El fenómeno de agriculturización que ha tenido lugar en nuestro país durante los últimos años no ha impactado solamente en la región de la República Argentina tradicionalmente agrícola. También lo ha hecho, aunque de una manera diferente, en la Provincia de San Luis. En esta provincia, dicho fenómeno convive con otras particularidades, como es la radicación industrial promocionada, que marcó profundamente el aparato productivo provincial o, más recientemente, una política pública de amplio espectro como el Plan de Inclusión Social, que modificó drásticamente los indicadores del mercado laboral sanluiseño. Este trabajo tiene por objeto estudiar la situación laboral de dos localidades de la Provincia de San Luis emplazadas en zonas de importante producción agrícola, considerando la influencia de las políticas públicas locales y del sector industrial que aún mantiene una importante cuota del Producto Bruto Geográfico. Para esto se realiza un análisis comparativo entre ellas y con la situación provincial, caracterizada por el Aglomerado San Luis y El Chorrillo, que releva la Encuesta Permanente de Hogares del indec. La información utilizada proviene de datos secundarios procedentes de organismos nacionales y de relevamientos propios realizados en las localidades estudiadas

China’s huge domestic market is constantly expanding, and is low-end demand oriented and highly dispersed. The domestic market-based development of China’s industrial cluster, however, is not only a quantitative expansion, but has also been accompanied with remarkable qualitative upgrading. Specialized markets are a microcosm that clearly indicate this paradoxical phenomenon. By analyzing three typical cases of industrial clusters that have specialized markets, this paper will make the case that under modern China’s market conditions, the local public sector is the crucial driving force for upgrading industrial clusters, which organize complicated transactions, promote quality control, and stimulate the division of labor.

This study analyzes the effect of fiscal decentralization on health outcomes in China using a panel data set with nationwide county-level data. We find that counties in more fiscal decentralized provinces have lower infant mortality rates compared to those counties in which the provincial government retains the main spending authority, if certain conditions are met. Spending responsibilities at the local level need to be matched with county government's own fiscal capacity. For those local governments that have only limited revenues, their ability to spend on local public goods such as health care depends crucially upon intergovernmental transfers. The findings of this study thereby support the common assertion that fiscal decentralization can indeed lead to more efficient production of local public goods, but also highlights the necessary conditions to make this happen.

Introduction:Today, many countries, regardless of developed or developing, are trying to promote decentralization. According to Manor, as his quoting of Nickson’s argument, decentralization stems from the necessity to strengthen local governments as proxy of civil society to fill the yawning gap between the state and civil society (Manor [1999]: 30). With the end to the Cold War following the collapse of the Soviet Union rendering the cause of the “leadership of the central government to counter communism” meaningless, Manor points out, it has become increasingly difficult to respond flexibly to changes in society under the centralized system. Then, what benefits can be expected from the effectuation of decentralization? Litvack-Ahmad-Bird cited the four points: attainment of allocative efficiency in the face of different local preferences for local public goods; improvement to government competitiveness; realization of good governance; and enhancement of the legitimacy and sustainability of heterogeneous national states (Litvack, Ahmad & Bird [1998]: 5). They all contribute to reducing the economic and social costs of a central government unable to respond to changes in society and enhancing the efficiency of state administration through the delegation of authority to local governments. Why did Indonesia have a go at decentralization? As Maryanov recognizes, reasons for the implementation of decentralization in Indonesia have never been explicitly presented (Maryanov [1958]: 17). But there was strong momentum toward building a democratic state in Indonesia at the time of independence, and as indicated by provisions of Article 18 of the 1945 Constitution, there was the tendency in Indonesia from the beginning to debate decentralization in association with democratization. That said debate about democratization was fairly abstract and the main points are to ease the tensions, quiet the complaints, satisfy the political forces and thus stabilize the process of government (Maryanov [1958]: 26-27). What triggered decentralization in Indonesia in earnest, of course, was the collapse of the Soeharto regime in May 1998. The Soeharto regime, regarded as the epitome of the centralization of power, became incapable of effectively dealing with problems in administration of the state and development administration. Besides, the post-Soeharto era of “reform (reformasi)” demanded the complete wipeout of the Soeharto image. In contraposition to the centralization of power was decentralization. The Soeharto regime that ruled Indonesia for 32 years was established in 1966 under the banner of “anti-communism.” The end of the Cold War structure in the late 1980s undermined the legitimate reason the centralization of power to counter communism claimed by the Soeharto regime. The factor for decentralization cited by Manor is applicable here. Decentralization can be interpreted to mean not only the reversal of the centralized system of government due to its inability to respond to changes in society, as Manor points out, but also the participation of local governments in the process of the nation state building through the more positive transfer of power (democratic decentralization) and in the coordinated pursuit with the central government for a new shape of the state. However, it is also true that a variety of problems are gushing out in the process of implementing decentralization in Indonesia. This paper discusses the relationship between decentralization and the formation of the nation state with the awareness of the problems and issues described above. Section 1 retraces the history of decentralization by examining laws and regulations for local administration and how they were actually implemented or not. Section 2 focuses on the relationships among the central government, local governments, foreign companies and other actors in the play over the distribution of profits from exploitation of natural resources, and examines the process of the ulterior motives of these actors and the amplification of mistrust spawning intense conflicts that, in extreme cases, grew into separation and independence movements. Section 3 considers the merits and demerits at this stage of decentralization implemented since 2001 and shed light on the significance of decentralization in terms of the nation state building. Finally, Section 4 attempts to review decentralization as the “opportunity to learn by doing” for the central and local governments in the process of the nation state building. In the context of decentralization in Indonesia, deconcentration (dekonsentrasi), decentralization (desentralisasi) and support assignments (tugas pembantuan; medebewind, a Dutch word, was used previously) are defined as follows. Dekonsentrasi means that when the central government puts a local office of its own, or an outpost agency, in charge of implementing its service without delegating the administrative authority over this particular service. The outpost agency carries out the services as instructed by the central government. A head of a local government, when acting for the central government, gets involved in the process of dekonsentrasi. Desentralisasi, meanwhile, occurs when the central government cedes the administrative authority over a particular service to local governments. Under desentralisasi, local governments can undertake the particular service at their own discretion, and the central government, after the delegation of authority, cannot interfere with how local governments handle that service. Tugas pembantuan occur when the central government makes local governments or villages, or local governments make villages, undertake a particular service. In this case, the central government, or local governments, provides funding, equipment and materials necessary, and officials of local governments and villages undertake the service under the supervision and guidance of the central or local governments. Tugas pembantuan are maintained until local governments and villages become capable of undertaking that particular service on their own.

La estrategia i2010 de la UE tiene como objetivo garantizar el liderazgo europeo en materia de TIC y poner los beneficios de la Sociedad de la Información al servicio de la economía, la sociedad y la calidad de vida personal, teniendo presente que los éxitos de Europa hasta la fecha se han basado en favorecer la competencia leal en los mercados de las telecomunicaciones y crear un mercado sin fronteras para contenidos y medios de comunicación digitales. En esta línea, la Comisión Europea ha establecido que los distintos estados miembros deben contribuir activamente al desarrollo y uso seguro de los servicios telemáticos entre sus ciudadanos. Más concretamente, atribuye a las Administraciones Públicas, tanto a nivel nacional, regional como local, un papel dinamizador de la Sociedad de la Información que les obliga a ofrecer paulatinamente todos los actos administrativos a los ciudadanos a través de Internet. Como primer paso para el uso seguro de los servicios telemáticos que ofrecen las instituciones públicas se hace preciso dotar a los ciudadanos de una identidad digital que les permita identificarse ante un Proveedor de Servicio o ante otros ciudadanos de manera inequívoca. Por esta razón, la mayoría de países europeos – y otros en el resto del mundo – están promoviendo, sistemas fiables de gestión de identidad electrónica (eIDM), de tal manera que los ciudadanos, las empresas y departamentos gubernamentales (incluso en Estados miembros diferentes) pueden identificar y certificar sus operaciones con precisión, rapidez y sencillez. Sin embargo, la gestión de esta identidad por las Administraciones Públicas supone un importante desafío, acentuado cuando se hace necesaria la interoperabilidad entre Administraciones de diferentes países, puesto que personas y entidades tienen credenciales de identificación diferentes en función de su propio marco jurídico nacional. Consciente del problema, en la Unión Europea se han puesto en marcha una serie de proyectos con el objetivo de conseguir la interoperabilidad de los eIDMs entre las instituciones públicas de diferentes Estados miembros. A pesar de ello, las soluciones adoptadas hasta la fecha son insuficientes porque no prevén todos los posibles casos de interacción del usuario con las instituciones. En concreto, no tienen en cuenta un aspecto muy importante que se ofrece en los distintos sistemas jurídicos nacionales, a saber, la delegación de la identidad, mediante la cual un ciudadano puede autorizar a otro para que actúe en su nombre para acceder a determinados servicios prestados por las instituciones públicas. En esta tesis se realizan un conjunto de aportaciones que dan solución a distintos aspectos de los problemas planteados y que, de forma conjunta, permiten la interoperabilidad y la delegación de identidad en determinados Sistemas de Gestión de Identidad aplicados al entorno de las Administraciones Públicas. En el caso de la delegación, se ha definido un sistema de delegación dinámica de identidad entre dos entidades genéricas que permite solucionar el problema del acceso delegado a los servicios telemáticos ofrecidos por las Administraciones Públicas. La solución propuesta se basa en la generación de un token de delegación, constituido a partir de un Certificado Proxy, que permite a la entidad que delega establecer la delegación de identidad en otra entidad en base a un subconjunto de sus atributos como delegador, estableciendo además, en el propio token de delegación, restricciones en el conjunto de servicios accesibles a la entidad delegada y el tiempo de validez de la delegación. Adicionalmente, se presentan los mecanismos necesarios tanto para poder revocar un token de delegación como para comprobar sin un token de delegación ha sido o no revocado. Para ello se propone una solución para la identificación unívoca de tokens de delegación y la creación de una nueva entidad denominada Autoridad de Revocación de Tokens de Delegación. Entre las características del sistema de delegación propuesto destaca el que es lo suficientemente seguro como para ser utilizado en el entorno de la Administración Pública, que no requiere el uso de mecanismos off‐line para la generación de la delegación y que se puede realizar la delegación de forma instantánea y sin la necesidad de trámites complejos o la participación de un elevado número de entidades. Adicionalmente, el token de delegación propuesto es perfectamente integrable en las infraestructura de clave pública actual lo que hace que, dado que gran parte de las Administraciones Públicas europeas basan sus sistemas de identidad digital en el uso de la PKI y certificados de identidad X.509, la solución pueda ser puesta en marcha en un entorno real sin necesidad de grandes cambios o modificaciones de comportamiento. En lo referente a la interoperabilidad, se realiza un análisis exhaustivo y la correspondiente evaluación de las principales propuestas de Sistemas de Gestión de Identidad orientados a conseguir la interoperabilidad realizadas hasta la fecha en el marco de la Unión Europea y se propone, a alto nivel, una arquitectura de interoperabilidad para la gestión de identidad en las Administraciones Públicas. Dicha arquitectura es lo suficientemente genérica como para poder ser aplicada tanto en el entorno pan‐Europeo como en los entornos nacionales, autonómicos y locales, de tal forma que la interoperabilidad en la gestión de la identidad esté garantizada en todos los niveles de la Administración Pública. Por último, mediante la integración de la solución de delegación dinámica de identidad y la arquitectura de interoperabilidad propuestas se presenta una solución al problema de la delegación en un escenario pan‐Europeo de gestión de identidad, dando lugar a una arquitectura global de interoperabilidad pan‐Europea con soporte a la delegación de identidad. SUMMARY The i2010 European Union Plan aims to ensure European leadership in ICT and to promote the positive contribution that information and communication technologies can make to the economic, social and personal quality of life, bearing in mind that, to date, success in Europe has been based on promoting fair competition in telecommunications markets and on creating a borderless market for contents and digital media. In this line, the European Commission has established that the different member states should contribute actively to the development and secure use of telematic services among their citizens. More specifically, it is attributed to national, regional and local Public Administrations to have a supportive role of the Information Society, requiring them to gradually provide the citizens with Internet‐based access to all administrative procedures acts. As a first step for the secure use of telematic services offered by public institutions, it is necessary to provide the citizens with a digital identity to enable them to identify themselves unequivocally to a Service Provider or to other citizens. For this reason, most European countries ‐ and others in the rest of the world ‐ are promoting reliable systems for managing electronic identity (eIDM), so that citizens, businesses and government departments (even in different Member States) can identify and certify their operations with precision, speed and simplicity. However, the identity management by Public Administrations is a major challenge that becomes more difficult when interoperability between administrations of different countries is needed, due to the fact that individuals and entities have different identification credentials according to their own national legal framework. Aware of the problem, the European Union has launched a series of projects with the aim of achieving interoperability of eIDMs between public institutions of different Member States. However, the solutions adopted to date are insufficient because they do not foresee all possible cases of user interaction with the institutions. In particular, solutions do not take into account a very important aspect that is offered in different national legal systems, namely, the delegation of identity, by which a citizen can authorize another to act on his/her behalf to access certain services provided by public institutions. In this thesis a collection of contributions that provide solution to different aspects of the aforementioned problems are carried out. The solutions, in global, enable interoperability and identity delegation in some of the Identity Management Systems applied to Public Administration environment. In the case of delegation, a dynamic identity delegation system between generic entities is defined. This system makes it possible to solve the problem of delegated access to telematic services offered by Public Administrations. The proposed solution is based on the generation of a piece of information called delegation token. This delegation token, derived from a Proxy Certificate, allows the establishment of identity delegation by an entity that delegates (delegator) in other entity (delegatee) making use of a subset of delegator attributes. It also establishes restrictions on services that can be used by the delegated entity and the expiry date of delegation. In addition to this, the mechanisms necessary to revoke and check the revocation status of a delegation token are presented. To do this, a solution to univocally identify delegation tokens and the creation of a completely new entity, called Token Delegation Revocation Authority, are proposed. The most remarkable characteristics of the proposed delegation system are its security, enough for it to be used in the Public Administration environment, the fact that it does not require off‐line processes in order to generate the delegation, and the possibility of performing the delegation instantaneously and without neither complex processes nor the intervention of a large number of entities. The proposed delegation token can be completely incorporated into current Public Key Infrastructure (PKI). Thus, since most of the European Public Administrations base their digital identity systems on PKI and X.509 identity certificates, the solution can be adopted in a real environment without great changes or performance modifications. Regarding interoperability, an exhaustive analysis and evaluation of most significant proposals on Identity Management Systems that aim to achieve interoperability carried out in the European Union framework until now are performed. A high level identity management interoperability architecture for Public Administrations is also proposed. This architecture is sufficiently generic to be applied to both pan‐European environment and national, regional or local environments, thus interoperability in identity management at all Public Administration levels is guaranteed. Finally, through the integration of the proposed dynamic identity delegation solution and the high level interoperability architecture, a solution to the problem of identity delegation in a pan‐European identity management environment is suggested, leading to a pan‐European global interoperability architecture with identity delegation support.

Los espacios verdes urbanos han asumido una creciente relevancia por su aportación a la calidad de vida de las poblaciones y a la sostenibilidad de las ciudades. Su valor funcional depende de su integración en una estructura verde eficaz, con múltiples elementos, y que pueda responder a las expectativas de la población, manteniendo una relación coherente con el territorio. En esta tesis se desarrolla y aplica una metodología para el análisis de la estructura verde en distintos niveles, considerando la interpretación de los elementos y procesos territoriales y la respuesta a las expectativas y necesidades de la población. Los distintos planteamientos de esta metodología son aplicados en la ciudad de Bragança, una ciudad media portuguesa. Entre los resultados de este análisis resulta que la excesiva expansión urbana generó la proliferación de espacios verdes asociados a espacios vacantes, poco útiles y degradados, condición ampliada por planes de ordenación que acentúan el incremento del suelo urbanizable, en su mayoría no concretizado. En su relación con los espacios verdes, los ciudadanos manifiestan preferencia por el uso de los espacios verdes públicos de mayores dimensiones en el contexto local y con una mayor complejidad de elementos, respondiendo de modo más adecuado a los requisitos complementarios de múltiplos usuarios. La distribución espacial de los espacios verdes urbanos asume además una importante relevancia en las condiciones de uso y en el modelo de movilidad hacia los espacios verdes. ABSTRACT Urban Green spaces are now recognized to be major contributors to inhabitants’ quality of life and to urban sustainability. Their functional value is dependent on the existence of an efficient green structure, with multiple spaces, that can meet inhabitant’s expectations while having a coherent relation with the landscape, alongside with their individual attributes. This Thesis applies a methodology for the analysis of the Green Infrastructure on different levels, taking into account the interpretation of its elements and their relation to landscape processes, alongside with the evaluation of the answer to inhabitants’ needs and expectations. The different assumptions and methods are tested in the city of Bragança, a Portuguese medium sized city. Among the results from the case study, it is argued that the urban expansion of the traditional city lead to the proliferation not only of useful urban green spaces but also of vacant land. This condition has been increased by land use planning options that overstate the offer for residential areas, most of them not developed. Inhabitants’ relation with the green infrastructure is mostly dependent on larger local public green spaces, which offer a wide range of natural and artificial elements, addressing the needs of multiple users. The spatial distribution of urban green spaces also has a major influence on users’ frequency in the use of such spaces and in the means of travel that they choose.

Purpose: The purpose of this document is to review the funding options for Microfinance Institutions (MFIs), define the size of the holdings of international investors in MFI equity and in particular the MFIs listed in stock exchanges, analyze the characteristics of these subset of the financial world and study the stock exchange evolution of some listed MFIs amid the financial crisis. Design/methodology/approach: Since academic literature on listed MFI equity is virtually inexistent, most of the information has been obtained from the World Bank, annual accounts of the listed MFIs, stock exchanges and from equity research documents. Findings and Originality/value: Microfinance Institutions share several common characteristics that make them a resilient business and the few MFIs that are listed in stock exchanges seem to have performed better in the financial crisis. Microfinance can be considered as one of the new frontiers of the expansion of the global banking industry. Practical implications: Presently, international for-profit investors have very few ways of investing in microfinance equity. Most of the equity of the MFI equity is funded locally or thanks to the local public sector. The stock exchange listing of the MFIs should drive MFIs towards a more professional management, more transparency and better governance. Social implications: Microfinance Institutions provide credit to microenterprises in poor countries that have no other alternative sources of external capital to expand its activity. If global investors could easily invest in the listed equity of the MFIs these institutions would expand its lending books and would improve its governance, part of the population living in poor areas or with lower income could ameliorate its standard of living. Originality/value: The number of Microfinance Institutions that are professionally run like commercial banks is still scarce and even more scarce are the MFI listed in public stock exchanges. Therefore the published literature on the characteristics and performance of the listed equity of the Microfinance Institutions is extremely reduced. But microfinance assets are rapidly growing and MFIs will need to list their equity in stock exchanges to sustain this expansion.

Quais foram as políticas de fomento à comunicação comunitária, desenvolvidas nas gestões municipais de 2001 a 2004 e nos anos 2005 e 2006, das capitais brasileiras? A partir de reflexões teóricas sobre incomunicação, democracia, desenvolvimento, comunicação comunitária, transformação social e políticas públicas de comunicação, é descrito o panorama das políticas locais de fomento à comunicação comunitária no Brasil. Contudo, é preciso verificar em que condições o fomento à comunicação comunitária é possível. Assim, essa pesquisa objetiva analisar os condicionantes políticos-sociais, materiais, ideológicos e institucionais-metodológicos das políticas locais de comunicação das prefeituras de Fortaleza (CE), João Pessoa (PB), Macapá (AP), Porto Alegre (RS) e Recife (PE) em execução em 2007. Optou-se pelo estudo de casos múltiplos, a fim de verificar quais são as replicações possíveis. Como fontes de evidências, foram utilizadas a documentação existente sobre essas experiências e entrevistas semi-estruturadas. Tal multiplicidade se fez necessária uma vez que a triangulação foi a forma de análise de dados escolhida. Por fim, conclui-se que políticas de fomento à comunicação comunitária começam a ser implantadas em âmbito municipal, mas ainda de forma incipiente e pouco articuladas.

The Tiebout Hypothesis asserts that, when it is efficient to have multiple jurisdictions providing local public goods, then competition between jurisdictions for residents will lead to a near-optimal outcome. Research from cooperative game theory both provides a foundation for the hypothesis and extends the hypothesis to diverse situations where small groups of participants are effective.

O gerenciamento de resíduos sólidos municipais não vem contemplando adequadamente a multidimensionalidade da realidade urbana num mundo globalizado e pouco tem auxiliado na necessária transformação dos padrões de consumo nas comunidades locais. Face a incerteza inerente dos sistemas sociais, a complexidade vem sendo, progressivamente, reconhecida como a expressão paradigmática dessa realidade. Neste trabalho, desenvolve-se o conceito de sistema de resíduos sólidos sob a perspectiva de um sistema complexo, assim como caracteriza-se a dinâmica das suas interações. A partir dessa concepção teórica, discute-se a busca da sustentabilidade por meio do gerenciamento de resíduos e as formas de complexificar a sua metodologia de atuação, na qual a cobrança da coleta de resíduos domiciliares é identificada como um importante instrumento neste processo. Propõe-se um modelo de cobrança desses serviços cuja viabilidade é verificada na simulação feita para o município de Santo André-SP. Levanta-se, ainda, dados sobre as formas de cobrança existentes em diversos municípios e a situação dos serviços de limpeza urbana no Brasil. Conclui-se que o gerenciamento de resíduos sólidos deve ser executado no âmbito de uma política pública local para o setor e que o modelo de cobrança proposto tem maior aplicabilidade em cidades de médio a grande porte.

This layer is a georeferenced raster image of the historic paper map entitled: Map of the Metropolitan District of Boston : showing local public reservations, the holdings of the Metropolitan Park Commission and additions which have been proposed. It was originally published in the Report of the Board of Metropolitan Park Commissioners, Jan. 1899 to "accompany report of Olmsted Brothers, Landscape Architects, Dec. 1st, 1898." Scale 1:62,500. The image inside the map neatline is georeferenced to the surface of the earth and fit to the Massachusetts State Plane Coordinate System, Mainland Zone (in Feet) (Fipszone 2001). All map collar and inset information is also available as part of the raster image, including any inset maps, profiles, statistical tables, directories, text, illustrations, or other information associated with the principal map. This map shows local parks and reservations over one half acre, Metropolitan reservations and parkways taken or provided for, and proposed additions to the Metropolitan system. Features include parks, roads, railroads, drainage, town boundaries and more. Relief is shown by contours and spot heights. This layer is part of a selection of digitally scanned and georeferenced historic maps of Massachusetts from the Harvard Map Collection. These maps typically portray both natural and manmade features. The selection represents a range of regions, originators, ground condition dates (1755-1922), scales, and purposes. The digitized selection includes maps of: the state, Massachusetts counties, town surveys, coastal features, real property, parks, cemeteries, railroads, roads, public works projects, etc.

O objetivo do presente estudo foi realizar uma análise da interação do Exército Brasileiro perante os 42 (quarenta e dois) órgãos civis e militares no conjunto de favelas da Maré e de que forma estas influenciaram na doutrina das operações militares de pacificação. A Operação São Francisco - iniciada em 5 de abril de 2014 pela Força de Pacificação (F Pac), foi designada aos componentes do Ministério da Defesa para assegurar e promover a garantia da lei e da ordem (GLO) pública nas comunidades do Complexo da Maré, na cidade do Rio de Janeiro. A metodologia proposta baseou-se em uma pesquisa aplicada com técnica de abordagem mista, através da pesquisa bibliográfica, da análise dos documentos e relatórios da F Pac e da realização de entrevistas aos integrantes das forças militares e dos civis que prestaram serviços públicos na região supracitada. Para isso, foi utilizado o método indutivo por meio dos testes estatísticos, que visaram identificar relacionamentos causais entre as demandas de serviços públicos civis atendidos nas comunidades, bem como a influência destas nas operações de pacificação e nas políticas de defesa voltadas à atualização da doutrina e das operações militares. As contribuições teóricas esperadas foram a observação das mudanças no emprego operacional em um ambiente com alta criminalidade e baixo Índice de Desenvolvimento Humano (IDH) e fornecer informações para o emprego colaborativo das instituições civis sob a proteção militar (mas não sob o controle militar). Isto visou proporcionar à população o acesso aos serviços públicos básicos com segurança e minimizou o desgaste das ações de GLO através da conquista da opinião pública local. As contribuições práticas esperadas residiram no aumento do potencial militar, através da integração de políticas públicas efetivas das pastas civis. As implicações referiram-se a abordagem e a maior interação entre as pastas governamentais militares e civis através da mediação da Seção de Assuntos Civis. As pesquisas deste trabalho evidenciaram por serem restritas ao contexto da pacificação de um conjunto de favelas da capital do Estado do Rio de Janeiro no ano de 2014.

Quais foram as políticas de fomento à comunicação comunitária, desenvolvidas nas gestões municipais de 2001 a 2004 e nos anos 2005 e 2006, das capitais brasileiras? A partir de reflexões teóricas sobre incomunicação, democracia, desenvolvimento, comunicação comunitária, transformação social e políticas públicas de comunicação, é descrito o panorama das políticas locais de fomento à comunicação comunitária no Brasil. Contudo, é preciso verificar em que condições o fomento à comunicação comunitária é possível. Assim, essa pesquisa objetiva analisar os condicionantes políticos-sociais, materiais, ideológicos e institucionais-metodológicos das políticas locais de comunicação das prefeituras de Fortaleza (CE), João Pessoa (PB), Macapá (AP), Porto Alegre (RS) e Recife (PE) em execução em 2007. Optou-se pelo estudo de casos múltiplos, a fim de verificar quais são as replicações possíveis. Como fontes de evidências, foram utilizadas a documentação existente sobre essas experiências e entrevistas semi-estruturadas. Tal multiplicidade se fez necessária uma vez que a triangulação foi a forma de análise de dados escolhida. Por fim, conclui-se que políticas de fomento à comunicação comunitária começam a ser implantadas em âmbito municipal, mas ainda de forma incipiente e pouco articuladas.
