O objetivo desse trabalho é realizar um estudo sobre a Política de Regularização Fundiária e Reforma Agrária na Região Amazônica, a partir do II Plano Nacional de Reforma Agrária (II PNRA), que inseriu as populações tradicionais ribeirinhas no conjunto de seu público. Tendo como foco de análise os projetos de assentamentos em ilhas dos municípios da Microrregião do Baixo Tocantins/PA, realizados por uma força tarefa entre o INCRA e a SPU. Contudo, a proposta de democratização do uso e posse da terra, que possibilita a seguridade fundiária às populações ribeirinhas, não foi priorizada e estrategicamente planejada pelas instituições públicas. Mediante as análises do processo decisório e dos planos de ação das instituições, das percepções e coleta de dados do associativismo das populações assentadas e dos resultados das eleições do período de 2000 a 2010, chegou-se à conclusão de que os projetos de assentamentos foram realizados de forma intensa e desordenada, para responder positivamente a índices de reforma agrária do governo Lula e para causar impacto nos resultados eleitorais essenciais à manutenção da governabilidade do sistema político.

La tesi si propone l’obiettivo di indagare le modalità di interazione tra conoscenze tecnico-scientifiche e dato normativo, a partire dallo studio delle c.d. norme tecniche, ossia le norme, dotate di forza giuridica o meno, elaborate sulla base di conoscenze tecnico-scientifiche. La ricerca analizza diversi settori dell’ordinamento, accomunati da un’elevata influenza di saperi tecnici e al tempo stesso da un’indubbia rilevanza dal punto di vista costituzionale (la disciplina delle sperimentazioni cliniche dei farmaci, quella delle emissioni inquinanti di origine industriale e quella relativa agli standard di sicurezza dei prodotti), individuando quelle che al loro interno si possono considerare norme tecniche e mettendone in luce sia i profili formali (in quali atti-fonte sono contenute, quale natura giuridica presentano) che il procedimento di formazione, con particolare attenzione ai soggetti che vi prendono parte. Si propone quindi una sistematizzazione degli elementi emersi dall’indagine a partire da due diverse prospettive: in primo luogo tali dati vengono analizzati dal punto di vista dogmatico, individuando i diversi meccanismi di ingresso del dato tecnico-scientifico nel tessuto normativo (incorporazione nella norma giuridica, impiego di clausole generali, rinvio a norme extra-giuridiche), al fine di mettere in luce eventuali profili problematici per quanto riguarda il sistema delle fonti. La seconda prospettiva prende invece quale punto di riferimento il “centro di elaborazione sostanzialedelle norme considerate, al fine di evidenziarne i diversi fattori di legittimazione: a partire da esigenze di armonizzazione della disciplina e dall’assunto della neutralità delle conoscenze tecnico-scientifiche rispetto agli interessi coinvolti, lelaborazione delle norme tecniche vede infatti un significativo ripensamento degli equilibri non solo fra attori pubblici e privati, ma anche tra legittimazione politica e legittimazione “tecnica” della scelta normativa. A tali aspetti è dedicata la parte conclusiva del lavoro, in particolare per quanto riguarda la conformità rispetto al disegno costituzionale.

La tesis estudia uno de los aspectos más importantes de la gestión de la sociedad de la información: conocer la manera en que una persona valora cualquier situación. Esto es importante para el individuo que realiza la valoración y para el entorno con el que se relaciona. La valoración es el resultado de la comparación: se asignan los mismos valores a alternativas similares y mayores valores a alternativas mejor consideradas en el proceso de comparación. Los patrones que guían al individuo a la hora de hacer la comparación se derivan de sus preferencias individuales (es decir, de sus opiniones). En la tesis se presentan varios procedimientos para establecer las relaciones de preferencia entre alternativas de una persona. La valoración progresa hasta obtener una representación numérica de sus preferencias. Cuando la representación de preferencias es homogénea permite, además, contrastar las preferencias personales con las del resto de evaluadores, lo que favorece la evaluación de políticas, la transferencia de información entre diferentes individuos y el diseño de la alternativa que mejor se adapte a las preferencias identificadas. Al mismo tiempo, con esta información se pueden construir comunidades de personas con los mismos sistemas de preferencias ante una cuestión concreta. La tesis muestra un caso de aplicación de esta metodología: optimización de las políticas laborales en un mercado real. Para apoyar a los demandantes de empleo (en su iniciación o reincorporación al mundo laboral o en el cambio de su actividad) es necesario conocer sus preferencias respecto a las ocupaciones que están dispuestos a desempeñar. Además, para que la intermediación laboral sea efectiva, las ocupaciones buscadas deben de ser ofrecidas por el mercado de trabajo y el demandante debe reunir las condiciones para acceder a esas ocupaciones. El siguiente desarrollo de estos modelos nos lleva a los procedimientos utilizados para transformar múltiples preferencias en una decisión agregada y que consideran tanto la opinión de cada uno de los individuos que participan en la decisión como las interacciones sociales, todo ello dirigido a generar una solución que se ajuste lo mejor posible al punto de vista de toda la población. Las decisiones con múltiples participantes inciden, principalmente, en: el aumento del alcance para incorporar a personas que tradicionalmente no han sido consideradas en las tomas de decisiones, la agregación de las preferencias de los múltiples participantes en las tomas de decisiones colectivas (mediante votación, utilizando aplicaciones desarrolladas para la Web2.0 y a través de comparaciones interpersonales de utilidad) y, finalmente, la auto-organización para permitir que interaccionen entre si los participantes en la valoración, de forma que hagan que el resultado final sea mejor que la mera agregación de opiniones individuales. La tesis analiza los sistemas de e-democracia o herramientas para su implantación que tienen más más utilización en la actualidad o son más avanzados. Están muy relacionados con la web 2.0 y su implantación está suponiendo una evolución de la democracia actual. También se estudian aplicaciones de software de Colaboración en la toma de decisiones (Collaborative decision-making (CDM)) que ayudan a dar sentido y significado a los datos. Pretenden coordinar las funciones y características necesarias para llegar a decisiones colectivas oportunas, lo que permite a todos los interesados participar en el proceso. La tesis finaliza con la presentación de un nuevo modelo o paradigma en la toma de decisiones con múltiples participantes. El desarrollo se apoya en ellculo de las funciones de utilidad empática. Busca la colaboración entre los individuos para que la toma de decisiones sea más efectiva, además pretende aumentar el número de personas implicadas. Estudia las interacciones y la retroalimentación entre ciudadanos, ya que la influencia de unos ciudadanos en los otros es fundamental para los procesos de toma de decisiones colectivas y de e-democracia. También incluye métodos para detectar cuando se ha estancado el proceso y se debe interrumpir. Este modelo se aplica a la consulta de los ciudadanos de un municipio sobre la oportunidad de implantar carriles-bici y las características que deben tomar. Se simula la votación e interacción entre los votantes. ABSTRACT The thesis examines one of the most important aspects of the management of the information society: get to know how a person values every situation. This is important for the individual performing the assessment and for the environment with which he interacts. The assessment is a result of the comparison: identical values are allocated to similar alternatives and higher values are assigned to those alternatives that are more favorably considered in the comparison process. Patterns that guide the individual in making the comparison are derived from his individual preferences (ie, his opinions). In the thesis several procedures to establish preference relations between alternatives a person are presented. The assessment progresses to obtain a numerical representation of his preferences. When the representation of preferences is homogeneous, it also allows the personal preferences of each individual to be compared with those of other evaluators, favoring policy evaluation, the transfer of information between different individuals and design the alternative that best suits the identified preferences. At the same time, with this information you can build communities of people with similar systems of preferences referred to a particular issue. The thesis shows a case of application of this methodology: optimization of labour policies in a real market. To be able support jobseekers (in their initiation or reinstatement to employment or when changing area of professional activity) is necessary to know their preferences for jobs that he is willing to perform. In addition, for labour mediation to be effective occupations that are sought must be offered by the labour market and the applicant must meet the conditions for access to these occupations. Further development of these models leads us to the procedures used to transform multiple preferences in an aggregate decision and consider both the views of each of the individuals involved in the decision and the social interactions, all aimed at generating a solution that best fits of the point of view of the entire population. Decisions with multiple participants mainly focus on: increasing the scope to include people who traditionally have not been considered in decision making, aggregation of the preferences of multiple participants in collective decision making (by vote, using applications developed for the Web 2.0 and through interpersonal comparisons of utility) and, finally, self-organization to allow participants to interact with each other in the assessment, so that the final result is better than the mere aggregation of individual opinions. The thesis analyzes the systems of e-democracy or tools for implementation which are more popular or more advanced. They are closely related to the Web 2.0 and its implementation is bringing an evolution of the current way of understanding democracy. We have also studied Collaborative Decision-Making (CDM)) software applications in decision-making which help to give sense and meaning to the data. They intend to coordinate the functions and features needed to reach adequate collective decisions, allowing all stakeholders to participate in the process. The thesis concludes with the presentation of a new model or paradigm in decision-making with multiple participants. The development is based on the calculation of the empathic utility functions. It seeks collaboration between individuals to make decision-making more effective; it also aims to increase the number of people involved. It studies the interactions and feedback among citizens, because the influence of some citizens in the other is fundamental to the process of collective decision-making and e-democracy. It also includes methods for detecting when the process has stalled and should be discontinued. This model is applied to the consultation of the citizens of a municipality on the opportunity to introduce bike lanes and characteristics they should have. Voting and interaction among voters is simulated.

Today, the question of how to successfully reduce supply chain costs whilst increasing customer satisfaction continues to be the focus of many firms. It is noted in the literature that supply chain automation can increase flexibility whilst reducing inefficiencies. However, in the dynamic and process driven environment of distribution, there is the absence of a cohesive automation approach to guide companies in improving network competitiveness. This paper aims to address the gap in the literature by developing a three-level framework automation application approach with the assistance of radio frequency identification (RFID) technology and returnable transport equipment (RTE). The first level considers the automation of data retrieval and highlights the benefits of RFID. The second level consists of automating distribution processes such as unloading and assembling orders. As the labour is reduced with the introduction of RFID enabled robots, the balance between automation and labour is discussed. Finally, the third level is an analysis of the decision-making process at network points and the application of cognitive automation to objects. A distribution network scenario is formed and used to illustrate network reconfiguration at each level. The research pinpoints that RFID enabled RTE offers a viable tool to assist supply chain automation. Further research is proposed in particular, the area of cognitive automation to aide with decision-making.

The sample dimension, types of variables, format used for measurement, and construction of instruments to collect valid and reliable data must be considered during the research process. In the social and health sciences, and more specifically in nursing, data-collection instruments are usually composed of latent variables or variables that cannot be directly observed. Such facts emphasize the importance of deciding how to measure study variables (using an ordinal scale or a Likert or Likert-type scale). Psychometric scales are examples of instruments that are affected by the type of variables that comprise them, which could cause problems with measurement and statistical analysis (parametric tests versus non-parametric tests). Hence, investigators using these variables must rely on suppositions based on simulation studies or recommendations based on scientific evidence in order to make the best decisions.

Promover a atividade empreendedora é hoje mais do que nunca uma prioridade para as economias em desenvolvimento. Em diferentes partes do mundo, empreendedores têm sido reconhecidos como verdadeiros agentes de transformação, e as novas empresas que eles criam tornam-se condutoras de inovação, que ao final pode ser difundida ao resto da economia. Teorias de economia urbana, que analisam a dinâmica da relação entre aglomeração urbana e atividade econômica, enfatizam a importância da concentração espacial das indústrias num mesmo setor industrial. Entender os incentivos que dão início à atividade empreendedora é algo novo e o foco desses estudos tem sido principalmente em alguns poucos casos de economias industrializadas. Não obstante, o sucesso de um punhado de clusters de alta tecnologia, como o Vale do Silício, por exemplo, na Califórnia, Estados Unidos, não pode ser replicado, e as condições locais devem ser consideradas a fim de entender a surgimento desses ecossistemas. Este estudo pretende investigar os critérios em que os empreendedores fundamentam suas decisões quando selecionam as localizações do seu negócio. Especificamente, a pesquisa explora o recente movimento dos ecossistemas de empreendedores na Cidade do México e em São Paulo, as duas maiores áreas metropolitanas da América Latina, à luz das teorias de economia urbana. A fim de chegar aos resultados, a pesquisa segue o método baseado sobre uma análise comparativa de estudo de casos em dois bairros: Vila Leopoldina em São Paulo e a Colônia Roma Norte na Cidade do México. Os resultados consolidados baseados em entrevistas qualitativas realizadas nos dois bairros revelam que o lugar/sitio urbano, definido em termos de laços locais assim como da atmosfera geral do ambiente, continua sendo importante para os atores apesar das comunicações de alta velocidade que produzem mais interações entre as regiões do mundo. Além disso, a relação entre o empreendedor e o seu entorno é altamente dependente do estágio de desenvolvimento e da natureza da atividade da empresa; redes informais revelam-se essenciais para identificar as oportunidades de negócio antes de serem progressivamente substituídas por relações instituídas com fundos de capital de risco ou incubadoras. Estes dois ecossistemas nascentes geram suas próprias características, o que já pode sugerir suas futuras evoluções.

The Advisory Committee on Immunization Practices (ACIP) develops written recommendations for the routine administration of vaccines to children and adults in the U.S. civilian population. The ACIP is the only entity in the federal government that makes such recommendations. ACIP elaborates on selection of its members and rules out concerns regarding its integrity, but fails to provide information about the importance of economic analysis in vaccine selection. ACIP recommendations can have large health and economic consequences. Emphasis on economic evaluation in health is a likely response to severe pressures of the federal and state health budget. This study describes the economic aspects considered by the ACIP while sanctioning a vaccine, and reviews the economic evaluations (our economic data) provided for vaccine deliberations. A five year study period from 2004 to 2009 is adopted. Publicly available data from ACIP web database is used. Drummond et al. (2005) checklist serves as a guide to assess the quality of economic evaluations presented. Drummond et al.'s checklist is a comprehensive hence it is unrealistic to expect every ACIP deliberation to meet all of their criteria. For practical purposes we have selected seven criteria that we judge to be significant criteria provided by Drummond et al. Twenty-four data points were obtained in a five year period. Our results show that out of the total twenty-four data point‘s (economic evaluations) only five data points received a score of six; that is six items on the list of seven were met. None of the data points received a perfect score of seven. Seven of the twenty-four data points received a score of five. A minimum of a two score was received by only one of the economic analyses. The type of economic evaluation along with the model criteria and ICER/QALY criteria met at 0.875 (87.5%). These three criteria were met at the highest rate among the seven criteria studied. Our study findings demonstrate that the perspective criteria met at 0.583 (58.3%) followed by source and sensitivity analysis criteria both tied at 0.541 (54.1%). The discount factor was met at 0.250 (25.0%).^ Economic analysis is not a novel concept to the ACIP. It has been practiced and presented at these meetings on a regular basis for more than five years. ACIP‘s stated goal is to utilize good quality epidemiologic, clinical and economic analyses to help policy makers choose among alternatives presented and thus achieve a better informed decision. As seen in our study the economic analyses over the years are inconsistent. The large variability coupled with lack of a standardized format may compromise the utility of the economic information for decision-making. While making recommendations, the ACIP takes into account all available information about a vaccine. Thus it is vital that standardized high quality economic information is provided at the ACIP meetings. Our study may provide a call for the ACIP to further investigate deficiencies within the system and thereby to improve economic evaluation data presented. ^

Currently there are an overwhelming number of scientific publications in Life Sciences, especially in Genetics and Biotechnology. This huge amount of information is structured in corporate Data Warehouses (DW) or in Biological Databases (e.g. UniProt, RCSB Protein Data Bank, CEREALAB or GenBank), whose main drawback is its cost of updating that makes it obsolete easily. However, these Databases are the main tool for enterprises when they want to update their internal information, for example when a plant breeder enterprise needs to enrich its genetic information (internal structured Database) with recently discovered genes related to specific phenotypic traits (external unstructured data) in order to choose the desired parentals for breeding programs. In this paper, we propose to complement the internal information with external data from the Web using Question Answering (QA) techniques. We go a step further by providing a complete framework for integrating unstructured and structured information by combining traditional Databases and DW architectures with QA systems. The great advantage of our framework is that decision makers can compare instantaneously internal data with external data from competitors, thereby allowing taking quick strategic decisions based on richer data.

This study proposes an integrated analytical framework for effective management of project risks using combined multiple criteria decision-making technique and decision tree analysis. First, a conceptual risk management model was developed through thorough literature review. The model was then applied through action research on a petroleum oil refinery construction project in the Central part of India in order to demonstrate its effectiveness. Oil refinery construction projects are risky because of technical complexity, resource unavailability, involvement of many stakeholders and strict environmental requirements. Although project risk management has been researched extensively, practical and easily adoptable framework is missing. In the proposed framework, risks are identified using cause and effect diagram, analysed using the analytic hierarchy process and responses are developed using the risk map. Additionally, decision tree analysis allows modelling various options for risk response development and optimises selection of risk mitigating strategy. The proposed risk management framework could be easily adopted and applied in any project and integrated with other project management knowledge areas.
