The key argument set out in this article is that historical and comparative forms of investigation are necessary if we are to better understand the ambitions and scope of contemporary housing interventions. To demonstrate the veracity of our claim we have set out an analysis of UK housing polices enacted in the mid 1970s as a basis for comparison with those pursued forty years later. The article begins with a critical summary of some of the methodological approaches adopted by researchers used to interpret housing policy. In the main section we present our critical analysis of housing policy reforms (implemented by the Labour government between 1974 and 1979) noting both their achievements and limitations. In the concluding section, we use our interpretation of this period as a basis to judge contemporary housing policy and reflect on the methodological issues that arise from our analysis.

ABSTRACT The purpose of this paper is to explore the political implications of policies and measures designed to promote “localism”. That is to say, the devolution of power down to a neighbourhood level, as enacted under the 2011 Localism Act. The implementation of localism in London boroughs will be examined. The context is the current concern over disengagement in an era of “anti-politics, so it is intended to gain an understanding of how localism is interpreted and implemented on the ground. A tentative thesis, of a “restorative politics, is proposed, such that localism is dynamic and is generating healthy political activity which counters anti-politics in the local community. This could have profound implications for the political parties locally and at Westminster. The extant theories about localism include constructivist interpretations suggesting that a neo-liberal localism is anti-political. This is contested. An emerging narrative heralding a new dawn of empowerment, and related themes concerning social capital, subsidiarity and anti-politics are reviewed. A necessarily empirical approach is adopted in an essentially functionalist frame of reference. There is a review of both academic and policy literature, combined with interviews of professionals involved in localism. This paper is designed to scope a future more substantial piece of research. The conference brief asks; “what scales or levels are appropriate for organising politics in this century”. In a century so far characterised by disillusionment, democratic deficits and abstention, the answer may be; local. The Good Life is lived locally in shared experience and familiar surroundings, hitherto not much amenable to local change. Caseflow Management is a public sector program designed to promote effective management of cases through the resolution process in the public court system. Given its public nature caseflow management policy is ultimately an exercise in political will. To date that political will has been dominated by the legal profession which has influenced the Ministry of the Attorney General to limit the term~ of reference for caseflow management and its application to a narrow range of alternatives which are primarily in the interest of the legal profession. This thesis will explain the nature and extent of the politics within the legal profession that impact on caseflow management and demonstrate the potential for better serving the public interest by eXl~anding its terms of reference to incorporate independent paralegals and public / private sector partnerships in the Ontario Provincial Court System for highway traffic offences and other matters of a summary conviction nature.

The thesis assesses the impact of international factors on relations between Greek and Turkish Cypriots during and after the Cold War. Through an analysis of the Cyprus problem it explores both why external actors intervene in communal conflicts and how they influence relations between ethnic groups in plural societies. The analytical framework employed throughout the study draws on contributions of International Relations theorists and students of ethnic conflict. The thesis argues that, as in the global political system, relations between ethnic groups in unranked communal systems are anarchic; that is, actors within the system do not recognize a sovereign political authority. In bipolar communal systems dominated by two relatively equal groups, the struggle for security and power often leads to appeals for assistance from external actors. The framework notes that neighboring states and Great Powers may heed calls for assistance, or intervene without a prior request, if it is in their interest to do so. The convergence of regional and global interests in communal affairs exacerbates ethnic conflicts and precludes the development of effective political institutions. The impact of external intervention in ethnic conflicts has the potential to alter the basis of communal relations. The Cyprus problem is examined both during and after the Cold War in order to gauge how global and regional actors and the structure of their respective systems have affected relations between ethnic groups in Cyprus. The thesis argues that Cyprus's descent into civil war in 1963 was due in part to the entrenchment of external interests in the Republic's constitution. The study also notes that power politics involving the United States, Soviet Union, Greece and Turkey continued to affect the development of communal relations throughout the 1960s, 70s, and, 80s. External intervention culminated in July and August 1974, after a Greek sponsored coup was answered by Turkey's invasion and partition of Cyprus. The forced expulsion of Greek Cypriots from the island's northern territories led to the establishment of ethnically homogeneous zones, thus altering the context of communal relations dramatically. The study also examines the role of the United Nations in Cyprus, noting that its failure to settle the dispute was due in large part to a lack of cooperation from Turkey, and the United States' and Soviet Union's acceptance of the status quo following the 1974 invasion and partition of the island. The thesis argues that the deterioration of Greek-Turkish relations in the post-Cold War era has made a solution to the dispute unlikely for the time being. Barring any dramatic changes in relations between communal and regional antagonists, relations between Greek and Turkish Cypriots will continue to develop along the lines established in July/August 1974. The thesis concludes by affirming the validity of its core hypotheses through a brief survey of recent works touching on international politics and ethnic conflict. Questions requiring further research are noted as are elements of the study that require further refinement.

This project presents a primer for secondary French Immersion teachers that facilitates the use of French oral communicative activities in secondary Canadian and World Studies courses. The primer supports collaborative and inclusive teaching strategies that invite students to speak and develop their oral French communication skills. The primer is divided into 2 main components: (a) Rationale for the Primer, and (b) the Strategies themselves, comprising succinct descriptions as well as potential uses and suggestions. A critical content analysis of various Ontario Ministry of Education documents was undertaken in order to explore the importance of oral communication in second-language learning in Ontario secondary schools. Furthermore, holistic and invitational education perspectives were examined in order to define the advantages of collaborative learning. Moreover, research in the stream of French Immersion studies was also referenced to frame the relevance of second-language learning and the significant role the French Immersion teacher plays. The aforementioned research contributes to the advancement of theory and practice regarding the importance of opportunities for oral French communication in secondary Canadian and World Studies courses.

Cette thèse par articles examine les causes et conséquences économiques des politiques d'immigration du point de vue des pays receveurs. Je soutiens que les politiques d'immigration affectent la composition industrielle, et que l'immigration non-qualifiée a ralenti le développement des secteurs haute-technologie dans les pays de l'OCDE au cours des dernières décennies. Néanmoins, les gouvernements élus ont des incitatifs à accroître les niveaux d'immigration et à admettre des immigrants non-qualifiés, afin de conserver l'appui du secteur privé, et de façon à éviter les réactions négatives qui résulteraient de l'affaiblissement des industries traditionnelles. Le premier article s'appuie sur un modèle de progrès technologique endogène et soutient que les activités de recherche des entreprises croissent avec l'offre relative en travail qualifié, et se contractent avec l'offre relative en travail non-qualifié. À l'aide de données panel sur les pays de l'OCDE entre 1971 et 2003, j'estime l'élasticité des dépenses en R&D par rapport à l'offre relative de facteurs au moyen d'un modèle OLS dynamique (DOLS). Les résultats sont conséquents avec les propositions théoriques, et je démontre que l'immigration non-qualifiée a ralenti l'intensité des investissements privés en R&D. Le deuxième article examine la réponse des gouvernements fédéraux canadiens au lobbying des entreprises sur l'enjeu de l'immigration, à l'aide de données trimestrielles entre 1996 et 2011. J'argue que les gouvernements ont des incitatifs électoraux à accroître les niveaux d'immigration malgré les préférences restrictives du public sur cet enjeu, afin de s'assurer de l'appui des groupes d'intérêt corporatifs. Je teste cet argument à l'aide d'un modèle vectoriel autorégressif. Un résultat clé est la réponse positive des influx de travailleurs temporaires à l'intensité du lobbying des entreprises. Le troisième article soutient que les gouvernements ont des incitatifs à gérer la sélection des immigrants de façon à préserver la composition industrielle régionale. Je teste cet argument avec des données panel sur les provinces canadiennes entre 2001 et 2010, et un devis de recherche basé sur l'approche des doubles moindres carrés (two-stage least squares). Les résultats tendent à appuyer l'argument principal : les provinces dont l'économie repose davantage sur des industries traditionnelles sont susceptibles de recevoir une plus grande proportion d'immigrants non-qualifiés, ce qui contribue à renforcer cette spécialisation.

Scholastic Aptitude Test (SAT) se trata de una prueba estandarizada usada frecuentemente para valorar los conocimientos adquiridos durante la enseñanza secundaria por los estudiantes que deseen acceder a una educación superior en EE.UU. Esta publicación proporciona la información y las estrategias necesarias para maximizar la puntuación de la prueba del SAT en historia. Enseña a pensar como los redactores de la prueba, y a practicar con la materia que se pondrá en el examen para poder estudiar con mayor eficacia. Se hace una revisión de las épocas históricas que van a aparecer en la prueba y facilita con explicaciones detalladas técnicas para aplicar los conocimientos aprendidos en resolver cuestiones específicas complicadas. Incluye cuatro ensayos prácticos con preguntas de opción múltiple de una hora de duración cada una: dos pruebas de historia de Estados Unidos desde la aprobación de la Constitución hasta la actualidad, y dos pruebas para historia universal.

O poeta americano Bob Kaufman fez um voto de silêncio nas décadas de sessenta e setenta do século passado. Durante quase dez anos, não falou nem escreveu. “The Audible and the Inaudible: Bob Kaufman and the Politics of Silence” (“O Audível e o Inaudível: Bob Kaufman e a Política do Silêncio”) é uma tentativa de ver o silêncio de Kaufman como uma espécie de discurso político em nome das massas anónimas, dos marginais, dos que não conseguem fazer-se ouvir. O ensaio baseia-se, em parte, na obra recente de Jacques Rancière sobre discurso e política. Para Rancière, a política só pode ser exercida através do discurso, através da participação dos que não são vistos como parte activa. No entanto, o silêncio de Kaufman é uma recusa do discurso e da participação; assim sendo, o ensaio procura explorar o silêncio como um discurso político que se mantém socialmente isolado e inaudível, mas procura, ainda assim, reconhecer todos aqueles que continuam a não ter voz nas nossas instituições democráticas.
