S'analitza la relació entre la biblioteca pública i la política local d'informació. Es destaca la necessitat que les administracions desenvolupin, en l'àmbit local, sistemes d'informació per a sistematitzar i posar a disposició del ciutadà la informació generada des de l'Administració i d'altres agents municipals. Una de les funcions destacables de la biblioteca pública és facilitar l'accés a la informació. Això fa que la biblioteca tingui un paper clau en la participació en les polítiques locals d'informació. Es presenten exemples d'iniciatives vinculades a aquests àmbits i propostes d'actuació, tant per als ajuntaments com per a les pròpies biblioteques.

Panoràmica de les biblioteques públiques i les biblioteques escolars a Catalunya i tendències de futur. Les biblioteques públiques catalanes s¿articulen en xarxes però són encara a distància d¿articular una única plataforma d¿accés a tota la informació que contenen. Pel que fa a l¿oferta de serveis, es reflexiona sobre la necessitat de modificar les conductes d¿estancament en la prestació de serveis bibliotecaris, en favor d¿augmentar el nivell dels serveis clàssics, alhora que se n¿impulsen de nous, d¿acord amb el fenomen de l¿economia de l¿atenció. Es presenten les biblioteques públiques com a eines d¿integració dels públics diversos, i també d¿impuls democràtic en totes les esferes de la societat. S¿analitza el present, necessàriament gris, i el futur possible de les biblioteques escolars a Catalunya. Les biblioteques públiques i les escolars han d¿ajudar les generacions futures a esdevenir persones autònomes en l¿ús de la informació.

L'escasa presència d'alguns símbols de la cultura mediàtica i popular a les biblioteques públiques, titllats de «culturalment incorrectes», és el punt de partida per a reflexionar sobre els models de fons bibliotecari. Cada vegada és més difícil d'establir uns límits sobre allò que cal tenir a la biblioteca i allò que cal excloure'n, L'experiència concreta de dues biblioteques, Canovelles i Ulldecona, aporta arguments al debat teòric i el situa en el marc d'una política bibliotecària integradora de la diversitat cultural.

Anàlisi sobre l'estat de la qüestió a Catalunya de les cartes de serveis, accessibles mitjançant la web, del centres d'informació de titularitat pública (biblioteques de recerca ¿universitàries, parlamentàries i nacionals-, biblioteques públiques i arxius històrics i administratius). L'estudi s'ha fet tenint en compte els requeriments sobre la qualitat elaborats per l'Administració General de l'Estat. Les dades recollides mostren una realitat diversa per a cada tipologia de centres malgrat l'existència d'una legislació estatal que avala la promoció, creació i manteniment de les cartes de serveis. El grau d'implantació depèn de la visió que tenen les organitzacions o dels requeriments del seu entorn. Les biblioteques de recerca compten majoritàriament amb cartes de serveis mentre que els arxius històrics i municipals no disposen de cap carta de serveis en línia a més de tenir escassa visibilitat a la xarxa; per contra, les biblioteques públiques municipals evidencien el fet que l¿existència o no d'una carta de serveis està directament relacionada amb el compromís dels professionals que estan al càrrec de la biblioteca.

The Standards and Accreditation program exists to encourage the ongoing development of high quality public library services in Iowa. In Service to Iowa: Public Library Standards is the manual for the State Library of Iowa’s standards program. It was first published in 1985 and was updated in 1989, 1997, 2004, and now in 2010. Iowa’s voluntary public library standards program was established to give public libraries a tool to identify strengths and areas for improvement. It is also used to document the condition of public library service in Iowa, to distribute Direct State Aid funding, and to meet statutory requirements. In 2010, the Iowa Commission of Libraries appointed the Public Library Standards Advisory Task Force to revise In Service to Iowa. The Task Force included members representing libraries from different size categories, the Iowa Commission of Libraries, Library Service Area staff, and State Library staff. All members support and stress the importance of the accreditation process and thank the Iowa public library community for its assistance.

Each section is arranged by size code, then alphabetically by city. The totals and percentiles for each size code grouping are given immediately following the alphabetical listings. Totals and medians for all reporting libraries are given at the end of each section. There are 543 libraries included in this publication; 525 submitted a report. The table of size codes (page 5) lists the libraries alphabetically. The following table lists the size code designations, the population range in each size code, the number of libraries reporting in each size code, and the total population of the reporting libraries in each sizecode. The total population served by the 543 libraries is 2,339,070. Population data is used to determine per capita figures throughout the publication.

Iowa is a state rich in libraries, with 543 public libraries; more than 80 college and university libraries; and about 1,000 school libraries. Libraries enrich Iowa and support lifelong learning. The State Library of Iowa actively champions libraries and improves library services for Iowans through its management of the Enrich Iowa program. In accordance with 2006 IOWA ACTS, Chapter 1180 (16)(6), the State Library of Iowa is pleased to submit this report on the impact of state funding on Iowans and Iowa libraries through the Enrich Iowa Program.
