Information Science (IS) research has strongly grown in Brazil, in the last decade, and, as a consequence, it was possible to observe a growth of the support given by the Brazilian National Scientific and Technological Development Council - CNPq. In this sense, this paper aims to analyze the scientific production (journal papers) of the 15 IS researchers who have the highest level research fellowships during the period between 2001 and 2010. Data were analyzed in terms of bibliographic dispersion, internationalization, and scientific collaboration as well as in terms of the most prominent journals. The results (219 papers) evidence an average of around 1.5 papers per author per year and a group of 63 different journals (60% evaluated under levels Qualis A1 and B1). The journal DataGramaZero is strongly present since it responds for 22% of the whole production. It was possible to observe a still shy presence of foreign journals and none of them belong to the Anglo-Saxon environment. The kind of authorship is well-balanced between individual and collective ones, including inter-institutional collaboration. It is possible to conclude that this group is mature and very productive, and it represents an academical IS leadership in Brazil but still lacks more international visibility.

Conselho Tutelar de Rio Claro: um panorama dos casos registrados no ano de 2007

Este trabalho tem como objetivo levantar o número de casos encaminhados ao Conselho Tutelar de Rio Claro no ano de 2007, caracterizar os motivos e as queixas que originaram esses encaminhamentos, verificar as orientações dadas pelos Conselheiros e mapear os bairros da cidade que foram atendidos pelo Conselho. O trabalho está baseado em pesquisa bibliográfica, análise das planilhas que são preenchidas mensalmente e dados coletados em entrevistas realizadas com duas Conselheiras Tutelares. Foi constatado que o Conselho Tutelar de Rio Claro registrou, naquele ano, 227 casos, sendo 441 novos, 597 retornos e 189 acompanhamentos de casos. As queixas registradas são as mais diversas, indo de violência sexual até requisição de certidão de nascimento. Predominam queixas de evasão escolar e reiteração de faltas, seguida pelas de maus tratos e comportamental. Com relação às medidas aplicadas pelos Conselheiros à criança ou adolescente, predomina aquela relativa à matrícula e freqüência obrigatória em estabelecimento oficial de ensino fundamental. Já no que diz respeito às medidas aplicadas aos pais ou responsáveis, a medida de maior registro foi a de orientação, seguida pela de obrigação em matricular filho e acompanhar sua freqüência e aproveitamento. Verificou-se também que não somente os bairros periféricos da cidade são atendidos pelo Conselho Tutelar, mas também bairros considerados de classe média e alta.

Espaço geográfico e educação: um estudo sobre o lugar do Conselho de Escola

In this text, the results of our research on the geographic location and establishing relationships with the School Council. We consider some legal aspects added to the evidence gathered in our experience to check how much the School Council is constituted as a non-state public place. The possibility of setting up this feature to see a meaning whose strength lies precisely in a healthy tension between the state and established community. Here is the legislation of the School Council of Suzano (SP) and some aspects of our experience from the practice of teaching at a school in Rio das Pedras (SP). We see the nature of the legal meaning assigned to this place from the study of law, considering the municipal, regional and federal levels. In the sphere of Geography use the concepts of Space, Place and City, as issues that are dear to that science. We used the concept of Topofilia to see if this particular place is the development of an individual's sense of belonging, and how it unfolds in the dynamic implications of the operation of this instrument of popular participation in the formulation of public policy education. We discussed the elements observed in these experiments to think about the composition of living environments in urban daily life

O Conselho tutelar e o direito à educação

O presente trabalho intitulado O Conselho Tutelar e o direito à educação pretende verificar de que forma através da atuação do Conselho Tutelar se pode ter garantido o direito à educação. A decisão de trabalhar com este tema se deu em primeiro lugar pelo fato de a pesquisadora ter atuado como conselheira tutelar em duas gestões consecutivas do Conselho Tutelar de Rio Claro/SP, no período de 2006 a 2011 (quarta e quinta gestões). Em segundo lugar, embora a atuação do Conselho Tutelar não se restrinja ao atendimento do direito à educação, abrangendo as mais diversas áreas, optou-se por tratar o tema vinculado ao direito à educação por ser um trabalho de conclusão do curso de pedagogia da UNESP/IB e pelo fato de o Conselho Tutelar ser até então pouco explorado no meio acadêmico, principalmente em relação aos encaminhamentos dados à garantia do direito à educação. Em terceiro lugar esta decisão também se baseou no entendimento de que a educação tornou-se um dos requisitos indispensáveis para que os indivíduos tenham acesso ao conjunto de bens e serviços disponíveis na sociedade, constituindo-se em condição necessária para se usufruir de outros direitos constitutivos do estatuto da cidadania (OLIVEIRA, 2002). De modo que no Brasil, a educação é um direito garantido por lei para todos os cidadãos prescrito na Constituição Federal de 1988 (CF/88), sendo que a Lei Federal 8069/90 Estatuto da Criança e do Adolescente (ECA) e a Lei n.º 9.394/96, a Lei de Diretrizes e Bases da Educação (LDB/96) ratificam o princípio constitucional. Entretanto devemos levar em conta que nosso país apresenta uma série de desigualdades sociais, econômicas e culturais que dificultam o acesso de parcela considerável da população ao ensino formal. Direitos humanos e demandas escolares: problematizando a aproximação entre psicologia e conselho tutelar

This paper presents the main achievements in the field of children and youngsters social rights and provides some data on Brazilian education that show the discrepancy between the legal guidelines and the educational situation of children and youngsters within public schools. It presents a critical approach to the ways production and attendance of school problems have been interpreted and shows the dimension in which social facilities established to provide protection to children and adolescents have not been able to ensure a good quality schooling. It highlights the Guardian Council as addressee of school demands and stands out the urgency of debating the violation of fundamental rights such as the lack of quality in education, the repeated situations of failure, and dropping out experienced by a significant number of poor students. The analyzes developed point to the fragility of the relationship between school and Guardian Council revealing an institutional dynamic that individualize social issues. The analyzes developed also suggest the possibility of including Psychology mediation to school, family and Guardian Council. These aim to break the hegemony of the gaze individualizing approach that blame individual and / or family for school failures. This all present to professionals the urgenct for a critical attitude, based on theoretical and practical approaches able to research and propose critical interventions in order to overcome the production of educational exclusion.

Honorários praticados por operadoras de planos odontológicos e pelo SUS em relação aos definidos pelo Conselho Federal de Odontologia

Aim: The present study investigated the fees paid by dental insurance companies to dental surgeons, referrent to groups of dental procedures. Materials and Methods: The fees offered by dental insurance companies were defined according to the average values from the price tables of 5 insurance plans that offered national coverage. These average values and the values paid by the Brazilian Unified Health System (SUS) were compared with those set forth in the VRCC table from Brazilian Federal Dental Council (CFO). For comparison, average values were obtained for the following groups of procedures: preventive, aesthetic, endodontic, and surgical. The values of these preventive procedures were compared with other groups of procedures. Results: The plans applied an average discount of approximately 54.51% upon the prices suggested in the CFO price list. The highest discount was observed within the group of preventive procedures (57.09%, on average). Conclusion: The evaluated health insurance companies in vestigated in the present study are applying an abusive discount upon the prices suggested in the CFO price list. It's necessary to identify alternatives to reverse this situation.

Organization and dynamics of Conselho Municipal de Seguranca Alimentar e Nutricional de Sao Paulo: implications of their participation on the creation of a municipal food and nutrition security policy

Objective This study analyzed the internal functioning, organization and political participation of the local food and nutrition security council and possible implications of their participation on the creation of a municipal food and nutrition security policy in the city of Sao Paulo. Methods This qualitative study was done in three stages: document analysis; observation of meetings and semi-structured interviews with board members considered key informants. The axis of analysis was the political participation of the council, considering its internal aspects, like board members, operating dynamics of political participation of its members and the relationship between these topics and the council's actions for the definition and creation of a food and nutrition security policy. Results The intellectual profile of the board members does not represent the majority of the population, thereby facilitating the omission of actual issues in council discussions. Its strict internal dynamics and the asymmetry of its members generally prevent the active participation of board members and, specifically, discussions about a food and nutrition security policy. The so-called "militant members" have a differentiated, more aggressive participation, with greater mastery of the subject and its topics. Conclusion The board member profiles, internal organization of the council, complexity of the subject and its low insertion in the society distance the council from social needs and lead them to act incipiently with regard to the municipal policies of food and nutrition security.
