Capacity building has been prominent in development projects of various kinds for the last decade. Capacity is, in this context, an amorphous term broadly defined as the ability of people, organizations, and communities to handle all the aspects of existence that relate to them (Vincent-Lancrin, 2006). Capacity building generally refers to efforts to develop this ability among particular groups, resulting in enhanced potential to manage their own needs (Potter and Brough, 2004). Capacity building and the associated process of capacity development have been considered central in improving governance, civil society institutions, and local administrations in developing countries (Brinkerhoff, 2000). The World Bank, with its emphasis on strengthening governance, has made capacity building a focus of its programs and leads the development of relevant models and evaluative measures (Wilhelm and Kushnarova, 2004; Straussman, 2007).

Despite its importance in development circles and a quantity of scholarly consideration, the effects of capacity building initiatives are difficult to document and evaluate, and the concept has generated criticism as well as support. Though many aspects of capacity building have been elucidated, one issue that remains less thoroughly studied is the concept’s meaning to target populations. This paper considers the meaning and nature of capacity building in Indonesia, including local perceptions of the concept. This, it is hoped, will offer insight into the whole question of capacity in that nation and that this discussion will inform future development efforts.

The integration of solar energy systems into buildings has been the subject of considerable commercial and academic research, particularly building integrated photovoltaics. However, the integration of solar hot water systems into roofing systems has had far less attention. This paper presents the theoretical and experimental results of a novel building integrated solar hot water system developed using existing long run roofing materials.

This work shows that it is possible to achieve effective integration that maintains the aesthetics of the building and also provides useful thermal energy. The results of an unglazed 108m2 swimming pool heater and 8m2 glazed domestic hot water systems are presented.

The experimental results show that the glazed system performs close to the theoretical model and is an effective provider of hot water in certain climates. However it was also found that for larger scale building integrated solar water heating systems, special attention must be paid to the configuration and arrangement of the collectors in order to minimise problems with respect to flow distribution and its effect on collector and system efficiency.

Industries in developed countries are moving quickly to ensure the rapid adoption of cloud computing. At this stage, several outstanding issues exist, particularly related to Service Level Agreements (SLAs), security and privacy. Consumers and businesses are willing to use cloud computing only if they can trust that their data will remain private and secure. Our review of research literature indicates the level of control that a user has on their data is directly correlated to the level of data privacy provided by the cloud service. We considered several privacy factors from the industry perspective, namely data loss, data storage location being unknown to the client, vendor lock-in, unauthorized secondary use of user's data for advertising, targeting secured backup and easy restoration. The level of user control in database models were identified according to the level of existence in these privacy factors. Finally, we focused on a novel logical model that might help to bring the level of user control of privacy in cloud databases into a higher level.

This paper looks closely at the aesthetics of the bodies and landscapes in Monica Hughes' Invitation to the Game and M.T. Anderson's Feed – the flesh, the wires, and the pixels – to consider the complicated relationship between the often “unadulterated” beautiful and the “threatening” grotesque in these (and other) science fiction narratives that involve the hybridisation of the artificial and the organic.

This paper contributes to two emergent areas of scholarship: first, the role of expertise within the domain of cultural heritage practice; and second, international heritage institutions and their processes of governance. It does so by exploring expertise within the context of World Heritage Committee meetings. These forums of international heritage policy formulation have undergone significant changes in recent years, with larger geopolitical forces increasingly shaping process and decisions. This paper foregrounds the idea of these annual meetings as ‘locales’ in order to explore the inflows of expertise that help constitute authoritative decision-making, how expert knowledge is crafted for and by bureaucratic structure, and how the interplay between technical knowledge and politics via an ‘aesthetics of expertise’ bears upon future directions. In offering such an analysis, the paper seeks to add nuance and conceptual depth to our understanding of international conservation policy and the regulatory, governmental practices of organisations such as UNESCO.

The demand for aesthetic restorations has increased during the last years. Dental ceramics are a successful alternative for some cases because of aesthetics and biocompatibility. Therefore, the aim of this literature review was to present the factors necessary to fabricate all-ceramic restorations with aesthetics similar to natural dentition. A search of English-language peer-review literature was completed using MEDLINE database from 1975 to 2009 including the keywords "aesthetic," "metal-free crown," "all-ceramic," and "color." It was observed that several factors influence aesthetics of all-ceramic restorations. Color scale, light source during color evaluation, characteristic of core material, color of supporting tooth, presence of root post, and type of cement are clinical factors that may influence color of the restorations. Laboratorial factors as technique for ceramic condensation, thickness, temperature, and number of firing cycles also influence the result of these crowns. Although several clinical and laboratorial factors influence aesthetics of all-ceramic restorations, the aesthetic success and longevity of these restorations depend on the integration with surrounding periodontal tissue.

The artificial iris is the structure responsible for the dissimulation and aesthetics of ocular prosthesis. The objective of the present study was to evaluate the color stability of artificial iris of microwaveable polymerized ocular prosthesis, as a function of paint type, drying method and accelerated aging. A total of 40 discs of microwaveable polymerized acrylic resin were fabricated, and divided according to the blue paint type ( n = 5): hydrosoluble acrylic, nitrocellulose automotive, hydrosoluble gouache and oil paints. Paints where dried either at natural or at infrared light bulb method. Each specimen was constituted of one disc in colorless acrylic resin and another colored with a basic sclera pigment. Painting was performed in one surface of one of the discs. The specimens were submitted to an artificial aging chamber under ultraviolet light, during 1008 h. A reflective spectrophotometer was used to evaluate color changes. Data were evaluated by 3-way repeated-measures ANOVA and the Tukey HSD test (alpha = 0.05). All paints suffered color alteration. The oil paint presented the highest color resistance to artificial aging regardless of drying method. (C) 2010 British Contact Lens Association. Published by Elsevier Ltd. All rights reserved.

The construction of two classes of exact solutions for the most general time-dependent Dirac Hamiltonian in 1+1 dimensions was discussed. The extension of solutions by introduction of a time-dependent mass was elaborated. The possibility of existence of a generalized Lewis-Riesenfeld invariant connected with such solutions was also analyzed.

This paper deals with the study of the basic theory of existence, uniqueness and continuation of solutions of di®erential equations with piecewise constant argument. Results about asymptotic stability of the equation x(t) =-bx(t) + f(x([t])) with argu- ment [t], where [t] designates the greatest integer function, are established by means of dichotomic maps.
