Policies towards the external sector have maintained their basic characteristics since the beginning of the present decade, although emphasis has been given to some specific aspects. Little doubt remains that the positive outcome - at least until recently – has been clearly a result of the country having profited from very favorable circumstances in the international scenario. This article discusses the main features of the external sector of the Brazilian economy, regarding trade flows, foreign investment, the internationalization of Brazilian entrepreneurial groups and the short-term financial requirements in foreign currencies.

Words can make a difference sometimes.Brazil is – together with the other ´BRIC´- a large economy, with an increasingly high profile in the international scenario. Large domestic market makes it more likely to obtain ‘growth-led exports’ rather than ‘export-led growth’, which implies a pro-active role in international relations. The option for intensifying regional trade links is a reasonable one and perhaps even inevitable, taking into account the experience elsewhere, but the actual regional conditions raise a number of questions that have to do both with further empirical assessment and to more specific identification of expectations with regard to probable achievements. This article has shown that the road to reach significant progress in this direction is not flat and requires more clear signalling to economic agents, strong political will and a good deal of specific measures. But it has also suggested that it might provide positive results.

The aim of this article is to analyse the spatial distribution of the automotive industry in Brazil in terms of its various economic categories between 1995 and 2011, and to shed light on its sectoral linkages through inter-regional input-output matrices. By calculating the coefficient of localization (QLij) for that period, it was found that the third wave of investments, which began in the second half of the 1990s, actually caused a slight spatial deconcentration of this sector in the national economy. The coefficient of geographic association (CAik)calculated for different years revealed a slight reduction, while maintaining a high level of concentration, which suggests that vehicle production is closely integrated with other economic activities. This integration was corroborated particularly in terms of input purchases (backward linkages) in all of the analysed regions.

This paper deals with the process of scaling up and scaling down grassroots demands through a state-sponsored socio-environmental development programme in Brazilian Amazonia called Proambiente (Pro-environment). The paper attempts to understand the links between the three different levels of the programme actions: the macro (federal government), intermediate (NGOs), and local (community) levels. The central paper s issue is to understand how a state-sponsored socio-environmental development programme interacts with and impacts local communities. The theoretical paper s framework involves the approaches of participatory development and governance. The methodology is based on three levels of qualitative analysis (macro-, intermediary- and local-level). The paper (a) describes the trajectory of the Proambiente and the process of scaling up communities demands; (b) reveals contradictions within the Proambiente implementation; and (c) debates the impacts of the programme actions at local level. The paper reveals that once the state encompasses local people s demands and creates a development programme, the development model absorbs multi-actor interests that change local people s proposals. It also shows that the challenge facing a socio-environmental development programme like the Proambiente is to find a balance between production and conservation aims.
