A tanulmány a Public-Private Partnership (PPP) egyik nagy kérdésének megközelítéseit vizsgálja: miként védhető a közérdek e projektekben. A szabályozott verseny körülményeinek kialakítása több megközelítésben is perdöntő kérdés a PPP értéknövelésének előmozdításához, bár a létező megoldások nem mentesek anomáliáktól. A képviseleti demokrácia intézményi működésének támogatására pedig a társadalmi részvétel megoldásait javasolja az irodalom. E megközelítés is több formájában, többféle céllal és szintén kihívásokkal segítheti az értéknövelő PPP projekteket. A tanulmány az elvi lehetőségek értékelő elemzését követően a megvalósítás realitásait is mérlegre teszi. = This study focuses on a key issue in Public-Private Partnership (PPP) projects: how may public interest be protected. It assesses market based and non market based approaches, and also explains why PPP projects are peculiar when addressing the protection of public interest. Setting up the conditions for simulated competition is of paramount importance for different reasons in order to enable value creating PPP projects. Existing solutions however are not without anomalies. To promote the institutions of democracy, participatory solutions are recommended in the literature. That approach may help value creating PPP projects in various forms, with a range of objectives and challenges. The study concludes the analytical assessment of options by highlighting the realistic conditions of implementation.

A tanulmány a PPP különböző strukturális modelljeinek csoportosítását mutatja be, az egyes típusok rövid rendszerező áttekintésével. A tipológiák vizsgálata hasznos ahhoz, hogy a PPP projektek struktúrájának kialakításakor a különböző lehetőségeket mérlegelni tudjuk. Többféle megközelítésben lehet a modelleket tipizálni. Az együttműködés célja alapján a hatékonyság-, a minőség- és a finanszírozás-orientált modellek a legelterjedtebbek, a kockázatmegosztás módja alapján BOT, DBFO és koncessziós változatok, a haszonmegosztás szabályozása alapján árplafon-szabályozású, közvetlen haszonszabályozású, fixdíjas és árnyékáras megoldások a leginkább bevettek. A tanulmány ezek elemző bemutatása alapján arra a következtetésre jut, hogy a gyakorlati megoldások a legtöbb esetben az elméleti típusok valamilyen kombinációját tartalmazzák, a konkrét eset feltételeinek megfelelően. Így a gyakorlatban a fix tipológiák helyett alkalmasabb úgy megközelítenünk a PPP-t, mint egy folyamatosan változó, a helyi igényekhez idomuló jelenséget. A haszonszabályozó tipológia kapcsán a tanulmány melléklete rövid áttekintést nyújt a PPP esetében kritikus méltányos haszon becslésének lehetséges megoldásairól is. = This study shows a categorization of the different structural models of Public-Private Partnership (PPP) projects. The typologies are useful to assess the available options when decisions on PPP project structures are made. There are different categorizing aspects. Based ont he key purpose of the partnership there are efficiency, quality and financing focused models. From a risk sharing point of view, BOT, DBFO and concession models are most typical. Regarding the regulation of returns price-cap models, ’open book’ models, fixed price and shadow pricing models are most common. Based on the analytical assessment of these, they study concludes that actual projects are mostly a combination of theoretical types, as required by the given case. Therefore in practice, it is more appropriate to approach PPP projects as a constantly shaping concept, adjustable to particular conditions. Supporting the approaches to the regulation of returns, an appendix of the study summarizes the different methods to estimate fair returns, a critical issue in PPP projects.

A tanulmányban összefoglalóan bemutatom a Public_Private Partnership (PPP) gazdálkodástani szempontból releváns kutatói munkáinak fogalomhasználatát, kérdésfeltevéseit, illetve főbb eredményeit. A PPP-t leginkább kritikusan bíráló szerzők körében jellemző, hogy a gyakorlati megvalósulás alapján a PPP-nek inkább feladatátadó, semmint partneri, illetve inkább finanszírozási, semmint értéknövelő jellegét hangsúlyozzák. = This working paper summarizes the terminology, research focus and primary results of academic articles on Public-Private Partnership (PPP) from a business studies approach. This is to show what fellow researchers focus on. I mean to highlight the „significant” topics as per the current understanding of the academic community. The analysis focuses on twenty-three academic articles that reveal the various interpretations of PPP, using somewhat different definitions. Analytical results show that the articles do not use a common interpretation, but authors either highlight the partnership, i.e. risk sharing nature of PPP; or it is not emphasized, and they use a more general interpretation instead. Researchers most critical with PPP typically give importance to the outsourcing and financing aspects of PPP in practice, rather than its partnership or value increasing character.

A tanulmány a Public-Private Partnership (PPP) immanens logikai kihívásai közül két kiemelt kérdést elemez: az állami fél közszolgálati-közigazgatási beágyazottságából eredő dilemmákat, valamint az állami és a magánfél eltérő kulturális hátteréből eredő feszültségek jellemzőit. A PPP projektek gyakorlati megvalósítása szempontjából e két kardinális kérdés kifinomult elméleti hátterébe nyújt bepillantást. = This study analyses two cardinal issues of Public-Private Partnership (PPP) projects’ immanent challenges: the management dilemmas of public services/governance, and the tensions between the private and public parties due to their different cultural imbeddedness. It provides theoretical insights into these two issues of practical relevance. As public service management dilemmas, it identifies the trade-offs between rights vs. effectiveness, efficiency vs. effectiveness, centralization vs. decentralization, protecting the public interest vs. individual freedom, minimizing government vs. protecting human rights, the entrepreneurial approach vs. public service ethos. The study captures the cultural difference between the public and the private parties in their different approaches to decision making, while it concludes that the role of trust is key in finding feasible solutions for PPP models.

Írásunk a Public-Private Partnership (PPP) magyarországi megvalósulásának hangsúlyairól szól. Három tágabb elvi szempont sajtóbeli megjelenésének súlyát elemezzük: a PPP céljai, a feladatok hatékonyabb elvégzésének módja, illetve a társadalmi kontroll megvalósulása áll érdeklődésünk középpontjában. A tartalomelemzés matematikai-statisztikai módszereit alkalmazzuk. = This working paper focuses on the perceptions of the Hungarian implementation of Public-Private Partnership (PPP) projects. It was examined how PPP was perceived in the wider public through the communication of the most read daily and weekly business journals. We analyzed the proportion of three broad aspects in the articles: the main goals of PPP, efficiency improvement as a substantial opportunity for value creation, and the role of democratic control. We applied the mathematical-statistical methods of content analysis. Our conclusion is that PPP-projects in Hungary are far from the normative model of implementation as discerned from literature, but from year to year a positive shift, a learning process can be observed. Therefore, instead of discarding PPP as a progressive government solution, Hungary should focus on improving the design and implementation of PPP projects.

This is an empirical study whose purpose was to examine the process of innovation adoption as an adaptive response by a public organization and its subunits existing under varying degrees of environmental uncertainty. Meshing organization innovation research and contingency theory to form a theoretical framework, an exploratory case study design was undertaken in a large, metropolitan government located in an area with the fourth highest prevalence rate of HIV/AIDS in the country. A number of environmental and organizational factors were examined for their influence upon decision making in the adoption/non-adoption as well as implementation of any number of AIDS-related policies, practices, and programs.^ The major findings of the study are as follows. For the county government itself (macro level), no AIDS-specific workplace policies have been adopted. AIDS activities (AIDS education, AIDS Task Force, AIDS Coordinator, etc.), adopted county-wide early in the epidemic, have all been abandoned. Worker infection rates, in the aggregate and throughout the epidemic have been small. As a result, absent co-worker conflict (isolated and negligible), no increase in employee health care costs, no litigation regarding discrimination, and no major impact on workforce productivity, AIDS has basically become a non-issue at the strategic core of the organization. At the departmental level, policy adoption decisions varied widely. Here the predominant issue is occupational risk, i.e., both objective as well as perceived. As expected, more AIDS-related activities (policies, practices, and programs) were found in departments with workers known to have significant risk for exposure to the AIDS virus (fire rescue, medical examiner, police, etc.). AIDS specific policies, in the form of OSHA's Bloodborn Pathogen Standard, took place primarily because they were legislatively mandated. Union participation varied widely, although not necessarily based upon worker risk. In several departments, the union was a primary factor bringing about adoption decisions. Additional factors were identified and included organizational presence of AIDS expertise, availability of slack resources, and the existence of a policy champion. Other variables, such as subunit size, centralization of decision making, and formalization were not consistent factors explaining adoption decisions. ^

Infrastructure systems are drivers of the economy in the nation. A dollar spent on infrastructure development yields roughly double the initial spending in ultimate economic output in the short term; and over a twenty-year period, and generalized ‘public investment’ produces an aggregated $3.21 of economic activity per $1.00 spent [1]. Thus, formulation of policies pertaining to infrastructure investment and development is of significance affecting the social and economic wellbeing of the nation. The aim of this policy brief is to evaluate innovative financing in infrastructure systems from two different perspectives: (1) through consideration of the current condition of infrastructure in the U.S., the current trends in public spending, and the emerging innovative financing tools; (2) through evaluation of the roles and interactions of different agencies in the creation and the diffusion of innovative financing tools. Then using the example of transportation financing, the policy brief provides an assessment of policy landscapes which could lead to the closure of infrastructure financing gap in the U.S and proposes strategies for citizen involvement to gain public support of innovative financing.

Public school choice education policy attempts to create an education marketplace. Although school choice research has focused on the parent role in the school choice process, little is known about parents served by low-performing schools. Following market theory, students attending low-performing schools should be the primary students attempting to use school choice policy to access high performing schools rather than moving to a better school. However, students remain in these low-performing schools. This study took place in Miami-Dade County, which offers a wide variety of school choice options through charter schools, magnet schools, and open-choice schools. ^ This dissertation utilized a mixed-methods design to examine the decision-making process and school choice options utilized by the parents of students served by low-performing elementary schools in Miami-Dade County. Twenty-two semi-structured interviews were conducted with the parents of students served by low-performing schools. Binary logistic regression models were fitted to the data to compare the demographic characteristics, academic achievement and distance from alternative schooling options between transfers and non-transfers. Multinomial logistic regression models were fitted to the data to evaluate how demographic characteristics, distance to transfer school, and transfer school grade influenced the type of school a transfer student chose. A geographic analysis was conducted to determine how many miles students lived from alternative schooling options and the miles transfer students lived away from their transfer school. ^ The findings of the interview data illustrated that parents’ perceived needs are not being adequately addressed by state policy and county programs. The statistical analysis found that students from higher socioeconomic social groups were not more likely to transfer than students from lower socioeconomic social groups. Additionally, students who did transfer were not likely to end up at a high achieving school. The findings of the binary logistic regression demonstrated that transfer students were significantly more likely to live near alternative school options.^

As the global population becomes increasingly urban, research is needed to explore how local culture, land use, and policy will influence urban natural resource management. We used a broad-scale comparative approach and survey of residents within the Portland (Oregon)-Vancouver (Washington) metropolitan areas, USA, two states with similar geographical and ecological characteristics, but different approaches to land-use planning, to explore resident perceptions about natural resources at three scales of analysis: property level (“at or near my house”), neighborhood (“within a 20-minute walk from my house”), and metro level (“across the metro area”). At the metro-level scale, nonmetric multidimensional scaling revealed that the two cities were quite similar. However, affinity for particular landscape characteristics existed within each city with the greatest difference generally at the property-level scale. Portland respondents expressed affinity for large mature trees, tree-lined streets, public transportation, and proximity to stores and services. Vancouver respondents expressed affinity for plentiful accessible parking. We suggest three explanations that likely are not mutually exclusive. First, respondents are segmented based on preferences for particular amenities, such as convenience versus commuter needs. Second, historical land-use and tax policy legacies may influence individual decisions. Third, more environmentally attuned worldviews may influence an individual’s desire to produce environmentally friendly outcomes. Our findings highlight the importance of acknowledging variations in residents’ affinities for landscape characteristics across different scales and locations because these differences may influence future land-use policies about urban natural resources.

This dissertation is an attempt to understand how families with an income of up to three minimum wages and living in different Areas of Demographic Expansion (AEDs) of Natal municipality specifically in the districts of Igapó and Salinas (North Administrative Zone of the city), Ponta Negra (South Administrative Zone), Santos Reis, Praia do Meio, Areia Preta and Mãe Luíza (East Administrative Zone) and Felipe Camarão (West Administrative Zone) solve their problems of urban mobility. It is, therefore, a reflection upon the mobility needs of poor urban households as expressed in terms of origin-destiny displacements for specific movements (house-work, house-school, house-shopping, house-healthcare and house-leisure), all of which being analyzed within the relationship between public transportation and poverty spaces of the city. In order to develop the study, theoretical aspects and themes related to the production of the urban space, to social and spatial segregation, to urban mobility and to transportation were confronted with the collected data referring to the urban population previously selected. One of the research main findings is the crucial role mobility plays in the social differentiation of such people living in Natal and that any policy for the improvement of their living conditions must take mobility issues into account
