The aim of this paper is to propose a novel reference framework that can be used to study how different kinds of innovation can result in better business performance and how external factors can influence both the firm's capacity to innovate and innovation itself. The value of the framework is demonstrated as it is applied in an exploratory study of the perceptions of public policy makers and managers from two European regions - the Veneto Region in Italy and the East of England in the UK. Amongst other things, the data gathered suggest that managers are generally less convinced than public policy makers, that the innovativeness of a firm is affected by factors over which policy makers have some control. This finding poses the question "what, if any, role can public policy makers play in enhancing a company's competitiveness by enabling it to become more innovative?".

Modelling dialogue as a Partially Observable Markov Decision Process (POMDP) enables a dialogue policy robust to speech understanding errors to be learnt. However, a major challenge in POMDP policy learning is to maintain tractability, so the use of approximation is inevitable. We propose applying Gaussian Processes in Reinforcement learning of optimal POMDP dialogue policies, in order (1) to make the learning process faster and (2) to obtain an estimate of the uncertainty of the approximation. We first demonstrate the idea on a simple voice mail dialogue task and then apply this method to a real-world tourist information dialogue task. © 2010 Association for Computational Linguistics.

Choosing a project manager for a construction project—particularly, large projects—is a critical project decision. The selection process involves different criteria and should be in accordance with company policies and project specifications. Traditionally, potential candidates are interviewed and the most qualified are selected in compliance with company priorities and project conditions. Precise computing models that could take various candidates’ information into consideration and then pinpoint the most qualified person with a high degree of accuracy would be beneficial. On the basis of the opinions of experienced construction company managers, this paper, through presenting a fuzzy system, identifies the important criteria in selecting a project manager. The proposed fuzzy system is based on IF-THEN rules; a genetic algorithm improves the overall accuracy as well as the functions used by the fuzzy system to make initial estimates of the cluster centers for fuzzy c-means clustering. Moreover, a back-propagation neutral network method was used to train the system. The optimal measures of the inference parameters were identified by calculating the system’s output error and propagating this error within the system. After specifying the system parameters, the membership function parameters—which by means of clustering and projection were approximated—were tuned with the genetic algorithm. Results from this system in selecting project managers show its high capability in making high-quality personnel predictions

Internet Traffic Managers (ITMs) are special machines placed at strategic places in the Internet. itmBench is an interface that allows users (e.g. network managers, service providers, or experimental researchers) to register different traffic control functionalities to run on one ITM or an overlay of ITMs. Thus itmBench offers a tool that is extensible and powerful yet easy to maintain. ITM traffic control applications could be developed either using a kernel API so they run in kernel space, or using a user-space API so they run in user space. We demonstrate the flexibility of itmBench by showing the implementation of both a kernel module that provides a differentiated network service, and a user-space module that provides an overlay routing service. Neural network models of working memory, called Sustained Temporal Order REcurrent (STORE) models, are described. They encode the invariant temporal order of sequential events in short term memory (STM) in a way that mimics cognitive data about working memory, including primacy, recency, and bowed order and error gradients. As new items are presented, the pattern of previously stored items is invariant in the sense that, relative activations remain constant through time. This invariant temporal order code enables all possible groupings of sequential events to be stably learned and remembered in real time, even as new events perturb the system. Such a competence is needed to design self-organizing temporal recognition and planning systems in which any subsequence of events may need to be categorized in order to to control and predict future behavior or external events. STORE models show how arbitrary event sequences may be invariantly stored, including repeated events. A preprocessor interacts with the working memory to represent event repeats in spatially separate locations. It is shown why at least two processing levels are needed to invariantly store events presented with variable durations and interstimulus intervals. It is also shown how network parameters control the type and shape of primacy, recency, or bowed temporal order gradients that will be stored.
