The Real Plan has succeeded in stabilizing the Brazilian inflation. The consumer price inflation has been reduced from 11260 percent per year, in June 1994, to an estimate of 8 percent in 1997. The lower inflation resulted in a remarkable income distribution, and in an increased private consumption. The plan managed to control the inflationary effects of the increased demand with some traditional measures: A more liberalized economy, a moving (and overvalued) exchange rate band, high interest rate differentials, and a tight domestic credit policy. The government has, so far failed to accomplish the fiscal adjustment. The price stabilization has largely depended on the current account deficit. However, macroeconomic indicators do not present reasons for concern about the current account sustainability, in the medium-run. The economy may be trapped in a low-growth vicious cycle, represented by a stop-and-go trend, due to the two-way endogencity between domestic saving and growth. Economic growth depends on policies in increase the public sector saving, to secure the privatization of the State enterprises, and to promote investments. The major problem for the government action is, as always, in the political sphere. Approximately 80 percent of the Central Government net revenue are allocated to the social sectors. Consequently, the fiscal reform will hue to deal with the problem of re-designing the public sector’s intervention in the social area. Most probably, it will be inevitable to cut the social area budget. This is politically unpleasant.

This paper develops a model of money demand where the opportunity cost of holding money is subject to regime changes. The regimes are fully characterized by the mean and variance of inflation and are assumed to be the result of alternative government policies. Agents are unable to directly observe whether government actions are indeed consistent with the inflation rate targeted as part of a stabilization program but can construct probability inferences on the basis of available observations of inflation and money growth. Government announcements are assumed to provide agents with additional, possibly truthful information regarding the regime. This specification is estimated and tested using data from the Israeli and Argentine high inflation periods. Results indicate the successful stabilization program implemented in Israel in July 1985 was more credible than either the earlier Israeli attempt in November 1984 or the Argentine programs. Government’s signaling might substantially simplify the inference problem and increase the speed of learning on the part of the agents. However, under certain conditions, it might increase the volatility of inflation. After the introduction of an inflation stabilization plan, the welfare gains from a temporary increase in real balances might be high enough to induce agents to raise their real balances in the short-term, even if they are uncertain about the nature of government policy and the eventual outcome of the stabilization attempt. Statistically, the model restrictions cannot be rejected at the 1% significance level.

Com o emprego ao modelo de dois setores de acumulação ótima de capital em economia aberta, determina-se o impacto sobre a trajetória do câmbio, dos salários, do investimento, da poupança e portanto, da dívida externa e do estoque de capital, de uma elevação permanente e não antecipada da produtividade da economia. Em geral, após um choque positivo permanente de produtividade há redução da poupança, piora do balanço de pagamentos em transações correntes e valorização do câmbio. Todos fenômenos que do ponto de vista do modelo são de equilíbrio intertemporal, consequência da elevação da renda permanente e do excesso de demanda por bens domésticos que sucede o ganho de produtividade. Supondo que os programas de estabilização elevaram a produtividade da economia é possível com a estrutura analítica construída racionalizar qualitativamente os fenômenos observados após estes planos.

Este artigo apresenta a minha versão da história da inflação inercial. A primeira formulação completa dessa teoria está num artigo meu e de Nakano, de 1983; e o primeiro artigo que propôs um choque de preços combinado com uma tabela de conversão é de 1984, também dos mesmos autores. Resende e Arida escreveram em 1984 o primeiro trabalho propondo uma moeda indexada para neutralizar a inércia; Francisco Lopes, também em 1984, relacionou a inflação inercial com hiperinflação. As principais referências estão aqui claramente apresentadas.

A pesquisa sobre o perfil da indústria de alimentos no período de 1990-95 observou uma superior participação do grupo de produtos de maior valor agregado, com destaque para os laticínios, assim como um aumento do consumo de alimentos em geral propiciado pelo aumento da renda real dos trabalhadores após o Plano Real. Constataram-se, também, ajustes aos novos padrões de competitividade devido à abertura de mercado, com conseqüências na diminuição das margens líquidas e do número de emprego.

This work empirically evaluates the Taylor rule for the US and Brazil using Markov-Switching Regimes. I find that the inflation parameter of the US Taylor rule is less than one in many periods, contrasting heavily with Clarida, Gal´ı and Gertler (2000), and the same happens with Brazilian data. When the inflation parameter is greater than one, it encompasses periods that these authors considered they should be less than one. Brazil is used for comparative purposes because it experienced a high level inflation until 1994 and then a major stabilization plan reduced the growth in prices to civilized levels. Thus, it is a natural laboratory to test theories designed to work in any environment. The findings point to a theoretical gap that deserves further investigation and show that monetary policy in Brazil has been ineffective, which is coherent with the general attitude of population in relation to this measure.

In this paper, we use the Taylor Rule to characterize empirically the Brazilian monetary policy before and after its major and succesful stabilization plan, Real Plan, launched in 1994. Specifically, we show how the inflation coefficient has changed after the stabilization plan was carried out. This is a natural experiment to test theories surrounding the Taylor Rule in which monetary instability is characterized by an inflation coefficient less than one, whereas monetary stability will have a greater than one coefficient (seeWoodford’s (2003)). Very suprisingly the paper shows that the inflation coefficient has remained less than one even after the stabilization. Our results are quite robust with respect to different samples, lags of variables, proxies for GDP, proxies for potential GDP and even with respect to econometric methods (see Bueno (2005a, 2005b)). The implications are very important both theoretically and empirically. First, it shows some gap in theory that deserves further investigation. Second, it suggests that the inflation targeting regime has been uneffective in Brazil confirming a feeling largerly spread among Brazilians.

O presente trabalho tem como tema “a influência do Estado no crescimento da economia do setor mineral: o caso da CVRD de 1942 a 2010”. Para orientar a pesquisa e a construção da tese foi estabelecido o problema: que mudanças ocorreram no plano legal e institucional, no Brasil e no Pará, a partir de 1990, que podem ser interpretadas como componentes de um novo modo de regulação e que transformações se processaram na economia, no Brasil e no Pará, que podem ser interpretadas como parte do processo de constituição de um novo regime de acumulação e de que forma essas alterações estão relacionadas com o processo de privatização e crescimento da mineração, sob a gestão da CVRD ou Vale? Como marco teórico operou-se com as categorias de análise regime de acumulação e modo de regulação, considerando as contribuições de Lipetz (1988) e Harvey (1998) da denominada escola da regulação. O objetivo era compreender as mudanças na economia e na legislação, no Brasil e no Pará, como uma transição do regime de acumulação e modo de regulação fordista-keyneiano para um novo regime denominado de acumulação flexível. Selecionou-se um conjunto de eventos para serem analisados como integrantes da transição no modo de regulação: Plano de estabilização econômica; reforma constitucional de 1995; Lei Complementar n° 87/96 - a Lei Kandir; Medida Provisória nº 2166/67 que criou o conceito de obras de utilidade pública; Resolução do Conama nº 369 sobre mineração em Área de Preservação permanente; Lei de responsabilidade Fiscal; Lei de Modernização dos Portos. Outros eventos foram selecionados e analisados como componentes de um novo regime de acumulação: Investimento público em obras de infra-estrutura de transporte e energia; privatização no Brasil, incluindo a da CVRD e sua expansão posterior, juntamente com o crescimento da economia do setor mineral. Concluiu-se que, com a influência do Estado há a estabilização de um novo regime de acumulação, que no Pará aprofunda o perfil primário-exportador da economia. Em 2010, o setor mineral contribuiu com 86% da pauta de exportação e desse total a indústria extrativa mineral participou com 77% e a indústria da transformação com 23%. No período de 2002 a 2007, a indústria extrativa mineral participava com 60% e a da transformação com 40% da exportação. A CVRD ou Vale, no Pará, a partir de 2010, priorizou a exportação de produtos primários, sobretudo minério de ferro, reduzindo sua participação na indústria de transformação, por meio do repasse à Norsk Hidro, de suas ações, na Albrás, Alunorte e Companhia de Alumina do Pará.

The paper analyzes Brazil's Real Plan, an exchange-rate based stabilization program, implemented in 1994, which mixed a spectacular price stabilization with some serious macroeconomic destabilization. The paper focuses on two of these imbalances: the consumption boom and the financial destabilization; showing that the former represented nothing the reverse side of a collapsed investment boom, which, in turn, led to the financial (banking) crisis. We hold that these instabilities were produced by a policy arrangement in which monetary and fiscal policies alone had to compensate for a largely appreciated, almost fixed, exchange rate anchor. The inflationary stabilization recently observed in Brazil brings a lot of changes in all aspects of the country’s economic life. In this work we look at the impacts on the stock market, specifically at Bovespa - the São Paulo Stock Exchange. We analyze the leading variables and statistics that describe Bovespa’s behavior, such as volatility and systematic risk, comparing the four years preceding and the four years after 1994, when the Real Plan was implemented. In order to eliminate exogenous influences, we use control series made with international Stock Exchanges Indexes. The results show that after 1994 there was reduced volatility, increased trade volume, reduced efficiency of the Bovespa Index and no changes in systematic risk.
