction to the complex assortment of practitioners and policymakers whose individual concerns and decisions collectively define the nature and effectiveness of Iowa’s justice system. The twenty-year goals established in 1995 were reviewed by the councils in 2000 to assess their current relevance. It was determined that, with a few revisions, the goals established in 1995 should be restated in 2000 with a renewed emphasis on their long-range status. This plan builds upon those issued in 1995 and 2000, continuing much of the emphasis of plans, with some new directions charted as appropriate.

The paleontological investigations of the Jurassic of Western Thailand, districts of Mae Sot (Tak-Mae Sot highway, Padaeng Tak and Ban Mae Kut Luang Zinc mines) and Umphang (Klo Tho), provide age constraints for the Late Indosinian orogeny, the Paleotethys closure and the timing of the marine Jurassic inundation of Sundaland. The basal conglomerate of the Jurassic is derived from the pelagic Triassic Mae Sariang substratum. Stratigraphy, microfacies and paleontology of the Jurassic marine strata focus especially on ammonites, bivalves, large benthic foraminifera and algae. Among ammonites, the Tethyan Catulloceras perisphinctoides Gemmellaro marks the Upper Toarcian (Aalensis Zone) along the Tak-Mae Sot highway and Riccardiceras longalvum (Vacek). Malladaites pertinax (Vacek), Abbasites sp. and Vacekia sp. indicate Middle Aalenian to lowermost Bajocian in the Padaeng Mine (SE of Mae Sot) and Klo-Tho (Umphang). Vacekia sp., Spinammatoceras schindewolfi Linares and Sandoval and Malladaites vaceki Linares and Sandoval indicate Middle Aalenian to lowermost Upper Aalenian at Ban Mae Kut Luang (NE of Mae Sot). Among foraminifers, the large benthic foraminifer Timidonella sarda Bassoullet, Chabrier and Fourcade in the Western Tethys is indicative for Aalenian-Bajocian times, as characterized in the section at the Tak-Padaeng Zinc mine and the Klo-Tho Formation near Umphang. The endemic foraminifer Gutnicella kaempferi characterizes the Pu Khloe Khi Formation near Umphang. Among bivalves, shallow marine, dominantly endemic fauna includes Parvamussium donaiense (Mansuy) and Bositra ornate (Quenstedt), from the Toarcian to the Early Bajocian. A consideration of the faunal affinity shows that the fauna is partly endemic with Northern Tethyan (Eurasian) affinity. This report discusses a number of topics and presents data and other information in response to Iowa Code Section 216A.135’s mandate for an annual Plan Update. It was prepared as an edocument and relies mainly on links to other documents which, when combined, make up the complete report. The outline that follows names the issues being presented this year by the CJJPAC and is both a table of contents and a “site-map” for the report.

In order to investigate the spatial and temporal variability (daily, seasonal and inter-annual) of CO2 and O2 air-sea fluxes and their underlying processes, a dense network of observations is required. For this purpose, the Cape Verde Ocean Observatory (CVOO) provides a unique infrastructure. Information thus obtained also links biological productivity and atmospheric composition. To expand these capabilities, a novel “virtual mooring” approach for high resolution measurements, based on a modified NEMO profiling float, is pursued. This Profiling Float was equipped with O2 and pCO2 sensors for the first time, in order to collect daily depth profiles (0-200 m) in the vicinity of the ocean site. Data access and remote control is provided through Iridium satellite telemetry. Recalibrations and redeployments are carried out every 1-3 month. First, we present the new developed instrument and the innovative in situ and real-time approach behind. Second, we show the inter-disciplinary scientific objectives which will benefit from this approach as a result of the intensive partnership between IFM-GEOMAR and INDP during the last years.

The right to be treated humanely when detained is universally recognized. Deficiencies in detention conditions and violence, however, subvert this right. When this occurs, proper medico-legal investigations are critical irrespective of the nature of death. Unfortunately, the very context of custody raises serious concerns over the effectiveness and fairness of medico-legal examinations. The aim of this manuscript is to identify and discuss the practical and ethical difficulties encountered in the medico-legal investigation following deaths in custody. Data for this manuscript come from a larger project on Death in Custody that examined the causes of deaths in custody and the conditions under which these deaths should be investigated and prevented. A total of 33 stakeholders from forensic medicine, law, prison administration or national human rights administration were interviewed. Data obtained were analyzed qualitatively. Forensic experts are an essential part of the criminal justice process as they offer evidence for subsequent indictment and eventual punishment of perpetrators. Their independence when investigating a death in custody was deemed critical and lack thereof, problematic. When experts were not independent, concerns arose in relation to conflicts of interest, biased perspectives, and low-quality forensic reports. The solutions to ensure independent forensic investigations of deaths in custody must be structural and simple: setting binding standards of practice rather than detailed procedures and relying on preexisting national practices as opposed to encouraging new practices that are unattainable for countries with limited resources.
