A steady-state subsonic interface crack propagating between an elastic solid and a rigid substrate with crack face contact is studied. Two cases with respective to the contact length are considered, i.e., semi-infinite and finite crack face contact. Different from a stationary or an open subsonic interface crack, stress singularity at the crack tip in the present paper is found to be non-oscillatory. Furthermore, in the semi-infinite contact case, the singularity of the stress field near the crack tip is less than 1/2. In the finite contact case, no singularity exists near the crack tip, but less than 1/2 singularity does at the end of the contact zone. In both cases, the singularity depends on the linear contact coefficient and the crack speed. Asymptotic solutions near the crack tip are given and analyzed. In order to satisfy the contact conditions, reasonable region of the linear contact coefficient is found. In addition, the solution predicts a non-zero-energy dissipation rate due to crack face contact.

According to the Millennium Ecosystem Assessment’s chapter “Coastal Systems” (Agardy and Alder 2005), 40% of the world population falls within 100 km of the coast. Agardy and Alder report that population densities in coastal regions are three times those of inland regions and demographic forecasts suggest a continued rise in coastal populations. These high population levels can be partially traced to the abundance of ecosystem services provided in the coastal zone. While populations benefit from an abundance of services, population pressure also degrades existing services and leads to increased susceptibility of property and human life to natural hazards. In the face of these challenges, environmental administrators on the coast must pursue agendas which reflect the difficult balance between private and public interests. These decisions include maintaining economic prosperity and personal freedoms, protecting or enhancing the existing flow of ecosystem services to society, and mitigating potential losses from natural hazards. If E and F are saturated formations, we say that E is strongly contained in F if for any solvable group G with E-subgroup, E, and F-subgroup, F, some conjugate of E is contained in F. In this paper, we investigate the problem of finding the formations which strongly contain a fixed saturated formation E.
Our main results are restricted to formations, E, such that E = {G|G/F(G) ϵT}, where T is a non-empty formation of solvable groups, and F(G) is the Fitting subgroup of G. If T consists only of the identity, then E=N, the class of nilpotent groups, and for any solvable group, G, the N-subgroups of G are the Carter subgroups of G.
We give a characterization of strong containment which depends only on the formations E, and F. From this characterization, we prove:
If T is a non-empty formation of solvable groups, E = {G|G/F(G) ϵT}, and E is strongly contained in F, then
(1) there is a formation V such that F = {G|G/F(G) ϵV}.
(2) If for each prime p, we assume that T does not contain the class, Sp’, of all solvable p’-groups, then either E = F, or F contains all solvable groups.
This solves the problem for the Carter subgroups.
We prove the following result to show that the hypothesis of (2) is not redundant:
If R = {G|G/F(G) ϵSr’}, then there are infinitely many formations which strongly contain R.

The direct measurement of in situ respiring bacteria using 5-cyano-2,3-ditolyl tetrazolium chloride (CTC) shows that, especially for Gram-negative bacteria, large numbers of viable but non-culturable (VBNC) bacteria are present in finished water from a conventional water treatment plant, and the regrowth of bacteria along distribution networks can be seen rapidly by using this very sensitive technique. The level of bacterial inactivation with chlorine is much less important than has been previously supposed (based on experiments with non-injured laboratory strains of bacteria and classical culture techniques). Threshold values of VBNC bacteria leaving water treatment plants or regrowing along distribution systems have to be determined for better control of coliform regrowth and health- risks associated with the consumption of drinking water.

Este estudo tem como objetivo analisar a disciplina da execução por quantia certa contra os entes públicos no Direito brasileiro e sua compatibilidade com o direito à execução das decisões judiciais. Inicialmente, buscou-se definir o conteúdo do direito à execução das decisões judiciais. Posteriormente, foi analisado o direito francês, com o escopo de comparar esse sistema com o vigente no Brasil. Também foram objeto de nossa análise os fundamentos da execução contra os entes públicos, como a igualdade, separação de poderes, impenhorabilidade dos bens públicos e interesse público, tendo concluído que apenas o primeiro é idôneo à justificar a ausência de poderes sub-rogatórios do juiz sobre o patrimônio estatal. Por fim, analisamos as regras que compõem a execução contra os entes públicos no Brasil, em especial aquelas introduzidas pela Emenda Constitucional n. 62 de 2009. Estes dispositivos, em sua maioria, são violadores do direito à execução das decisões judiciais, na medida em que não permitem o cumprimento das sentenças em um tempo razoável, como ocorre com o art. 97, 1, do ADCT.

Sheet resistance of laser-irradiated Ge2Sb2Te5 thin films prepared by magnetron sputtering was measured by the four-point probe method. With increasing laser power the sheet resistance undergoes an abrupt drop from 10(7) to 10(3) Omega/square at about 580 mW. The abrupt drop in resistance is due to the structural change from amorphous to crystalline state as revealed by X-ray diffraction (XRD) study of the samples around the abrupt change point. Crystallized dots were also formed in the amorphous Ge2Sb2Te5 films by focused short pulse laser-irradiated, the resistivities at the crystallized dots and the non-crystallized area are 3.375 x 10(-3) and 2.725 Omega m, sheet resistance is 3.37 x 10(4) and 2.725 x 10(7) Omega/square respectively, deduced from the I-V Curves that is obtained by conductive atomic force microscope (C-AFM). O escopo deste trabalho é analisar e discutir questões relacionadas com conflitos urbanos que contrapõem posse e propriedade no Brasil. Na realidade social deste país, é comum que pessoas que não têm um lugar para morar ocupem terras que não são utilizadas por seu proprietário. Frequentemente, estes casos são levados ao Poder Judiciário e o juiz tem o desafio de decidir quem será tutelado. No sistema jurídico brasileiro, os princípios constitucionais dão unidade ao ordenamento. Assim, o direito à moradia, a dignidade da pessoa humana e o princípio da função social da propriedade devem ser considerados em todas as decisões relativas a estes temas. Então, quando há um conflito entre posse e propriedade em áreas urbanas, é relevante considerar se tanto a pessoa que é proprietária do imóvel quanto a pessoa que o possui estão agindo de acordo com o ordenamento jurídico. Embora o direito de propriedade seja protegido pela lei, o proprietário tem que observar os deveres que decorrem do princípio da função social da propriedade. Se ele os descumprir, não deverá ser protegido, já que está agindo em desacordo com o ordenamento jurídico. De outro lado, a pessoa que tem a posse da terra, sem ser sua proprietária, pode ser protegida se esta ocupação satisfaz necessidades e direitos fundamentais seus. Sua posse tem, neste caso, uma função social. O Poder Legislativo editou leis que protegem o possuidor contra o proprietário se a terra não é utilizada de acordo com o princípio da função social da propriedade. Entretanto, ainda que um caso específico não seja previsto em lei, é possível proteger o possuidor contra o proprietário se o imóvel não é usado de acordo com o princípio da função social e se o possuidor a utiliza para promover sua dignidade e seus direitos fundamentais.

A Administração Pública brasileira vive uma significativa crise de eficiência, enquanto a reforma gradual da legislação facilitou o acesso ao Poder Judiciário. No lugar de pleitear direitos perante o Poder Executivo e, na eventual hipótese de indeferimento, buscar a correção pontual de abusos ou ilegalidades na via judicial, cada vez mais pessoas têm procurado de imediato a tutela jurisdicional, como se o juiz pudesse ou devesse substituir o papel do administrador. Isto sobrecarrega os tribunais, desvirtua o seu papel e contribui para que eles passem a padecer dos mesmos problemas que a Administração. À luz da garantia de inafastabilidade da apreciação das lesões a direito pelo Judiciário, a jurisprudência já condicionou o interesse de agir ao exaurimento da via administrativa, já dispensou totalmente o prévio requerimento administrativo, e, em movimento pendular, recentemente iniciou esforço para, entre os dois extremos, delinear as hipóteses em que a existência de interesse processual de agir depende de um ato de indeferimento administrativo que caracterize a resistência do réu à pretensão do autor para que, sem criar óbices intransponíveis à concretização dos direitos, o acesso desmedido aos juízes não se converta em novo obstáculo ao acesso à Justiça efetiva.

Background: A single case of paternal co-transmission ofmitochondrial DNA (mtDNA) in humans has been reported so far. Objective: To find potential instances of non-maternal inheritance of mtDNA. Methods: Published medical case studies (of single patients) were searched for irregular mtDNA patterns by comparing the given haplotype information for different clones or tissues with the worldwide mtDNA database as known to date-a method that has proved robust and reliable for the detection of flawed mtDNA sequence data. Results: More than 20 studies were found reporting clear cut instances with mtDNAs of different ancestries in single individuals. As examples, cases are reviewed from recent published reports which, at face value, may be taken as evidence for paternal inheritance of mtDNA or recombination. Conclusions: Multiple types (or recombinant types) of quite dissimilar mitochondrial DNA from different parts of the known mtDNA phylogeny are often reported in single individuals. From re-analyses and corrigenda of forensic mtDNA data, it is apparent that the phenomenon of mixed or mosaic mtDNA can be ascribed solely to contamination and sample mix up.

Statistical approaches for building non-rigid deformable models, such as the Active Appearance Model (AAM), have enjoyed great popularity in recent years, but typically require tedious manual annotation of training images. In this paper, a learning based approach for the automatic annotation of visually deformable objects from a single annotated frontal image is presented and demonstrated on the example of automatically annotating face images that can be used for building AAMs for fitting and tracking. This approach employs the idea of initially learning the correspondences between landmarks in a frontal image and a set of training images with a face in arbitrary poses. Using this learner, virtual images of unseen faces at any arbitrary pose for which the learner was trained can be reconstructed by predicting the new landmark locations and warping the texture from the frontal image. View-based AAMs are then built from the virtual images and used for automatically annotating unseen images, including images of different facial expressions, at any random pose within the maximum range spanned by the virtually reconstructed images. The approach is experimentally validated by automatically annotating face images from three different databases. © 2009 IEEE.

The thin films of TiO2 doped by Mn non-uniformly were prepared by sol-gel method under process control. In our preceding study, we investigated in detail, the effect of doping mode on the photocatalytic activity of TiO2 films showing that Mn non-uniform doping can greatly enhance the activity. In this study we looked at the effect of doping concentration on the photocatalytic activity of the TiO2 films. In this paper, the thin films were characterized by UV-vis spectrophotometer and electrochemical workstation. The activity of the photocatalyst was also evaluated by photocatalytic degradation rate of aqueous methyl orange under UV radiation. The results illustrate that the TiO2 thin film doped by Mn non-uniformly at the optimal dopant concentration (0.7 at %) is of the highest activity, and on the contrary, the activity of those doped uniformly is decreased. As a comparison, in 80 min, the degradation rate of methyl orange is 62 %, 12 % and 34 % for Mn non-uniform doping film (0.7 at %), the uniform doping film (0.7 at %) and pure titanium dioxide film, respectively. We have seen that, for the doping and the pure TiO2 films, the stronger signals of open circuit potential and transient photocurrent, the better photocatalytic activity. We also discusse the effect of dopant concentration on the photocatalytic activity of the TiO2 films in terms of effective separation of the photon-generated carriers in the semiconductor. Semi-insulating (SI) InP materials have been prepared under different stoichiometric conditions, including Fe-doping in indium-rich melt and high temperature annealing undoped wafer in phosphorus and iron phosphide ambients. Deep level defects related with non-stoichiometry have been detected in the SI-InP samples. A close relationship between the material quality of electrical property and native deep defects has been revealed by a comprehensive study of defects in as-grown Fe-doped and annealed undoped SI-InP materials. Fe-doped SI-InP material with low carrier mobility and poor thermal stability contains a high concentration of deep defects with energy levels in the range of 0.1-0.4eV. The suppression of the defects by high temperature annealing undoped InP leads to the manufacture of high quality SI-InP with high mobility and good electrical uniformity. A technology for the growth of high quality SI-InP through stoichiometry control has been proposed based on the results.

The differential cross sections of the dissipative products B, Q N, O, F, Ne, Na and Mg induced from the reactions of F-19+Al-27 at two incident energies have been measured at the HI-13 tandem accelerator, Beijing. In the case of a fixed beam incident energy 114MeV or 118.75MeV respectively, identical reaction system and the same detection system, 20 target points in steps of 2mm on(.)a 10mmx50mm rectangular Al foil have been bombarded. The experimental results indicate that the probability distribution of the cross sections is much wider than a standard Gaussian distribution. This non-reproducibility of the cross sections can't be interpreted by the statistical property of a finite count rate.

Assessment of the potential CO2 emission reduction by development of non-grain-based ethanol in China is valuable for both setting up countermeasures against climate change and formulating bioethanol policies. Based on the land occupation property, feedstock classification and selection are conducted, identifying sweet sorghum, cassava, and sweet potato as plantation feedstocks cultivated from low-quality arable marginal land resources and molasses and agricultural straws as nonplantation feedstocks derived from agricultural by-products. The feedstock utilization degree, CO2 reduction coefficient of bioethanol, and assessment model of CO2 emission reduction potential of bioethanol are proposed and established to assess the potential CO2 emission reduction by development of non-grain-based bioethanol. The results show that China can obtain emission reduction potentials of 10.947 and 49.027 Mt CO2 with non-grain-based bioethanol in 2015 and 2030, which are much higher than the present capacity, calculated as 1.95 Mt. It is found that nonplantation feedstock can produce more bioethanol so as to obtain a higher potential than plantation feedstock in both 2015 and 2030. Another finding is that developing non-grain-based bioethanol can make only a limited contribution to China's greenhouse gas emission reduction. Moreover, this study reveals that the regions with low and very low potentials for emission reduction will dominate the spatial distribution in 2015, and regions with high and very high potentials will be the majority in 2030.
