Forest management decisions are often characterised by complexity, irreversibility and uncertainty. Much of the complexity arises from the multiple-use nature of forest goods and services, difficulty in monetary valuation of ecological services and the involvement of numerous stakeholders. Under these circumstances, conventional methods such as cost-benefit analysis are ill-suited to evaluate forest decisions. The Analytic Hierarchy Process (AHP), can be useful in regional forest planing as it can accommodate conflictual, multidimensional, incommensurable and incomparable set of objectives. The objective of this paper is to examine the scope and feasibility of the AHP in incorporating stakeholder preferences into regional forest planning. The Australian Regional Forest Agreement Programme is taken as an illustrative case for the analysis. The results show that the AHP can formalize public participation in decision making and increase the transparency and the credibility of the process.

Multi-attribute decision techniques can be used to synthesise stakeholder preferences related to regional forest planning because it can accommodate conflicting, multidimensional, incommensurable and incomparable objectives. The objective of this paper is to examine how the Analytical Hierarchy Process (AHP) can be used to incorporate stakeholder preferences in determining optimal forest land-use choices. The Australian Regional Forest Agreement Programme is taken as an illustrative case for the analysis. The results show that the AHP can formalise public participation in decision making and increase the transparency and the credibility of the process.

Active citizens can become a powerful driver of development by holding to popular account those who traditionally wield decision-making power at the local and national levels. Active citizenship draws from a long history of understanding the importance of community participation and ownership of development interventions. However, in spite of its inherent strengths, active citizenship may not be a possible (or optimal) outcome in all circumstances. This article argues for the realistic expectation of active citizenship (and indeed participation) of one specific sub-population in Thailand, where the overwhelming majority of illegal migrants (of an estimated total of 800,000-1.5 million) are Burmese. Their precarious existence as illegal migrants compounds the development needs that confront any poor community. This in turn hinders their ability to engage actively in the development process. This article reviews the lessons learned by a Thai-based NGO that has worked with illegal Burmese migrants for more than 15 years. It discusses the unique strengths and weakness of these illegal communities, whether or not it is appropriate to seek to engage them as active citizens, and the implications for NGOs working with such communities. It suggests that the unique role that NGOs must play, in cases where public participation could endanger the lives of community members, is that of advocate-guardians, whereby they assume the role of active citizen on behalf of the community in question and simultaneously provide development interventions and advocate on its behalf.

Most of Australia’s coastline and marine waters are crown ‘land’ and can be accessed by the public. As a result, many different users and stakeholder groups have an interest in coastal and marine planning and management decisions. As a way of analysing stakeholder involvement and interplay in coastal zone management and marine protected area (MPA) development in Australia, three case studies are presented to dissect the issues and explore common themes. The three themes are 1) Stakeholder involvement in implementing the oceans policy, 2) Stakeholder involvement in marine protected area network identification and 3) Stakeholder involvement in coastal land issues.

The European Aarhus Convention is the only public law convention devoted to public participation in environmental matters. The Convention has application broadly to Australia as many of the Convention’s provisions are reflected in Australian environmental law. The Convention has an ambitious aim being, to engage civil society in effective public participation at all levels of environmental decision-making. Trade unions and workers as members of civil society are granted rights under the Aarhus Convention to participate in environmental decisions. However in spite of this, the trade union movement has largely ignored the Convention. This article examines the potential rights which the Convention grants to trade unions and workers and explores the broader debate regarding the involvement of unions in environmental matters.

The consideration of information on social values in conjunction with biological data is critical for achieving both socially acceptable and scientifically defensible conservation planning outcomes. However, the influence of social values on spatial conservation priorities has received limited attention and is poorly understood. We present an approach that incorporates quantitative data on social values for conservation and social preferences for development into spatial conservation planning. We undertook a public participation GIS survey to spatially represent social values and development preferences and used species distribution models for 7 threatened fauna species to represent biological values. These spatially explicit data were simultaneously included in the conservation planning software Zonation to examine how conservation priorities changed with the inclusion of social data. Integrating spatially explicit information about social values and development preferences with biological data produced prioritizations that differed spatially from the solution based on only biological data. However, the integrated solutions protected a similar proportion of the species' distributions, indicating that Zonation effectively combined the biological and social data to produce socially feasible conservation solutions of approximately equivalent biological value. We were able to identify areas of the landscape where synergies and conflicts between different value sets are likely to occur. Identification of these synergies and conflicts will allow decision makers to target communication strategies to specific areas and ensure effective community engagement and positive conservation outcomes.

Global Democratic Theory is the first comprehensive introduction to the changing contours of democracy in today’s hyperconnected world. Accessibly written for readers new to the topic, it considers the impact of globalization and global forms of governance and activism on democratic politics and examines how democratic theory has responded to address these challenges, including calls for new forms of democracy to be developed beyond the nation-state and for greater public participation and accountability in existing global institutions. Divided into two parts, the book shows how globalization provides both new obstacles and new opportunities for democracy. Part I explores the shifts underway at the national and international levels that are challenging democracy within nation-states around the world. In response, new proposals for global and transnational democracy have emerged. Part II critically analyses five main approaches of ‘global democratic theory’ Ð liberal internationalism, cosmopolitan democracy, deliberative democracy, social democracy and radical democracy, focusing on their specific interpretation of the problems facing democracy, their normative claims, and the feasibility of their proposed pathways of democratization. The book’s extensive account of the problems and possibilities facing democracy today will be essential reading for students and scholars of politics, political theory and political philosophy.

Public participation in medical research and biobanking is considered key to advances in scientific discovery and translation to improved health care. Cultural concerns relating to blood have been found to affect the participation of indigenous peoples and minorities in research, but such concerns are rarely specified in the literature. This article presents a review of the role of blood in Australian Aboriginal cultures. We discuss the range of meanings and uses of blood in traditional culture, including their use in ceremonies, healing, and sorcery. We draw on more recent literature on Aboriginal Australians and biomedicine to consider how traditional beliefs may be changing over time. These findings provide an empirical basis for researchers and bioethicists to develop culturally grounded strategies to boost the participation of Aboriginal Australians in biomedical research. They also serve as a model for integrating anthropological literature with bioethical concerns that could be applied to other indigenous and minority groups.

Smart water metering technologies for residential buildings offer, in principle, great opportunities for sustainable urban water management. However, much of this potential is as yet unrealized. Despite that several ICT solutions have already been deployed aiming at optimum operations on the water utilities side (e.g. real time control for water networks, dynamic pump scheduling etc.), little work has been done to date on the consumer side. This paper presents a web-based platform targeting primarily the household end user. The platform enables consumers to monitor, on a real-time basis, the water demand of their household, providing feedback not only on the total water consumption and relevant costs but also on the efficiency (or otherwise) of specific indoor and outdoor uses. Targeting the reduction of consumption, the provided feedback is combined with notifications about possible leakages\bursts, and customised suggestions to improve the efficiency of existing household uses. It also enables various comparisons, with past consumption or even with that of similar households, aiming to motivate further the householder to become an active player in the water efficiency challenge. The issue of enhancing the platform’s functionality with energy timeseries is also discussed in view of recent advances in smart metering and the concept of “smart cities”. The paper presents a prototype of this web-based application and critically discusses first testing results and insights. It also presents the way in which the platform communicates with central databases, at the water utility level. It is suggested that such developments are closing the gap between technology availability and usefulness to end users and could help both the uptake of smart metering and awareness raising leading, potentially, to significant reductions of urban water consumption. Demands are one of the most uncertain parameters in a water distribution network model. A good calibration of the model demands leads to better solutions when using the model for any purpose. A demand pattern calibration methodology that uses a priori information has been developed for calibrating the behaviour of demand groups. Generally, the behaviours of demands in cities are mixed all over the network, contrary to smaller villages where demands are clearly sectorised in residential neighbourhoods, commercial zones and industrial sectors. Demand pattern calibration has a final use for leakage detection and isolation. Detecting a leakage in a pattern that covers nodes spread all over the network makes the isolation unfeasible. Besides, demands in the same zone may be more similar due to the common pressure of the area rather than for the type of contract. For this reason, the demand pattern calibration methodology is applied to a real network with synthetic non-geographic demands for calibrating geographic demand patterns. The results are compared with a previous work where the calibrated patterns were also non-geographic.

The purpose of this dissertation is to analyze the Casa Brasil Project and its contribution for promoting actions related to citizenship in Vitoria and Vila Velha cities. The essay was led through a theoretical discussion about citizenship, public space, social participation and public politics. Thereafter thematic interviews based on a non-probabilistic method were done with seventeen people such as public power representatives, organized civilian society and community. The speech analysis was used for data treatment. Some negative and positive aspects referred to citizenship and public power were identified. The aim of the research was checking if there is any encouragement to a genuine and consciousness participation of the society for the structure and continuous citizenship practice. The Casa Brasil Project experience in Vitoria and Vila Velha demonstrates that its sustainability and effectiveness depend on how interacted and committed the strategic stakeholders are, since the condition of local institutions influences the model of social mobilization and individual participation. Besides, this essay shows it is necessary: to improve the citizen involvement ¿ by implementing the board of directors, which assures public participation in order to stimulate the community to take the unity control ¿ to grant democratic feature to the public power, and to increase citizenship.

Mudanças recentes no ambiente regulatório brasileiro demandam a criação de um novo contexto institucional que permita uma melhor articulação na relação entre Estado e sociedade, em especial no que se refere aos mecanismos de controle social. A nova experiência baseada na criação de “agências reguladoras” no Brasil evidencia as deficiências de sua lógica. O trabalho apresentado, a partir de revisões da teoria institucional e da regulação, examina o surgimento e funcionamento do atual quadro regulatório brasileiro, e constrói um modelo que considera a inter-relação entre as dinâmicas institucionais das esferas social e política e, conseqüentemente, em uma real participação pública no processo de regulação.

Trabalho elaborado de acordo com o termo de referência acordado entre FGV e Secretaria de Gestão Pública, cujo objetivo é analisar e propor melhorias ao relatório semestral das Ouvidorias Públicas do Estado de São Paulo. O relatório semestral é uma compilação das informações de todas as ouvidorias de todos os órgãos públicos estaduais, contempla as reclamações e manifestações recebidas por cada um dos órgãos e é elaborado pela Secretaria de Gestão Pública (SGP). O trabalho contempla a análise do relatório e dos processos relacionados à sua elaboração. Procurou-se entender: o papel institucional das Ouvidorias Públicas como representantes do cidadão, apesar da falta de independência frente aos Poder Executivo; os tipos de análise feitos no relatório semestral, que contemplam apresentações e comparações quantitativas que não consideram as realidades de órgãos e períodos distintos; o fluxo da informação, desde a manifestação do cidadão até a confecção do relatório, com diferentes e pouco integrados canais de entrada, sistema de TI subutilizado, e alta incidência de cidadãos que utilizam a ouvidoria como fonte de informação; os ouvidores, coordenados informalmente pela SGP e com percepções diferentes de sua função. A partir da análise, foram feitas sugestões para a Secretaria de Gestão Pública melhorar relatório semestral das ouvidorias, envolvendo uma melhor forma da apresentação das informações, a padronização de formas de contato, o incentivo à participação, a orientação por meio dos sites institucionais do Governo do Estado, a melhoria dos sistemas de TI, de coordenação e de governança.

Nessa tese relaciona-se a problemática ambiental com a problemática social tal como esta se apresenta em áreas urbanas de sociedades do Sul, particularmente no Brasil. Faz-se um esforço de não confundí-las, apontando suas especificidades e as possibilidades, que a primeira traduz, no sentido de repensar, em termos teóricos, o planejamento e a gestão das cidades. Discute-se o papel do Estado capitalista nessas sociedades, enquanto mediador de conflitos sociais resultantes de políticas públicas excludentes. Discute-se ainda o significado, limites e possibilidades da participação pública na definição e/ou implementação de tais políticas e o papel que a educação ambiental pode assumir neste sentido. Apresenta-se dois estudos de caso tratando da degradação ambiental de bacias hidrográficas localizadas na Região Metropolitana de São Paulo, nos quais a participação pública tem se dado em algum nível, contribuindo para a tomada de decisões. Num caso, esta se dá numa conjuntura política onde as decisões tecnocráticas são determinantes; em outro, está relacionada com a tentativa, por parte do Estado, de implantação de uma gestão mais democrática, que implica no diálogo deste com as organizações civis visando a realização de negociações.

O objetivo desta dissertação é estudar os Ciclos de Conferências da Defensoria Pública do Estado de São Paulo para entender qual papel eles desempenham em relação a participação popular na gestão da Defensoria Pública. O problema de pesquisa consiste em verificar se e como elas contribuem para garantir a participação social dentro da gestão da Defensoria, levando em consideração o estudo sobre a implementação ou não das diretrizes elaboradas pela população durante a realização dos I, II e III Ciclos de Conferências e a compreensão das diferentes falas que os atores tem em relação aos Ciclos de Conferências. A conclusão é a de que os Ciclos de Conferências não foram absorvidos de forma homogênea pela instituição como um importante mecanismo orientador das prioridades institucionais, capaz de vocalizar os anseios da população, arejando a instituição, e colaborando com a construção de políticas públicas alinhadas às demandas da população. É necessário que seja pactuado e esclarecido o caráter das propostas elaboradas nas Conferências (caráter deliberativo ou consultivo) sob pena do mecanismo participativo em questão perder aderência popular.
