There is nothing mysterious about how coastal rivers, their estuaries, and their relationship with the sea all work to satisfy many of our greatest needs, including drinkable water, fish and shellfish, and soils essential for sustaining the production of food and fiber. Nor are the methods that have proved successful in the protection and restoration of watershed health difficult to understand. It is difficult, however, to imagine how we are to survive without healthy watersheds. Each watershed along Californias coast shows signs of increasing abuse from road construction and maintenance, livestock grazing, residential development, timber harvesting, and a dozen other human activities. In some cases whole streams have simply been wiped away. This document has been created to guide and support every person in the community, from homemaker to elected official, who wants her or his watershed to provide clean water, harvestable fish resources and other proof that life in the watershed cannot only be maintained but also enjoyed. It is based on years of experience with watershed protection and restoration in California. If citizen involvement is to be effective, it must draw not only on scientific knowledge but also on an understanding of how to translate individual views into commitments and capable group action. This guide briefly reviews the condition of Californias coastal watersheds, identifies the kinds of concerns that have led citizens to successful watershed protection efforts, explains why citizen, in addition to government, effort is essential for watershed protection and restoration to succeed, and puts in the reader’s hands both the technical and organizational “tools of the trade” in the hope that those who use this guide will be encouraged to join in efforts to make their watershed serve this and future generations better.

This study describes fish assemblages and their spatial patterns off the coast of California from Point Arena to Point Sal, by combining the results of the multivariate analyses of several fisheries datasets with a geographic information system. In order to provide comprehensive spatial coverage for the areas of inshore, continental shelf, and continental slope, three fisheries datasets were analyzed: 1) Inshore: the California Department of Fish and Game dataset of fishery-dependent commercial passenger fishing vessel trips that targeted rockfish; 2) Continental Shelf: the National Marine Fisheries Service (NMFS) fishery-independent bottom trawls; and 3) Continental Slope: the NMFS fishery-independent bottom trawls on the continental slope. One-hundred seven species were analyzed. These species represented those captured in at least 5% of the fishing trips or trawls in at least one of the three data sets. We analyzed each of the three datasets separately, and the three sets of results were combined to define 28 species assemblages and 23 site groups. A species assemblage consisted of species caught together, whereas a site group consisted of fishing trips or trawl locations that tended to have the same species assemblages. At the scale of these datasets, 97% of all site groups were significantly segregated by depth.

The National Status and Trends (NS&T) Program has conducted studies to determine the spatial extent and severity of chemical contamination and associated adverse biological effects in coastal bays and estuaries of the United States since 1991. Sediment contamination in U.S. coastal areas is a major environmental issue because of its potential toxic effects on biological resources and often, indirectly, on human health. Thus, characterizing and delineating areas of sediment contamination and toxicity and demonstrating their effect(s) on benthic living resources are therefore important goals of coastal resource management at NOAA. The National Centers for Coastal Ocean Science, and the Office of National Marine Sanctuaries, in cooperation with the U.S. Geological Survey (USGS), University of California Moss Landing Marine Lab (MLML), and the Monterey Bay Aquarium Research Institute (MBARI), conducted ecosystem monitoring and characterization studies within and between marine sanctuaries along the California coast in 2002 and 2004 on the NOAA RV McArthur. One of the objectives was to perform a systematic assessment of the chemical and physical habitats and associated biological communities in soft bottom habitats on the continental shelf and slope in the central California region. This report addresses the magnitude and extent of chemical contamination, and contaminant transport patterns in the region. Ongoing studies of the benthic community are in progress and will be reported in an integrated assessment of habitat quality and the parameters that govern natural resource distributions on the continental margin and in canyons in the region.

With the increasing recognition that climate change is occurring and having large impacts on living marine resources, a sound ecosystem approach to management of those resources requires both understanding how climate affects ecosystems and integration of that understanding into management processes. The National Marine Fisheries Service (NMFS) must identify how changing climatic conditions will impact its mission and must be prepared to adapt to these changes. This document identifies the climate related ecosystem concerns in the regional marine ecosystems for which NMFS has living marine resource management responsibilities, what NMFS is currently doing to address these concerns, what NMFS must do going forward to address these concerns, and what climate information is needed to integrate climate into resource management. The regional ecosystems included in this analysis are: the Northeast U.S. Continental Shelf; the Southeast U.S. Continental Shelf, Gulf of Mexico, and U.S. Caribbean; the California Current Ecosystem; the Alaskan Ecosystem Complex; the Pacific Island Ecosystem Complex; the Eastern Tropical Pacific; North Pacific Highly Migratory Species; and the Antarctic.

Hagfish, often referred to as "slime eels", are familiar to most fishermen as pests that frequently devour fish caught by trap, hook, and gillnet. In the Republic of Korea (ROK or South Korea), however, hagfish are sought after as valuable fish not only for their edible flesh, but also for their skin, which is processed into leather used to make expensive purses, shoes, and other articles. In fact, because of a shortage of hagfish in the waters near the ROK, the leather industry there has started to import hagfish, first from Japan in the mid 1980's, then from the United States starting in 1988. This report describes the nascent fishery for Eptatretus stouti (Pacific hagfish) in California, and includes aspects of its life history. The hagfish industry in the ROK is also briefly described.

EXTRACT (SEE PDF FOR FULL ABSTRACT): Since 1986, the U.S. Geological Survey and National Weather Service have operated a warning system for debris flows triggered by severe rainstorms in the San Francisco Bay region. The NWS tracks storm systems as they approach the region, forecasts precipitation, and observes rainfall with a network of radiotelemetered rain gauges (ALERT). The USGS also monitors ALERT data and compares the observed and forecast rainfall to thresholds for debris-flow initiation. Both groups jointly assess debris-flow hazards and issue public advisories when rainfall conditions reach or approach critical levels.

Climate change continues to dominate academic work within green/environmental politics. Indeed, there appears to be almost an inverse relationship between the lack of political leadership on tackling climate change and the growth in ever more sophisticated academic analyses of this complex and multifaceted problem. There is an increasing disjunction between the growth in our knowledge and understanding of the ethical, political, economic, sociological, cultural, and psychological aspects of climate change and the lack of political achievement in putting in place clear and binding targets, an agreed decarbonisation roadmap, and associated regulatory and policy instruments with enforcement. This gap might be taken as evidence that we do not need more reports on climate change. To quote that most unlikely of green politicians, Arnold Schwarzenegger, former Governor of California: ‘The debate is over. We know the science. We see the threat. And we know that the time for action is now’ (California Energy Commission 2007, p. 1). This special issue focuses on a variety of ways in which climate change is conceptualised in normative political and ethical theory, and addressed in policy and regulations.
