This study board the FUNDEF social control council implementation in Parnamirim/RN city, concerning their representatives participation in the accompaniment (decision power) in resort, in front of governmental politics of decentralization, unleashed in 90´s, seen in decentralization process needs the society participation in decisions of educative institutions and represent an efficient way of solve the problems difficult the educational management actions. For this, the council creation of Brazil manager configure, since the 80´s, detaching, and the single characterizing, in actual context. The objective is raise pertinent questions of thematic of representatives members participation of collegiate organs, evidencing the decision power of these, in public resource control. The theory-methodological referential the literature treat the participation and power decision of FUNDEF social control decision, such as politics directrix that rules this council. It utilizes as proceeding of collecting data the semi-structured interview and analyze of meeting register to understand the empirics of council implantation in this city, in view of that the electoral process configured in 2003, showed as a innovation, because the counselor is indicated by the local public power representatives (in this case the education municipal secretary). The research result show the representatives have difficult, to accompany the FUNDEF resources amount, particularly in concern in the financial resources (ratio) over plus. Finally, emphasize the importance of democratization in the relations between the state and civil society, elucidating and exciting reflections a: democratic participation in control of public recourses for education, educational management and civil society mobilization in access of public and cultural cash which the citizen has rights

Social behavior of Guiana dolphins, Sotalia guianensis, at Pipa Beach, RN, Brazil: dynamics, sequence, breathing synchrony, and responses to dolphin watching. Social animals form groups that can range from temporary to permanent. Depending on the nature of the social relationships developed between individuals, groups present a particular social organization and the effect of these interactions shapes the activity patterns of these animals. This study investigates: (i) fission-fusion dynamics of Guiana dolphins, through the analysis of three dimensions of the social system (variation in spatial cohesion, variation in size and composition of groups), (ii) sequence, routine and behavioral stability, (iii) breathing intervals in synchronized groups and (iv) behavioral responses of the animals to dolphin watching. Systematic observations of Guiana dolphins were made from a platform located in cliffs about 25 m above sea level that surround Madeiro Bay, Pipa Beach. Sampling occurred from December 2007 to February 2009 between 0600 h and 1600 h, and the groups of Guiana dolphins were investigated according to their size (alone and group) and composition (adults, adults and juveniles, and adults and calves). According to the analysis of fission-fusion dynamics, Guiana dolphin groups frequently changed their composition, modifying their patterns of spatial grouping and cohesion every 20 minutes on average. More than 50% of the individuals maintained a distance of up to 2 m from other group members and new individuals were attracted to the group, especially during feeding, leaving it for foraging. Large groups were more unstable than small, while groups containing only adults were more stable than groups of adults and juveniles. According to the Z-score analysis to investigate the sequence and behavioral routine, lone individuals were more ! .7! ! involved in foraging and feeding, while resting was more common in groups. Foraging and feeding were more common in homogeneous groups (individuals of the same age class), while heterogeneous groups (different age classes) were often involved in socialization, displaying a broader behavioral repertoire. Foraging and resting behavior presented higher stability (continuous duration in minutes) than the other behaviors. The analysis of breathing intervals in synchronized groups showed significant differences depending on type of behavior, composition and area preference. During resting, breathing intervals were of longer duration, and groups with calves showed shorter breathing intervals than groups without calves. Lone individuals also preferred areas called corral , often used for the entrapment of fishes. The Markov chain analysis revealed behavioral changes in the presence of boats, according to the type of group composition. Groups composed of adults presented decreased resting and increased in traveling during the presence of boats. Groups of adults and juveniles showed a massive reduction of socialization, while the behavior transition probability traveling-traveling was higher in groups of adults and calves. In the presence of the boats, stability of resting was reduced by one third of its original duration and traveling more than doubled. The behavioral patterns analyzed are discussed in light of socio-ecological models concerning costs and benefits of proximity between individuals and behavioral optimization. Furthermore, significant changes in behavioral patterns indicate that Guiana dolphins, at Pipa Beach, have suffered the effects of tourism as a result of violation of rules of conduct established for the study area

This work demonstrates the results obtained from research on violence against women: an analysis of the work from reference center of the Social Assistance-CREAS, held in the city of Parnamirim/RN from September 2008 extending through the february of 2009. Having as goal to investigate and examine in a longitudinal cut, which specifically covers the period from 2006 to 2007, find out extent the actions taken by the Reference Center Specialized Social Assistance- CREAS, contributed to the change of women who were there, by checking if there was any change in their positions ahead of the violence and if they began to realize how social subjects, able to control their living conditions and interfere in the orientation of social dynamics Have a particular emphasis on the presence of work and schooling or lack of them is also a factor to be allied to the barriers and rules imposed on women in contemporary society. In this study it was found through a qualitative research guided by dialectical and implemented through the use of documentary research, observation, semi-structured interview and an extensive theoretical background on the subject in question that the woman victim of violence is in a complex and contradictory context where there is both the construction and deconstruction of rights, a view that there are strong influences of patriarchal culture and the consequences of social issues that specifically searched for the public, focuses on social, economic , political, social and cultural. In this sense, the National Policy to Combat Violence against Women, operated by CREASE Parnamirim, is also reflected in its early stages in the life of these women are to nurture a real chance for these victims of violence, to perceive themselves as social subjects can control their lives and interfere in their own destinies. We want this study to add more knowledge to help and most appropriate intervention in this reality, but without the intention of reaching exhaustion, but to subsidize future studies on the topic of women victims of violence

The article represents a theoretical and methodological approach to the analysis of organizational dynamics of political parties today, based on a study of the Party of Brazilian Social Democracy (PSDB) in the State of Sao Pãulo (period between 1988 to 2006). It is hypothesized that the structure and the institutional rules of a particular party, or even their election results, are insufficient to explain the inner workings, such as the role of party organization in the electoral system. An approach that articulates the relationship patterns, election results and posts held in the party, identified the factors that explain the political capital that circulated within the party and ensured its organizational dynamics over the period analyzed.

O Estudo denominado o CME do Município de Ananindeua na Construção da Política Educacional: a busca pela participação social. Teve como objetivos: analisar como a participação da sociedade civil organizada por meio de seus diferentes representantes vem sendo construída no interior do Conselho Municipal de Educação na tentativa de construir uma política educacional com base nos princípios de democracia participativa; analisar como a participação da sociedade civil organizada vem sendo oportunizada na construção da política educacional por meio do CME/Ananindeua; analisar a atuação do CME na promoção de uma política educacional na busca pela promoção da participação social e analisar como vem sendo desenvolvida à relação do CME com os demais elementos que compõe o Sistema Municipal de Ensino na construção da política educacional. Análise Documental e Entrevistas semi-estruturadas foram os instrumentos utilizados para responder os objetivos explicitados. O tratamento dos dados foi possível através de análise de conteúdo (investigação bibliográfica) e análise das fontes primárias (Atas; Leis Decretos; Pareceres; Regimento Interno). Os resultados alcançados com a investigação nos levam a inferir que a participação social como princípio educativo no interior do CME em Ananindeua vem sendo construída de forma gradual, uma vez que a democratização da gestão educacional por meio da participação direta, tanto no chão da escola como nos outros elementos que compõem o sistema educacional é um processo que precisa ser construído cotidianamente no coletivo. No caso da participação da sociedade no CME através das diversas categorias representadas vem se constituindo um desafio, pois os conflitos, as tensões, correlações de forças, disputa de poder estão sempre presentes. Esse fato em algumas circunstâncias é positivo uma vez que também é possível a construção de política educacional em meio à diversidade de opiniões. As categorias da sociedade civil organizada e representada no CME apresentam diferentes graus de participação, algumas participam mais ativamente enquanto outras têm uma menor atuação no momento de reuniões de Câmara e Plenárias onde são debatidas e feitas as proposições no que tange a construção da política educacional em Ananindeua. A falta de formação teórica, pedagógica e política em alguns casos servem como fator que limita a participação social nas ações do CME.

O presente trabalho objetiva analisar as implicações do Programa “Excelência em Gestão Educacional” da Fundação Itaú Social na gestão da escola pública brasileira, em termos de orientações teórico- metodológicas contidas em documentos balizadores da parceria firmada. Para tanto, foi feita uma pesquisa documental que, por meio de análise de conteúdo, buscou analisar os documentos referentes a esse programa. As análises desenvolvidas mostraram que o modelo de gestão defendido pela Fundação Itaú para a educação brasileira é o das escolas charter americanas, escolas financiadas pelo setor público, mas administradas pelo setor privado. Tais escolas são apresentadas como tendo melhorado significativamente os índices educacionais nos EUA. No entanto, constatou-se que a realidade concreta não condiz com a apresentada pelo Programa Excelência em Gestão, pois o modelo de gestão baseada nos parâmetros do mercado, que associa conceitos como qualidade, participação, descentralização, autonomia e avaliação à ideia de gerenciamento de recursos com vista à produtividade do sistema educacional, não foi capaz de melhorar o sistema educacional americano. Muito pelo contrário, agravou ainda mais a crise da educação pública naquele País. No Brasil, já existem experiências nesse sentido e as análises sobre as escolas charter que foram implantadas em Pernambuco revelaram que as mesmas adotam na sua gestão padrões gerenciais trazidos do mundo empresarial. Assim, verificou-se a introdução de princípios de mercado como o da gestão gerencial, da definição de metas e resultados, expressos nos seus planejamentos estratégicos, da remuneração por mérito para os professores e a generalização dos testes de avaliação, dentre outros. Nesse contexto, a autonomia escolar é entendida como maior responsabilização dos professores e diretores pelo sucesso ou fracasso da escola, e, sobretudo do gestor, como liderança de todo o processo. Além disso, nessas escolas não existe autonomia pedagógica, pois o projeto pedagógico é elaborado de acordo com critérios de produtividade definidos previamente pelo órgão responsável pela implantação dessas escolas (PROCENTRO). A participação que se desenvolve nesse contexto não passa de um mero processo de colaboração, de mão única, de adesão, de obediência às decisões que são tomadas de cima para baixo. Fica claro que esse modelo de gestão e de escola não contribui para a democratização das relações de poder na escola e consequentemente para a formação da cidadania.

The neoliberalism based on the Washington Consensus advised privatization as the most effective alternative for the management of natural resources. The question is what is prioritizing efficiency, market or welfare? The growing concern about the water issue has been highlighted in discussions in international policy debates, and what it turns out is the prominence of corporate and economic interests over social and environmental. The water is in crisis, there are several sources of popular conflicts around the world contrary to how this resource is being offered, as the Water War occurred in 2000 in the city of Cochabamba. It is necessary to respect its limitations to ensure their future availability and choose the best development model that favors the effectiveness of their control. The international proliferation of commercial vision concerning water stipulated privatization of their management as ideal rule, which increased rates, concentrated income, has not improved the quality nor promoted the conquest of equal access to water for most systems that provides these services, this is, privatization has not brought positive results that outweigh the harm of its implementation. Water is an essential commodity for life of living beings, in all its stages, basic reason to develop plans, rules and commitments that ensure its conservation and provide, as soon as possible, a valid alternative for the sustainable management in long term

The media received from Brazilian Constitution an extensive regulatory role, however, despite the constitutional requirement, until these days, over twenty years after its promulgation, the Brazilian Congress hasn’t regulated all constitutional rules for the sector. In addition, some rules related to the media that were produced before and after the Constitution were expurgated by Brazilian Supreme Court decisions. This text is part of ongoing research that aims to present the constitutional regulation of the media and the development/implementation of these legal standards through decisions of the Supreme Court.
