En esta nota se introducen algunos ajustes a los datos presupuestarios disponibles sobre los ingresos y los gastos de las comunidades autónomas con el fin de corregir las distorsiones generadas por la forma en la que se han contabilizado algunas partidas. Las series ajustadas se utilizan para analizar la evolución de las finanzas regionales durante la crisis actual y la parte final de la expansión precedente. El ejercicio ayuda a poner en perspectiva la actual controversia sobre las finanzas autonómicas. En ella se suele poner el acento en la dureza de los recortes de los últimos ejercicios, olvidando la temeraria explosión del gasto durante los años anteriores al comienzo de la crisis. Cuando se toma el período en su conjunto, el proceso de consolidación presupuestaria que comienza en 2010 aparece como una corrección parcial y tardía de los excesos de años anteriores. De cara al futuro, convendría tomar medidas que ayuden a hacer menos procíclico el patrón de gasto autonómico. Aunque esto ya se hace en parte en la nueva Ley de Estabilidad Presupuestaria, se argumenta que sería conveniente crear un Fondo de Estabilización Presupuestaria para facilitar el alisamiento del gasto regional.

This paper provides evidence that the combination of land-use restrictions and anincreasing demand for housing can create incentives to induce forest fires as a means tocircumvent regulation and increase the supply of land available for residential construction.I estimate the effect of the price of housing on the incidence of forest fires using Spanishdata by region for 1991-2005. The results suggest that higher house prices led to asignificant increase in the incidence of forest fires in a region. I also find that the increasedincidence of forest fires led to a subsequent reduction in forest area and an increase in urbanland area. This evidence supports the claims often found in the media that propertyspeculators trying to build in forest land may be behind the recent increases in the incidenceof forest fires in Mediterranean countries.

In this article we analyze the impact of the implementation on Quality Management Systems (QMS) in the Spanish industry. In order to do it, we study the implementation of the famous standard ISO 9000 and the EFQM model in Spain compared with its impact in the rest of the UE-25. In spite of analyzing the motivations and the results obtained after the implementation of these Quality Management Systems, we present the results of a Delphi?s national study

Después de un período de crecimiento urbanístico desorbitado es oportuno hacer un primer balance de las consecuencias que este hecho ha tenido sobre la estructura espacial de las principales urbes españolas. Un elemento básico de análisis es las variaciones que se han operado sobre la densidad de población. En el presente artículo se estudian estas transformaciones mediante modelos econométricos de densidad urbana. Las metrópolis investigadas son Madrid, Barcelona, Valencia, Sevilla, Bilbao y Zaragoza y el periodo temporal abarca desde 2001 a 2007. Los resultados indican, para las metrópolis más pobladas, cambios significativos en los parámetros, y en dos casos en la propia forma funcional de la densidad.

This study examines the short time price effect of dividend announcements during a boom and a recession. The data being used here is gathered from the years of 2000 - 2002 when it was a recession after the techno bubble burst and from the years 2005 - 2007 when investors experienced large capital gains all around the world. The data consists of dividend increases and intact observations. The aim is to find out differences in abnormal returns between a boom and a recession. Second, the study examines differences between different dividend yield brackets. Third, Finnish extra dividends, mainly being delivered to shareholders in 2004 are included to the empirical test. Generally stated, the aim is to find out do investors respect dividends more during a recession than a boom and can this be proved by using dividend yield brackets. The empirical results from U.S shows that the abnormal returns of dividend increase announcements during the recession in the beginning of this decade were larger than during the boom. Thus, investors seem to respect dividend increases more when stock prices are falling. Substantial abnormal returns of dividend increases during the time period of 2005 - 2007 could not be found. The results from the overall samples state that the abnormal returns during the recession were positively slightly higher than during the boom. No clear and strong evidence was found between different dividend yield brackets. In Finland, there were substantial abnormal returns on the announcement day of the extra dividends. Thus, indicating that investors saw the extra dividends as a good thing for shareholders' value. This paper is mostly in line with the theory that investors respect dividends more during bad times than good times.

The aim of the study is to obtain a mathematical description for an alternative variant of controlling a hydraulic circuit with an electrical drive. The electrical and hydraulic systems are described by basic mathematical equations. The flexibilities of the load and boom is modeled with assumed mode method. The model is achieved and proven with simulations. The controller is constructed and proven to decrease oscillations and improve the dynamic response of the system.

Tutkimuksen tavoitteena on tutkia epänormaalien tuottojen esiintymistä nousu- ja laskusuhdanteen aikana osingonilmoituspäivän ympärillä. Osinkoilmoitukset ovat kerätty Yhdysvaltojen markkinalta (NYSE) ajanjaksoilta 2000 - 2002, jolloin pörssit laskivat teknokuplan jälkeen ja 2005 - 2007, jolloin sijoittajat kokivat suuria kurssivoittoja. Osinkoilmoitushavainnot koostuvat yhtiöistä, jotka nostivat tai pitivät osinko per osake paikallaan. Tavoitteena on tutkia eroja epänormaaleissa tuotoissa näiden kahden ajanjakson välillä. Toiseksi, tavoitteena on tutkia miten epänormaalit tuotot poikkeavat toisistaan eri osinkotuottoluokissa. Kolmanneksi, tavoitteena on tutkia esiintyikö markkinoilla epänormaaleja tuottoja kun suomalaiset yritykset ilmoittivat ylimääräisistä osingoista, pääasiassa vuonna 2004. Yksinkertaisesti ja lyhyesti sanottuna tavoitteena on tutkia arvostavatko sijoittajat osinkoja enemmän laskukauden vai nousukauden aikana. Rahoitusteorian mukaan sijoittajien tulisi arvostaa laskukauden aikana enemmän yhtiöitä, jotka pystyvät maksamaan huonosta taloustilanteesta huolimatta hyvää osinkoa. Empiiriset testit Yhdysvalloista osoittavat, että osingon nostamisesta johtuvat epänormaalit tuotot olivat suuremmat laskusuhdanteen aikana kuin noususuhdanteen aikana. Tämä on linjassa teorian kanssa. Osingon-nostot aiheuttivat nousukauden aikana vähäisiä epänormaaleja tuottoja. Selviä eroja eri osingontuottoluokkien välillä ei pystytty havaitsemaan. Tulokset yhdistetystä aineistosta osoittavat, että sijoittajat kokivat vähäisiä positiivisia epänormaaleja tuottoja laskukauden aikana. Nousukautena tuotot olivat lähellä nollaa. Suomen markkinoilla havaittiin selvä epänormaalituotto osingonilmoituspäivänä. Tulokset ovat pääpiirteittäin linjassa teorian kanssa. Sijoittajat arvostavat osinkoja hieman enemmän lasku- kuin noususuhdanteen aikana.

During the first decade of this century, Spain experienced the most important economic and housing boom in its recent history. This situation led the lending industry to dramatically expand through the mortgage market. The high competition among lenders caused a dramatic lowering of credit standards. During this period, lenders operating in the Spanish mortgage market artificially inflated appraised home values in order to draw larger mortgages. By doing this, lenders gave financially constrained households access to mortgage credit. In this paper, we analyze this phenomenon for this first time. To do so, we resort to a unique dataset of matched mortgage-dwelling-borrower characteristics covering the period 2004–2010. Our data allow us to construct an unbiased measure of property’s over-appraisal, since transaction prices in our data also includes any potential side payment in the transactions. Our findings indicate that i) in Spain, appraised home values were inflated on average by around 30% with respect to transaction prices; ii) creditconstrained households were more likely to be involved in mortgages with inflated house values; and iii) a regional indicator of competition in the lending market suggests that inflated appraisal values were also more likely to appear in more competitive regional mortgage markets. This paper compares different times of museums considering the situation of the past two decades. It reflects on the upswing and down, knowing that partake of the latter and we are in a deep crisis and unsustainable policies dictating contradictory. This situation raises the museums with their own project and creative professionals can better overcome difficulties because they do not suffer crisis of ideas. Some paradoxes are evident as the case of Greece, the place where the museums are repositories of highly relevant cultural values and the same institutions that have enhanced their improvement in the years of the upswing, they currently require, cuts that put them in a position risk. Similarly we can see that policies are applied to thin the identity of museums since they rely on adjustments that do not study each particular case. Alternatively there is the creativity and efforts of managers and professionals in general and cooperative work. It gives details of some of our participatory projects that go in this direction and to be successfully applied

The objective of this study was to determine the effects in the yield of soybean crop utilizing a trailing boom sprayer for chemical control of late season diseases. The experimental design was randomized blocks with 04 treatments, which consisted of applying fungicides with a traditional sprayer, trailing boom, the traditional sprayer plus the trailing boom simultaneously and control (without fungicide aerial application) in 05 repetitions per treatment. The variables evaluated were: final plant population, pods per plant, grains per pod, weight of one thousand grains and yield. It was concluded that the control of foliar diseases with fungicides presented weight of one thousand grains and yield significantly higher than the average of plots without fungicide application. The trailing boom did not significantly affect the yield compared to the technology currently used.

The air-assisted ground spray is fairly widespread. However, due to the unpredictable weather conditions, the operational efficiency is impaired by stops on grounds of low humidity and high temperatures. The aim of this work was to assess an air humidification method and evaluate its impact on temperature and air humidity for the air curtain of the air-assisted sprayer. With respect to relative air humidity, it has increased in 6.59%, being the maximum change when inserting 1.92 L min-1. So, it is concluded that the pipeline humidification might significantly reduce temperature and enhance air humidity. The treatments performed in this study consisted of a varied flow of a humidity device, related to weather conditions. Temperature and relative air humidity were measured at 1.0 m height from right to left of middle point of the machine, corresponding to the end of the spray boom, in the middle and end of right spray boom. The readings were also performed at three different distances from the end of the pipeline and at 0.25 and 0.50 m from that to the soil. The results show that 0.48 L min-1 in the humidification system has promoted a better efficiency in reducing air-temperature, on average 2.52 ºC when compared to the non-humidified one.
