IPI is comprised of three divisions. Private Sector funds are handed over to the General Fund. Traditional Industries and Farms funds are managed by IPI. The auditor of the state provides oversight on policies, procedures, and compliance with state law. Each year, the auditor is responsible for providing the Governor, legislature, Director of Corrections, and the public the findings of their comprehensive audits. IPI has received a clean bill of health and has not been cited for any violations in ten (10) years. IPI operates under the guidance of an advisory board, comprised of seven members. The advisory board meets at least four (4) times per year at a location of the board‟s choice, generally at a different prison each quarter. The board reviews the financials, policies, approves any new private sector ventures and offers comprehensive guidance on issues that will impact correctional industries as well as the public and local businesses. Each member serves for two (2) years and may be re-appointed. IPI has found that retaining board members has helped immensely with the continuity of transition and has afforded IPI with superb leadership and guidance. IPI is 100% self-funding. We receive no appropriations from the general fund. We hire our staff, pay their salaries, and pay the stipend of the offenders. We pay for our raw materials, equipment, and construct our buildings all from the proceeds of our sales. We operate with a revolving fund and retain any earnings at year-ends. The retained earnings are used for expansion of our work programs.

In recent times of global turmoil, the need for uncertainty management has become ever momentous. The need for enhanced foresight especially concerns capital-intensive industries, which need to commit their resources and assets with long-term planning horizons. Scenario planning has been acknowledged to have many virtues - and limitations - concerning the mapping of the future and illustrating the alternative development paths. The present study has been initiated to address both the need of improved foresight in two capital-intensive industries, i.e. the paper and steel industries and the imperfections in the current scenario practice. The research problem has been approached by engendering a problem-solving vehicle, which combines, e.g. elements of generic scenario process, face-to-face group support methods, deductive scenario reasoning and causal mapping into a fully integrated scenario process. The process, called the SAGES scenario framework, has been empirically tested by creating alternative futures for two capital-intensive industries, i.e. the paper and steel industries. Three scenarios for each industry have been engendered together with the identification of the key megatrends, the most important foreign investment determinants, key future drivers and leading indicators for the materialisation of the scenarios. The empirical results revealed a two-fold outlook for the paper industry, while the steel industry future was seen as much more positive. The research found support for utilising group support systems in scenario and strategic planning context with some limitations. Key perceived benefits include high time-efficiency, productivity and lower resource-intensiveness. Group support also seems to enhance participant satisfaction, encourage innovative thinking and provide the users with personalised qualitative scenarios.

Maritime transports are very essential for Finland as over 80% of the foreign trade in the country is seaborne and possibilities to carry out these transports by are limited. Any disruption in maritime transports has negative consequences to many sectors in the Finnish economy. Maritime transport thus represents critical infrastructure for Finland. This report focuses on the importance of maritime transports on security of supply in Finland and for the so called critical industries in particular. The report summarizes the results of the Work Package 2 of the research project STOCA – “Study of cargo flows in the Gulf of Finland in emergency situations”. The aim of the research was to analyze the cargo flows and infrastructure that are vital for maintaining security of supply in Finland, as well as the consequences of disruptions in the maritime traffic for the Finnish critical industries and for the Finnish society. In the report we give a presentation of the infrastructure and transport routes which are critical for maintaining security of supply in Finland. We discuss import dependency of the critical industries, and the importance of the Gulf of Finland ports for Finland. We assess vulnerabilities associated with the critical material flows of the critical industries, and possibilities for alternative routings in case either one or several of the ports in Finland would be closed. As a concrete example of a transport disruption we analyze the consequences of the Finnish stevedore strike at public ports (4.3.–19.3.2010). The strike stopped approximately 80% of the Finnish foreign trade. As a result of the strike Finnish companies could not export their products and/or import raw materials, components and spare parts, or other essential supplies. We carried out personal interviews with representatives of the companies in Finnish critical industries to find out about the problems caused by the strike, how companies carried out they transports and how they managed to continue their operations during the strike. Discussions with the representatives of the companies gave us very practical insights about companies’ preparedness towards transport disruptions in general. Companies in the modern world are very vulnerable to transport disruptions because companies regardless of industries have tried to improve their performance by optimizing their resources and e.g. by reducing their inventory levels. At the same time they have become more and more dependent on continuous transports. Most companies involved in foreign trade have global operations and global supply chains, so any disruption anywhere in the world can have an impact on the operations of the company causing considerable financial loss. The volcanic eruption in Iceland in April 2010 stopping air traffic in the whole Northern Europe and most recently the earth quake causing a tsunami in Japan in March 2011 are examples of severe disruptions causing considerable negative impacts to companies’ supply chains. Even though the Finnish stevedore strike was a minor disruption compared to the natural catastrophes mentioned above, it showed the companies’ vulnerability to transport disruptions very concretely. The Finnish stevedore strike gave a concrete learning experience of the importance of preventive planning for all Finnish companies: it made them re-think their practical preparedness towards transport risks and how they can continue with their daily operations despite the problems. Many companies realized they need to adapt their long-term countermeasures against transport disruptions. During the strike companies did various actions to secure their supply chains. The companies raised their inventory levels before the strike began, they re-scheduled or postponed their deliveries, shifted customer orders between production plants among their company’s production network or in the extreme case bought finished products from their competitor to fulfil their customers’ order. Our results also show that possibilities to prepare against transport disruptions differ between industries. The Finnish society as a whole is very dependent on imports of energy, various raw materials and other supplies needed by the different industries. For many of the Finnish companies in the export industries and e.g. in energy production maritime transport is the only transport mode the companies can use due to large volumes of materials transported or due to other characteristics of the goods. Therefore maritime transport cannot be replaced by any other transport mode. In addition, a significant amount of transports are concentrated in certain ports. From a security of supply perspective attention should be paid to finding ways to decrease import dependency and ensuring that companies in the critical industries can ensure the continuity of their operations.

The starting point of this study is that the prevailing way to consider the Finnish IT industries and industry information often results in a limited and even skewed picture of the sector. The purpose of the study is to contribute and increase knowledge and understanding of the status, structure and evolution of the Finnish IT industries as well as the Finnish IT vendor field and competition. The focus is on software product and IT services industries which form a crucial part of all ICT industries. This study examines the Finnish IT sector from production (supply) as well as market (demand) perspective. The study is based on empirical information from multiple sources. Three research questions were formulated for the study. The first concerns the status of the Finnish IT industries considered by applying theoretical frameworks. The second research question targets at the basis for the future evolution of the Finnish IT industries and, finally, the third at the ability of the available definitions and indicators to describe the Finnish IT industries and IT markets. Major structural changes like technological changes and related innovations, globalization and new business models are drivers of the evolution of the IT industries. The findings of this study emphasize the significant role of IT services in the Finnish IT sector and in connection to that the ability to combine IT service skills, competences and practices with high level software skills also in the future. According to the study the Finnish IT enterprises and their customers have become increasingly dependent on global ecosystems and platforms, applications and IT services provided by global vendors. As a result, more IT decisions are made outside Finland. In addition, IT companies are facing new competition from other than IT industries bringing into market new substitutes. To respond to the new competition, IT firms seek growth by expanding beyond their traditional markets.. The changing global division of labor accentuates the need for accurate information of the IT sector but, at the same time, also makes it increasingly challenging to acquire the information needed. One of the main contributions of this study is to provide frameworks for describing the Finnish IT sector and its evolution. These frameworks help combine empirical information from various sources and make it easier to concretize the structures, volumes, relationships and interaction of both, the production and market side of the Finnish IT industry. Some frameworks provide tools to analyze the vendor field, competition and the basis for the future evolution of the IT industries. The observations of the study support the argument that static industry definitions and related classifications do not serve the information needs in dynamic industries, such as the IT industries. One of the main messages of this study is to emphasize the importance of understanding the definitions and starting points of different information sources. Simultaneously, in the structure and evolution of Finnish IT industries the number of employees has become a more valid and reliable measure than the revenue based indicators.

Today industries and commerce in Ghana are facing enormous energy challenge. The pressure is on for industries to reduce energy consumption, lower carbon emissions and provide se-cured power supply. Industrial electric motor energy efficiency improvement is one of the most important tools to reduce global warming threat and reduce electricity bills. In order to develop a strategic industrial energy efficiency policy, it is therefore necessary to study the barriers that inhibit the implementation of cost – effective energy efficiency measures and the driving forces that promote the implementation. The aim of this thesis is to analyse the energy consumption pattern of electric motors, study factors that promote or inhibit energy efficiency improvements in EMDS and provide cost – effective solutions that improve energy efficiency to bridge the existing energy efficiency gap in the surveyed industries. The results from this thesis has revealed that, the existence of low energy efficiency in motor-driven systems in the surveyed industries were due to poor maintenance practices, absence of standards, power quality issues, lack of access to capital and limited awareness to the im-portance of energy efficiency improvements in EMDS. However, based on the results pre-sented in this thesis, a policy approach towards industrial SMEs should primarily include dis-counted or free energy audit in providing the industries with the necessary information on potential energy efficiency measures, practice best motor management programmes and estab-lish a minimum energy performance standard (MEPS) for motors imported into the country. The thesis has also shown that education and capacity development programmes, financial incentives and system optimization are effective means to promote energy efficiency in elec-tric motor – driven systems in industrial SMEs in Ghana

This research acknowledges the difficulties experienced by teachers presenting integrated arts curricula. Instructional support is offered by arts organizations that provide arts partnerships with local schools boards. The study focuses on the experiences of 8 teachers from a Catholic school board in southern Ontario who participated in integrated arts programs offered by The Royal Conservatory of Music's Learning Through the Arts™ (LTTATM) program and a local art gallery's Art Based Integrated Learning (ABIL) program and examines their responses to the programs and their perception of personal and professional development through this association. Additionally, questions were posed to the . "aftisfs"from-tneSe]Jfograrrrs;-and"they liiscus·sed·how"participating in-collaboration with teachers in the development of in-school programs enabled them to experience personal and professional development as well. Seven themes emerged from the data. These themes included: teachers' feelings of a lack of preparedness to teach the arts; the value of the arts and arts partnerships in schools; the role of the artists in the education of teachers; professional development for both teachers and artists; the development of collegiality; perceptions of student engagement; and the benefits and obstacles of integrating the arts into the curriculum. This document highlights the benefits to both teachers and artists of arts partnerships between schools and outside arts organizations.

Cette thèse porte sur l’émergence sur la scène chilienne d’un nouvel acteur dans la production du livre, acteur qui s’organise à la fin des années 1990 en se définissant lui-même en tant qu’éditeur indépendant et qui, au cours des premières années du XXIe siècle, élargit cette définition pour inclure le phénomène de l’édition autonome et le domaine de l’édition universitaire. Le point de ralliement de ces acteurs, organisés autour de l’association Editores de Chile, est la reprise et l’affirmation d’un rôle moderne des éditeurs de livres, au sens des Lumières. On peut constater l’articulation entre les revendications spécifiques du secteur et ses positions politiques sur la valeur symbolique de la production culturelle, sur son rôle en tant que facteur de construction identitaire et démocratique car l’accès aux livres ne peut pas être restreint par l’action sans contrepoids du marché. L’angle théorique que nous proposons est celui des théories des industries culturelles tout en intégrant aussi les contributions des études culturelles. En nous situant dans une perspective de l’économie politique des industries culturelles, nous chercherons à redéfinir le concept d’indépendance par le biais d’une analyse des stratégies d’unités économiques (les maisons d’édition) et des rapports entre ces unités et leurs contextes géographiques, politiques et culturels spécifiques. Nous tenons aussi en considération des éléments macrostructurels, mais en considérant que leur capacité d’influence est toujours relative et, en conséquence, doit faire l’objet d’une réévaluation en fonction des rapports de forces et des conjonctures politiques, économiques et sociales spécifiques. Nous pensons que l’indépendance n’est pas un phénomène qui n’est pas exclusif au monde de l’édition. Nous avons fait le constat qu’il existe aussi au sein des industries de l’enregistrement sonore, de l’audiovisuel et des médias comme la presse, la radio et, en moindre proportion, la télévision. En termes méthodologiques, nous proposons une approche qui combine des méthodes et des instruments quantitatifs et qualitatifs, c’est-à-dire, l’analyse des statistiques de l’édition au Chili (fréquences des titres, genres et auteurs), des entrevues semi-structurées et une analyse documentaire. Avant d’aborder la description et l’analyse de la production de livres au Chili et du sens que les éditeurs donnent à l’indépendance et à leurs prises de position dans le champ culturel, nous proposons une description historique et industrielle de l’édition du livre chilien. Cette description permet de comprendre la naissance et le développement du secteur en regard des processus politiques, économiques et sociaux du Chili et de l’Amérique latine, ainsi que sa situation actuelle en regard des nouvelles conditions politiques et économiques qui résultent du processus de globalisation et des transformations néolibérales locales et internationales. La recherche examine ensuite le caractère de la production de livres publiés au Chili entre les années 2000 et 2005 en considérant les titres produits, les auteurs et les genres. Cette analyse permet aussi d’établir des différences entre ces maisons d’édition et celles qui relèvent des grands conglomérats transnationaux de l’édition de livres. Cette analyse comparative nous permet d’établir de manière concluante des différences quant au nombre et á la diversité et l’intérêt culturel des livres publiés entre les éditeurs transnationaux et les éditeurs indépendants regroupés sous le nom de Editores de Chile. Cette analyse permet aussi d’établir des liens précis entre la production des éditeurs indépendants et leurs objectifs culturels et politiques explicites. Nous faisons ensuite état, par le biais de l’exposition et de l’analyse des entrevues réalisées avec les éditeurs, des trajectoires de ces organisations en tenant compte des périodes historiques spécifiques qui ont servi de contexte à leur création et à leur développement. Nous mettons ici en rapport ces trajectoires des éditeurs, les définitions de leurs missions et les stratégies mobilisées. Nous tenons aussi compte des dimensions internationales de ces définitions qui s’expriment dans leur participation au sein d’organisations internationales telle que l’Alliance internationale d’éditeurs indépendants (Gijón 2000 et Dakar 2003) et, spécifiquement, leur expression dans la coopération avec des maisons d’édition latino-américaines. Les entrevues et l’analyse documentaire nous permettent d‘entrevoir les tensions entre la politique culturelle de l’État chilien, en contraste avec des définitions, des objectifs et des actions politiques de Editores de Chile. Nous relions donc dans l’analyse, l’émergence de l’édition indépendante et les résistances qu’engendrent la globalisation des marchés culturels et les mouvements de concentration de la propriété, ainsi que les effets et réponses aux transformations néolibérales au plan des politiques culturelles publiques. Nous concluons alors à la nécessité d’une économie politique critique des industries culturelles qui puisse se pencher sur ces phénomènes et rendre compte non seulement de rapports entre conglomérats et indépendants et du développement des filières de la production culturelle, mais aussi du déploiement des logiques culturelles et politiques sous-jacentes, voire des projets historiques, qui se confrontent dans le champ des industries culturelles.
