This article extends Defeasible Logic to deal with the contextual deliberation process of cognitive agents. First, we introduce meta-rules to reason with rules. Meta-rules are rules that have as a consequent rules for motivational components, such as obligations, intentions and desires. In other words, they include nested rules. Second, we introduce explicit preferences among rules. They deal with complex structures where nested rules can be involved.

Medication errors are a leading cause of unintended harm to patients in Australia and internationally. Research in this area has paid relatively little attention to the interactions between organisational factors and violations of procedures in producing errors, although violations have been found to increase the likelihood of these errors. This study investigated the role of organisational factors in contributing to violations by nurses when administering medications. Data were collected using a self-report questionnaire completed by 506 nurses working in either rural or remote areas in Queensland, Australia. This instrument was used to develop a path model wherein organisational variables predicted 21% of the variance in self-reported violations. Expectations of medical officers mediated the relationship between working conditions of nursing staff and violation behaviour.

In recent years, alcohol consumption has been considered an important public health problem. Ethanol, the alcohol used in beverages, is a drug that affects the central nervous system (CNS) and impairs driving skills and co-ordination, increasing risk of deaths and injuries derived from crashes and road accidents. Consumption of alcoholic beverages is implicated with premature deaths, injuries and damages caused by motor vehicle crashes, which result in high costs to government and society. Considering that alcohol consumption is the main responsible factor for deaths and disabilities in young people, the aim of this work was to evaluate the prevalence of blood alcohol in offenders and/or fatal and non-fatal victims of traffic occurrences in the region of Ribeirao Preto, Sao Paulo State, from 2005 to 2007. The results revealed that in 2134 cases investigated, blood alcohol positivity was generally found in young adults, 25-45 years old and male. The study showed the high risk of drinking and driving and the importance in establishing actions of prevention and intervention to promote the reduction in the number of traffic occurrences related to consumption of alcoholic beverages. Concurrent programming is a difficult and error-prone task because the programmer must reason about multiple threads of execution and their possible interleavings. A concurrent program must synchronize the concurrent accesses to shared memory regions, but this is not enough to prevent all anomalies that can arise in a concurrent setting. The programmer can misidentify the scope of the regions of code that need to be atomic, resulting in atomicity violations and failing to ensure the correct behavior of the program. Executing a sequence of atomic operations may lead to incorrect results when these operations are co-related. In this case, the programmer may be required to enforce the sequential execution of those operations as a whole to avoid atomicity violations. This situation is specially common when the developer makes use of services from third-party packages or modules. This thesis proposes a methodology, based on the design by contract methodology, to specify which sequences of operations must be executed atomically. We developed an analysis that statically verifies that a client of a module is respecting its contract, allowing the programmer to identify the source of possible atomicity violations.

When a court imposes a fine or forfeiture for a violation of state law, or city or county ordinance, except an ordinance regulating the parking of motor vehicles, the court or the clerk of the district court shall assess an additional penalty in the form of a criminal penalty surcharge equal to thirty-five percent of the fine or forfeiture imposed.

Cet article traite des entreprises militaires et de sécurité privées (EMSP) fournissant des services qui jusque lors étaient dévolus aux armées nationales. Malgré les nombreux incidents entraînant des violations des droits de l'homme, ces contractors ne sont que rarement poursuivis et sanctionnés. Les EMSP opèrent-elles dès lors dans un vide juridique où elles peuvent agir en toute impunité ? Qui peut être tenu pour responsable de leurs actes ? Cet article part du principe que les activités des EMSP sont rendues possibles grâce à l'assentiment ou l'absence de réprobation des Etats, et donc que la question de la responsabilité pour les actes des EMSP est également celle de la responsabilité de l'Etat. Il convient donc d'analyser les règles sur la responsabilité de l'Etat pour fait internationalement illicite et surtout les obligations positives des Etats découlant des principaux instruments internationaux et régionaux de protection des droits de l'homme. L'enjeu est de démontrer qu'un Etat ne peut pas s'exonérer de sa responsabilité en délégant ses fonctions gouvernementales à des organismes privés.
