Project Focus: The main INFRAWEBS project focus and objective is the development of an application-oriented software toolset for creating, maintaining and executing WSMO-based Semantic Web Services (SWS) within their whole life cycle. This next generation of tools and systems will enable software and service providers to build open and extensible development platforms for web service applications. These services will run on open standards and specifications, such as BPEL4WS, WSMO, WSMX, WSML, SPARQL, RDF, etc. In particular, they will be compliant with WSMO (Web Services Modelling Ontology), a W3C initiative in Semantic Web services.

This document is summarizing a major part of the work performed by the FP7-JERICO consortium, including 27 partner institutions, during 4 years (2011-2015). Its objective is to propose a strategy for the European coastal observation and monitoring. To do so we give an overview of the main achievements of the FP7-JERICO project. From this overview, gaps are analysed to draw some recommendations for the future. Overview, gaps and recommendation are addressed at both Hardware and Software levels of the JERICO Research Infrastructure. The main part of the document is built upon this analysis to outcome a general strategy for the future, giving priorities to be targeted and some possible funding mechanisms, but also upon discussions held in dedicated JERICO strategy workshops. This document was initiated in 2014 by the coordination team but considering the fact that an overview of the entire project and its achievement were needed to feed this strategy deliverable it couldn’t ended before the end of FP7-JERICO, April 2015. The preparation of the JERICO-NEXT proposal in summer 2014 to answer an H2020 call for proposals pushed the consortium ahead, fed deep thoughts about this strategy but the intention was to not propose a strategy only bounded by the JERICO-NEXT answer. Authors are conscious that writing JERICO-NEXT is even drawing a bias in the thoughts and they tried to be opened. Nevertheless, comments are always welcome to go farther ahead. Structure of the document The Chapter 3 introduces the need of sustained coastal observatories, from different point of view including a short description of the FP7-JERICO project. In Chapter 4, an analysis of the JERICO coastal observatory Hardware (platforms and sensors) in terms of Status at the end of JERICO, identified gaps and recommendations for further development is provided region by region. The main challenges that remain to be overcome is also summarized. Chapter 5 is dedicated the JERICO infrastructure Software (calibration, operation, quality assessment, data management) and the progress made through JERICO on harmonization of procedures and definition of best practices. Chapter 6 provides elements of a strategy towards sustainable and integrated coastal observations for Europe, drawing a roadmap for cost-effective scientific-based consolidation of the present infrastructure while maximizing the potential arising from JERICO in terms of innovation, wealth-creation, and business development. After reading the chapter 3, for who doesn’t know JERICO, any chapter can be read independently. More details are available in the JERICO final reports and its intermediate reports; all are available on the JERICO web site (www.jerico-FP7.eu) as well as any deliverable. Each chapter will list referring JERICO documents. A small bibliographic list is available at the end of this deliverable.

We report on the photophysical properties of single-walled carbon nanotube (SWNT) suspensions In toluene solutions of poly[9,9-dioctylfluorenyl-2,7-diyl](PFO). Steady-state and time-resolved photoluminescence spectroscopy in the near-infrared and visible spectral regions are used to study the interaction of the dispersed SWNTs with the wrapped polymer. Molecular dynamics simulations of the PFO-SWNT hybrids in toluene were carried out to evaluate the energetics of different wrapping geometries. The simulated fluorescence spectra in the visible region were obtained by the quantum chemical ZINDO-CI method, using a sampling of structures obtained from the dynamics trajectories. The tested schemes consider polymer chains aligned along the nanotube axis, where chirality has a minimal effect, or forming helical structures, where a preference for high chiral angles is evidenced. Moreover, toluene affects the polymer structure favoring the helical conformation. Simulations show that the most stable hybrid system is the PFO-wrapped (8,6) nanotube, in agreement with the experimentally observed selectivity.

Vid en tillbakablick på de senaste 25 års spelfilmer kan man se hur ett växande klimathot funnits med som en berättelseingrediens i ett antal spelfilmer från Hollywood mainstreamfåra. (Axelson 2008). År 2004 kom katastroffilmen The Day after Tomorrow som gjordes till objekt för en brittisk publikstudie. I denna studie analyserar forskargruppen hur The Day After Tomorrow påverkade publikens tankar kring klimatförändringar (Lowe et al. 2006). Den irländske forskaren Pat Brereton har initierat ett projekt inom HERA (Humanities in the European Research Area) med ett forskningsfokus på hur medier och film bidragit till ett ekologiskt paradigm som enligt Brereton, långsamt växer sig allt starkare hos den europeiska allmänheten (Brereton 2008). I mitt paper vill jag diskutera Breretons hypotes om ett ökande ekologiskt sentiment under framväxt hos en europeisk allmänhet över tid och hur denna hypotes bör underkastas en kritisk diskussion utifrån ett receptionsperspektiv. Vad säger existerande publikorienterad receptionsforskning om på vilket sätt klimatförändringar gestaltade på film kan ha förmågan att beröra processer relaterade till människors teoretiska övertygelser om tillvaron, grundläggande värderingar samt en livsåskådningsmässig grundhållning (Lowe et al. 2006, Axelson 2008)?

In the framework of the European Research Area for Agricultural Research for Development (ERA-ARD) project, a survey of innovative approaches in capacity development (CD) was undertaken. All Consortium members were asked to describe innovative approaches and best practices of CD mechanisms within their ARD programmes. A tabular overview of all the programmes or mechanisms can be found on page 4. Abstracts of the programmes or mechanisms are compiled in alphabetic order of the consortium members in this document. The intention of this catalogue of mechanisms is to give an overview of different approaches and practices and not to provide a comprehensive mapping of all the ongoing CD activities of the Consortium members. Thus, the programmes described represent only a fraction of all the ongoing CD programmes on the national level.

Strategic Knowledge: While entrepreneurship may occur as a natural result of personal drive, it occurs most often, most robustly and is most sustainable in an environment designed to encourage it. Potential entrepreneurs become active entrepreneurs when the conditions are most supportive of their commercial opportunities and their business thus helping channel the two key qualities they exhibit as individuals obsessed maniacs and clairvoyant oracles (Carayannis, GWU Lectures, 2000-2005) and (Carayannis et at, 2003a) towards the generation of sustainable wealth. So far, entrepreneurial scholars who turn into intellectual venture capitalists by founding knowledge-driven companies remain one of the least explored specie in the territory of entrepreneurship. GloCal: The increasing engagement of firms within global knowledge and production networks and their ability to source knowledge globally as well as locally (GloCally), for the development of innovation capacities will shape the future of UK's knowledge resources and its role in the global economy. Practices such as off-shoring R&D activities are widely adopted, creating challenging, and not very well understood, issues related to cross-country and inter-firm knowledge and technology flows. We seek to address the internationalisation and networking of research and innovation activities, including the roles and strategies of enterprises, universities, research centres, governments in a cross-country and inter-sectoral way, to assess the impact and the implications for sustaining and enhancing the competitiveness of UK firms and other British knowledge producers and users.

Summary. Synthetic biology is an emerging technology with potentially far-reaching benefits and risks. As a cross-cutting issue, different aspects of synthetic biology fall within the scope of different international agreements. Contemporary biosafety and biosecurity frameworks are characterized by important regulatory gaps which policy makers need to address to minimize risks that may arise in the future both from commercial use and weaponization. In some cases, this may require formal treaty amendments, whereas others can possibly be resolved at lower levels, for instance through interpretive statements of treaties’ decision-making bodies.

This paper explores the incentives political and bureaucratic actors face in the institutional setting of EU technology policy. In examining the implications and assumptions of neoclassical and evolutionary theories of technological change, it tries to answer why certain theories do not obtain importance in the political wor1d. By focusing on the positive approach to policymaking, the paper examines why policy learning does not occur m certain institutional settings. In referring to EU technology programs, I show which conceptual and functional shortcomings limit the policies in question. As evaluation and oversight mechanisms have not been sufficiently developed and accepted within the institutional setting, there is much room for inefficiency. I discuss this setting within a simple agency model using two political actors and two firms performing R&D. It is easy to show that when asymmetric information applies, the firms receive positive rents and the political agent gains reputation. The outcome suggests changing the evaluation practices and embedding results in political decision making. Regarding this point, recent U.S. developments seem to have led to more efficiency. Moreover, the paper suggests delegating technology policy to other actors and discussing the empowerment of different principals on the political plane.

This working paper reviews the evidence on the impact of public R&D spending. The authors first look at the evidence from micro-analysis of the impact of public intervention on private R&D and innovation, with a focus on the latest results from crosscountry micro-research performed within SIMPATIC. To analyse the impact of public R&D on growth, the micro-results on private R&D investment effects are complemented with a macro-perspective. To this end, the authors look at how public R&D performs in affecting GDP growth and jobs in applied macro-models most commonly used in EU policy analysis. They focus particularly on the NEMESIS model in development within the SIMPATIC project. The authors conclude with some policy recommendations from the reviewed micro and macro SIMPATIC evidence for designing public R&D projects and programmes.
