A Reserva Natural do Paul de Arzila (Decreto Lei nº 219/88 de 27 de Junho) está integrada na Rede Europeia de Reservas Biogen ticas do Concelho da Europa desde 1990. A Reserva Natural do Paul de Arzila goza de um estatuto privilegiado pelo que o planeamento da área em questão está sujeito aos ditames do Concelho da Europa que garante o equilÃrio biológico e, consequentemente, a conservação da diversidade genética da Reserva. Impõe-se assim a necessidade de se proceder à definição dos padrões quÃmicos e geológicos naturais não só da área da Reserva Natural do Paul de Arzila, mas também da sua envolvente. Inicialmente procedeu-se, a uma caracterização da área do Paul de Arzila referente à fisiografia, relevo, geologia, tectónica, unidades pedológicas e capacidade de uso do solo, recursos naturais, focos de poluição e seus impactos e caracterização sócio - económica. A caracterização geoquÃmica do Paul de Arzila foi estabelecida com base nos resultados das análises quÃmicas efectuadas em amostras de solos, sedimentos de corrente e águas. Trata-se de um projecto que, a longo prazo, permitirá alargar a problemática da conservação ambiental e da diversidade gené tica das Reserva existentes ao nÃvel do público local e nacional com a implementação de projectos de preservação e sensibilização ambiental.

The concept of social carrying capacity, though opens to debate and critique, is a valuable tool that enhances the management of recreational use in protected natural areas. In this study, conducted in Sierra de las Nieves natural park (Spain), we first categorised the hikers making use of the park and then, from the profiles obtained, analysed their perception of crowding on the trails. This assessment was subsequently used to assess levels of user satisfaction and thus to determine the psychosocial carrying capacity of the park. The results obtained can be extrapolated to most of the Spanish natural parks in Mediterranean mountain areas, due to their comparable levels of visitor numbers and to the prevalence of recreational hiking use. The results suggest that management efforts should be directed toward relocating trails outside the core areas, such that user preferences may be satisfied while less impact is made on the areas of highest environmental value.

The Regional Planning Guidelines (RPG) for the Greater Dublin Area 2010-2022 (draft) is a policy document which aims to direct the future growth of the Greater Dublin Area over the medium to long term and works to implement the strategic planning framework set out in the National Spatial Strategy (NSS) published in 2002. A series of recommendations have been made to Local Authorities clearly linked to and supporting the national investment in transport, particularly public transport, under Transport 21. The draft was prepared and agreed for public consultation. The IPH response to the consultation reports on how the RPG may impact on health and makes recommendations to maximise opportunities for health gain and minimise health loss.

Area-wide development viability appraisals are undertaken to determine the economic feasibility of policy targets in relation to planning obligations. Essentially, development viability appraisals consist of a series of residual valuations of hypothetical development sites across a local authority area at a particular point in time. The valuations incorporate the estimated financial implications of the proposed level of planning obligations. To determine viability the output land values are benchmarked against threshold land value and therefore the basis on which this threshold is established and the level at which it is set is critical to development viability appraisal at the policy-setting (area-wide) level. Essentially it is an estimate of the value at which a landowner would be prepared to sell. If the estimated site values are higher than the threshold land value the policy target is considered viable. This paper investigates the effectiveness of existing methods of determining threshold land value. They will be tested against the relationship between development value and costs. Modelling reveals that threshold land value that is not related to shifts in development value renders marginal sites unviable and fails to collect proportionate planning obligations from high value/low cost sites. Testing the model against national average house prices and build costs reveals the high degree of volatility in residual land values over time and underlines the importance of making threshold land value relative to the main driver of this volatility, namely development value.
