This paper examines the participation of the European Union (EU) in the multilateral negotiations of the UN Arms Trade Treaty (ATT). Given the EU’s declared commitment to effective multilateralism and dedication to act as a global security provider, the paper analyses to what extent the EU can be seen as an effective actor in supporting and promoting the ATT. It is argued that overall the EU was an effective player during the multilateral negotiations on the ATT, but the degree of its effectiveness varied along different dimensions. The EU was relatively successful in the achievement of its goals and in maintaining external cohesion during the negotiations, but it scored relatively low in its efforts to commit other major players to sign up to the ATT. The high level of institutional cooperation and the convergence of EU member states’ interests facilitated the EU’s effectiveness in the ATT negotiations, whereas the international context proved to be the major constraining factor.

This paper will outline and analyze the decision-making process in WTO matters. First, the players of the decision-making process -- the Council of the European Union (Council), the Trade Policy Committee, the Commission, and the European Parliament -- will be examined. Then the distinction will be made between decision-making in initiating WTO disputes and decision-making conducting trade agreement negotiations in the WTO. Then, decision-making practices in WTO matters will be assessed against constitutional principles of transparency, accountability, and legitimacy. After this assessment, conclusions will be drawn.

From the mid-1980s on a new attitude towards self-determination appeared in Western European integration. With the Maastricht Treaty of 1992 and, later, with theAmsterdam Treaty of 1997 the member countries of the European Community manifested their determination to be active players in the new international order. Accepting and instituting the single market and monetary union constituted, however, a challenge of compatibility between the traditional model of welfare European capitalism and the impositions coming from globalization under the neo-liberal model of Anglo-Saxon capitalism. This issue is examined here under two perspectives. The first reviews the implications which globalization has had on the European model of capitalism and the second the complications for monetary management as Europe moves from a nationally regulated to a union regulated financial structure.

Objective: To demonstrate the utility of a practical measure of lean mass for monitoring changes in the body composition of athletes. Methods: Between 1999 and 2003 body mass and sum of seven skinfolds were recorded for 40 forwards and 32 backs from one Super 12 rugby union franchise. Players were assessed on 13 (7) occasions ( mean (SD)) over 1.9 (1.3) years. Mixed modelling of log transformed variables provided a lean mass index (LMI) of the form mass/skinfolds(x), for monitoring changes in mass controlled for changes in skinfold thickness. Mean effects of phase of season and time in programme were modelled as percentage changes. Effects were standardised for interpretation of magnitudes. Results: The exponent x was 0.13 for forwards and 0.14 for backs ( 90% confidence limits +/- 0.03). The forwards had a small decrease in skinfolds ( 5.3%, 90% confidence limits +/- 2.2%) between preseason and competition phases, and a small increase ( 7.8%, 90% confidence limits +/- 3.1%) during the club season. A small decrease in LMI (similar to 1.5%) occurred after one year in the programme for forwards and backs, whereas increases in skinfolds for forwards became substantial (4.3%, 90% confidence limits +/- 2.2%) after three years. Individual variation in body composition was small within a season (within subject SD: body mass, 1.6%; skinfolds, 6.8%; LMI, 1.1%) and somewhat greater for body mass (2.1%) and LMI (1.7%) between seasons. The purpose of this study was to analyse the developmental pathway of skilled and less skilled volleyball players by focusing on the quantity and type of sporting activities, as well as their age and height in comparison to peers in those experiences. Retrospective interviews were conducted to provide a longitudinal and detailed account of sport involvement of 30 skilled and 30 less skilled volleyball players (15 male and 15 female players per group) throughout different developmental stages (stage 1: 8-12 years; stage 2: 13-16 years; stage 3: 17-20 years). Results indicated that the developmental pathway of these volleyball players (i.e. skilled and less skilled) was characterized by an early diversified sport involvement with a greater participation in sport activities during stages 1 and 2. However, skilled players specialized later in volleyball (between age 14 and 15) and performed more hours of volleyball at stage 3 (from 17 years of age onwards). Also, skilled players (male and female) were younger in both the diversified sport activities and volleyball at the later stages of development (i.e. stages 2 and 3), and skilled female players were taller than peers in those activities in the early stages of development (i.e. stages 1 and 2). The present findings suggest early diversification as a feasible pathway to reach expertise in volleyball and highlight the importance of practicing with older peers once specialization in the main sport has occurred. The findings highlight the need for coaches and sport programs to consider different stimuli existing within the training environment (i.e. characteristics of athletes, such as age and height) that influence the quality of practice and contribute to players’ expertise development.

Le risque de développer un problème de jeu chez les personnes atteintes de la maladie de Parkinson (MP) est de plus en plus documenté. Un type de médicament visant à contrôler les symptômes moteurs, l’agoniste dopaminergique, serait l’un des principaux facteurs liés à son développement. Par le biais d’une synthèse narrative présentée dans le chapitre 3, les mécanismes neurobiologiques et les autres facteurs en lien sont discutés. Un important constat ressort toutefois : l’étude des habitudes de jeu de ces patients est pratiquement absente. Ce constat est surprenant puisque la littérature sur le jeu regorge d’informations à prendre en considération dans le développement de ce trouble, telles que les types de jeu pratiqués, les montants dépensés, les raisons pour jouer et la présence de proches. Le deuxième article consiste donc à répondre à cette lacune relevée en faisant le portrait de leurs habitudes de jeu. Vingt-cinq personnes souffrant de la MP ont été recrutées et parmi celles-ci, quinze ont joué dans les six derniers mois. L’examen de leurs habitudes de jeu révèle que les jeux préférés sont la loterie et la machine à sous et qu’elles ont, en majorité, débuté la pratique de ces jeux avant l’établissement du diagnostic de la MP. Les patients sont moins intéressés à jouer aux machines à sous comparativement à un échantillon de joueurs âgés de plus de 55 ans mais, en contrepartie, ce jeu est celui auquel les plus grands montants étaient dépensés chez les participants qui ont rapporté avoir développé un problème de jeu. Les participants jouent pour le plaisir ou pour gagner de l’argent, mais des raisons non répertoriées, liées à leur maladie, ont été relevées. Ces patients n’ont pas recours à des proches aidants pour les aider dans la pratique de leur jeu favori et ces derniers ont manifesté leur méconnaissance de la pratique de jeux de hasard et d’argent des participants. Parmi l’ensemble des participants rencontrés, trois d’entre eux se sont révélés être des joueurs à risque. En plus de jouer aux machines à sous, des croyances erronées et des motivations spécifiques à jouer ont été relevées chez ces derniers. La réflexion découlant de ces résultats pourra stimuler la recherche dans l’étude des variables psychosociales en lien avec le développement d’un problème de jeu chez ces patients.
