Recent discussions of school choice have revived arguments that the decentralization of governing institutions can enhance the quality of public services by increasing the participation of intended beneficiaries in the production of those services. We use data from the Schools and Staffing Survey to examine the extent to which the decentralization of authority to charter schools induces parents to become more involved in their children's schools. We find that parents are indeed more involved in charter schools than in observationally similar public schools, especially in urban elementary and middle schools. Although we find that this difference is partly attributable to measurable institutional and organizational factors, we also find that charter schools tend to be established in areas with above-average proportions of involved parents, and we find suggestive evidence that, within those areas, it is the more involved parents who tend to select into charter schools. Thus, while the institutional characteristics of charter schools do appear to induce parents to become more involved in their children's schools, such characteristics are only part of the explanation for the greater parental involvement in charter schools than in traditional public schools. © The Author 2005. School choice-the movement towards increased parental and student control over public education-has been endorsed extensively as a means of revitalizing and improving public schools. Part of this movement is the concept of charter schools, which have expanded rapidly in the United States and around the globe. In stark contrast, Canadians have remained relatively content with current educational arrangements; only 13 charter schools currently exist in Canada, all in the province of Alberta. This study sought to identify why charter schools have failed to situate themselves in Canadian education. The study used an agenda setting framework to determine the salience of charter schools as a public issue in three provinces: Alberta, British Columbia, and Ontario. Results largely indicate that over the past 18 years, charter schools have gradually declined as a salient issue. Additional discussion concerning the unique characteristics of Canadian education highlights factors that appear to discourage the expansion of such schools. However, although charter schools do not appear to be a current issue for Canadians, they may still emerge in the future, as parents and teachers continue to seek new ways of improving educational outcomes. Thus, although the impact of charter schools on public education has been minimal to date, they provide an illuminating lens towards better understanding educational reform and policy, as well as the fundamental values that shape education in Canada.

Purpose. No Child Left Behind aimed to "improve the academic achievement of the disadvantaged." The primary research question considered how academic achievement of those from economic disadvantage compared to those not from disadvantage? ^ Economically disadvantaged students can potentially have added academic disadvantage. Research shows low academic achievement can potentially result in drug abuse, youth violence, and teen pregnancy. ^ Methods. To compare the student populations, measures included TAKS results and academic indicator data collected by the Texas Education Agency. ^ Results. T-test analyses showed a significant difference between the economically and non-economically disadvantaged student populations in meeting the TAKS passing standard, graduation, and preparation for higher education.^ Conclusions. The achievement gap between students remained as indicated by the Texas testing program. More research and time are needed to observe if the desired impact on those from economic disadvantage will be reflected by academic achievement data.^

In the last few years policy makers and practitioners nationally have shown much interest in identifying, recognizing, and replicating successful charter schools, many of which are showing that they can educate low-income and otherwise at-risk students remarkably well. However past efforts to identify high performing schools have been problematic. Using these systematic, rigorous value-added methods, the authors identify 44 Open Enrollment charter schools that merit a “high-performer” rating. Nearly all of those campuses identified serve a disadvantaged student population. The article also finds that most of those high performers are highly cost-effective, earning high ratings on the cost-efficiency measures. The authors argue for more widespread use of value-added modeling in the state accountability system. The approach taken to identifying high-performers is sensible and fair, but any formulaic approach to school labels comes with some limitations.

The Obama administration's recurring policy emphasis on high-performing charter schools begs the obvious question: how do you identify a high-performing charter school? That is a crucially important policy question because any evaluation strategy that incorrectly identifies charter school performance could have negative effects on the economically and/or academically disadvantaged students who frequently attend charter schools. If low-performing schools are mislabeled and allowed to persist or encouraged to expand, then students may be harmed directly. If high-performing schools are driven from the market by misinformation, then students will lose access to programs and services that can make a difference in their lives. Most of the scholarly analysis to date has focused on comparing the performance of students in charter schools to that of similar students in traditional public schools (TPS). By design, that research measures charter school performance only in relative terms. Charter schools that outperform similarly situated, but low performing, TPSs have positive effects, even if the charter schools are mediocre in an absolute sense. This analysis describes strategies for identifying high-performing charter schools by comparing charter schools with one another. We begin by describing salient characteristics of Texas charter schools. We follow that discussion with a look at how other researchers across the country have compared charter school effectiveness with TPS effectiveness. We then present several metrics that can be used to identify high-performing charter schools. Those metrics are not mutually exclusive—one could easily justify using multiple measures to evaluate school effectiveness—but they are also not equally informative. If the goal is to measure the contributions that schools are making to student knowledge and skills, then a value-added approach like the ones highlighted in this report is clearly superior to a levels-based approach like that taken under the current accountability system.

Public school choice education policy attempts to create an education marketplace. Although school choice research has focused on the parent role in the school choice process, little is known about parents served by low-performing schools. Following market theory, students attending low-performing schools should be the primary students attempting to use school choice policy to access high performing schools rather than moving to a better school. However, students remain in these low-performing schools. This study took place in Miami-Dade County, which offers a wide variety of school choice options through charter schools, magnet schools, and open-choice schools. ^ This dissertation utilized a mixed-methods design to examine the decision-making process and school choice options utilized by the parents of students served by low-performing elementary schools in Miami-Dade County. Twenty-two semi-structured interviews were conducted with the parents of students served by low-performing schools. Binary logistic regression models were fitted to the data to compare the demographic characteristics, academic achievement and distance from alternative schooling options between transfers and non-transfers. Multinomial logistic regression models were fitted to the data to evaluate how demographic characteristics, distance to transfer school, and transfer school grade influenced the type of school a transfer student chose. A geographic analysis was conducted to determine how many miles students lived from alternative schooling options and the miles transfer students lived away from their transfer school. ^ The findings of the interview data illustrated that parents’ perceived needs are not being adequately addressed by state policy and county programs. The statistical analysis found that students from higher socioeconomic social groups were not more likely to transfer than students from lower socioeconomic social groups. Additionally, students who did transfer were not likely to end up at a high achieving school. The findings of the binary logistic regression demonstrated that transfer students were significantly more likely to live near alternative school options.^

A intensificação das dinâmicas da globalização nas últimas décadas tem impulsionado a influência de organizações e redes globais de múltiplos atores que atuam no campo das políticas educacionais. O movimento de desterritorialização do fazer político abre espaço para iniciativas de natureza diversa, tanto do ponto de vista da sua esfera de atuação quanto dos atores envolvidos. No contexto dessas novas articulações, iniciativas marcadas pelo envolvimento do setor privado na educação pública têm se desenvolvido em um arranjo complexo referido como parcerias público-privadas em educação. A presente pesquisa analisa essas parcerias em educação, que surgem em um cenário de transformações no próprio funcionamento e organização dos Estados e nas relações que se estabelecem para além das suas fronteiras. Tendo em vista a complexidade do tema e a fim de investigar como ele se traduz e se desenvolve localmente, três experiências são analisadas com maior profundidade: o Chile, com seu sistema de escolas subvencionadas, os Estados Unidos, com as charter schools e a Holanda, que tem seu sistema educacional historicamente estruturado a partir do conceito de school choice. A partir da análise conceitual sobre as parcerias público-privadas em educação e do aprofundamento da pesquisa nesses casos representativos, esta dissertação busca problematizar esse arranjo nas politicas públicas de educação e evidenciar como o seu desenvolvimento está articulado com instituições e processos que transcendem o enquadramento dos Estados-Nação.

O presente trabalho objetiva analisar as implicações do Programa “Excelência em Gestão Educacional” da Fundação Itaú Social na gestão da escola pública brasileira, em termos de orientações teórico- metodológicas contidas em documentos balizadores da parceria firmada. Para tanto, foi feita uma pesquisa documental que, por meio de análise de conteúdo, buscou analisar os documentos referentes a esse programa. As análises desenvolvidas mostraram que o modelo de gestão defendido pela Fundação Itaú para a educação brasileira é o das escolas charter americanas, escolas financiadas pelo setor público, mas administradas pelo setor privado. Tais escolas são apresentadas como tendo melhorado significativamente os índices educacionais nos EUA. No entanto, constatou-se que a realidade concreta não condiz com a apresentada pelo Programa Excelência em Gestão, pois o modelo de gestão baseada nos parâmetros do mercado, que associa conceitos como qualidade, participação, descentralização, autonomia e avaliação à ideia de gerenciamento de recursos com vista à produtividade do sistema educacional, não foi capaz de melhorar o sistema educacional americano. Muito pelo contrário, agravou ainda mais a crise da educação pública naquele País. No Brasil, já existem experiências nesse sentido e as análises sobre as escolas charter que foram implantadas em Pernambuco revelaram que as mesmas adotam na sua gestão padrões gerenciais trazidos do mundo empresarial. Assim, verificou-se a introdução de princípios de mercado como o da gestão gerencial, da definição de metas e resultados, expressos nos seus planejamentos estratégicos, da remuneração por mérito para os professores e a generalização dos testes de avaliação, dentre outros. Nesse contexto, a autonomia escolar é entendida como maior responsabilização dos professores e diretores pelo sucesso ou fracasso da escola, e, sobretudo do gestor, como liderança de todo o processo. Além disso, nessas escolas não existe autonomia pedagógica, pois o projeto pedagógico é elaborado de acordo com critérios de produtividade definidos previamente pelo órgão responsável pela implantação dessas escolas (PROCENTRO). A participação que se desenvolve nesse contexto não passa de um mero processo de colaboração, de mão única, de adesão, de obediência às decisões que são tomadas de cima para baixo. Fica claro que esse modelo de gestão e de escola não contribui para a democratização das relações de poder na escola e consequentemente para a formação da cidadania.

This paper estimates the impact of the use of structured methods on the quality of education for students in primary public school in Brazil. Structured methods encompass a range of pedagogical and managerial instruments applied in the educational system. In recent years, several municipalities in the state of Sao Paulo have contracted out private educational providers to implement these structured methods in their schooling systems. Their pedagogical proposal involves structuring of curriculum content, development of teacher and student textbooks, and the training and supervision of teachers anti instructors. Using a difference-in-differences estimation strategy, we find that the 4th- and 8th-grade students in the municipalities with structured methods performed better in Portuguese and mathematics than did students in municipalities not exposed to these methods. We find no differences in passing rates. A robustness test supports the assumption that there is no unobserved municipal characteristics associated with proficiency changes over time that may affect the results. (C) 2012 Elsevier Ltd. Estimates of dolphin school sizes made by observers and crew members aboard tuna seiners or by observers on ship or aerial surveys are important components of population estimates of dolphins which are involved in the yellowfin tuna fishery in the eastern Pacific. Differences in past estimates made from tuna seiners and research ships and aircraft have been noted by Brazier (1978). To compare various methods of estimating dolphin school sizes a research cruise was undertaken with the following major objectives: 1) compare estimates made by observers aboard a tuna seiner and in the ship's helicopter, from aerial photographs, and from counts made at the backdown channel, 2) compare estimates of observers who are told the count of the school size after making their estimate to the observer who is not aware of the count to determine if observers can learn to estimate more accurately, and 3) obtain movie and still photographs of dolphin schools of known size at various stages of chase, capture and release to be used for observer training. The secondary objectives of the cruise were to: 1) obtain life history specimens and data from any dolphins that were killed incidental to purse seining. These specimens and data were to be analyzed by the U.S. National Marine Fisheries Service ( NMFS ) , 2) record evasion tactics of dolphin schools by observing them from the helicopter while the seiner approached the school, 3) examine alternative methods for estimating the distance and bearing of schools where they were first sighted, 4) collect the Commission's standard cetacean sighting, set log and daily activity data and expendable bathythermograph data.
