The process of changes that have been taking place in contemporary world reaches undoubtedly to the public sector. The quest for a new public management, that seeks to provide quality and effective services to the citizens, has been the target of contemporary State. Within this framework, the study of people inside publics organizations becomes strategic. Knowledge is generated, processed, and communicated at great speed, taking society to adopt new approaches. In order to meet the challenges of the new millennium, organizations must thing more of people and, above all, they must be more concerned with creating incentives that can motivate their collaborators to achieve not only the objectives of the organization but also personal objectives of each individual, since there is no point in gaining profit and having productivity if the organization do not develop policies and practices that focus on the human being. Motivation implies accomplishment feelings and professional recognition, expressed by means of executing tasks and activities that are sufficiently challenging and meaningful to the job. The truth is that the adoption of a public management focused on quality requires changes in organization culture, requiring mainly motivation, which leads to efforts, dedication, persistence, and commitment. This work is intended to research motivation as a tool to achieve productivity and excellence in the performance of activities in Cape Verdean Public Administration. To achieve the aim of this work, a bibliographical research on Human Resources Administration as well as different theories related to work motivation in organizations was conducted. The inquisitive method was used based upon a written questionnaire aimed at obtaining data referring to motivation of Public Administration workers.

O processo de mudanças que vem acontecendo no mundo contemporâneo alcança, inevitavelmente, o sector público. A busca de uma nova gestão pública, que procure prestar serviços ao cidadão com qualidade e eficiência tem sido o alvo a ser alcançado pelo Estado contemporâneo. Dentro desse prisma o estudo das pessoas dentro das organizações públicas apresenta-se como estratégico. O conhecimento é gerado, processado e comunicado a grande velocidade, o que leva a sociedade a assumir novas posturas. Para enfrentar os desafios do novo milénio, as organizações terão que pensar mais nas pessoas e sobretudo, preocupar-se mais em criar estímulos que motivem os colaboradores para alcançarem tanto os objectivos da organização quanto os objectivos pessoais de cada um porque não adianta obter lucro e produtividade se a organização não desenvolver políticas e práticas que privilegiam o ser humano. Motivação envolve sentimentos de realização e de reconhecimento profissional, manifestado por meio de exercícios das tarefas e actividades que oferecem suficiente desafio e significado para o trabalho. A verdade é que a adopção de uma gestão pública focada na qualidade requer mudanças na cultura organizacional, exigindo principalmente motivação, que conduz ao esforço, dedicação, persistência e comprometimento. Com o presente trabalho pretende-se investigar a motivação como uma ferramenta para alcançar a produtividade e a excelência no desempenho das actividades na Administração Pública Cabo-verdiana. Para alcançar o objectivo deste trabalho, fez-se uma pesquisa bibliográfica sobre a Administração dos Recursos Humanos e sobre as diversas teorias relacionadas com a motivação para o trabalho nas organizações. Utilizou-se o método inquisitivo baseado num interrogatório escrito para se obter dados referentes a motivação dos funcionários da Administração Pública.

Esta dissertação visou compreender o caráter temático e discursivo de algumas crónicas literárias de dois autores cabo-verdianos, Dina Salústio e Daniel Medina, e provar o carácter pedagógico e humanitário das composições. Fez-se, num primeiro momento, um estudo de conteúdos teóricos sobre a cronística portuguesa, visando recensear aspetos relacionados com a evolução do género ao longo dos tempos, desde a Idade Média até à Contemporaneidade, sempre numa perspetiva pragmática, e discutiram-se as características enformadoras do género, sendo assinaláveis a subjetividade, versatilidade, objetividade, estilo entre o oral e o literário, quotidianidade e dialogismo. De seguida, em termos metodológicos, optou-se por convocar o ethos de Amossy e Maingueneau para o estudo das composições. Num segundo momento, através de dez crónicas literárias cabo-verdianas, sendo cinco de cada autor, procedeu-se à análise crítica das quais se confirmou, a partir da análise temática, uma preocupação pedagógica e humanitária uma vez que se notou uma certa inquietação com problemas que envolvem a idiossincrasia do homem cabo-verdiano, como a perda de valores em termos educacionais e instrucionais, quer no seio familiar como escolar, a preocupação com os mais desfavorecidos materialmente, onde se destacam crianças órfãs de pais vivos, o descaso com os doentes mentais e as crianças de rua, a gravidez precoce, a prostituição infantil, entre outros. O modo, como os cronistas se posicionam face à abordagem dos temas, permitiu-nos projetar o ethos discursivo de duas personalidades sensíveis, sérias e comprometidas com os valores mais nobres que enformam o ser humano. Do mesmo modo, pôde constatar como características relevantes das composições a subjetividade e pessoalidade discursivas, a brevidade, o diálogo no estilo indirecto livre, a quotidianidade e literariedade aliados a alguns recursos retóricos que nos permitiram apurar os tons sério e irónico do sujeito enunciador ao tratar as questões temáticas.

RESUM L’aigua és un recurs limitat necessari per a l’establiment de qualsevol forma de vida sobre la Terra. Aquest recurs, es veu regit pel cicle hidrològic i durant les diferents fases del seu cicle, l’aigua pot ser captada per ser aprofitada per l’ésser humà. En els darrers anys, la necessitat d’aigua per a la població ha estat incrementada provocant un impacte negatiu sobre aquest recurs. Per aquest motiu sorgeix la necessitat de crear polítiques globals per protegir l’aigua que vagin encaminades a minimitzar l’efecte negatiu provocat per l’home. Tota captació d’aigua destinada al consum humà ha de garantir uns paràmetres de qualitat i per tal de poder aconseguir aquest objectiu amb eficàcia és imprescindible l’aplicació d’una eina legal molt important: els perímetres de protecció. A l’article 6 de la Llei de policia i protecció de les aigües del 31 de juliol del 1985, s’estableix que tota captació d’aigua potable haurà de quedar aïllada mitjançant un perímetre de protecció, a l’interior del qual no podrà dur-se a terme cap activitat sense prèvia autorització de Govern. Els objectius principals d’aquest estudi son recopilar la informació existent en referència a les captacions d’aigua i els seus respectius perímetres de protecció, elaborar una base de dades que pugui contenir tota la informació existent i elaborar cartografia especifica amb la finalitat de realitzar una diagnosi de la situació actual de les captacions i perímetres associats i identificar els principals riscos potencials existents en aquestes àrees. Entre les conclusions mes rellevants obtingudes amb aquest treball, cal destacar que s’ha constatat que algunes activitats antròpiques potencialment contaminants es troben situades en zones properes a les captacions destinades a consum humà, inclòs dins dels seus perímetres de protecció, amb el conseqüent risc que aquesta situació comporta.

This article describes the long-lasting psychological after-effects of a traumatic experience. There is growing lmowledge of the biomedical underpinnings of these phenomena: the underlying mechanisms belong to an implicit learning process whereby the victim remains under the influence of painful past experiences. One of these mechanisms concerns the development of a traumatic bonding which Iioticeably impedes the establishment of interpersona! relationships. The other mechanism, called "contextualisation deficit", is the difficulty of adjusting a person's emotional and behavioural reactivity to the context of present day !ife. This capacity of a traumatic experience to become incrusted long-termina human being's mind, and to haunt the victim with various forms of psychological and physical suffering, can be compared with the presence of a tumour or an abscess in somatic medicine. Th us, severe drug addiction can be conceptualised as a disorder in which the patient tries - in most cases ineffectively - to soothe the pain of today's world in cmmection with the trauma of the past. In conclusion, this article urges the development of psychiatrie care programmes which operate at the centre of the suffering encountered by the se patients, as a complement to the already well-established offers such as harm reduction, substitution therapy and social support.

The human being has changed in time due to both, biological and cultural evolution. In a first step, biological evolution was the cornerstone of the changes in our species. However, cultural evolution was also a key element producing adaptations that allowed the evolution of modern human being. These adaptations include aspects as different as clothing, tools, reading and writing, calculation and some forms of rudimentary prosthesis. Technoscience has enhanced these adaptations that conduce to the concept of broad-sense cyborg. Present human society includes a huge proportion of these latter individuals. In this article we discuss this reality and the future of our society based on the interconnections between humans, cyborgs and robots.

El món occidental contemporani està desvetllant un interès creixent per les necessitats no materials de la persona, el que podríem anomenar interioritat o espiritualitat. Hem passat de la lluita col·lectiva i del compromís social al culte del jo, i es fa palesa la necessitat de tenir cura de la dimensió interior des d’una visió no religiosa de la persona, que ha de conviure amb les tradicions religioses que poblen les ciutats. L’afirmació que l’espiritualitat és una dimensió pròpia de l’ésser humà és cada vegada més acceptada per una majoria de persones. En aquest sentit, la religiositat, com a conjunt de creences que donen peu a una determinada visió de la vida, és una manera determinada de concretar l’espiritualitat. Aquest escenari afegeix al model bio-psico-social de les ciències humanes, sobre el qual s’ha basat la formació dels educadors socials, un quart pilar, el que fa referència a la dimensió espiritual.

Immigrant Pupils in Special Education Schools The study focused on the opinions of immigrant pupils in the 1st–9th grades of basic education in four special education schools of the City of Turku and in need of special support about the following: 1. Their difficulties in going to school in general education before the transfer to a special education school. 2. Their opinions about the transfer process to special education and the changes in their school practice after being transferred to a special education school. 3. Their experiences about their school and coping in special education school. The study strengthened the idea that immigrant pupils need positive special treatment, linguistic support, individual guidance, small teaching groups and operating models that promote well-being on their integration and education path. The central educational idea of inclusive education is based on deconstructing the power structures concerning gender, ethnicity and “race” and approval of differences in the pupils. Shifting the emphasis from the pupil to working on the learning environment has resulted in special education no longer being primarily separate special education tied to a certain place, but directing the teaching more towards individuality. The central dimension of intercultural competence of a teacher working in a multicultural class seems to be the attitudes and approaches to a different pupil; the teacher must be interculturally sensitive when facing children and young people from a foreign culture. Education and teaching affect every sector of the pupil’s well-being. Learning and learning results have a connection with teaching, education and well-being. Every sector is important for the going to school and integration of an immigrant pupil in need of special support. The basis of the study is the equality of opportunities and the humanistic idea of the human being in the Finnish education policy. The immigrant pupils selected for the study represented the following language groups: Arabian, Albanian, Somali, Russian and Vietnamese. In the four special education schools, the number of immigrant pupils belonging to these language groups (2004) totalled 104. A total of 89 pupils i.e. 86% answered the questionnaire, which is sufficient considering the generalisation of the study. Although this is basically a quantitative study, the interviewing method was used in part of the study, because the questionnaires were in Finnish and consequently, it was difficult for some immigrant pupils to understand them. Understanding the questions was also affected by the fact that the age distribution in the study was very wide (7–18). According to the results of the study, the immigrants felt that the biggest drawbacks in general education were their inability to speak Finnish and lack of concentration. The actual process of being transferred to a special education class remained unclear for immigrant pupils, and they could do very little about the transfer themselves. The results show that immigrant pupils coped well in special education school; they felt that their learning ability and concentration improved in the small groups of the special education school. They considered the individual support given in the special education schools to be useful. The lower-grade immigrant pupils had a more positive attitude towards special education school than the upper-grade immigrant pupils. In all the special education schools the immigrant pupils experienced that they were in a good position in the class; girls felt this even a little more strongly than boys. The teacher-pupil-relationship was felt to be good. School bullying being so common was a negative feature experienced by immigrant pupils, who were often targets or bullies themselves. Immigrant pupils believed in their success at school and in the opportunities offered by special education schools. Generally they were of the opinion that pupils are not labelled by special school; however, upper-grade immigrant pupils were more hesitant than lower-grade immigrant pupils. This study aimed at bringing out the immigrant pupils’ own opinions. Teaching immigrant pupils in special education schools has not been very much studied in Finland, which made the topic new and even more challenging.

In the electrical industry the 50 Hz electric and magnetic fields are often higher than in the average working environment. The electric and magnetic fields can be studied by measuring or by calculatingthe fields in the environment. For example, the electric field under a 400 kV power line is 1 to 10 kV/m, and the magnetic flux density is 1 to 15 µT. Electricand magnetic fields of a power line induce a weak electric field and electric currents in the exposed body. The average current density in a human being standing under a 400 kV line is 1 to 2 mA/m2. The aim of this study is to find out thepossible effects of short term exposure to electric and magnetic fields of electricity power transmission on workers' health, in particular the cardiovascular effects. The study consists of two parts; Experiment I: influence on extrasystoles, and Experiment II: influence on heart rate. In Experiment I two groups, 26 voluntary men (Group 1) and 27 transmission-line workers (Group 2), were measured. Their electrocardiogram (ECG) was recorded with an ambulatory recorder both in and outside the field. In Group 1 the fields were 1.7 to 4.9 kV/m and 1.1 to 7.1 pT; in Group 2 they were 0.1 to 10.2 kV/m and 1.0 to 15.4 pT. In the ECG analysis the only significant observation was a decrease in the heart rate after field exposure (Group 1). The drop cannot be explained with the first measuring method. Therefore Experiment II was carried out. In Experiment II two groups were used; Group 1 (26 male volunteers) were measured in real field exposure, Group 2 (15 male volunteers) in "sham" fields. The subjects of Group 1 spent 1 h outside the field, then 1 h in the field under a 400 kV transmission line, and then again 1 h outside the field. Under the 400 kV linethe field strength varied from 3.5 to 4.3 kV/m, and from 1.4 to 6.6 pT. Group 2spent the entire test period (3 h) in a 33 kV outdoor testing station in a "sham" field. ECG, blood pressure, and electroencephalogram (EEG) were measured by ambulatory methods. Before and after the field exposure, the subjects performed some cardiovascular autonomic function tests. The analysis of the results (Experiments I and II) showed that extrasystoles or arrythmias were as frequent in the field (below 4 kV/m and 4 pT) as outside it. In Experiment II there was no decrease detected in the heart rate, and the systolic and diastolic blood pressure stayed nearly the same. No health effects were found in this study.

Despite the progressive ageing of a worldwide population, negative attitudes towards old age have proliferated thanks to cultural constructs and myths that, for decades, have presented old age as a synonym of decay, deterioration and loss. Moreover, even though every human being knows he/she will age and that ageing is a process that cannot be stopped, it always seems distant, far off in the future and, therefore, remains invisible. In this paper, I aim to analyse the invisibility of old age and its spaces through two contemporary novels and their ageing females protagonists –Maudie Fowler in Doris Lessing ’s The Diary of a Good Neighbour and Erica March in Rose Tremain ’s The Cupboard. Although invisible to the rest of society, these elderly characters succeed in becoming significant in the lives of younger protagonists who, immersed in their active lives, become aware of the need to enlarge our vision of old age.

We are progressively immersed in technology to such extend that in our everyday life we are and we do what technology allows us to be and to do. In this process, cyborgs and robots constitute elements that we analyze from a number of techno scientific and philosophical approaches. Additionally, we propose that a new concept: GEH (Genetic Engineered Human) as a new potential social imaginary element, which would be the human being improved by the broad-sense genetics engineer (that is, changing many genes by genetics engineer, modifications in the genome, cloning, and so on). If our aspirations as humans pass through technology and in particular for cyborgs, robots and GEH, the bidirectional links between these theoretical or real entities and our personal identities will be the more and more substantial in our society.

Medicinal chemistry is multi, trans and inter disciplinary on its essence. It has a great deal of challenging Brazilian chemists in the next decade. The pharmacy school is essentially attached and has an important role in the development on the field that is still in domain of big pharmaceutical industries. This work shows the challenges to face and directions to jointly follow for a myriad of researchers throughout the country. The unnamed science has to work out through specific objectives in order to diminish the problems associated with human being health. A brief history is presented where the main goal is to devise chemistry, as a natural science, and many other interfaced disciplines.
