El artículo tiene como propósito el estudio de las relaciones interinstitucionales presentes en los Sistemas Productivos Locales (SPL), poniendo especial atención a la forma en que son establecidas, su grado de consolidación interna, los efectos dinamizadores del desarrollo local por ellas generados y la forma en que se ven influenciadas o no por las cadenas de valor globales. Para ello, se utiliza como ejemplo el sistema productivo de Crespo y las aldeas aledañas, situado en la provincia de Entre Ríos. La metodología se enfoca en el análisis cuali-cuantitativo de información secundaria (estadísticas, censos, relevamientos etc.), y cualitativo de información primaria obtenida a través de la realización de entrevistas en profundidad a informantes calificados. Los resultados destacan la existencia de una experiencia de articulación interinstitucional, que nuclea a distintas entidades públicas y privadas asentadas en el territorio, orientada a la generación de estrategias de gestión de corto, mediano y largo plazo para mejorar el nivel de competitividad de la localidad, en el marco de un sistema productivo que apunta al desarrollo local sustentable

In 2012 the Philippines launched its "K to 12" Program, a comprehensive reform of its basic education. Through this reform, the Philippines is catching up with global standards in secondary education and is attaching a high value to kindergarten. The structure, curricula, and philosophy of the education system are undergoing reform and improvement. The key points of the new policy are "preparation" for higher education, "eligibility" for entering domestic and overseas higher educational institutions, and immediate "employability" on graduating, all leading toward a "holistically developed Filipino". This policy appears admirable and timely, but it faces some pedagogical and socioeconomic problems. The author wants to point out in particular that the policy needs to address gender problems and should be combined with demand-side approaches in order to promote poverty alleviation and human development in the Philippines.

Ante la cuestión ¿La universidad debe amoldarse a la realidad ambiental o debe precursar nuevas realidades? se propone demostrar la factibilidad de alcanzar aproximaciones objetivables hacia el desarrollo sostenible, mediante la cooperación universitaria transfronteriza en ambientes urbanos insulares y costeros de la subregión del Caribe y Centroamérica. Se desarrolla el estudio en cuatro momentos: momento proyectivo en el cual se delimita el problema y se contextualiza su significación en el plano teórico de las sub-áreas implicadas. Fue reconocida la existencia de un problema social que, más allá de significar una actuación negativa intencional humana, revela una insuficiencia en el aprovechamiento de un potencial conocido y estratégico cuyos síntomas suelen ser: crisis ambiental generalizada; poca capacidad de respuesta por parte de las universidades ante las exigencias del desarrollo sostenible; incipientes estrategias de cooperación interinstitucional con refuerzo negativo en la atomización de esfuerzos materiales y comunicacionales. Se contrastaron enfoques y se adoptó una postura ante un hecho determinante: La universidad como articulador del desarrollo sostenible; hecho concretado en un objeto investigable: la cooperación universitaria como estrategia aún no focalizada en acercamientos al desarrollo sostenible. En la estrategia de abordaje de la investigación, la gestión fue considerada hipótesis de trabajo no positivista, generando en consecuencia la aplicación de adaptaciones a metodologías reconocidas, contextualizadas dentro de una particular visión sobre del hecho investigado. En el momento metodológico se describe el diseño concreto y los procedimientos de abordaje del problema en todas sus fases. En el momento técnico, fueron aplicados instrumentos y técnicas para obtener los datos diagnósticos e iniciar el diseño de un modelo de cooperación universitaria para el desarrollo sostenible. El diagnóstico se basó en estrategias cuali-cuantitativas que permitieron el análisis de resultados en la aplicación de encuestas, entrevistas a expertos, análisis prospectivo estructural, situacional e integrado. La construcción del modelo se desarrolló con fundamento en experiencias de cooperación previas, adoptando modelos de gestión de relevante alcance científico como referencias de aplicación. Se trata de una investigación socio-ambiental cuyo objeto de estudio la identifica como no experimental, aplicada; basada en el análisis descriptivo de datos cualicuantitativos, conducidos en un diseño de campo devenido finalmente en un proyecto factible. La información se recolectada por observación de campo, aplicación de instrumentos y dinámicas inspiradas en grupos de enfoque a escala local y nacional; con sujetos pertenecientes al sistema de educación universitaria e instancias gubernamentales y sociales propias del ámbito seleccionado. Conduce el estudio a la presentación del modelo MOP-GECUDES, descrito en cuanto a sus dimensiones, variables, estrategias; con 166 indicadores clasificados en 49 categorías, expresados en metas. Se presenta en 24 procedimientos, apoyados en 47 instrumentos específicos consistentes en aplicaciones prácticas, hojas metodológicas o manual de instrucciones para la operacionalización del modelo. Se complementa el diseño con un sistema de procedimientos surgidos de la propia experiencia, lo que le atribuye el modelo diseñado el rasgo particular de haber sido diseñado bajo sus propios principios. This research aims to demonstrate the feasibility of achieving objectifiable approaches towards sustainable development through cross-border university cooperation in urban, coastal and islands space" of Caribbean and Central American. This study is developed in four stages: projective moment, in which delimits the problem, and contextualizes its importance in their theoretical subareas. It was recognized that there is a social problem, that beyond an intentional human action negative, reveals a deficience ability in exploiting potential strategic known and whose symptoms are: widespread environmental crisis, poor ability to answer on the part of universities to the demands of sustainable development; emerging interagency cooperation strategies with the aggravating fragmentation of resources. Were contrasted Approaches and was been adopted a stance before a triggering event: The university as articulator of sustainable development. Fact materialized in a study object: university cooperation as a strategy that yet has not been focused on approaches to sustainable development. In research approach, the management was considered as a working-hypothesis not positivist, consequently, were applied adjustments recognized methodologies that were contextualized within the author's personal view on the matter under investigation. En el momento metodológico se describe el diseño concreto y los procedimientos de abordaje del problema en todas sus fases. At the methodological time, describes the design and procedures to address the problem in all its phases. At the technical time, were applied tools directed to obtain diagnostic data and start designing a model of university cooperation for sustainable development. The diagnosis was based on qualitative and quantitative strategies that allowed the analysis of findings in the surveys, expert interviews, prospective analysis, and structural situational and integrated. Construction of the model was developed on the basis of cooperation experiences of the author, adopting management models relevant scientific scope and application references. It is a socio-environmental research with a not-experimental focus of study, applied, based on the descriptive analysis of qualitative and quantitative data, conducted in a field design that finally was been become a feasible project. The information is collected by field observation, application of instruments inspired in dynamic focus groups at local and national levels, with individual-subjects of the university education system; the government bodies and the social groups of the selected area. The Study leads to the presentation of the model MOP-GECUDES, described in terms of their dimensions, variables, strategies; with 166 indicators classified in 49 categories, expressed in its activities and goals. It comes in 24 procedures, supported by 47 specific instruments consisting of practical applications, methodology sheets or instructions for the operationalization of the model. Design is complemented with a system of procedures arising from the own experience. This have the particular attribute of generate a model than has been designed under its own principles.

ABSTRACT The higher education systems throughout the continent of Africa are undergoing unprecedented challenges and are considered in crisis. African countries, including Ghana, all have in common ties to their colonial legacy whereby they are confronted with weak policies put in place by their colonizers. Having gained their independence, Africans should now take responsibility for the task of reforming their higher education system. To date, nothing substantial has been accomplished, with serious implications for weakening and damaging the structures of the foundation of their educational systems. This qualitative, single case study utilized a postcolonial theory-critical pedagogy framework, providing guidance for coming to grips with the mindset posed by Ghana's colonial heritage in the postcolonial era, especially in terms of its damaging effects on Ghana's higher education system. The study explores alternative pathways for secondary school students to transition to tertiary education--a problematic transition that currently hinders open access to all and equality in educational opportunity, resulting in a tremendous pool of discontinued students. This transitional problem is directly related to Ghana's crisis in higher education with far reaching consequences. The alternative pathway considered in this study is an adaptation of the U.S. community college model or an integration of its applicable aspects into the current structures of the higher education system already in place. In-depth interviews were conducted with 5 Ghanaian professors teaching at community colleges in the United States, 5 Ghanaian professors teaching at universities in Ghana, and 2 educational consultants from the Ghanaian Ministry of Education. Based on their perspectives of the current state of Ghanaian higher education, analyzed in terms of pedagogy, structure/infrastructure, and curriculum, the participants provided their perceptions of salient aspects of the U.S. community college model that would be applicable to Ghana's situation, along with other recommendations. Access to all, including equality of educational opportunity, was considered essential, followed by adaptability, affordability, practicality, and quality of curriculum content and delivery. Canada's successful adaptation of the U.S. model was also discussed. Findings can help guide consideration of alternative pathways to higher education in Ghana and Africa as a whole.

Nowadays, on a global level, the Higher Education System has a complex and broad horizon of curricular tools to use in the teaching and learning process. In addition to these new educational instruments, full of possibilities, we face specific socio-economic conditions that affect in a significantly way the Curriculum Development in certain knowledge areas (areas traditionally built on a methodology based on a physical presence of students in the classroom). Some areas such as Restoration, Rehabilitation or Construction Pathologies, and the construction sector in general, require very defined and particular knowledge that only a small number of experts claim as specialized training. All these aspects condition the teaching methodology performed in a physical classroom at a university campus (the only option used until recent years) and made us consider the integration of online teaching in these areas too. The present work shows the teaching methodology used for the development of two online courses, where we offer distance learning for "highly specialized" formation in the Edification area (an area where traditionally there was only classroom training). At the beginning, both courses were designed by classroom training, but got a really small number of applications due to the specialized topic proposed. Later, we proposed a "Curriculum Redesign" of the contents, offering an online modality, which implied a significant demand both within and outside the university area. A notable feature of this educational experience is the great spectrum opened for attendees of both courses in the online version. This situation improved significantly the "Curriculum Development" for the student and implied an interesting new proposal on the offered contents and materials (what would have been really difficult to get in a face to face classroom). In conclusion, the absence of certain types of specialized contents in the academic university curricula makes essential to raise new methodologies to save the gap in this area through additional training courses as those analyzed in this paper. Thus, our experience opens a debate on the appropriateness of implementing online training in relation to the face to face training in constructive content subjects and, especially, presents a new scheme, not without controversy, for the curriculum design.

This paper presents a critical comparison of major changes in engineering education in both Australia and Europe. European engineering programs are currently being reshaped by the Bologna process, representing a move towards quality assurance in higher education and the mutual recognition of degrees among universities across Europe. Engineering education in Australia underwent a transformation after the 1996 review of engineering education1. The paper discusses the recent European developments in order to give up-to-date information on this fast changing and sometimes obscure process. The comparison draws on the implications of the Bologna Process on the German engineering education system as an example. It concludes with issues of particular interest, which can help to inform the international discussion on how to meet today’s challenges for engineering education. These issues include ways of achieving diversityamong engineering programs, means of enabling student and staff mobility, and the preparation of engineering students for professional practic e through engineering education. As a result, the benefits of outcomes based approaches in education are discussed. This leads to an outlook for further research into the broader attributes required by future professional engineers. © 2005, Australasian Association for Engineering Education

This article provide an in-depth examination into how the existence of "informal" work practices, in a particular location, namely, the higher education system in Ukraine impacts the everyday lives of a specific population group, namely, students. The article provides a comprehensive overview of corruption in post-Soviet education systems, suggesting some historical and contemporary reasons for its current scale. In particular, the article focuses on students' experiences of corruption, first, exploring the difficulties that many individuals face when trying to gain access to the higher education system, and second, outlining students' experiences while progressing through the course. The article's concluding section examines the wider outcome of these processes on Ukrainian society as a whole as well as the impacts on individual students.

Concern has been expressed in the professional literature - borne out by professional experience and observation - that the supply and demand relationship existing between the 13 English and Welsh Library and Information Studies (LIS) Schools (as providers of `First Professional' staff) and the Higher Education Library and Information Services (HE LIS) sector of England and Wales (as one group of employers of such staff) is unsatisfactory and needs attention. An appropriate methodology to investigate this problem was devised. A basic content analysis of Schools' curricular and recruitment material intended for public consumption was undertaken to establish an overview of the LIS initial professional education system in England and Wales, and to identify and analyse any covert messages imparted to readers. This was followed by a mix of Main Questionnaires and Semi-Structured Interviews with appropriate populations. The investigation revealed some serious areas of dissatisfaction by the HE LIS Chiefs with the role and function of the Schools. Considerable divergence of views emerged on the state of the working relationships between the two sectors and on the Schools' successes in meeting the needs of the HE LIS sector and on CPD provision. There were, however, areas of substantial and consistent agreement between the two sectors. The main implications of the findings were that those areas encompassing divergence of views were worrying and needed addressing by both sides. Possible ways forward included recommendations on improving the image of the profession purveyed by the Schools; the forming of closer and more effective inter-sectoral relationships; recognising fully the importance of `practicum' and increasing and sustaining the network of `practicum' providers.

Despite the difficulties that we have regarding the use of English in tertiary education in Turkey, we argue that it is necessary for those involved to study in the medium of English. Furthermore, significant advances have been made on this front. These efforts have been for the most part language-oriented, but also include research into needs analysis and the pedagogy of team-teaching. Considering the current situation at this level of education, however, there still seems to be more to do. And the question is, what more can we do? What further contribution can we make? Or, how can we take this process further? The purpose of the study reported here is to respond to this last question. We test the proposition that it is possible to take this process further by investigating the efficient management of transition from Turkish-medium to English-medium at the tertiary level of education in Turkey. Beyond what is achieved by only the language orientation of the EAP approach, and moving conceptually deeper than what has been achieved by the team-teaching approach, the research undertaken for the purpose of this study focuses on the idea of the discourse community that people want to belong to. It then pursues an adaptation of the essentially psycho-social approach of apprenticeship, as people become aspirants and apprentices to that discourse community. In this thesis, the researcher recognises that she cannot follow all the way through to the full implementation of her ideas in a fully-taught course. She is not in a position to change the education system. What she does here is to introduce a concept and sample its effects in terms of motivation, and thereby of integration and of success, for individuals and groups of learners. Evaluation is provided by acquiring both qualitative and quantitative data concerning mature members' perceptions of apprenticed-neophytes functioning as members in the new community, apprenticed-neophytes' perceptions of their own membership and of the preparation process undertaken, and the comparison of these neophytes' performance with that of other neophytes in the community. The data obtained provide strong evidence in support of the potential usefulness of this apprenticeship model towards the declared purpose of improving the English-medium tertiary education of Turkish students in their chosen fields of study.

Purpose: The purpose of this paper is to review the literature which focuses on four major higher education decision problems. These are: resource allocation; performance measurement; budgeting; and scheduling. Design/methodology/approach: Related articles appearing in the international journals from 1996 to 2005 are gathered and analyzed so that the following three questions can be answered: "What kind of decision problems were paid most attention to?"; "Were the multiple criteria decision-making techniques prevalently adopted?"; and "What are the inadequacies of these approaches?" Findings: Based on the inadequacies, some improvements and possible future work are recommended, and a comprehensive resource allocation model is developed taking account of these factors. Finally, a new knowledge-based goal programming technique which integrates some operations of analytic hierarchy process is proposed to tackle the model intelligently. Originality/value: Higher education has faced the problem of budget cuts or constrained budgets for the past 30 years. Managing the process of the higher education system is, therefore, a crucial and urgent task for the decision makers of universities in order to improve their performance or competitiveness. © Emerald Group Publishing Limited.

The UK Government and large employers have recognised the skills gap between learners leaving the education system and the requirements of employers. The current system is seen to be failing significant numbers of learners and has been accused of schooling but not educating our young people. University-led technical colleges are one part of the solution being developed to provide outstanding engineering education. This paper focusses on the learning experience that the Aston University Engineering Academy, the first University-led University Technical College (UTC), has created for entrants to the Engineering Academy in September 2012, when it opens in brand new buildings next to the University. The overall aim is to produce technically literate young people that have business and enterprise skills as well as insight into the diverse range of opportunities in Engineering and Technical disciplines. The project has brought University staff and students together with employers and Academy staff to optimise the engineering education that they will receive. The innovative model presented has drawn on research from across the world in the implementation of this new type of school, as well as educational practices from the USA and the Scandinavian countries. The resulting curriculum is authentic and exciting and expands the University model of problem-based learning and placements into the secondary school environment. The benefits of this close partnership for University staff and students, the employers and the Academy staff are expanded on and the paper concludes with a prediction of progression routes from the Academy.

In the European Higher Education Area the diversification of higher education is considered to be an emphasized value, a guarantee of creativity. The various institutional rankings are the displays of vertical diversity, but in parallel with these, there is an increasing attention directed at horizontal diversity, the entirety of the institutions' activities. The European Mapping Project (U-map) undertook this challenge. The paper presents the research program, which is an attempt to adapt the U-map model to Hungary. According to the results, the U-map method which was intended for application on an international level, is very useful in the identification of the main groups of institutions in a specific national higher education system as well, and may provide a basis for the creation of institutional strategies and the development of the institutions’ network.

These differences in learning environment have led to inferior education for African Americans and can be linked to challenges still facing minorities in the current American education system.
