Sanitary and phytosanitary matters have acquired greater significance in the region's trade, as reflected in the significant number of complaints brought before the various dispute settlement mechanisms pertaining to the regional integration schemes. This may be attributed to the importance of the Latin American countries in world agricultural trade and to different phytosanitary and zoosanitary standards required by each. Given the multiplication of bilateral and plurilateral agreements in Latin America and the Caribbean, convergence on the sanitary standards required under such accords is crucial for the trade integration of a region that is an agro-exporter par excellence. Convergence is essential to facilitate market access and expedite trade flows. This bulletin assesses convergence of standards in the bilateral and plurilateral trade agreements signed by the countries of the region, the treatment afforded to the principles contained in the World Trade Organization (WTO) Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) and the progress the region has made relative to that Agreement.

Assessing and managing risks relating to the consumption of food stuffs for humans and to the environment has been one of the most complex legal issues in WTO law, ever since the Agreement on Sanitary and Phytosanitary Measures was adopted at the end of the Uruguay Round and entered into force in 1995. The problem was expounded in a number of cases. Panels and the Appellate Body adopted different philosophies in interpreting the agreement and the basic concept of risk assessment as defined in Annex A para. 4 of the Agreement. Risk assessment entails fundamental question on law and science. Different interpretations reflect different underlying perceptions of science and its relationship to the law. The present thesis supported by the Swiss National Research Foundation undertakes an in-depth analysis of these underlying perceptions. The author expounds the essence and differences of positivism and relativism in philosophy and natural sciences. He clarifies the relationship of fundamental concepts such as risk, hazards and probability. This investigation is a remarkable effort on the part of lawyer keen to learn more about the fundamentals based upon which the law – often unconsciously – is operated by the legal profession and the trade community. Based upon these insights, he turns to a critical assessment of jurisprudence both of panels and the Appellate Body. Extensively referring and discussing the literature, he deconstructs findings and decisions in light of implied and assumed underlying philosophies and perceptions as to the relationship of law and science, in particular in the field of food standards. Finding that both positivism and relativism does not provide adequate answers, the author turns critical rationalism and applies the methodologies of falsification developed by Karl R. Popper. Critical rationalism allows combining discourse in science and law and helps preparing the ground for a new approach to risk assessment and risk management. Linking the problem to the doctrine of multilevel governance the author develops a theory allocating risk assessment to international for a while leaving the matter of risk management to national and democratically accountable government. While the author throughout the thesis questions the possibility of separating risk assessment and risk management, the thesis offers new avenues which may assist in structuring a complex and difficult problem

El presente trabajo de investigación tuvo como propósito identificar las potencialidades de exportación de los productos agrícolas orgánicos hacia la Unión Europea, dentro del marco del Tratado de Libre Comercio entre Colombia, Perú y la UE. Esto con el fin de que tanto los pequeños y medianos productores como los exportadores colombianos pudieran identificar las oportunidades de negocio que tiene este subsector. A través de la consulta en sitios web oficiales de los diferentes países y de entrevistas con expertos sobre el tema objeto de estudio, se logró recolectar la información pertinente para el desarrollo de los objetivos planteados. Se tomaron como muestra tres países miembros de la Unión Europea, por ser parte del grupo de los principales consumidores de productos orgánicos, estos fueron: Alemania, Francia e Italia. De esta manera, se profundizó en las características de mercado de los países mencionados anteriormente, lo que permitió una aproximación al entendimiento de sus tendencias de consumo. Esta investigación expone en su contenido los aspectos más relevantes sobre la exportación de productos agrícolas orgánicos, así como también analiza la oferta y situación actual en Colombia y en los países europeos de este tipo de bienes y del desarrollo del subsector.

Por medio de este proyecto se analizaron las asimetrías presentes en las economías de los cuatro países miembros de la Alianza del Pacífico y cómo Colombia puede enfrentar estos y retos y convertirlos en oportunidades de acuerdo a la experiencia en diferentes áreas de sus países aliados. De acuerdo a las bases de datos de los países firmantes se encontró que la balanza comercial entre Colombia y México presenta un déficit y está en constante crecimiento, pudiendo ser contrarrestada con futuras negociaciones y especialización de la industria agropecuaria tomando mejores medidas sanitarias y fitosanitarias requeridas por dichos mercados. Igualmente se abren las puertas para ingresar a acuerdos con gran índole mundial como el TPP, al cual la República de Chile, los Estados Unidos Mexicanos y la República del Perú ya hacen parte lo cual representa para Colombia una oportunidad para penetrar al mercado de Asia – Pacífico y buscar la perdurabilidad de las empresas, industrias y sectores dentro de un contexto global.

El presente trabajo de investigación se realizó con el propósito de esclarecer y brindarle información pertinente y actualizada a los productores nacionales de frutas exóticas como el mango y el mangostán, acerca de las oportunidades comerciales que estos poseen con países pertenecientes a la Unión Europea (UE), debido al creciente consumo de frutas en estos países y al acuerdo comercial vigente que posee Colombia y la UE. Con el fin de que el sector agrícola crezca y pueda establecerse en mercados diferentes al nacional, facilitando el crecimiento económico del sector y del país. Así mismo, se buscó ilustrar a los empresarios colombianos acerca de los potenciales consumidores, formas de ingreso y los requisitos sanitarios y fitosanitarios solicitados en dichos países. Así como, las ventajas y desventajas que poseen frente a otros competidores del Suroeste Asiático y Africano, productores asiduos de frutas exóticas y grandes exportadores mundiales, que a la vez poseen convenios con la UE, que facilitan el ingreso de sus productos a la misma. De esta forma, esta investigación reduce la brecha entre la información que poseen los productores nacionales del sub-sector agrícola, frente a la información existente del mercado, mitigando las desventajas de la desinformación y analizando las oportunidades más favorables para los mismos.

Las organizaciones de hoy en día entienden más el valor de las personas dentro de estas, por ser el elemento dinamizador. Por esto es necesario transmitirles constantemente la visión, misión y objetivos de la empresa para que las personas contribuyan a este fin. Dado el reconocimiento por parte de las organizaciones hacia el recurso humano y su administración, se hace necesario la existencia de un liderazgo bastante eficiente que sea capaz de asegurar condiciones favorables de trabajo y que garanticen el cumplimiento de los objetivos de las empresas. Las organizaciones del Siglo XXI exigen líderes con cualidades, habilidades y actitudes para afrontar todos los factores externos con los que se pueden enfrentar. Es por eso que surge la necesidad de estudiar la empresa Lácteos El Pomar ya que es una empresa que resurgió de las cenizas después de haber entrado en liquidación y que tiene como referente de un líder al gerente de la compañía. El propósito de este estudio de caso será describir y analizar el liderazgo y la motivación como herramientas transformadoras en la nueva gerencia de Lácteos El Pomar, como también entender cómo estas se implementaron e influenciaron al grupo de trabajadores para salir de la crisis. Mediante este estudio de caso se espera comprender si el gerente de la empresa es percibido como líder e identificar su estilo de liderazgo. Por otro lado, mediante entrevistas al personal de la empresa, se esperará identificar los factores que influyeron de manera negativa para acentuar la crisis de la compañía. Finalmente se espera analizar aquellas estrategias de liderazgo realizadas por la dirección que conllevaron a la permanencia de la compañía a pesar de la crisis.

Over 1 billion ornamental fish comprising more than 4000 freshwater and 1400 marine species are traded internationally each year, with 8-10 million imported into Australia alone. Compared to other commodities, the pathogens and disease translocation risks associated with this pattern of trade have been poorly documented. The aim of this study was to conduct an appraisal of the effectiveness of risk analysis and quarantine controls as they are applied according to the Sanitary and Phytosanitary (SPS) agreement in Australia. Ornamental fish originate from about 100 countries and hazards are mostly unknown; since 2000 there have been 16-fold fewer scientific publications on ornamental fish disease compared to farmed fish disease, and 470 fewer compared to disease in terrestrial species (cattle). The import quarantine policies of a range of countries were reviewed and classified as stringent or non-stringent based on the levels of pre-border and border controls. Australia has a stringent policy which includes pre-border health certification and a mandatory quarantine period at border of 1-3 weeks in registered quarantine premises supervised by government quarantine staff. Despite these measures there have been many disease incursions as well as establishment of significant exotic viral, bacterial, fungal, protozoal and metazoan pathogens from ornamental fish in farmed native Australian fish and free-living introduced species. Recent examples include Megalocytivirus and Aeromonas salmonicida atypical strain. In 2006, there were 22 species of alien ornamental fish with established breeding populations in waterways in Australia and freshwater plants and molluscs have also been introduced, proving a direct transmission pathway for establishment of pathogens in native fish species. Australia's stringent quarantine policies for imported ornamental fish are based on import risk analysis under the SPS agreement but have not provided an acceptable level of protection (ALOP) consistent with government objectives to prevent introduction of pests and diseases, promote development of future aquaculture industries or maintain biodiversity. It is concluded that the risk analysis process described by the Office International des Epizooties under the SPS agreement cannot be used in a meaningful way for current patterns of ornamental fish trade. Transboundary disease incursions will continue and exotic pathogens will become established in new regions as a result of the ornamental fish trade, and this will be an international phenomenon. Ornamental fish represent a special case in live animal trade where OIE guidelines for risk analysis need to be revised. Alternatively, for countries such as Australia with implied very high ALOP, the number of species traded and the number of sources permitted need to be dramatically reduced to facilitate hazard identification, risk assessment and import quarantine controls. The introduction of the so-called “duty free quota free” treatment (DFQF) for all products from least developed countries (LDCs), in particular by the European Communities (EC) and by Switzerland, raised expectations of increased agricultural exports for these 49 countries. Despite the high tariff differential LDCs now enjoy over their competitors, especially for agricultural products and particularly in Switzerland, the results until 2007 are dismal: with the exception of sugar exports to the EC, LDCs have not been able to substantially increase their agricultural exports to Europe. This study analyses the result-ing tariff situation and the remaining non-tariff barriers. In many instances it is not cus-toms duties but the sanitary and phytosanitary barriers which turn out to be the single most important hurdle preventing trade. For instance, almost no LDC-based company can supply animal-based products. Similarly, certain private standards set by proces-sors and retailers prevent imports, particularly from LDCs, far more effectively than tar-iffs. Several gateways into this “European cordon sanitaire” are proposed. Only if offered in the context of a package of various carefully coordinated measures, DFQF could yet have a real impact on trade from LDCs. As it stands, this treatment constitutes only a nice-to-have but still largely ineffective instrument of trade development.

This study aimed to develop and assess the reliability and validity of a pair of self-report questionnaires to measure self-efficacy and expectancy associated with benzodiazepine use, the Benzodiazepine Refusal Self- Efficacy Questionnaire (BRSEQ) and the Benzodiazepine Expectancy Questionnaire (BEQ). Internal structure of the questionnaireswas established by principal component analysis (PCA) in a sample of 155 respondents, and verified by confirmatory factor analyses (CFA) in a second independent sample (n=139) using structural equation modeling. The PCA of the BRSEQ resulted in a 16-item, 4-factor scale, and the BEQ formed an 18-item, 2-factor scale. Both scales were internally reliable. CFA confirmed these internal structures and reduced the questionnaires to a 14-item self-efficacy scale and a 12-item expectancy scale. Lower self-efficacy and higher expectancy were moderately associated with higher scores on the SDS-B. The scales provide reliable measures for assessing benzodiazepine self-efficacy and expectancies. Future research will examine the utility of the scales in prospective prediction of benzodiazepine cessation.

Economists rely heavily on self-reported measures to examine the relationship between income and health. We directly compare survey responses of a self-reported measure of health that is commonly used in nationally representative surveys with objective measures of the same health condition. We focus on hypertension. We find no evidence of an income/health greadient using self-reported hypertension but a sizeable gradient when using objectively measured hypertension. We also find that the probability of a false negative reporting is significantly income graded. Our results suggest that using commonly available self-reported chronic health measures might underestimate true income-related inequalities in health.

BACKGROUND:Previous epidemiological investigations of associations between dietary glycemic intake and insulin resistance have used average daily measures of glycemic index (GI) and glycemic load (GL). We explored multiple and novel measures of dietary glycemic intake to determine which was most predictive of an association with insulin resistance.METHODS:Usual dietary intakes were assessed by diet history interview in women aged 42-81 years participating in the Longitudinal Assessment of Ageing in Women. Daily measures of dietary glycemic intake (n = 329) were carbohydrate, GI, GL, and GL per megacalorie (GL/Mcal), while meal based measures (n = 200) were breakfast, lunch and dinner GL; and a new measure, GL peak score, to represent meal peaks. Insulin resistant status was defined as a homeostasis model assessment (HOMA) value of >3.99; HOMA as a continuous variable was also investigated.RESULTS:GL, GL/Mcal, carbohydrate (all P < 0.01), GL peak score (P = 0.04) and lunch GL (P = 0.04) were positively and independently associated with insulin resistant status. Daily measures were more predictive than meal-based measures, with minimal difference between GL/Mcal, GL and carbohydrate. No significant associations were observed with HOMA as a continuous variable.CONCLUSION:A dietary pattern with high peaks of GL above the individual's average intake was a significant independent predictor of insulin resistance in this population, however the contribution was less than daily GL and carbohydrate variables. Accounting for energy intake slightly increased the predictive ability of GL, which is potentially important when examining disease risk in more diverse populations with wider variations in energy requirements.
