Skates (Rajidae) have been commercially exploited in Europe for hundreds of years with some species’ abundances declining dramatically during the twentieth century. In 2009 it became “prohibited for EU vessels to target, retain, tranship or land” certain species in some ICES areas, including the critically endangered common skate and the endangered white skate. To examine compliance with skate bans the official UK landings data for 2011–2014 were analysed. Surprisingly, it was found that after the ban prohibited species were still reported landed in UK ports, including 9.6 t of common skate during 2011–2014. The majority of reported landings of common and white skate were from northern UK waters and landed into northern UK ports. Although past landings could not be validated as being actual prohibited species, the landings’ patterns found reflect known abundance distributions that suggest actual landings were made, rather than sporadic occurrence across ports that would be evident if landings were solely due to systematic misidentification or data entry errors. Nevertheless, misreporting and data entry errors could not be discounted as factors contributing to the recorded landings of prohibited species. These findings raise questions about the efficacy of current systems to police skate landings to ensure prohibited species remain protected. By identifying UK ports with the highest apparent landings of prohibited species and those still landing species grouped as'skates and rays’, these results may aid authorities in allocating limited resources more effectively to reduce landings, misreporting and data errors of prohibited species, and increase species-specific landing compliance.

Trammel net discards in four southern European areas were considerable, with a total of 137 species (79.7% of the total) discarded 65, 105, 46 and 32 species in the Basque country (Spain), Algarve (Portugal), Gulf of Cadiz (Spain) and Cyclades islands (Greece), respectively. The overall discard rate in terms of catch numbers ranged from 15% for the Cyclades to 49% for the Algarve, with the high discard rate for the latter due largely to small pelagic fishes. Discards in the four areas consisted mainly of Trisopterus luscus (Basque country), Scomber japonicus (Algarve), Torpedo torpedo (Cadiz) and Sardina pilchardus (all three areas), and Diplodus annularis in the Cyclades. Strong seasonal variation in discarding was found, reflecting differences in metiers and the versatility of trammel nets as a gear. Discarding, both in terms of numbers of species and individuals decreased with increasing inner panel mesh size. The main reasons for discarding were: (1) species of no or low commercial value (e.g. Scomber japonicus; Torpedo torpedo), (2) commercial species that were damaged or spoiled (e.g. Merluccius merluccius), (3) undersized commercial species (e.g. Lophius piscatorius), and (4) species of commercial value but not caught in sufficient quantities to warrant sale (e.g. Sardina pilchardus). A decrease in soak time together with the appropriate choice of mesh sizes could contribute to a reduction in discarding and to improved sustainability and use of scarce resources in the small-scale, inshore multi-species fisheries of southern Europe. Recreational shore fishing along 250 km of the south and south-west coast of Portugal was studied based on roving creel and aerial surveys. Surveys were conducted between August 2006 and July 2007, following a stratified random-sampling design and provided information on catch and effort, harvest and discards, angler demographics and fishing habits. Overall, 192 roving creel surveys, 24 aerial surveys and 1321 interviews were conducted. Based on the aerial surveys, a mean +/- s.e. total fishing effort of 705 236 +/- 32 765 angler h year(-1) was estimated, corresponding to 166 430 +/- 9792 fishing trips year(-1). Average time spent per fishing trip was 4.7 h. A total of 48 species, belonging to 22 families, were recorded in roving creel surveys. The most important species was Diplodus sargus, accounting for 44% of the total catches by number and 48% by mass. Estimated mean +/- s.e. total annual recreational shore fishing catch was 160.2 +/- 12.6 t year(-1) (788 049 +/- 54 079 fishes year(-1)), of which 147.4 +/- 11.9 t year(-1) (589 132 +/- 42 360 fishes year(-1)) was retained. Although overall shore-based recreational catches only corresponded to 0.8% of the commercial landings (only common species considered), D. sargus catches by recreational shore anglers were considerable, corresponding to 65% of the commercial landings. The implications of these results for integrated fisheries management and conservation are discussed, and future research proposed.
