The new conditions of international security don't only attach importance to sovereignty and interstate relations. This new framework has led to changes in the scope and requirements for Politics of Defense. Countries of the Southern Cone seek to establish new parameters in the definition of their policies, but need to define between dissuasive policies, as in the past, or establish mechanisms for cooperation with their neighbors. Furthermore, these policies, by their nature and size, are not exclusively militaries. The purpose of this article is to examine the definitions constraints on strategic deterrence and cooperation in international security, and identify the degree of autonomy and the nature of the concepts derived from the armed forces in shaping Politics of Defense. Finally, we try to check the level of civil policy direction in defining those policies.

In this paper, we revisit the recent Spanish political process, emphasizing issues relating to the Armed Forces (FFAA), trying to understand since the formation of these forces prior to the dictatorship of Francisco Franco, through this and coming to today, when it seems that the reforms promoted over past 30 years, that finally resulted in the Armed Forces incorporated of democracy.

Purpose: The aim of this study was to verify whether there is an association between anaerobic running capacity (ARC) values, estimated from two-parameter models, and maximal accumulated oxygen deficit (MAOD) in army runners. Methods: Eleven, trained, middle distance runners who are members of the armed forces were recruited for the study (20 ± 1 years). They performed a critical velocity test (CV) for ARC estimation using three mathematical models and an MAOD test, both tests were applied on a motorized treadmill. Results: The MAOD was 61.6 ± 5.2 mL/kg (4.1 ± 0.3 L). The ARC values were 240.4 ± 18.6 m from the linear velocity-inverse time model, 254.0 ± 13.0 m from the linear distance-time model, and 275.2 ± 9.1 m from the hyperbolic time-velocity relationship (nonlinear 2-parameter model), whereas critical velocity values were 3.91 ± 0.07 m/s, 3.86 ± 0.08 m/s and 3.80 ± 0.09 m/s, respectively. There were differences (P < 0.05) for both the ARC and the CV values when compared between velocity-inverse time linear and nonlinear 2-parameter mathematical models. The different values of ARC did not significantly correlate with MAOD. Conclusion: In conclusion, estimated ARC did not correlate with MAOD, and should not be considered as an anaerobic measure of capacity for treadmill running. © 2013 Elsevier Masson SAS. Avalia-se aqui como evoluíram as relações entre governo e Forças Armadas, e o comportamento destas no interior da burocracia de Estado com base na análise dos orçamentos federais desde o governo autoritário até o atual (1964-2001). Os dados indicam um declínio lento e constante dos gastos com a defesa, entremeados por repiques elevatórios no início de novos gover­nos. De maneira geral, sugerem que os governos civis definem o padrão orça­mentário sem interferência militar, embora os recursos sejam usados sem um acompanhamento adequado das atividades castrenses. Indica-se ainda que a autonomia castrense, isto é, a sua capacidade de definir seu campo de atua­ção, as normas que a norteiam e as missões a desempenhar, pode ser revigo­rada. Essa autonomia endêmica não é fruto de escolhas militares, mas da omissão do poder civil.
