Computers of a non-dedicated cluster are often idle (users attend meetings, have lunch or coffee breaks) or lightly loaded (users carry out simple computations). These underutilized computers can be employed to execute parallel applications not only during weekends and at nights but also during office hours. Thus, they have to be shared by parallel and sequential applications which could lead to the improvement of their execution performance. However, there is a lack of experimental study showing the behavior and performance of parallel and sequential applications executing concurrently on clusters. We present here the result of an experimental study into load balancing based scheduling of a mixture of parallel and sequential applications on a non-dedicated cluster.

Purpose – A set of principal parameters (i.e. time, context, gap, outcome, and consequence) influences the ethical performance evaluation (EPE) of business practices in the marketplace and society. The purpose of this paper is to describe a managerial framework of EPE based upon these parameters.

Design/methodology/approach – Case illustrations are used to underpin the introduced managerial framework of EPE.

Findings – The EPE of business practices is not only dependent upon the ethical values and principles of today, but those principles of tomorrow may be equally, or even more, crucial. The EPE of business practices is also dependent upon the surrounding context and its specific ethical values and principles. Furthermore, it is dependent upon the gap between different perceptions of ethical values and principles and if the outcome of the corporation's ethical values and principles are proactive or reactive in relation to the reigning ethical values and principles in the marketplace and society. Finally, it is also dependent upon the potential and eventual consequences of ethical values and principles.

Research limitations/implications – The only way that we can “objectively” evaluate past ethical values and principles is through the use of ethical values and principles at the time and in respect to the context at hand. Research tends to fail when considering the longitudinal and evolutionary dimensions in the exploration of ethical values and principles in business practices. There is too much focus upon on-the-spot-accounts in the past and in current research efforts. An important area for further research is how to deal with the durability and variability of ethical values and principles in business practices in the marketplace and society. The key may be a stronger emphasis on longitudinal research efforts that may explore them over time and as contexts evolve. Ethical values and principles are connected and re-connected over time and across contexts in one way or another. They have a past, a current status and a future.

Practical implications – The decision as to whether business practices are ethical or unethical is – relatively speaking – easy to determine from a narrow perspective, however, the decision whether business practices are ethical or unethical becomes complicated as the perspective is widened and deepened. An introduced managerial framework of EPE provides a generic foundation and structure to examine the acceptability versus unacceptability of business practices.

Originality/value – The paper introduces a managerial framework of EPE, followed by case illustrations. It addresses the impact of time on ethical values and principles in any context on the potential and eventual gaps, outcomes and consequences in business practices. The managerial framework of EPE may also be used in non-business areas whenever found applicable and convenient to use.

This paper proposes a broad model for key success factors in Regional Trade Agreements (RTAs). Current literature is relatively limited in its focus on largely economic consequences of RTAs and the externalities are mostly ignored. This model incorporates five predictor dimensions forming the character of a RTA as follows: (1) Economic, (2) Socio-Cultural, (3) Negotiation, (4) Country Objectives and (5) Review process. It proposes a methodology for the empirical testing of the proposed model. The proposed model, potentially, facilitates the measurement of the character of a RTA and its association with various RTA objectives.

This study investigates and compares the performance of two different types of ultrafiltration (UF) membranes in the recovery of water from secondary treated wastewater. Filtration experiments were carried out on a pilot scale cross-flow unit using synthetic wastewater similar to the quality of secondary treated wastewater by varying the operating parameters such as transmembrane pressure (TMP), feed composition and membrane configuration. The filtration experiments demonstrated that the flux recovery through spiral polymeric UF membrane was more sensitive to the variation in TMP compared to the tubular ceramic UF membrane over the range of TMP studied. The resistance in series model was used for the evaluation of the resistance to the permeate flux. The fouling resistance, particularly irreversible resistance compared to reversible resistance plays a major role in the total resistance for the tubular ceramic membrane. In contrast clean membrane resistance is the major contributor for the total resistance of the spiral polymeric membrane. Finally, the effectiveness of the filtration treatment was determined by evaluating the rejection coefficients for various pollution indices of the wastewater. Significant differences in the performance of the membrane types were observed which are likely to impact on the selection, operation and maintenance of the membrane system.

Multi-frame super-resolution algorithms aim to increase spatial resolution by fusing information from several low-resolution perspectives of a scene. While a wide array of super-resolution algorithms now exist, the comparative capability of these techniques in practical scenarios has not been adequately explored. In addition, a standard quantitative method for assessing the relative merit of super-resolution algorithms is required. This paper presents a comprehensive practical comparison of existing super-resolution techniques using a shared platform and 4 common greyscale reference images. In total, 13 different super-resolution algorithms are evaluated, and as accurate alignment is critical to the super-resolution process, 6 registration algorithms are also included in the analysis. Pixel-based visual information fidelity (VIFP) is selected from the 12 image quality metrics reviewed as the measure most suited to the appraisal of super-resolved images. Experimental results show that Bayesian super-resolution methods utilizing the simultaneous autoregressive (SAR) prior produce the highest quality images when combined with generalized stochastic Lucas-Kanade optical flow registration.

This article is devoted to large multi-tier ensemble classifiers generated as ensembles of ensembles and applied to phishing websites. Our new ensemble construction is a special case of the general and productive multi-tier approach well known in information security. Many efficient multi-tier classifiers have been considered in the literature. Our new contribution is in generating new large systems as ensembles of ensembles by linking a top-tier ensemble to another middletier ensemble instead of a base classifier so that the top~ tier ensemble can generate the whole system. This automatic generation capability includes many large ensemble classifiers in two tiers simultaneously and automatically combines them into one hierarchical unified system so that one ensemble is an integral part of another one. This new construction makes it easy to set up and run such large systems. The present article concentrates on the investigation of performance of these new multi~tier ensembles for the example of detection of phishing websites. We carried out systematic experiments evaluating several essential ensemble techniques as well as more recent approaches and studying their performance as parts of multi~level ensembles with three tiers. The results presented here demonstrate that new three-tier ensemble classifiers performed better than the base classifiers and standard ensembles included in the system. This example of application to the classification of phishing websites shows that the new method of combining diverse ensemble techniques into a unified hierarchical three-tier ensemble can be applied to increase the performance of classifiers in situations where data can be processed on a large computer.

Purpose - the purpose of this paper is to emphasise on a balance between quantitative and qualitative measures, and examine the use of Balanced Scorecard to evaluate and estimate the performance of information and communication technologies (ICT) in delivering valuable e-government services through the internet. Design/methodology/approach - This study tests the hypotheses of e-government effectiveness using Balanced Scorecard technique by incorporating qualitative measures within a quantitative research methodology with data collected by means of a survey questionnaire. The survey sample of 383 stakeholders includes common customers, employees of e-government, and employees from the IT sector. The survey data were analysed to test the hypothesis in measuring e-government effectiveness from Balanced Scorecard's four dimensions: customer perspective, financial perspective, internal business process perspective, and innovation and learning perspective. Findings - The results show that the Balanced Scorecard factors fit very well with monitoring and measuring the performance of e-government in Jordan, and also in evaluating their success in IT project investments. Originality/value - This study attempts to address this gap in the literature and would benefit future studies in applying Balanced Scorecard for performance evaluation of various IT projects that are gaining huge investments from governments and organisations .

This paper presents object tracking in depth, RGB and normal-maps images using LGT tracker. The depth and RGB images are rendered using depth imaging plugins. A series of experiments were held to evaluate the tracker performance in tracking objects in different image sequences. The experiments conducted were from the Visual Object Tracking (VOT) challenge that was arranged in association with ICCV'13 The accuracy was chosen as the evaluation measure, where the the tracker's bounding box was compared against the ground truth bounding box. Results show that tracking object using depth images gives better results and is more accurate than tracking using either the RGB or nomal maps images.

 Manikin-based medical simulation has been shown to benefit the knowledge, skills and attitudes of the learner, and to impart favourable patient effects. A vital component of any training simulation is the after-session discussion with trainees to debrief their performance. In this study we develop a rule-based debriefing tool for improving the efficacy of medical training sessions. Unlike most existing de-briefing tools, the tool presented here has been designed to reduce medical trainer assessment time and to improve evaluation accuracy through a largely automated evaluation of trainee performance. The developed tool is acknowledged by the School of Medicine of Deakin University as an important advancement in assisting medical trainers carry out the debriefing process effectively and efficiently.

Microwave remote sensing has high potential for soil moisture retrieval. However, the efficient retrieval of soil moisture depends on optimally choosing the soil moisture retrieval parameters. In this study first the initial evaluation of SMOS L2 product is performed and then four approaches regarding soil moisture retrieval from SMOS brightness temperature are reported. The radiative transfer equation based tau-omega rationale is used in this study for the soil moisture retrievals. The single channel algorithms (SCA) using H polarisation is implemented with modifications, which includes the effective temperatures simulated from ECMWF (downscaled using WRF-NOAH Land Surface Model (LSM)) and MODIS. The retrieved soil moisture is then utilized for soil moisture deficit (SMD) estimation using empirical relationships with Probability Distributed Model based SMD as a benchmark. The square of correlation during the calibration indicates a value of R2 =0.359 for approach 4 (WRF-NOAH LSM based LST with optimized roughness parameters) followed by the approach 2 (optimized roughness parameters and MODIS based LST) (R2 =0.293), approach 3 (WRF-NOAH LSM based LST with no optimization) (R2 =0.267) and approach 1(MODIS based LST with no optimization) (R2 =0.163). Similarly, during the validation a highest performance is reported by approach 4. The other approaches are also following a similar trend as calibration. All the performances are depicted through Taylor diagram which indicates that the H polarisation using ECMWF based LST is giving a better performance for SMD estimation than the original SMOS L2 products at a catchment scale.

If conducted poorly and without support from all employee levels, performance management programs at institutions may devolve into annual evaluations that represent a staff burden rather than an ongoing career development opportunity. This brief analyzes the key components of successful performance evaluation systems for non-academic staff, incorporating insights from employers outside of the higher education sector as well. It examines the importance of midyear check-in meetings; employee goal-setting; simplified rating scales on evaluation forms; and core staff competencies that reflect institutional priorities. It also describes how institutions communicate modifications to the evaluation system and offers recommendations for the implementation of process change.

The aim of this study was to develop a laboratory method for time response evaluation on electronically controlled spray equipment using Programmable Logic Controllers (PLCs). For that purpose, a PLC controlled digital drive inverter was set up to drive an asynchronous electric motor linked to a centrifugal pump on a experimental sprayer equipped with electronic flow control. The PLC was operated via RS232 serial communication from a PC computer. A user program was written to control de motor by adjusting the following system variables, all related to the motor speed: time stopped; ramp up and ramp down times, time running at a given constant speed and ramp down time to stop the motor. This set up was used in conjunction with a data acquisition system to perform laboratory tests with an electronically controlled sprayer. Time response for pressure stabilization was measured while changing the pump speed by +/-20%. The results showed that for a 0.2 s ramp time increasing the motor speed, as an example, an AgLogix Flow Control system (Midwest Technologies Inc.) took 22 s in average to readjust the pressure. When decreasing the motor speed, this time response was down to 8 s. General results also showed that this kind of methodology could make easier the definition of standards for tests on electronically controlled application equipment.
