Background: A sharp reduction in heroin supply in Australia in 2001 was followed by a large but transient increase in cocaine use among injecting drug users (IDU) in Sydney. This paper assesses whether the increase in cocaine use among IDU was accompanied by increased rates of violent crime as occurred in the United States in the 1980s. Specifically, the paper aims to examine the impact of increased cocaine use among Sydney IDU upon police incidents of robbery with a weapon, assault and homicide. Methods: Data on cocaine use among IDU was obtained from the Illicit Drug Reporting System (IDRS). Monthly NSW Police incident data on arrests for cocaine possession/ use, robbery offences, homicides, and assaults, were obtained from the Bureau of Crime Statistics and Research. Time series analysis was conducted on the police data series where possible. Semi-structured interviews were conducted with representatives from law enforcement and health agencies about the impacts of cocaine use on crime and policing. Results: There was a significant increase in cocaine use and cocaine possession offences in the months immediately following the reduction in heroin supply. There was also a significant increase in incidents of robbery where weapons were involved. There were no increases in offences involving firearms, homicides or reported assaults. Conclusion: The increased use of cocaine among injecting drug users following the heroin shortage led to increases in violent crime. Other States and territories that also experienced a heroin shortage but did not show any increases in cocaine use did not report any increase in violent crimes. The violent crimes committed did not involve guns, most likely because of its stringent gun laws, in contrast to the experience of American cities that have experienced high rates of cocaine use and violent crime.

The use of gene guns in ballistically delivering DNA vaccine coated gold micro-particles to skin can potentially damage targeted cells, therefore influencing transfection efficiencies. In this paper, we assess cell death in the viable epidermis by non-invasive near infrared two-photon microscopy following micro-particle bombardment of murine skin. We show that the ballistic delivery of micro-particles to the viable epidermis can result in localised cell death. Furthermore, experimental results show the degree of cell death is dependant on the number of micro-particles delivered per unit of tissue surface area. Micro-particles densities of 0.16 +/- 0.27 (mean +/- S.D.), 1.35 +/- 0.285 and 2.72 +/- 0.47 per 1000 mu m(2) resulted in percent deaths of 3.96 +/- 5.22, 45.91 +/- 10.89, 90.52 +/- 12.28, respectively. These results suggest that optimization of transfection by genes administered with gene guns is - among other effects - a compromise of micro-particle payload and cell death. (c) 2005 Elsevier Ltd. High velocity oxyfuel (HVOF) thermal spraying is one of the most significant developments in the thermal spray industry since the development of the original plasma spray technique. The first investigation deals with the combustion and discrete particle models within the general purpose commercial CFD code FLUENT to solve the combustion of kerosene and couple the motion of fuel droplets with the gas flow dynamics in a Lagrangian fashion. The effects of liquid fuel droplets on the thermodynamics of the combusting gas flow are examined thoroughly showing that combustion process of kerosene is independent on the initial fuel droplet sizes. The second analysis copes with the full water cooling numerical model, which can assist on thermal performance optimisation or to determine the best method for heat removal without the cost of building physical prototypes. The numerical results indicate that the water flow rate and direction has noticeable influence on the cooling efficiency but no noticeable effect on the gas flow dynamics within the thermal spraying gun. The third investigation deals with the development and implementation of discrete phase particle models. The results indicate that most powder particles are not melted upon hitting the substrate to be coated. The oxidation model confirms that HVOF guns can produce metallic coating with low oxidation within the typical standing-off distance about 30cm. Physical properties such as porosity, microstructure, surface roughness and adhesion strength of coatings produced by droplet deposition in a thermal spray process are determined to a large extent by the dynamics of deformation and solidification of the particles impinging on the substrate. Therefore, is one of the objectives of this study to present a complete numerical model of droplet impact and solidification. The modelling results show that solidification of droplets is significantly affected by the thermal contact resistance/substrate surface roughness.

Bioethics ecology suggests the birth of a mentality which proposes, among other things: a human certain asceticism in relation to the environment around us, based on moderation; brutal renounce consumerism that is converted into primary need so most of the time is just superfluous. Social and economic developments affecting the existing globalization process in all areas of our existence. Ignorance conditions the quality of our relationship with the people and the environment. Parallel to this, the concept of social justice is not out of the problem of the environment. At present the environmental field has been filled by qualified professionals, resulting in a coprofesionalism, and an openness to the metadiscipline or shares from trades, knowledge and non-formal learning, which should make a concerted effort to be familiar with the delicate aimed at balancing the instability that is the Middle multidisciplinary environment and seem to be witnessing a passive object of global change. It is known as transgenesis process of transferring genes into an organism. Transgenesis is currently used to make transgenic plants and animals. Several methods of transgenesis as using gene guns or the use of virus or bacteria as vectors to transfer genes.

The traditional social “contract” in the UK mainland between the public and the police involves the ideal of an unarmed police service. In recent years while the public have accepted the more visible role of specialist armed officers on security duties in airports and strategic positions, the majority of officers remain unarmed. Following 7/7 in London and the Derrick Bird case in Cumbria there have been media calls for more police officers to be armed on a routine basis .This would fundamentally change the social contract and the relationship with the British public. The principle of policing by consent and the idea of the citizen in uniform are the fundamental tenets of British policing .Historically the only forces in the UK which are routinely armed are the Police Service of Northern Ireland in Northern Ireland, the Ministry of Defence Police and the Civil Nuclear Constabulary. In contrast all major police forces in Europe, as well as the US, Canada and Australia routinely carry firearms, the exceptions apart from Britain, are the Irish Republic, and New Zealand. In Norway officers carry arms in their cars but not on their person. Every time unarmed police officers are killed, as with the tragic case of Nicola Hughes and Fiona Bone killed in the line of duty in Manchester in 2013, the question of arming the British Police is raised. So does the current balance protect the public and safeguard officers or does it fail to satisfy either. Is the current balance between unarmed and armed police in the UK suitable for the 21st Century? There appears to be competing agendas for the Police to contend with. These have been illustrated by recent controversy in Scotland about a standing authority which allowed a small number of officers to carry guns while on routine patrol .Politicians and community leaders attacked the nationwide roll-out of officers with a standing authority to carry guns on routine patrols since the formation of Scotland’s single police force. The Forces armed police monitoring group recommended keeping the standing authority in place after it was given intelligence on serious organised crime groups in 2014.The Inspectorate of Constabulary in Scotland (HMICS) in its review of the authority (2014) said the operational need for the authority is justified by national intelligence and threat levels.
