This study aims to verify if the Petrobras options market is efficient in the semi-strong form, that is, if all public information is reflected in these derivative prices. For this purpose, this work tries to achieve profit systematically through the Delta-GammaNeutral strategy using the company's stock and options. In order to simulate the strategy exactly as it would be used in the real world, we built the order books every five minutes considering all buying and selling orders sent to the underlying asset and to the options. We apply the strategy when distortions between implied volatilities extracted from the options are detected. The results show that the Petrobras options market is not efficient, since in 371 day trade strategies, which have an average investment of R$81,000 and average duration of one hour and thirteen minutes, the average return was 0.49% - which corresponds to more than 1,600% of the 1-day risk free interest rate - and 85% of strategies were profitable.

I studied the effect of disturbance chemical cues on fish that make trade-offs between foraging in an open area and remaining in a safe refuge. I used convict cichlids Archocentrus nigrofasciatus that were either visually exposed to a predator (n = 8) or exposed to water conditioned by chemical cues from disturbed conspecifics (n = 8). Fish visually exposed to a predator decreased their ingestion rate and spent more time in the refuge than in the foraging area, while fish receiving water from frightened conspecifics did not alter their ingestion rate or time spent in the refuge and foraging site, but increased their spatial occupation (i.e., motion). These results suggest that convict cichlids recognized the predator by visual cues. Moreover, disturbance cues are a form of threatening public information that may increase fish spatial occupation due to increased exploring behaviour; but is not sufficiently alarming to alter feeding or increase refuge use. Introduction: This paper presents preliminary results of the research project "Information access: actions and strategies of the Chamber of Deputies to meet 12.527/2011 Law”. Finally some considerations about the implementation of the Law within the Chamber of Deputies are presented. Objectives: Discuss the matter of public information access after the new Brazilian information access law and his relationship between the theories information policy, information regime and informational state. Methodology: Bibliographic research about several theoretical topics related to information access were raised, for example: the concept of information, information policy, informational state, information regime, electronic government and information asymmetry. Results: The preliminaries data shows a convergence of information policies from many countries, for example, Finland, Canada and South Africa, to a same point, which indicates an increase of transparency and a bigger active disclosure of information public. Conclusion: In Brazilian case, in the relationship between State and citizen, the new information access law means a materialization paradigm change or the concretization de other information regime. The sanction of this law can be interpreted as another step to increase the transparency and the affirmation of democratic relationship between State and society.

The Information Access law, sanctioned in November 18, 2011, regulates the constitutional right of access to public information by Brazilian citizens. Although this law requires the provision of information of public interest, it does not define how such information should be made available. Ideally, information should be in an open format, allowing its use in an efficient and fast way. In the official sites of the federal government the way information is currently available does not allow its reuse as they are presented in dynamic pages from the selection parameters and filters. The objective aim of this paper is to present the system called MDDIR Tool, which proposes ways to persist, represent and retrieve digital information resources generated by the Federal Government official sites. Although this system had been designed for a specific purpose, it may be applied to other fields with similar characteristics. The purpose is to facilitate the access to open data, allowing such data to be consolidated and organized , generating new knowledge and information easy to be interpreted by the general population.

This undergraduate research final paper analyzed the communication process carried out by the São Paulo State Water and Sanitation Company - Sabesp from the perspective of public communication, social capital and right to information theories. By monitoring Sabesp's institutional fanpage and website from 24 to 30 August 2015, it sought to assess the performance of Sabesp in disclosing public information on the context of the water supply crisis in São Paulo, concerning the fulfillment of requirements of the Right to Information Law (12.527/2011) and the need for interaction and dialogue between the institution and its stakeholders, taken as principles of public communication. The results suggest that digital media can enhance information flow and contribute to foster public relations and civic participation, but there are opportunities for Sabesp to improve communication and reach greater transparency

Il seguente studio propone l'esame di una cronaca veneziana del XVI secolo, inedita, dalle origini al 1538/39, che parte della tradizione manoscritta attribuisce al Patriarca di Venezia Giovanni Tiepolo (1619-1631), parte ad Agostino degli Agostini, (1530-1574), un patrizio veneziano il cui nome è legato essenzialmente ad una cronaca dal 421 al 1570. Indipendentemente da chi sia il primitivo autore, la cronaca, di discreto pregio per la storia interna e il funzionamento delle istituzioni veneziane, presenta elementi di spiccata originalità dal punto di vista compositivo e formale che la pongono in una prospettiva storiografica alternativa al dualismo tra la storiografia ufficiale promossa per pubblico decreto e l'iniziativa privata dei diaria del XV-XVI. La cronaca veneziana, abbandonata per formule più sofisticate e innovative di diffusione dell'informazione pubblica, sopravvive, formalmente immutata nella sua arcaicità, rinnovandosi nella tendenza a creare compendi ricchi di documenti e di elenchi, destinati ad aiutare la nobiltà ad orientarsi nel mondo socio-politico contemporaneo. Si consuma così il divorzio fra l'informazione tecnico-politica utile al patriziato nello svolgimento del suo lavoro e la storiografia pubblica che, di fronte alle varie esigenze e ai diversi generi letterari, sceglie ideologicamente di abbracciare il genere delle laus civitatis e della storiografia laudativa ed encomiastica. In questo contesto si inserisce la Cronaca esemplata dal Patriarca Giovanni Tiepolo, chiaro esempio di un tentativo di razionalizzazione dell'informazione in cui le notizie e gli elementi non ritenuti immediatamente utili come le lunghe liste dei 41 elettori, le promissioni ducali, nonchè singoli episodi ed eventi trattati, trovano una collocazione esterna alla cronaca, in quello che Reines definisce l'ormai nascente archivio politico del XVI secolo.

Este trabajo responde al propósito de reflexionar acerca de las formas que toma el control de la administración pública en nuestro país, ahondando especialmente en el control social. El recorrido y análisis de diversas normas y programas, además de su cruce con las distintas modalidades del control, muestran diferentes instancias de participación que constituyen nuevos campos de intervención ciudadana. En todas y cada una de ellas, el acceso a la información pública aparece como auténtico presupuesto de la participación. Nuevos instrumentos y modalidades en los que, sin embargo, debemos resaltar el carácter de no vinculante que tienen las audiencias públicas y el escaso margen generado para la participación activa en los distintos programas. De todas maneras esos instrumentos son perfectibles y a futuro habrá de pensarse en el modo de transformar esta incipiente participación en una intervención activa y vigorosa que defina una nueva relación Estado/sociedad.

El artículo analiza la situación actual de los archivos en Uruguay en relación a las leyes de Acceso a la Información Pública y de Sistema Nacional de Archivos, normativas que surge cuando el Estado uruguayo inicia una fase de reordenación de su gestión promoviendo cambios que fomentan la democratización y la eficiencia, a la vez que anulan la opacidad y extrema reserva en su administración. Se analiza cómo los profesionales archivólogos estuvieron estrechamente involucrados en el proceso de gestación de ambas leyes, dando inicio a una etapa de consecución de fuertes voluntades políticas que apoyaran los proyectos, convencidos que la premisa evidente del Derecho de Acceso es que el documento al que se pretenda acceder exista y sea recuperable. Se estudia como la coexistencia de ambas normas implicaban un cambio cultural, una evolución en el comportamiento de las organizaciones que no acompañó a la puesta en marcha de los instrumentos legales. Se concluye que el Derecho de Acceso a la Información Pública está basado en el principio fundamental de transparencia de los Órganos del Estado, por lo que no es de extrañar que una ley que obliga a brindar información tenga el riesgo de devenir en letra muerta. El Archivo debe ser "condición" administrativa, lo que exige una nueva dimensión de ellos y de sus profesionales dentro de los organismos del Estado, de forma tal que se conviertan en una inmejorable herramienta para el cumplimiento de los objetivos de la Ley de Derecho de Acceso a la Información Pública
