Human resources are an essential element in territorial development. When these are characterized by a high level of training, they also enhance a number of effects in fundamental areas of binomial territorial-social cohesion. In this respect, the existence of higher education institutions throughout the territory allows the spread of human resources’ qualification but, by itself, does not guarantee the retention of these resources in different regions. Thus, the objective of this paper is to undertake a spatial analysis of convergence of knowledge through studying the evolution of the percentage of population with higher education in the periods elapsed between the last three censuses in Portugal. Although that percentage has risen appreciably, the convergence is shown to be (very) insignificant.

Regarding the EU policies of territorial cohesion is common to assume that, having the same been successful (in Portugal), regional disparities decreased. The purpose of this article is to assess the veracity of this allegation, for that considering the values of employment and unemployment rates by municipalities, determined in the last two censuses held in Portugal, i.e. 2001 and 2011. In doing so, spatial econometric techniques are used, namely local indicators of spatial association and spatial clusters, in order to better understand the eventual process of spatial convergence that may have occurred in Portugal in that period. The results point towards a spatial convergence of employment rates (both in total and by genres) and also of female unemployment rates but a spatial divergence of male unemployment rates.

Este estudo tem como objectivos conhecer o perfil do consumidor dos enchidos DOP/IGP/ETG da Região de Trás-os-Montes e descrever os seus hábitos de compra e consumo. Os dados foram recolhidos através de um questionário que foi aplicado, directamente, à população do Concelho de Bragança, durante os meses de Junho e Julho de 2011. Neste estudo participam 376 indivíduos (43,4% do género masculino e 56,6% do género feminino) com uma média de 38,9 anos de idade (DP±16). Do total de respondentes, 53,5% são profissionalmente activo, 55,8% possuem até 12 anos de escolaridade e 51,6% residem na cidade de Bragança. A maioria dos inquiridos (58,8%) é consumidora de enchidos. Destes, mais de 80% afirma consumir enchidos da Região de Trás-os-Montes mas apenas 32% consome produtos DOP/IGP/ETG. Os produtos mais consumidos são as Alheiras de Mirandela (50%) e de Vinhais (45%), a Chouriça de Carne e o Salpicão de Vinhais (ambos com 41,3%).

The external evaluation of non-higher education schools in Portugal has been developed by the General Inspectorate of Education since 2006. A first cycle of evaluation was completed, covering all educational units in continental Portugal up to 2011. The model of evaluation has since been subject to alterations, and a second cycle of evaluation is now coming to an end. The current model of evaluation is based on documental analysis, analysis of students’ results, and panel interviews with a variety of representatives of the school community, and addresses three domains: results, provision of educational service and management. This paper is part of an ongoing research project, developed by 6 universities and supported by the Portuguese Foundation for Science and Technology (PTDC/CPE-CED/116674/2010) which intends to analyse the impacts and effects this process of external evaluation has had on Portuguese schools. This project includes a variety of perspectives and methodologies. In particular, we will focus on two case studies undertaken in two schools from the northern region of Portugal, and more specifically on the perspectives expressed by the teachers of those schools. These particular schools were chosen because they have been evaluated twice and represent different educational levels (basic and secondary), contexts and results. These case studies included the analysis of documental data, interviews to key informants and a questionnaire directed to teachers (n = 141) – the latter will be the main focus of this paper. Teachers are essential elements of the school community when considering the impacts of external evaluation, as any changes directed at teaching practices, student evaluation, among others are only possible through their direct action and implication. Therefore, their perceptions on the process and its impacts are crucial to the understanding of what does and does not change in schools as a consequence of external evaluation. Although teachers’ opinions are not homogenous and each school reveals a number of differences when it comes to teachers’ perceptions of School Evaluation, it was possible to stress some areas as the most and as the least consensual. Teachers in both schools agree External School Evaluation (ESE) is useful for the identification of the schools’ strengths and weaknesses, values students’ external evaluation results, imposes a model for schools internal evaluation (and in fact contributes to the very existence of internal evaluation practices), and contributes to schools improvement. However teachers in both schools do not believe ESE contributes to teachers’ autonomy produces changes in how curriculum is managed, or leads to innovative teaching practices. These results point to a greater emphasis on change at the levels of school management, self-evaluation and particularly internal evaluation, but little impact on the teaching practices. We believe the classroom is at the core of school practices and teaching processes are essential to any measure of school quality and to their impacts on student learning.

Conhecer os requisitos ambientais por parte das espécies demonstrou ser essencial em disciplinas como a ecologia e a biologia da conservação. O presente estudo visa estudar as respostas e dependência das comunidades de aves em relação às galerias ripícolas mediterrânicas. Para tal utilizaram-se dados recolhidos pelo River Habitat Survey (RHS) e por censos por pontos de escuta, em três ribeiras no sul de Portugal. Os dados ambientais foram estruturados em matrizes de acordo com as características físicas da ribeira e das margens, e modificações antropogénicas. Enquanto os dados biológicos foram agrupados em guildas: alimentação e ocupação vertical do habitat ("estrato"). Através de análises canónicas aos a dos estruturados obtiveram-se correlações válidas entre as matrizes ambientais e as guildas, nomeadamente para indivíduos directamente dependentes da água e planadores ("aéreas"), provando a validade da metodologia e o potencial da combinação destas duas técnicas. ABSTRACT; Understanding species habitat requirements has proved to be essential in ecology and conservation biology. The present report aims to examine the responses and dependence we used data collected by River Habitat Survey (RHS) and point count censuses in three rivers in southern Portugal. The environmental data were structured in matrices according to physical characteristics of the stream, the banks and anthropogenic modifications, whilst biological data was grouped into guilds: foraging and occupation ("estate"). Through canonical analysis to structured data we obtained valid correlations between the environmental variables and species guilds, particularly for those directly dependent on water and gliders ("aéreas"), proving the validity of the methodology and the potential of these two techniques working together.

Neste trabalho analisa-se a problemática da definição de territórios para os períodos mais recuados da Pré e Proto-História do Alentejo. O processo de ocupação do espaço das primeiras sociedades camponesas variou em função das suas estratégias de exploração do território mas, também, em função da sua evolução e complexificação técnica, económica e social. A necessidade de protegerem pessoas e bens levou-os a construir os primeiros castelos do Alentejo.

Os trabalhos publicados sobre estudos conducentes a obtenção de propriedades da litosfera na Península Ibérica, indicam uma anomalia na espessura da litosfera no SW da Península referida. Um dos parâmetros utilizados nos modelos referidos, é o valor do fluxo de calor característico da região. O trabalho que propomos apresentar consiste na análise detalhada dos dados de fluxo de calor obtidos no sul de Portugal (Zona Sul Portuguesa e parte da Zona de Ossa Morena ). Os valores obtidos são relativamente elevados, devido a gradientes de temperatura elevados e/ou valores elevados de condutividade térmica, não sendo possível obter um valor de fluxo de calor característico de toda a região estudada. Será feita uma análise detalhada dos valores obtidos, tentando relacioná-los com características próprias dos locais onde foram realizadas as medições.

Os trabalhos publicados sobre estudos relacionados com a obtenção de propriedades da Litosfera na Península Ibérica, indicam uma anomalia na espessura da litosfera no SW da Península referida. Para estes estudos são utilizados valores de altitude , elevação do geóide, anomalias gravíticas e estrutura térmica da região. O trabalho que pretendemos apresentar, consiste em fazer o estudo referido, tendo em conta as características específicas da região em estudo. Serão consideradas as variações de alguns parâmetros na região, como , por exemplo, o fluxo de calor e a profundidade da Moho, tendo em vista a obtenção de informação sobre a estrutura térmica da região e implicações nos resultados dos modelos, nomeadamente na espessura da Litosfera.

This article reports country differences in the consumer’s most considered characteristics when choosing electrical appliances, including but not restricted to the energy efficiency aspect. A survey was performed to store customers from 7 countries: the United Kingdom; Germany; Portugal; Greece; Poland; Spain; Italy. Results showed consistency between countries in the top three characteristics considered: cost; quality; and a balance between price and quality. Differences were found for reported environmental attitudes and behaviours, purchase motives, and store employees evaluation. The results may support national policies and store level energy efficiency interventions. Specifically, they can provide input for store employee’s training, in persuading customers towards the purchase of energy efficient appliances.

Este estudo procurou, por um lado, caracterizar as bibliotecas das Universidades públicas portuguesas em termos de recolha de dados estatísticos, seu tratamento e posterior utilização na gestão e tomada de decisão nessas bibliotecas. Por outro lado, procurou auscultar a satisfação do staff e a satisfação dos utilizadores dessas mesmas bibliotecas. Além desta competente mais descritiva, este estudo incluiu também uma componente explicativa baseada num modelo teórico que sugere, primeiramente, a existência de uma relação entre a utilização de informação estatística (IE) na gestão e tomada de decisão e a satisfação do staff e a satisfação dos utilizadores. E, seguidamente, a presença de uma relação de interdependência entre o grau de satisfação do staff e o grau de satisfação dos utilizadores, tal como é sugerido pela teoria da cadeia de lucro na prestação de serviços (Heskett et al., 1994). Foi possível apurar a existência de uma cultura de recolha de dados estatísticos, tratamento e utilização dessa informação para a gestão e tomada de decisão entre as bibliotecas participantes. O estudo também revela que a recolha e utilização de IE tem um impacto positivo na satisfação dos utilizadores, mas afecta negativamente a satisfação do staff com o ambiente de trabalho. / ABSTRACT; This study characterizes the Portuguesa Higher Education Libraries with respect to the collection of data, its statistical analysis and subsequent use in the management and decision making of these Libraries. ln addition, the study also tried to obtain information on the level of satisfaction of staff and users in the same Libraries. Besides this descriptive component, this study includes an explicative component based on a theoretical model. This model first suggests the existence of a positive relationship between the use of statistical information in management and decision making in a Library and the level of satisfaction of users and staff. A second prediction of the model is the existence of an interdependence relationship between the level of satisfaction of the staff and the level of satisfaction of the users, as it is suggesting by the service-profit-chain theory (Heskett et al., 1994). The results reveal the existence of a culture of data collection, statistical analysis of the data and subsequent use in management and decision making among the participant libraries. The study also shows that the collection and use of statistical information has a positive impact on the level of satisfaction of the users but a negative impact on the level of satisfaction of staff regarding the job environment.

O desenvolvimento da arquitetura paleocristã decorreu do anterior modelo romano das basilicae públicas, e dirigindo-se com a oficialização da nova religião após os Éditoa de Constantino a um culto coletivamente participativo, convergente na exaltação e contemplação do divino, dando origem a formas específicas que desembocaram nos vindouros modelos da própria arquitetura europeia. Aa primeiras fases desta génese de um património edificado cristão vieram assim assinalar um evidente sentido de memória, associada aos fundadores, e, no exato momento dos primeiros exemplos construídos, proporcionando uma aproximação ao próprio sentido de referenciação clássica, em modos que possibilitam então a abordagem dos mesmos primeiros exemplos de aedificatio em períodos ou ainda romano-cristãos ou imediatamente subsequentes do território português.

July 1-4, 2015 two meetings will be held with the Directorate General of Health in Lisbon, Portugal to discuss chronic respiratory programmes of the WHO Global Alliance against Chronic Respiratory Diseases (GARD)1,2 and European Innovation Partnership on Active and Healthy Ageing (EIP on AHA)3 (AIRWAYS ICPs: Integrated Care Pathways for airway diseases).4 The goals of these meetings will be to make an update of these two international actions and to strengthen the WHO noncommunicable disease (NCD) action plan (2013---2020).

In this chapter, the authors made a survey of the research undertaken by social scientists and their reflections on environmental conflicts in Portugal. In these, a critical discourse has emerged concerning, on the one hand, the weak public environmental awareness, and, on the other, the progressive obliteration of environmental movements and their institutionalization throughout the creation of different environmental groups and the incorporation of the “environment” in legislation and in political discourse. In a brief retrospective, we review several conflicts taking into account different relevant factors: level of mobilization, media attention received, organization, impact, and ideological reference they have had in Portugal since the seventies. We have particularly highlighted the movement against nuclear energy and the construction of dams, the pollution caused by intensive breeding, the expansion of eucalyptus plantations, the conflicts against “wild” forms of mining, the business of toxic waste, the expansion of the economy of the concrete, the installation of landfills, and the defense of the natural heritage. This survey has considered three periods: the 1970s, marked by the emergence and performance of ecological movements of different ideological extraction; the second half of the 1980s, marked by the institutionalization of the environment and the imposition of a new legal framework with impact on environmental policies resulting from the integration into the European Economic Community; and finally, a third period, from the 1990s to present, marked by increasing environmental media coverage, with a particular emphasis on environmental conflicts in a context of an increasing liberalization of economic activities and the expansion of extraction and of the concrete economy. This is also the period where the environment emerges in disputes over the uses of the territory as economic and asset value. Most of these conflicts arise from the activities of local agents or national environmental groups that quickly gain strong local roots and sometimes even have some success. However, their impact on the national and Community legislation seems to be less relevant.

This chapter explores the relationship between environmental conflicts and technical progress, trying to understand, in the case of large mines of the Iberian Pyrite Belt, in Alentejo, how emerging environmental problems conditioned the performance or led to the search for alternative technical solutions, taking as chronological limit for this observation the beginning of World War II. In the absence of the archives of the companies, the research was based on existing administrative documents in the state archives (mining engineers reports, the licensing of mining activities), on reports and documents published in specialized mining press, in particular, the Bulletin of the Ministry of Public Works, Trade and Industry, the Journal of Public Works, Trade and Industry (both in Portuguese), and finally in the local press. Despite that limitation, the information available shows that in global competition markets, the success of the British enterprise in Santo Domingo had the active search for new technical solutions for the creation and adaptation of existing knowledge to local problems in order to maximize the mineral resources available. The early development of the hydrometallurgical processes for the treatment of poor ores, named ‘natural cementation’, can be explained as the way these companies tried to solve problems of competitiveness, boosting economies of scale. Thus, they transferred the environmental costs previously limited to agriculture to more fragile social groups, the poor fishermen of Guadiana River and of Vila Real de Santo António. Therefore, the hydrometallurgy of pyrites was developed locally, pioneered in Santo Domingo that allowed the survival and expansion of the British company from the late 1870s, that is, at a time when most small mines shut since they were not able to compete globally. Through different consented and regulated processes (judicial), through conflict or parliamentary mediation, the State imposed exceptionally additional costs to companies, either for compensation, the imposing the application of remediation measures to reduce the environmental damage in some cases, thus contributing to derail some projects. These cases suggest that the interaction between local conflicts, corporate behavior and technological progress proves to be complex. This article aims to contribute to the debate on economic and social history between the environment and technological progress, arguing that the fixed costs and economic imponderable social risks were factors that encouraged the companies to search for new solutions and to introduce innovations since that would allow the expansion of their activity. In this process the companies sometimes faced environmental dilemmas and unforeseen costs with consequences on the economy of firms. The nature of the knowledge needed to address the environmental problems they created, however, is of a very different nature from that knowledge needed to face the environmental burdens that were inherent to the development of its activity.
