Lake Albert and Albert Nile are a major source of fisheries resources sustaining the riparian communities in Uganda and the Democratic Republic of Congo (DRC). Like all shared bodies of Uganda Lake Albert and Albert Nile fisheries are faced with immense exploitation pressure one time described as the tragedy of the commons. In Uganda, the lake is shared by five riparian districts namely: Buliisa, Bundibugyo, Hoima, Kibaale and Nebbi. The lake covers a total estimated surface area of 5,270 square kilometers with approximately 60% within Ugandan waters. It is located in the western part of the great rift-valley at an altitude of 618 m above Sea level. The central parts of the lake are characterized by steep escarpments whereas the northern and southern parts lie in a plain of the rift valley. The plains are gently sloping, resulting in shallow swampy inshore waters in many places. The major inflowing rivers are the Semliki and Kafu in the south, and the Victoria Nile at the northern tip. The lake has a diverse fish fauna with a gradient of multi-species fisheries in different parts of the lake. The overall objective of the Frame Survey was to provide information on the facilities and services at landing sites and the composition, magnitude and distribution of fishing effort to guide development and management of the fisheries resources of Lake Albert and Albert Nile. The specific objectives were to provide information on: a) The number of fish landing sites; b) The facilities available at the fish landing sites to service the sector including accessibility; c) The service providers especially fisheries staff at fish landing sites; d) The number of fishers; e) The number and types of fishing crafts and their mode of propulsion; f) The number, types and sizes of fishing gears used on the lake and their mode of operation.

Dans des contextes de post-urgence tels que le vit la partie occidentale de la République Démocratique du Congo (RDC), l’un des défis cruciaux auxquels font face les hôpitaux ruraux est de maintenir un niveau de médicaments essentiels dans la pharmacie. Sans ces médicaments pour traiter les maladies graves, l’impact sur la santé de la population est significatif. Les hôpitaux encourent également des pertes financières dues à la péremption lorsque trop de médicaments sont commandés. De plus, les coûts du transport des médicaments ainsi que du superviseur sont très élevés pour les hôpitaux isolés ; les coûts du transport peuvent à eux seuls dépasser ceux des médicaments. En utilisant la province du Bandundu, RDC pour une étude de cas, notre recherche tente de déterminer la faisabilité (en termes et de la complexité du problème et des économies potentielles) d’un problème de routage synchronisé pour la livraison de médicaments et pour les visites de supervision. Nous proposons une formulation du problème de tournées de véhicules avec capacité limitée qui gère plusieurs exigences nouvelles, soit la synchronisation des activités, la préséance et deux fréquences d’activités. Nous mettons en œuvre une heuristique « cluster first, route second » avec une base de données géospatiales qui permet de résoudre le problème. Nous présentons également un outil Internet qui permet de visualiser les solutions sur des cartes. Les résultats préliminaires de notre étude suggèrent qu’une solution synchronisée pourrait offrir la possibilité aux hôpitaux ruraux d’augmenter l’accessibilité des services médicaux aux populations rurales avec une augmentation modique du coût de transport actuel.

Italy is currently experiencing profound political change. One aspect of this change involves the decline in electoral support for the Italian Christian Democratic Party (DC) and the Italian Communist Party (PCI), now the Democratic Party of the Left (PDS). Signs of the electoral decline of both parties began to appear in the late 1970s and early 1980s and accelerated in the late 1980s and early 1990s. The pr imar y purpos e of th is thes is is to expla i n the electoral decline of the DC and PCI/PDS in the last decade. The central question being addressed in this thesis is the following: What factors contributed to the decline in electoral support for the DC and PCI? In addition, the thesis attempts to better comprehend the change in magni tude and direction of the Italian party system. The thesis examines the central question within an analytical framework that consists of models explaining electoral change in advanced industrial democracies and in Italy. A review of the literature on electoral change in Italy reveals three basic models: structural (socioeconomic and demographic factors), subcultural (the decline of the Catholic and Communist subcultures), and pol i tical (factors such as party strategy, and the crisis and collapse of communism in iv Eastern Europe and the former soviet Union and the end to the Cold War). Significant structural changes have occurred in Italy, but they do not invariably hurt or benefit either party. The Catholic and Communist subcultures have declined in size and strength, but only gradually. More importantly, the study discovers that the decline of communism and party strategy adversely affected the electoral performances of the DC and PC!. The basic conclusion is that political factors primarily and directly contributed to the decline in electoral support for both parties, while societal factors (structural and subcultural changes) played a secondary and indirect role. While societal factors do not contribute directly to the decline in electoral support for both parties, they do provide the context within which both parties operated. In addition, the Italian party system is becoming more fragmented and traditional political parties are losing electoral support to new political movements, such as the Lega Nord (LN-Northern League) and the Rete (Network). The growing importance of the North-South and centre-periphery cleavages suggests that the Italian party system, which is traditionally based on religious and ideological cleavages, may be changing.

According to the African Union (AU), Africa is "a continent disproportionately affected by internal displacement". The African region, with almost 10 million people internally displaced in 22 countries by armed conflict and other forms of violence, hosts more than one third of the 26.4 million internally displaced persons (IDPs) worldwide at the end of 2011. Sudan, the Democratic Republic of the Congo and Somalia rank globally among the states with the five biggest displacement situations. Even in African countries with smaller figures, very large percentages of people may be in displacement in regions primarily affected by violence. Such violence has multiple causes, including the long-lasting consequences of colonial heritage, outside intervention, crises of identity in multi-ethnic countries and conflicts over resources. Today, political exclusion and inequality between ethnic, regional or religious groups are particularly important drivers of violence.

There is a growing use of consultation and e-consultation procedures by governments. This chapter seeks to examine the role of consultation as part of a new technology of government. Consultation on policy development can reinvigorate democratic engage- ment but often it can silence views through a sort of participatory disempowerment; it can loosen the democratic anchorage of the public service within the state. The chapter develops a governmentality perspective interrogating what participation, democratic engagement and free speech mean in this context, and how ideas of publicness are constructed, managed and controlled. The focus is on the nature of consultation, its relationship to ideas of free speech and speaking freely, and its potential to empower subaltern counterpublics which can formulate oppositional interpretations and urge alternative conclusions. The aim is to develop an idea of the democratic adequacy of the consultation process and draw out a sense of how democratic engagement here can be structured – for good or ill.

En République Démocratique du Congo (RDC), les savanes couvrent 76,8 millions d’hectares et constituent le second type d’écosystème après les forêts denses qui représentent 10% des forêts au niveau mondial. Ces formations herbeuses et arbustives offrent des potentialités importantes de séquestration du dioxyde de carbone pouvant contribuer par le fait même à la lutte contre le réchauffement climatique. C’est dans cette optique que se situe cette thèse intitulée « Évolution naturelle de savanes mises en défens à Ibi-village sur le plateau des Bateke en République Démocratique du Congo» dans le cadre du projet puits carbone d’IBI-Bateke. L’objectif général de notre recherche est d’étudier l’évolution naturelle en absence de feu de savanes situées dans des zones climatiques avec précipitations abondantes. Le plateau des Bateke nous a servi d’analyse de cas. Les inventaires floristiques et dendrométriques de la strate arbustive et arborescente de nos dispositifs hiérarchiques, ont permis de suivre ce processus naturel en tenant compte du gradient écologique dans les trois types de formations végétales (îlot forestier, la galerie forestière et la plantation d’Acacia auriculiformis). Nous avons mis en défens des savanes arbustives du plateau des Bateke pour étudier leur évolution naturelle vers une forêt, leur établissement, qualité, régénération forestière et en déterminer le taux de séquestration du carbone à l’aide des équations allométriques de Chave et al. (2005). Nous avons obtenu des valeurs moyennes de 107,477 t/ha de biomasse totale soit 51,05 Mg C/ha dans la galerie forestière, 103,772 t/ha de biomasse totale soit 49,29 Mg C/ha dans l’Îlot forestier, et 22,336 t/ha de biomasse totale soit 10,60 Mg C/ha dans la plantation. La mise en défens a stimulé l’installation des espèces forestières, et par le fait même accéléré la production de biomasse et donc la fixation de carbone. La comparaison de la richesse et la diversité spécifiques de l’Îlot et la galerie montre 22 familles botaniques inventoriées avec 55 espèces dans l’îlot forestier contre 27 familles dont 58 espèces dans la galerie. L’analyse canonique réalisée entre les variables de croissance et les variables environnementales révèle qu’il existe effectivement des relations fortes d’interdépendance entre les deux groupes de variables considérées. Cette méthodologie appropriée à la présente étude n’avait jamais été évoquée ni proposée par des études antérieures effectuées par d’autres chercheurs au plateau des Bateke. During the last years tropical forest has been a target of intense study especially due to its recent big scale destruction. Although a lot still needs to be explored, we start realizing how negative can the impact of our actions be for the ecosystem. Subsequently, the living community have been developing strategies to overcome this problem avoiding bottlenecks or even extinctions. Cooperative breeding (CB) has been recently pointed out as one of those strategies. CB is a breeding system where more than two individuals raise one brood. In most of the cases, extra individuals are offspring that delay their dispersal and independent breeding what allows them to help their parents raising their siblings in the subsequent breeding season. Such behavior is believed to be due, per example, to the lack of mates or breeding territories (ecological constraints hypothesis), a consequence of habitat fragmentation and/or disturbance. From this point, CB is easily promoted by a higher reproductive success of group vs pairs or single individuals. Accordingly, during this thesis I explore the early post-fledging survival of a cooperative breeding passerine, namely the impact of individual/habitat quality in its survival probability during the dependence period of the chicks. Our study species is the Cabanis’s greenbul (Phyllastrephus cabanisi), a medium-sized, brownish passerine, classified within the Pycnonotidae family. It is found over part of Central Africa in countries such as Angola, Democratic Republic of the Congo, Mozambique and Kenya, inhabiting primary and secondary forests, as well as woodland of various types up to 2700m of altitude. Previous studies have concluded that PC is a facultative cooperative breeder. This study was conducted in Taita Hills (TH) at the Eastern Arc Mountains (EAM), a chain of mountains running from Southeast Kenya to the South of Tanzania. TH comprises an area of 430 ha and has been suffering intense deforestation reflecting 98% forest reduction over the last 200 years. Nowadays its forest is divided in fragments and our study was based in 5of those fragments. We access the post-fledging survival through radio-telemetry. The juvenile survey was done through the breeding females in which transmitters were placed with a leg-loop technique. Ptilochronology is consider to be the study of feather growth bars and has been used to study the nutritional state of a bird. This technique considers that the feather growth rate is positively proportional to the individual capability of ingesting food and to the food availability. This technique is therefore used to infer for individual/habitat quality. Survival was lowest during the first 5 days post-fledging representing 53.3%. During the next 15 days, risk of predation decreased with only 14.3% more deceased individuals. This represents a total of only 33% survived individuals in the end of the 50 days. Our results showed yet a significant positive relationship between flock size and post-fledging survival as well as between ptilochronology values and post-fledgling survival. In practice, these imply that on this population, as bigger the flock, as greater the post fledging survival and that good habitat quality or good BF quality, will lead to a higher juvenile survival rate. We believe that CB is therefore an adaptive behaviour to the lack of mates/breeding territory originated from the mass forest destruction and disturbance. Such results confirms the critical importance of habitat quality in the post-fledging survival and, for the first time, demonstrates how flock size influences the living probability of the juveniles and therefore how it impacts the (local) population dynamics of this species. In my opinion, future research should be focus in disentangle individual and habitat quality from each other and verify which relationship exist between them. Such study will allow us to understand which factor has a stronger influence in the post-fledging survival and therefore redirect our studies in that direction. In order to confirm the negative impact of human disturbance and forest fragmentation, it would be of major relevance to compare the reproductive strategies and reproductive success of populations living in intact forests and disturbed patches.

Fondé sur l’analyse des données produites par l’enquête « 1-2-3 » de 2012 en République Démocratique du Congo, cet article propose une approche quantitative de l’automédication. Il fait apparaître, le caractère relativement circonscrit de cette pratique dans les déclarations des individus confrontés à un épisode de maladie et tente de rendre compte des choix qui les guident : consulter un professionnel de santé, affirmer recourir à l’automédication, s’abstenir de se soigner ou recourir à l’automédication par défaut. La construction d’un modèle logistique multinomial non-ordonné permet à cet égard de comparer les déterminants de ces décisions, considérées sous la forme d’une double alternative : consulter ou recourir à l’automédication, et, pour ceux qui ne sollicitent pas un professionnel de santé, s’automédiquer ou s’abstenir de toute démarche thérapeutique. L’article pointe ainsi les contraintes (économiques, géographiques, sociales et culturelles) qui pèsent sur ces choix tout en soulignant comment les individus cherchent à s’en affranchir.

This Freely Associated States Shallow-water Coral Ecosystem Mapping Implementation Plan (FAS MIP) presents a framework for the development of shallow-water (~0–40 m; 0–22 fm) benthic habitat and possibly bathymetric maps of critical areas of the Freely Associated States (FAS). The FAS is made up of three self-governing groups of islands and atolls—the Republic of Palau (Palau), the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI)—that are affiliated with the United States through Compacts of Free Association. This MIP was developed with extensive input from colleges, national and state regulatory and management agencies, federal agencies, non-governmental organizations, and individuals involved in or supporting the conservation and management of the FAS’s coral ecosystems. A list of organizations and individuals that provided input to the development of this MIP is provided in Appendix 1. This MIP has been developed to complement the Coral Reef Mapping Implementation Plan (2nd Draft) released in 1999 by the U.S. Coral Reef Task Force’s Mapping and Information Synthesis Working Group. That plan focused on mapping United States and FAS shallow-water (then defined as <30 m) coral reefs by 2009, based on available funding and geographic priorities, using primarily visual interpretation of aerial photography and satellite imagery. This MIP focuses on mapping the shallow-water (now defined as 0–40 m, rather than 0–30 m) coral ecosystems of the FAS using a suite of technologies and map development procedures. Both this FAS MIP and the 1999 Coral Reef Mapping Implementation Plan (2nd Draft) support to goals of the National Action Plan to Conserve Coral Reefs (U.S. Coral Reef Task Force, 2000). This FAS MIP presents a framework for mapping the coral ecosystems of the FAS and should be considered an evolving document. As priorities change, funding opportunities arise, new data are collected, and new technologies become available, the information presented herein will change.

This article attempts to assess the implications and the own character of the crisis of representation in Mexico. Once the topic framed and the long-term dynamics of Mexican political elites presented, this paper will attempt to understand why, despite the pluralization of the party system, there remain many questions about the truly democratic nature of the Mexican political system.

El objetivo de esta monografía es analizar los alcances de la presencia de grupos armados ilegales como elementos determinantes en el origen de un subcomplejo de seguridad regional entre la República Democrática del Congo, Ruanda y Burundi. Se busca explicar cómo un conflicto étnico se traduce en la presencia de grupos insurgentes, y a su vez, establece una amenaza interdependiente entre los líderes políticos de dichos países, que permite hablar del subcomplejo de seguridad. Para lograr lo anterior, son pertinentes los postulados teóricos de los Complejos de Seguridad Regional de Barry Buzan, ya que identifican la manera como se estructuran, localizan, y evolucionan estas unidades de análisis. Finalmente, este análisis se complementa con el método de estudio propuesto por Jeremy M. Weinstein para comprender por qué y para qué se crean grupos insurgentes.

Expanded access to antiretroviral therapy (ART) offers opportunities to strengthen HIV prevention in resource-limited settings. We invited 27 ART programmes from urban settings in Africa, Asia and South America to participate in a survey, with the aim to examine what preventive services had been integrated in ART programmes. Twenty-two programmes participated; eight (36%) from South Africa, two from Brazil, two from Zambia and one each from Argentina, India, Thailand, Botswana, Ivory Coast, Malawi, Morocco, Uganda and Zimbabwe and one occupational programme of a brewery company included five countries (Nigeria, Republic of Congo, Democratic Republic of Congo, Rwanda and Burundi). Twenty-one sites (96%) provided health education and social support, and 18 (82%) provided HIV testing and counselling. All sites encouraged disclosure of HIV infection to spouses and partners, but only 11 (50%) had a protocol for partner notification. Twenty-one sites (96%) supplied male condoms, seven (32%) female condoms and 20 (91%) provided prophylactic ART for the prevention of mother-to child transmission. Seven sites (33%) regularly screened for sexually transmitted infections (STI). Twelve sites (55%) were involved in activities aimed at women or adolescents, and 10 sites (46%) in activities aimed at serodiscordant couples. Stigma and discrimination, gender roles and funding constraints were perceived as the main obstacles to effective prevention in ART programmes. We conclude that preventive services in ART programmes in lower income countries focus on health education and the provision of social support and male condoms. Strategies that might be equally or more important in this setting, including partner notification, prompt diagnosis and treatment of STI and reduction of stigma in the community, have not been implemented widely.

It was published by E. Stanford in 1884. Scale [ca. 1:6,000,000). Covers the Nile River and Red Sea regions. The image inside the map neatline is georeferenced to the surface of the earth and fit to the Africa Sinusoidal projected coordinate system. All map collar and inset information is also available as part of the raster image, including any inset maps, profiles, statistical tables, directories, text, illustrations, index maps, legends, or other information associated with the principal map. This map shows features such as drainage, cities and other human settlements, territorial boundaries, shoreline features, roads, railroads, exploration routes, and more. Relief shown by hachures. This layer is part of a selection of digitally scanned and georeferenced historic maps from the Harvard Map Collection. These maps typically portray both natural and manmade features. The selection represents a range of originators, ground condition dates, scales, and map purposes.

To contribute to the important debate on EU institutional reform in the run-up to the European Parliament elections and the start of a new Commission, CEPS formed a High-Level Group on EU Institutional Reform under the leadership of Danuta Hübner MEP and member of the CEPS Board of Directors. The report of this distinguished group of MEPs, former and current EU institutional members and leading scholars on EU law and institutional affairs focuses on reforms that could be taken within the framework of the current treaties to build a more responsive and accountable Union. The report analyses the main inter- and intra-institutional weaknesses in terms of efficiency, democracy and differentiation and puts forward a number of recommendations addressing issues such as the reorganisation of the College of Commissioners, the promotion of strategic legislative planning, the enhancement of the role of the EP and the rotating Presidency of the Council, the improvement of the democratic accountability of the European Council and the adequate engagement of the national parliaments.
