Computerised ID scanning technologies have permeated many urban night-time economies in Australia, the United States, Canada and the United Kingdom. This paper documents how one media organisation’s overt and tacit approval of ID scanners helped to normalise this form of surveillance as a precondition of entry into most licensed venues in the Australian city of Geelong. After outlining how processes of governance “from above” and “from below” interweave to generate distinct political and media demands for strategies to prevent localised crime problems, a chronological reconstruction of media reports over a three-and-a half year period demonstrates how ID scanning became the centrepiece of a holistic reform strategy to combat alcohol-related violence in this nightclub precinct. Several discursive techniques helped to normalise this “technological fix”, while suppressing critical discussion of viable concerns over information privacy, data security and system networking. These
included pairing reports of an initial “signal crime” with examples of “virtual victimhood” to stress the urgency of a radical surveillance-based response, which was supported by anecdotal statements from key “primary definers” highlighting the success of this initiative in targeting a wider population of antisocial “others”. The implications of these reporting practices are discussed in light of the media’s central role in reforming the Geelong night-time economy and broader trends in using novel surveillance technologies to combat urban crime problems at the expense of alternative measures that protect individual liberty.

Both the UK and Australia have experienced difficulties with engaging in regional integration. The UK has famously been labelled by Stephen George as an 'awkward partner' in the EU context, with other member states as well as the UK itself often questioning Britain's economic, political and cultural closeness to the rest of the EU in the face of its transatlantic ties and allegedly 'special relationship' with Washington. Australian policy towards regional organisations in South East Asia and the Asia-Pacific has also been equivocal about regional integration, championing the Asia Pacific Economic Cooperation forum (APEC) as a means of reorienting itself towards Asia but always with the danger of being considered a proxy for the US by other nations in the region. Yet more recently Australia has proposed a new regional architecture for Asia. This paper compares the UK and Australia as 'awkward' states in regional integration, tracing their respective positions on three key 'material' issues of regional integration - institutions, economic policy and security - as well as the more ideational issues of belongingness and identity. It debates which mix of material and ideational factors best accounts for this difference of the UK and Australia from the mainstream in their respective regions. These conclusions are then used to generate hypotheses for future comparative research.

A system security analysis and system modelling framework tool is proposed adopting an associated conceptual methodology as the basis for assessing security and conceptually modelling a critical infrastructure system incident. The intent is to identify potential system security issues and gain operational insights that will contribute to improving system resilience, contingency planning, disaster recovery and ameliorating incident management responses for critical infrastructure system incidents. The aforementioned system security analysis and modelling framework is applied to an adverse critical infrastructure system incident case study. This paper reports on the practical application of the framework to a case study of an actual critical infrastructure system failure and the resultant incident implications for the system and the wider regional communities.

It is verified worldwide an increasing concern with the protection of natural resources in the planet, a fact that became relevant in Brazil since the promulgation of the Constitution of 1988, based on the viewpoint of sustainable development, which seeks to promote economic activities in the country according to the need for conservation and preservation of natural resources for the use of present and future generations. In addition, we seek to reduce the differences that occur in our society by determining as a fundamental objective to be persecuted by the Federative Republic of Brazil the reduction of social and regional inequalities. A value that should also be observed in the context of economic activities developed here, since it is a general principle of financial and economic order of the country. Therefore, considering the exhaustion of world s reserves of fossil fuels, as well as the impacts on the environment, especially for the large emission of greenhouse effect gases, the debate about the need to change the global energy matrix increases while alternative energy sources appears as a bet to fulfill the contemporary aspirations for sustainability, and Brazil emerges in a very favorable position, because it has the essential natural conditions to allow this sector s full development. In this perspective, the work has the scope to analyze how the production of alternative energy sources may act in the search for concretization of constitutional values, to promote sustainable development for present and future generations, and to reduce regional and social inequalities in an attempt to improve the quality of life of the population. It will also be observed the current regulatory framework of alternative energy sources in the national laws to verify the existence of legal and institutional security, which is necessary to guarantee the full development of the sector in the country. And to investigate the expected results, it will be observed through the concrete evaluation of specific practices adopted in the industry, analyzing their actual compliance with the constitutional provisions under analysis, based on the examination of the possibility of using renewable biomass sources for biofuel production, promoting development to the country, indicating the opening lines about how this important sector can act to solve the energy challenge today

The document What kind of State? What kind of equality? analyses the progress of gender equality in the region 15 years after the approval of the Beijing Platform for Action, 10 years after the drafting of the Millennium Development Goals and 3 years after the adoption of the Quito Consensus at the tenth session of the Regional Conference on Women in Latin America and the Caribbean, held in 2007. It also examines the achievements made and challenges faced by governments in light of the interaction between the State, the market and families as social institutions built on the foundation of policies, laws, and customs and habits which, together, establish the conditions for renewing or perpetuating gender and social hierarchies.

En el documento ¿Qué Estado para qué igualdad? se analiza el progreso de la igualdad de género en la región tras 15 años de la aprobación de la Plataforma de Acción de Beijing, 10 años de la formulación de los Objetivos de Desarrollo del Mileno y 3 años de la adopción del Consenso de Quito en la décima Conferencia Regional sobre la Mujer de América Latina y el Caribe realizada en 2007. Se examinan además los logros y desafíos que enfrentan los gobiernos a la luz de la interacción entre el Estado, el mercado y las familias como instituciones sociales construidas a partir de políticas, leyes, usos y costumbres que, en conjunto, establecen las condiciones para renovar o perpetuar las jerarquías sociales y de género.

Este documento recoge contribuciones de las ministras y autoridades de los mecanismos para el adelanto de la mujer de América Latina y el Caribe, que definieron su contenido en la cuadragésima tercera reunión de la Mesa Directiva de la Conferencia Regional sobre la Mujer de América Latina y el Caribe (Puerto España, 7 y 8 de julio de 2009), y que enviaron documentos e información para su preparación y enriquecieron su versión final con aportes y debates en dos foros virtuales. En este informe se integran los avances del Observatorio de igualdad de género de América Latina y el Caribe y se da cuenta del trabajo realizado durante sus dos primeros años de funcionamiento, con énfasis en la autonomía económica de las mujeres.
