In the beginning of the 90s, ontology development was similar to an art: ontology developers did not have clear guidelines on how to build ontologies but only some design criteria to be followed. Work on principles, methods and methodologies, together with supporting technologies and languages, made ontology development become an engineering discipline, the so-called Ontology Engineering. Ontology Engineering refers to the set of activities that concern the ontology development process and the ontology life cycle, the methods and methodologies for building ontologies, and the tool suites and languages that support them. Thanks to the work done in the Ontology Engineering field, the development of ontologies within and between teams has increased and improved, as well as the possibility of reusing ontologies in other developments and in final applications. Currently, ontologies are widely used in (a) Knowledge Engineering, Artificial Intelligence and Computer Science, (b) applications related to knowledge management, natural language processing, e-commerce, intelligent information integration, information retrieval, database design and integration, bio-informatics, education, and (c) the Semantic Web, the Semantic Grid, and the Linked Data initiative. In this paper, we provide an overview of Ontology Engineering, mentioning the most outstanding and used methodologies, languages, and tools for building ontologies. In addition, we include some words on how all these elements can be used in the Linked Data initiative.

This study examined the relationship between land-use practices near tributary rivers in South Lake Maracaibo and the appearance of duckweed (Lemna obscura) in the lake. Four rivers were studied: The Mucujepe, Capaz, Guamo and Frio. Eight factors were assessed: rivers, sediments, erosion, soils, fertilizers, water quality, land use activities and vegetation corridors. Satellite images, official cartography, field visits and observations, water samples and personal communication with organizations involved were held to get an accurate and current assessment of the conditions. The study revealed the land-use practices surrounding the Pan-American Zone Rivers contribute to the duckweed blooming in Lake Maracaibo.

This new Commentary by Michael Emerson and Hrant Kostanyan shows how the pressure exerted by President Putin on Armenia to withdraw from the Deep and Comprehensive Free Trade Agreement it had negotiated with the EU and to join the Belarus, Kazakhstan and Russia customs union is but the most recent in a long series of ongoing moves by Russia to destroy the Eastern Partnership. In their view, the message to be hammered home to those unsure of the economic arguments is that you do not have to have an exclusive customs union to enjoy deep integration for goods, services, people and capital, and of course even less for hard security relationships. High-quality free trade agreements are the logical instrument for those who want excellent relations with more than one big neighbour.

The regions of Ukraine are strongly diversified. These differences are subject to historical conditions and attempts at unification which have been made over the past seventy years have proven that these differences will be impossible to reduce in the foreseeable future and will continue to bear an impact on Ukraine’s domestic policy. Western Ukraine (Eastern Galicia and Volhynia) is a peripheral region in economic, political and cultural terms. Although it accounts for approximately 14% of Ukraine’s territory and 15% of the country’s population live there, the region generates only around 10% of the country’s GDP. Its metropolis, Lviv, Ukraine’s seventh largest city, was traditionally among the key centres in the nation’s history. However, its role in an independent Ukraine has been marginalised partly due to the fact that a significant part of its elite moved to Kyiv. This is also the most ethnically homogeneous region, where Russian speakers make up rather a small part of the population.

This study investigates whether trade-related, targeted, government policies had an impact on the total factor productivity (TFP) of manufacturing firms in Eastern Europe and Central Asia (ECA region) between 1995 and 2009. It does so by looking at how different types of primarily industry-specific trade policies (or their combinations) impacted firm productivity. The dependent variable is firm total factor productivity (TFP), calculated using the Levinsohn-Petrin approach. As an alternative measure of firm productivity, this study uses labor productivity. This study finds that, in most instances (10 out of 14 times), targeted policies do not show a significant impact on manufacturing firms’ TFP. Based on the analysis of 588 manufacturing firms in the ECA region, this study finds that, contrary to proponents of targeted policies, targeted trade-related government policies have a limited impact on the total factor productivity (TFP) in developing countries.
