Ética na Administração Pública em Cabo Verde. O Papel do Tribunail de Contas de Cabo Verde como Autarquia do Estado para Accountability

Actualmente, na nossa sociedade apresenta desafios, está continuamente em busca de padrões éticos para uma melhoria da sociedade, é um padrão de grande importância para crescimento e desenvolvimento da Administração Publica cabo-verdiana (APCV). A gestão da coisa Pública é um dos fundamentos de” boa governação”. De acordo com os dados da pesquisa, a ética na APCV é um dos padrões que pouco se poem em pratica. Neste sentido o presente trabalho visa analisar” Ética na Administração Publica”, tendo como estudo de caso o Tribunal de Contas de Cabo Verde (TCCV). Para alcançar o objectivo deste trabalho, fez-se uma pesquisa bibliográfica sobre a ética na Administração Publica e sobre teorias relacionadas com a ética nas organizações. Utilizou-se o método inquisitivo baseado em questionários com perguntas abertas e fechadas para obter as percepçoes dos dirigentes públicos. O tratamento de dados foi feito recorrendo o Software SPSS versão 17 e Excel. Portanto na realização deste estudo foi utilizado o modelo American Psychological Association (APA) no que refere as citações e referências bibliográficas. Os resultados do estudo demonstraram que a ética é um dos instrumentos de extrema relevância para gestão da coisa pública.

Does privatising public service provision reduce accountability?

This paper studies how privatising service provision (shifting control rights and contractualobligations to providers) affects accountability. There are two main effects. (1) Privatisation demotivates governments from investigating and responding to public demands, since providers then hold up service adaptations. (2) Privatisation demotivates the public from mobilising to pressure for service adaptations, since providers then indirectly holdup the public by inflating the government s cost of implementing these adaptations. So, when choosing governance mode, politicians may be biased towards privatising as a way to escape public attention; relatedly, privatising utilities may reduce public pressure and increase consumer prices.

Subcontracting and vertical integration in the Spanish cotton industry

This paper examines changes in the organization of the Spanish cotton industry from 1720 to 1860 in its core region of Catalonia. As the Spanish cotton industry adopted the most modern technology and experienced the transition to the factory system, cotton spinning and weaving mills became increasingly vertically integrated. Asset specificity more than other factors explained this tendency towards vertical integration. The probability for a firm of being vertically integrated was higher among firms located in districts with high concentration ratios and rose with size and the use of modern machinery. Simultaneously, subcontracting predominated in other phases of production and distribution where transaction costs appears to be less important.

Pharmaceutical generics, vertical product differentiation and public policy

This paper studies oligopolistic competition in off-patent pharmaceuticalmarkets using a vertical product differentiation model. This model canexplain the observation that countries with stronger regulations havesmaller generic market shares. It can also explain the differences inobserved regulatory regimes. Stronger regulation may be due to a higherproportion of production that is done by foreign firms. Finally, a closelyrelated model can account for the observed increase in prices by patentowners after entry of generic producers.

This report summaries the work of the committee over the last year and its vision for the future. The committee is followed with interest the work of the Department of Corrections and the Department of Veterans Affairs in evaluating the needs of their facilities and recommends similar evaluations of facilities around the state by other agencies. The committee members are ready to offer advice on the needs of the state's again infrastructure and steps that could be taken to evaluate vacant and underutilized buildings and reduce operational and maintenance costs.

Bridging the Accountability Gap: Rights for New Entities in the Information Society?

Technological developments in the information society bring new challenges, both to the applicability and to the enforceability of the law. One major challenge is posed by new entities such as pseudonyms, avatars, and software agents that operate at an increasing distance from the physical persons "behind" them (the "principal"). In case of accidents or misbehavior, current laws require that the physical or legal principal behind the entity be found so that she can be held to account. This may be problematic if the linkability of the principal and the operating entity is questionable. In light of the ongoing developments in electronic agents, there is sufficient reason to conduct a review of the literature in order to more closely examine arguments for and against legal personhood for some nonhuman acting entities. This article also includes a discussion of alternative approaches to solving the "accountability gap."

Se ha determinado, mediante un análisis preliminar, que el krill (Euphausia superba) se distribuyó en aguas provenientes del Mar de Wedell y en aquellas procedentes del Paso Drake a lo largo del Estrecho de Bransfield y al sur de la Isla Elefante. En cuanto a sus parámetros preferenciales de distribución se ha determinado que esta especie se distribuyó en aguas con relativamente baja temperatura, pero con altos contenidos de salinidad y oxígeno.
