The concentrations of sulfate, black carbon (BC) and other aerosols in the Arctic are characterized by high values in late winter and spring (so-called Arctic Haze) and low values in summer. Models have long been struggling to capture this seasonality and especially the high concentrations associated with Arctic Haze. In this study, we evaluate sulfate and BC concentrations from eleven different models driven with the same emission inventory against a comprehensive pan-Arctic measurement data set over a time period of 2 years (2008–2009). The set of models consisted of one Lagrangian particle dispersion model, four chemistry transport models (CTMs), one atmospheric chemistry-weather forecast model and five chemistry climate models (CCMs), of which two were nudged to meteorological analyses and three were running freely. The measurement data set consisted of surface measurements of equivalent BC (eBC) from five stations (Alert, Barrow, Pallas, Tiksi and Zeppelin), elemental carbon (EC) from Station Nord and Alert and aircraft measurements of refractory BC (rBC) from six different campaigns. We find that the models generally captured the measured eBC or rBC and sulfate concentrations quite well, compared to previous comparisons. However, the aerosol seasonality at the surface is still too weak in most models. Concentrations of eBC and sulfate averaged over three surface sites are underestimated in winter/spring in all but one model (model means for January–March underestimated by 59 and 37 % for BC and sulfate, respectively), whereas concentrations in summer are overestimated in the model mean (by 88 and 44 % for July–September), but with overestimates as well as underestimates present in individual models. The most pronounced eBC underestimates, not included in the above multi-site average, are found for the station Tiksi in Siberia where the measured annual mean eBC concentration is 3 times higher than the average annual mean for all other stations. This suggests an underestimate of BC sources in Russia in the emission inventory used. Based on the campaign data, biomass burning was identified as another cause of the modeling problems. For sulfate, very large differences were found in the model ensemble, with an apparent anti-correlation between modeled surface concentrations and total atmospheric columns. There is a strong correlation between observed sulfate and eBC concentrations with consistent sulfate/eBC slopes found for all Arctic stations, indicating that the sources contributing to sulfate and BC are similar throughout the Arctic and that the aerosols are internally mixed and undergo similar removal. However, only three models reproduced this finding, whereas sulfate and BC are weakly correlated in the other models. Overall, no class of models (e.g., CTMs, CCMs) performed better than the others and differences are independent of model resolution.

This is a study of institutional change and continuity, comparing the trajectories followed by Mozambique and its formal colonial power Portugal in HRM, based on two surveys of firm level practices. The colonial power sought to extend the institutions of the metropole in the closing years of its rule, and despite all the adjustments and shocks that have accompanied Mozambique’s post-independence years, the country continues to retain institutional features and associated practices from the past. This suggests that there is a post-colonial impact on human resource management. The implications for HRM theory are that ambitious attempts at institutional substitution may have less dramatic effects than is commonly assumed. Indeed, we encountered remarkable similarities between the two countries in HRM practices, implying that features of supposedly fluid or less mature institutional frameworks (whether in Africa or the Mediterranean world) may be sustained for protracted periods of time, pressures to reform notwithstanding. This highlights the complexities of continuities which transcend formal rules; as post-colonial theories alert us, informal conventions and embedded discourse may result in the persistence of informal power and subordination, despite political and legal changes.

It is argued that existing polar prediction systems do not yet meet users’ needs; and possible ways forward in advancing prediction capacity in polar regions and beyond are outlined. The polar regions have been attracting more and more attention in recent years, fuelled by the perceptible impacts of anthropogenic climate change. Polar climate change provides new opportunities, such as shorter shipping routes between Europe and East Asia, but also new risks such as the potential for industrial accidents or emergencies in ice-covered seas. Here, it is argued that environmental prediction systems for the polar regions are less developed than elsewhere. There are many reasons for this situation, including the polar regions being (historically) lower priority, with less in situ observations, and with numerous local physical processes that are less well-represented by models. By contrasting the relative importance of different physical processes in polar and lower latitudes, the need for a dedicated polar prediction effort is illustrated. Research priorities are identified that will help to advance environmental polar prediction capabilities. Examples include an improvement of the polar observing system; the use of coupled atmosphere-sea ice-ocean models, even for short-term prediction; and insight into polar-lower latitude linkages and their role for forecasting. Given the enormity of some of the challenges ahead, in a harsh and remote environment such as the polar regions, it is argued that rapid progress will only be possible with a coordinated international effort. More specifically, it is proposed to hold a Year of Polar Prediction (YOPP) from mid-2017 to mid-2019 in which the international research and operational forecasting community will work together with stakeholders in a period of intensive observing, modelling, prediction, verification, user-engagement and educational activities.

Background: The aim of this study is to verify the regenerative potential of particulate anorganic bone matrix synthetic peptide-15 (ABM-P-15) in class III furcation defects associated or not with expanded polytetrafluoroethylene membranes. Methods: Class III furcation defects were produced in the mandibular premolars (P2, P3, and P4) of six dogs and filled with impression material. The membranes and the bone grafts were inserted into P3 and P4, which were randomized to form the test and control groups, respectively; P2 was the negative control group. The animals were sacrificed 3 months post-treatment. Results: Histologically, the complete closure of class III furcation defects was not observed in any of the groups. Partial periodontal regeneration with similar morphologic characteristics among the groups was observed, however, through the formation of new cementum, periodontal ligament, and bone above the notch. Histologic analysis showed granules from the bone graft surrounded by immature bone matrix and encircled by newly formed tissue in the test group. The new bone formation area found in the negative control group was 2.28 +/- 2.49 mm(2) and in the test group it was 6.52 +/- 5.69 mm(2), which showed statistically significant differences for these groups considering this parameter (Friedman test P <0.05). There was no statistically significant difference among the negative control, control, and test groups for the other parameters. Conclusions: The regenerative potential of ABM-P-15 was demonstrated through new bone formation circumscribing and above the graft particles. The new bone also was accompanied by the formation of new cementum and periodontal ligament fibers. J Periodontol 2010;81:594-603.

Strangelets (hypothetical stable lumps of strange quarkmatter) of astrophysical origin may be ultimately detected in specific cosmic ray experiments. The initial mass distribution resulting from the possible astrophysical production sites would be subject to reprocessing in the interstellar medium and in the earth`s atmosphere. In order to get a better understanding of the claims for the detection of this still hypothetic state of hadronic matter, we present a study of strangelet-nucleus interactions including several physical processes of interest (abrasion, fusion, fission, excitation and de-excitation of the strangelets), to address the fate of the baryon number along the strangelet path. It is shown that, although fusion may be important for low-energy strangelets in the interstellar medium (thus increasing the initial baryon number A), in the earth`s atmosphere the loss of the baryon number should be the dominant process. The consequences of these findings are briefly addressed.

We present a comprehensive analysis of the spatial, kinematic and chemical properties of stars and globular clusters (GCs) in the `ordinary` elliptical galaxy NGC 4494 using data from the Keck and Subaru telescopes. We derive galaxy surface brightness and colour profiles out to large galactocentric radii. We compare the latter to metallicities derived using the near-infrared Calcium Triplet. We obtain stellar kinematics out to similar to 3.5 effective radii. The latter appear flattened or elongated beyond similar to 1.8 effective radii in contrast to the relatively round photometric isophotes. In fact, NGC 4494 may be a flattened galaxy, possibly even an S0, seen at an inclination of similar to 45 degrees. We publish a catalogue of 431 GC candidates brighter than i(0) = 24 based on the photometry, of which 109 are confirmed spectroscopically and 54 have measured spectroscopic metallicities. We also report the discovery of three spectroscopically confirmed ultra-compact dwarfs around NGC 4494 with measured metallicities of -0.4 less than or similar to [Fe/H] less than or similar to -0.3. Based on their properties, we conclude that they are simply bright GCs. The metal-poor GCs are found to be rotating with similar amplitude as the galaxy stars, while the metal-rich GCs show marginal rotation. We supplement our analysis with available literature data and results. Using model predictions of galaxy formation, and a suite of merger simulations, we find that many of the observational properties of NGC 4494 may be explained by formation in a relatively recent gas-rich major merger. Complete studies of individual galaxies incorporating a range of observational avenues and methods such as the one presented here will be an invaluable tool for constraining the fine details of galaxy formation models, especially at large galactocentric radii.

”A stock market for all”. Integrity and concern for the market in the (self-)regulation of the Swedish securities market This article deals with the transformation process that led to the substantial growth of the securities markets, and also led to a situation where Sweden became one of the leading countries when it comes to ordinary people investing in shares and mutual funds. The article discusses how social control and regulation of the market changed as a result of this process. A sudden and strong unanimity for knowledge tests in order for a stockbroker to be allowed to conduct brokerage, advisory services and asset management was the significant change in this transformation process. Knowledge tests were first introduced on a voluntary basis by the industry itself, but is now a mandatory requirement by the State. This article argues that the unanimity for knowledge tests best can be understood by studying the broadening of the financial markets. The broadening meant that more groups in society – with very varying capabilities – had started to place their assets in the security markets. They were encouraged to do so since this was considered to be the solution to the growing number of socioeconomic problems. This article is mainly based on market statistics and document analysis supplemented by interviews.

In this paper we present a framework to be used for evaluation of Information and Communication Technology for Development (ICT4D) projects. The framework is based on Sen´s notion of development as freedom where human capabilities and functionings are seen as key aspects to development. Sen´s capability approach presents an alternative way of seeing and evaluating development (alternative to more traditional ways of measuring development). The approach is based on expanding freedoms, or eliminating unfreedoms, for people so that they can live a life that they have reason to value. Even though Sen is referenced a lot in ICT4D literature the analysis rarely goes further then stating that Sen presents an alternative to traditional ways of development. Reasons can be that the capability approach does not specifically mention technology, in addition to the lack of guidelines presented by Sen on how to use the framework. The aim of this paper is to operationalize the evaluation process and to include a clear role for technology in Sen´s capability framework. The framework is validated with a case on distance education from Bangladesh.

Countries differ in terms of technological capabilities and complexity of production structures. According to that, countries may follow different development strategies: one based on extracting rents from abundant endowments, such as labor or natural resources, and the other focused on creating rents through intangibles, basically innovation and knowledge accumulation. The present article studies international convergence and divergence, linking structural change with trade and growth through a North South Ricardian model. The analysis focuses on the asymmetries between Latin America and mature and catching up economies. Empirical evidence supports that a shift in the composition of the production structure in favor of R&D intensive sectors allows achieving higher rates of growth in the long term and increases the capacity to respond to demand changes. A virtuous export-led growth requires laggard countries to reduce the technological gap with respect to more advanced ones. Hence, abundance of factor endowments requires to be matched with technological capabilities development for countries to converge in the long term.

Na década de 80, o sucesso das empresas japonesas tem atraído a atenção dos pesquisadores para o seu sistema de gestão e produção. Como resultado desses estudos, kaizen, a ideologia de melhoria contínua, e as ferramentas da qualidade foram difundidas nas empresas ao redor do mundo. Quase trinta anos depois, ainda há fortes evidências dessas formas de produção japonesa nas organizações. Como as firmas necessitam melhorar constantemente para criar ou, pelo menos, para não ficar para trás em um ambiente competitivo e em constante mudança, a melhoria contínua pode ser considerada uma das capabilities essenciais de uma organização; no entanto, a elevada taxa de insucesso das iniciativas de melhoria contínua fez com que essa capability seja difícil de ser alcançada. Considerando-se este fenômeno, a presente pesquisa, baseada nos trabalhos do Bessant et al (2001) e Peng et al (2008), teve como objetivo explorar a dinâmica de como essa capability, sob perspectiva das rotinas operacionais, se desenvolve nas organizações. A estratégia de pesquisa adotada é o estudo de casos múltiplos. Os casos foram compostos por um caso representativo de capability de melhoria contínua sustentada e outros dois, por, duas empresas que apresentaram evidências da capability estudada. Os dados foram coletados mediante visitas técnicas e entrevistas multi-hierárquicas. As análises de dados foram feitas via técnicas de análise de conteúdo empregando software Nvivo e conceitos de transformação de dados qualitativos/quantitativos sugeridos por Miles e Huberman (1994). Os resultados da análise indicaram quatro principais conclusões. Primeira, a capability de melhoria contínua, além das rotinas organizacionais de aprendizagem, das rotinas de liderança e processos padrões para detectar e resolver problema, deve incluir o fator "envolvimento dos funcionários" ao operacionalizar este construto de segunda ordem. Segunda, o desenvolvimento dessa capability segue o modelo evolutivo como sugerido por Bessant et al (2001); verificou-se que, no entanto, o desenvolvimento dos padrões comportamentais de cada estágio não segue a forma linear como preconizado por Bessant et al (2001). Terceira, a decisão de desenvolver determinado conjunto particular de padrões de comportamento no modelo evolutivo pode ser influenciada por variáveis contingenciais, tais como estrutura organizacional, tipo de processo e volume de produção. Finalmente, a definição da maturidade da capability de melhoria contínua é mais do que a presença de dados conjuntos de padrões de comportamento; deveria-se, também, levar em consideração a abrangência e extensão das rotinas e práticas desses padrões de comportamento, dado que a capability de melhoria contínua, por definição, são processos que envolvem a organização toda. Em resumo, o processo de desenvolvimento da capability de melhoria contínua parte do pressuposto de uma ideologia gerencial que preze o valor das pequenas mudanças, locais e incrementais, para as quais todos na organização possam contribuir. Dentro deste processo, os líderes devem estabelecer claramente os objetivos estratégicos de longo prazo para gerir as iniciativas de melhoria contínua e os recursos humanos serão revalorizados mediante delegação de autonomia, investimento em aprendizagem e incentivo à aprendizagem. As ferramentas da qualidade, a gestão da qualidade ou qualquer outro processo padronizado para detectar e resolver problemas são os meios de externalizar o conhecimento dos funcionários para a melhoria contínua, sendo assim, quanto mais os funcionários estiverem envolvidos, mais esta capability estará evidente.

Este trabalho analisa o desenvolvimento de dynamic capabilities em um contexto de turbulência institucional, diferente das condições em que esta perspectiva teórica costuma ser estudada. É feito um estudo de caso histórico e processual que analisa o surgimento das Dynamic Capabilities nos bancos brasileiros, a partir do desenvolvimento da tecnologia bancária que se deu entre os anos 1960 e 1990. Baseando-se nas proposições da Estratégia que analisam as vantagens competitivas das empresas através de seus recursos, conhecimentos e Dynamic Capabilities, é construído um framework com o qual são analisados diversos depoimentos dados ao livro “Tecnologia bancária no Brasil: uma história de conquistas, uma visão de futuro” (FONSECA; MEIRELLES; DINIZ, 2010) e em entrevistas feitas para este trabalho. Os depoimentos mostram que os bancos fizeram fortes investimentos em tecnologia a partir da reforma financeira de 1964, época em que se iniciou uma sequência de períodos com características próprias do ponto de vista institucional. Conforme as condições mudavam a cada período, os bancos também mudavam seu processo de informatização. No início, os projetos eram executados ad hoc, sob o comando direto dos líderes dos bancos. Com o tempo, à medida que a tecnologia evoluía, a infraestrutura tecnológica crescia e surgiam turbulências institucionais, os bancos progressivamente desenvolveram parcerias entre si e com fornecedores locais, descentralizaram a área de tecnologia, tornaram-se mais flexíveis, fortaleceram a governança corporativa e adotaram uma série de rotinas para cuidar da informática, o que levou ao desenvolvimento gradual das microfundações das Dynamic Capabilties nesses períodos. Em meados dos anos 1990 ocorreram a estabilização institucional e a abertura da economia à concorrência estrangeira, e assim o país colocou-se nas condições que a perspectiva teórica adotada considera ideais para que as Dynamic Capabilities sejam fontes de vantagem competitiva. Os bancos brasileiros mostraram-se preparados para enfrentar essa nova fase, o que é uma evidência de que eles haviam desenvolvido Dynamic Capabilities nas décadas precedentes, sendo que parte desse desenvolvimento podia ser atribuído às turbulências institucionais que eles haviam enfrentado.

O objetivo deste trabalho e compreender como se formam cadeias resilientes. De maneira específica esta compreensão é analisada sob o olhar das diferentes capabilities que contribuem para a formação da resiliência. Com base na revisão da literatura, este trabalho considera que as capabilities de Percepção de Risco, Colaboração, Flexibilidade, Visibilidade e Agilidade são importantes. Além disso, o trabalho coloca estas diferentes capabilities sob o olhar das fases da ruptura – mitigação, preparação, resposta e recuperação. A pesquisa foi realizada através de um estudo de caso único. A unidade de análise do trabalho se refere à cadeia de saúde, formada pelos elos do governo federal, governo estadual, indústria farmacêutica, hospital e profissionais de saúde. Esta cadeia foi analisada no contexto da pandemia de H1N1 que atingiu o país em meados de 2009, levando uma grande quantidade de pessoas a procurarem o sistema de saúde para atendimento, além de ocasionar diversos outros impactos operacionais, como, por exemplo, o aumento de absenteísmo de profissionais de saúde. A coleta de dados foi realizada a partir de 16 entrevistas realizadas com profissionais dos diferentes elos diretamente envolvidos no contexto analisado, além da utilização de dados secundários provenientes de reportagens e relatórios.

The general idea of this research is to analyze overall firm performance before and after the global financial crisis of 2008. The main question is: What kind of strategies did companies adopt that led to positive business performance after the crisis? Are there any particular competitive advantages that bring better performance in the case of an economic downturn? This research focuses on competitive advantage gained by resource-based view attributes of a product (quality, durability and prestige) and dynamic capabilities (strategic flexibility in product development and technological innovation ability). The economic crisis setting provides a proper background to analyze the competitive advantage strategies in a dynamic, low-probability environment to determine which are most worth adopting in the business world. I employ an OLS regression analysis in order to measure the business performance of 136 Brazilian firms across four years – 2002, 2005, 2008 and 2012. The findings indicate that even though all of the strategic resources and capabilities positively influence firm performance in expansionary periods, only the superior product characteristics are pertinent in surviving an economic downturn.
