O projeto Uma Biblioteca em cada Município, concebido e implementado pelo Ministério da Cultural, gestão Francisco Weffort, governo FHC (1995-2002), objetivou ampliar o acesso ao livro através da abertura e revitalização de bibliotecas públicas por todo o Brasil, mediante convênio com municípios. Reconstruindo as suas origens, o processo de implementação e os debates suscitados, o texto analisa o projeto considerando as especificidades do campo cultural no Brasil e as dificuldades, comumente encontradas pela administração pública, na elaboração e implementação de políticas para o campo cultural. Escolheu-se, para a realização da análise, apenas os municípios do Estado de São Paulo.

This article analyzes the specific features and processes of indexing and classification performed in school libraries to process and retrieve information from their collections. Subject languages used in Spanish, Portuguese and Brazilian Portuguese school libraries are also analyzed. To achieve this goal, the concept of school library was analyzed, its function was studied and the techniques and tools that allow the information organization were examined. Among the tools, we studied the Subject Headings Lists for children and juveniles’ books and the Subject Headings List for public libraries, the Universal Decimal Classification System (paperback edition) or the classification by fields of interest and specialized thesauri like the Tesauro de la Educación UNESCO-OIE and the TesauroEuropeo de la Educación.

We analysed the written statements of libraries that have adopted the bookstore model for coherence or lack of coherence with common public library guidelines. We used a text-based Foucauldian genealogical discourse analysis to investigate the written statements used by libraries that have adopted BISAC and other aspects of the bookstore model. Libraries adopting bookstore models such as BISAC should consider the potential consequences of adopting a commercial model for a public entity. This paper has practical implications for libraries considering adopting any aspect of the bookstore model, but especially the BISAC system, as it examines the potential benefits and drawbacks of the bookstore model popular in some libraries with respect to the purposes and goals of public libraries. BISAC application in libraries seems to be part of a trend of applying commercial practices, values and terminology in libraries, perhaps not with the purpose of replacing libraries with bookstores, but with the aim for both systems to converge into a new kind of commercial entity and context. The influence of one kind of system over the other does not seem to be totally reciprocal, since the application of library practices, values and standards in bookstores has not had the same effects and resonance as has occurred in the opposite direction.

The Mary E. Frayser Papers consists of correspondence, speeches, reports, clippings, minutes, histories, family histories, constitutions and bylaws, membership lists, program notes, photographs, and other papers, relating to her work with the South Carolina Extension Service (1912-1940) Winthrop College, her involvement with the South Carolina Council for the Common Good (1935-1952), the South Carolina Federation of Women’s Clubs (1926-1952), the South Carolina Status of Women Conference (1945-1952), the South Carolina Division of the American Association of University Women (AAUW) (1929, 1935-1949), the South Carolina Interracial Institute (1938-1942), the South Carolina Division of the Southern Regional Council (1944-1951), and the South Carolina Conference of Social Work (1936-1967). There are also papers relating to Frayser’s efforts to promote social and economic legislation and participation by women in public affairs and her interest in libraries and work in the movement for the support of public libraries in South Carolina (1925-1968). Correspondents included G.H. Aault, Evan Chesterman, Wil Lou Gray, Sarah Hughes, Christine South Gee, and Maude Massey Rogers. This collection is a good source of women’s club activities in the twentieth century. Important areas of research would include the way club activity affected social and economic legislation in the state and the various forces involved in the movement for state tax supported libraries. While the papers do range from 1841 to 1953, the greater bulk of the papers extend from the early 1930s to about 1947. Since the work of the various women's club organizations were so inter-related, a researcher working with the papers of a particular organization for a particular time span should consider the Frayser papers of all other organizations. The related papers for the “Correspondence and Related Papers” series for particular organizations are generally similar and include: memoranda, outlines, reports, resolutions, minutes, etc. Additional Frayser information can be found by referring to the Winthrop University Archives (official records).

The Mary Elizabeth Frayser Papers consist of correspondence, related records, and newspaper and magazine clippings. Most of the correspondence is between Estellene Walker and Mary Frayser concerning the work of the State Library Board and the movement for better libraries in South Carolina.

The purpose of this paper is to introduce ideas that have emerged during the course of writing a book on Swedish welfare in the 1990s. The book is the result of many years of writing about two subjects: Swedish drug policy and the Swedish welfare state. The one very specialised, the other, more general. I first became interested in Swedish drug policy on a research visit to Örebro Län in 1986. A social worker showed me a copy of the county's drug policy programme and explained the significance of the 'restrictive line'. I have spent the years since that visit, trying to understand and explain the Swedish goal of a drug-free society (Gould 1988, 1994, 1996b). I only began to write about the welfare state in Sweden in the early 1990s, just as things were beginning to go wrong for the economy (Gould 1993a, 1993b, 1996a, 1999). For the last few years I have intended to write a book on the events covered by the period 1991-1998 - the years of a Bourgeois and a Social Democratic Government -which would bring the two halves of my work together. Material for this study has been accumulated over many years. A number of research visits have been made; large numbers of academics, politicians, civil servants, journalists, unemployed people, social workers and their clients have been interviewed; and extensive use has been made of academic, administrative and public libraries. Since September 1991 I have systematically collected articles from Dagens Nyheter about social services, social insurance, health care, employment, social issues and problems, the economy and politics. The journal Riksdag och Departement (Parliament and Ministry), which summarises a wide range of public documents, has been invaluable. Friends and informal contacts have also given me insights into the Swedish way of life. The new book is based upon all of these experiences. This paper will begin with a brief account of major global social and economic changes that have occurred in the last twenty years. This is intended to provide a background to the more recent changes that have occurred in Swedish society in the last decade. It will be suggested that the changes in Sweden, particularly in the field of welfare, have been less severe than elsewhere and that this is due to political, institutional and cultural resistance. The paper will conclude by arguing that Sweden, as an exemplar of an Apollonian modern society, has had much to fear from the Dionysian characteristics of postmodernity.

El trabajo inicia con un análisis de las obras de ficción y su tratamiento tanto para la ubicación en el estante como para su inclusión en un OPAC, evaluándose propuestas internacionales y locales implementadas en bibliotecas públicas y populares, e incluyendo a continuación una propuesta metodológica para la descripción de contenido de las obras de ficción en catálogos en línea. También se señalan los pasos seguidos para la elaboración de un tesauro de géneros de ficción, desde el diseño de la base de datos hasta la recolección, selección y control de los términos de indización y la asignación de notaciones de CDU a cada una de las entradas. El tesauro puede consultarse en su versión impresa en el Anexo de la Tesina, o bien en formato digital accediendo al CD-ROM que acompaña al documento.

La investigación se propuso abordar cómo las bibliotecas públicas en contextos populares pueden agenciar procesos de subjetividad colectiva a partir de sus servicios bibliotecarios. Se plantea un análisis sobre estas bibliotecas como agencias de construcción de la esfera pública, mediante un estudio de caso en una biblioteca pública-popular en Bogotá, Colombia. Se propone inicialmente ilustrar cómo ha sido la forma en que la bibliotecología ha abordado la pregunta sobre ¿Qué es una biblioteca pública y cuál es su papel social y político?, identificando las razones por las que consideramos que se hacen necesarias indagaciones desde las ciencias sociales. Luego, haciendo un repaso sobre las teorías de la subjetividad y la subjetividad colectiva, se construye alrededor de la categoría de subjetividad colectiva un instrumento para la indagación de corte cualitativo, que permite explorar en las narrativas subjetivas de los usuarios, elementos para describir procesos agenciados desde la biblioteca pública escogida. Por último, se presentan las consideraciones finales sobre las bibliotecas públicas como agencias de procesos socioculturales que intervienen como escenarios de formación y participación

El artículo trata sobre la institución de las bibliotecas populares en la Argentina entre 1870 y 1875. Mediante el estudio de diversos documentos, se analizan los siguientes aspectos y sus mutuas relaciones: a. las vinculaciones entre la sociedad civil y el Estado implícitas en el dispositivo legal de fomento a las bibliotecas; b. las responsabilidades asumidas por oficina gubernamental a cargo la política bibliotecaria y la manera en que se construyó un saber especializado en la materia; c. el papel preponderante del Boletín de las bibliotecas populares como instancia de articulación entre las asociaciones y el Estado; d. los resultados cuantitativos obtenidos en la fase fundacional. En el cierre del trabajo se valoran los resultados expuestos en función de la significación histórica que tiene este período como inauguración de una manera concebir la expansión de las bibliotecas de acceso público

It reflects about the role of public libraries in users' education to the knowledge of cyberviolence. This phenomenon is expressed through of the Information and Communication Technology (ICT), which are used to cause damage to victims. The work is based on three cases of cyberviolence: a murder, an extortion and one of pedophilia. The cases help to reflect about the necessity of intervention activities of the public libraries. The theoretical table that supplies to the analysis is aided by theoretical contributions of Information Science, Sociology and Anthropology. The results show the need of involvement of the public libraries in combating of cyberviolence, because they function as users' attraction center to access information on the Internet

El artículo aborda los vínculos sostenidos por la Comisión Protectora de las Bibliotecas Populares y las bibliotecas populares con relación a la elaboración de reglas adecuadas para ordenar el funcionamiento de estas instituciones. A partir de un análisis del Boletín de las Bibliotecas Populares, se estudia la manera en que la Comisión insistió en la difusión de dos servicios: la lectura gratuita en la sala y el préstamo domiciliario de libros a cambio de una cuota accesible. Se observa cómo las bibliotecas incorporaron progresivamente esas pautas y, al hacerlo, colaboraron con sus propios reglamentos con la estrategia pedagógica del Boletín. Se examinan, asimismo, las indicaciones técnicas presentes en la revista para contribuir con el desarrollo de los procesos bibliotecarios necesarios para sustentar dichos servicios. Se concluye que entre 1870 y 1875 estas acciones renovaron la tradición bibliotecaria en la Argentina, aun cuando es posible detectar diversas deficiencias y contrasentidos en la transmisión de esta nueva concepción bibliotecológica. Finalmente, se evalúa la pertinencia de los reglamentos y otros documentos institucionales para desenvolver los estudios históricos sobre los contextos de la lectura
