This paper gives an overview of the economic rationale for limited entry as a method of fishery management and discusses general advantages and disadvantages of license limitation and catch rights as the two primary methods of restricting access to marine fisheries. Traditional open-access methods of regulation (e.g., gear restrictions, size limits, trip limits, quotas, and closures) can be temporarily effective in protecting fish populations, but they generally fail to provide lasting biological or economic benefits to fishermen because they do not restrict access to the fishery. The general result of regulation with unrestricted access to a fishery is additional and more costly and complex regulations as competition increases for dwindling fishery resources. Regulation that restricts access to a fishery in conjunction with selected traditional methods of regulation would encourage efficient resource usage and minimize the need for future regulatory adjustments, provided that enforcement and monitoring costs are not too great. In theory, catch rights are superior to license limitation as a means of restricting access to a fishery.

Direct analysis, with minimal sample pretreatment, of antidepressant drugs, fluoxetine, imipramine, desipramine, amitriptyline, and nortriptyline in biofluids was developed with a total run time of 8 min. The setup consists of two HPLC pumps, injection valve, capillary RAM-ADS-C18 pre-column and a capillary analytical C 18 column connected by means of a six-port valve in backflush mode. Detection was performed with ESI-MS/MS and only 1 mu m of sample was injected. Validation was adequately carried out using FLU-d(5) as internal standard. Calibration curves were constructed under a linear range of 1-250 ng mL(-1) in plasma, being the limit of quantification (LOQ), determined as 1 ng mL(-1), for all the analytes. With the described approach it was possible to reach a quantified mass sensitivity of 0.3 pg for each analyte (equivalent to 1.1-1.3 fmol), translating to a lower sample consumption (in the order of 103 less sample than using conventional methods). The present work demonstrates the successful application of automated biocompatible in-tube solid-phase microextraction coupled with liquid chromatography (in-tube SPME/LC) for determination of interferon alpha(2a) (IFN alpha(2a)) in plasma samples for therapeutic drug monitoring. A restricted access material (RAM, protein-coated silica) was employed for preparation of a lab-made biocompatible in-tube SPME capillary that enables the direct injection of biological fluids as well as the simultaneous exclusion of macromolecules by chemical diffusion barrier and drug pre-concentration. The in-tube SPME variables, such as sample volume, draw/eject volume, number of draw-eject cycles, and desorption mode were optimized, to improve the sensitivity of the proposed method. The IFN alpha(2a) analyses in plasma sample were carried out within 25 min (sample preparation and LC analyses). The response of the proposed method was linear over a dynamic range, from 0.06 to 3.0 MIU mL(-1), with correlation coefficient equal to 0.998. The interday precision of the method presented coefficient of variation lower than 8%. The proposed automated method has adequate analytical sensitivity and selectivity for determination of IFN alpha(2a) in plasma samples for therapeutic drug monitoring. (C) 2010 Elsevier B.V. Information privacy is a critical success/failure factor in information technology supported healthcare (eHealth). eHealth systems utilise electronic health records (EHR) as the main source of information, thus, implementing appropriate privacy preserving methods for EHRs is vital for the proliferation of eHealth. Whilst information privacy may be a fundamental requirement for eHealth consumers, healthcare professionals demand non-restricted access to patient information for improved healthcare delivery, thus, creating an environment where stakeholder requirements are contradictory. Therefore, there is a need to achieve an appropriate balance of requirements in order to build successful eHealth systems. Towards achieving this balance, a new genre of eHealth systems called Accountable-eHealth (AeH) systems has been proposed. In this paper, an access control model for EHRs is presented that can be utilised by AeH systems to create information usage policies that fulfil both stakeholders’ requirements. These policies are used to accomplish the aforementioned balance of requirements creating a satisfactory eHealth environment for all stakeholders. The access control model is validated using a Web based prototype as a proof of concept.

The requirement to provide multimedia services with QoS support in mobile networks has led to standardization and deployment of high speed data access technologies such as the High Speed Downlink Packet Access (HSDPA) system. HSDPA improves downlink packet data and multimedia services support in WCDMA-based cellular networks. As is the trend in emerging wireless access technologies, HSDPA supports end-user multi-class sessions comprising parallel flows with diverse Quality of Service (QoS) requirements, such as real-time (RT) voice or video streaming concurrent with non real-time (NRT) data service being transmitted to the same user, with differentiated queuing at the radio link interface. Hence, in this paper we present and evaluate novel radio link buffer management schemes for QoS control of multimedia traffic comprising concurrent RT and NRT flows in the same HSDPA end-user session. The new buffer management schemes—Enhanced Time Space Priority (E-TSP) and Dynamic Time Space Priority (D-TSP)—are designed to improve radio link and network resource utilization as well as optimize end-to-end QoS performance of both RT and NRT flows in the end-user session. Both schemes are based on a Time-Space Priority (TSP) queuing system, which provides joint delay and loss differentiation between the flows by queuing (partially) loss tolerant RT flow packets for higher transmission priority but with restricted access to the buffer space, whilst allowing unlimited access to the buffer space for delay-tolerant NRT flow but with queuing for lower transmission priority. Experiments by means of extensive system-level HSDPA simulations demonstrates that with the proposed TSP-based radio link buffer management schemes, significant end-to-end QoS performance gains accrue to end-user traffic with simultaneous RT and NRT flows, in addition to improved resource utilization in the radio access network.

The aim of this study was to undertake a comparative analysis of the practices and information behaviour of European information users who visit information units specialising in European information in Portugal and Spain. The study used a quantitative methodology based on a questionnaire containing closed questions and one open question. The questions covered the general sociological profile of the respondents and their use of European Document Centres, in addition to analysing aspects associated with information behaviour relating to European themes. The study therefore examined data on the preferred means and sources for accessing European information, types of documents and the subjects investigated most. The use of European databases and the Internet to access material on Europe was also studied, together with the reasons which users considered made it easy or difficult to access European information, and the aspects they valued most in accessing this information. The questionnaire was administered in European Document Centres in 2008 and 2010.

As leishmanioses caracterizam-se por um espectro de doenças distribuídas endemicamente em regiões tropicais e subtropicais do mundo. A obtenção de material biológico para análise diagnóstica apresenta cuidados cruciais ao paciente, por se tratar de um processo invasivo, passível de inflamação, e podendo haver reativação da doença, em alguns casos. Diante do avanço das técnicas moleculares e da utilização de alguns fluidos biológicos para o diagnóstico da Leishmaniose Tegumentar Americana (LTA), cogitou-se a possibilidade da identificação de DNA de Leishmania spp. em saliva através do método de coleta de swab, sendo contribuinte para o avanço no diagnóstico laboratorial. Assim, o propósito do estudo foi a identificação de DNA de Leishmania spp. a partir do diagnóstico molecular. Foram incluídos no estudo os pacientes que apresentaram lesões ativas, diagnósticos clínicos para LTA, antecedentes epidemiológicos compatíveis e não possuíam lesões cutâneo mucosas. O diagnóstico laboratorial envolveu a abordagem parasitológica através da pesquisa direta do parasito em amostras escarificadas de lesões, enquanto que o molecular compreendeu a extração do DNA das amostras de biópsia e swab salivar, seguidas da reação de PCR convencional (cPCR) e PCR em tempo real (qPCR). Foram investigados 40 pacientes com LTA havendo ocorrência de DNA do parasito em 10 amostras de saliva com cPCR, e 36 amostras utilizando qPCR. Em 28 amostras de biópsias também foi possível a detecção do DNA de Leishmania spp. e em 35 amostras de escarificado de lesão foram encontradas formas amastigotas do parasito, através de pesquisa direta. Na comparação entre os métodos propostos, a biópsia apresentou uma média de 50 por cento de compatibilidade em relação a cPCR e 67,5 por cento para a qPCR. A análise comparativa observou entre o diagnóstico parasitológico e os diagnósticos moleculares uma concordância de 32,5 por cento (14/40) em relação a cPCR, enquanto que a qPCR obteve 75,5 por cento (31/40) de concordância. Considerando a sensibilidade das técnicas de PCR utilizadas e o procedimento de coleta, através de swab advindo de fluidos salivares, os resultados demonstram a viabilidade do método de coleta de Leishmania spp. como uma nova abordagem diagnóstica auxiliar para a LTA, com benefícios à saúde do paciente

Neste trabalho, materiais compósitos de matriz poliéster reforçados por fibras curtas de sisal, por resíduo de madeira e por sistema híbrido sisal/resíduo de madeira, dispostos aleatoriamente foram produzidos, utilizando-se o menor nível possível de processamento tecnológico nas etapas produtivas, com vistas a se produzir um compósito tecnicamente viável a pequenos produtores. A matriz de poliéster utilizada foi a tereftálica pré-acelerada com naftenato de cobalto e curada a temperatura ambiente com peróxido de metil-etil-cetona (MEK) em diferentes proporções em relação à resina, 0,33%, 1,66%, 3,33% e 5,00% em volume, de forma a se avaliar a influência deste nas propriedades mecânicas. As fibras de sisal foram cortadas manualmente nos comprimentos de 5, 10 e 15mm e utilizadas da maneira como adquiridas, sem tratamento superficial. O resíduo de madeira utilizado foi o pó de lixadeira da madeira maçaranduba. Os compósitos foram fabricados por moldagem manual, sem pressão e a temperatura ambiente. Foram fabricados corpos de prova de matriz pura, compósitos reforçados por sisal, variando-se o comprimento das fibras, compósitos reforçados por pó de maçaranduba e compósitos de reforço híbrido, sisal/pó de madeira, em diferentes proporções entre os constituintes. As propriedades mecânicas foram avaliadas por ensaios de tração e impacto charpy e as superfícies de fratura geradas foram avaliadas por microscopia eletrônica de varredura de modo a se correlacionar os aspectos de fratura com as propriedades mecânicas. Foi determinada a massa específica de cada série de corpos de prova fabricada, bem como a fração volumétrica dos reforços nos compósitos. Os resultados demonstraram que com o aumento do comprimento da fibra de sisal a resistência à tração e ao impacto dos compósitos foi incrementada, alcançando, o compósito com fibras de sisal de 15 mm, o melhor desempenho mecânico dentre as séries testadas. Por outro lado, a heterogeneidade granulométrica do pó de maçaranduba teve efeito negativo sobre as propriedades mecânicas dos compósitos. Os compósitos híbridos sisal/pó de madeira com maior teor de fibras, alcançaram 80% do desempenho obtido para os compósitos de fibras de sisal.

Neste trabalho é apresentada a fabricação e caracterização de um material compósito de matriz polimérica reforçada por fibras naturais. A matriz é um poliéster teraftélica insaturada préacelerada obtida comercialmente como Denverpoly 754 e o agente de cura utilizado foi o peróxido de Mek (Butanox M- 50), na proporção de 0,33 % , em volume. A fibra natural usada foi o tururi, obtida da região do Marajó, município de Muaná. O tecido de fibra de tururi foi submetido a dois tipos de abertura no sentido transversal, de [50 e 100]%, em relação a uma largura original. A fabricação do material compósito foi através do método da laminação manual (hand lay up), seguido de uma pressão controlada através de pesos previamente quantificados. Características físicas, mecânicas e microscópicas foram obtidas para a fibra e o material compósito, obtendo-se resistência a tração, massa específica, gramatura do tecido, fração mássica e imagens microscópicas antes e depois do ensaio de tração para o tecido da fibra e ensaio de tração depois do ensaio de tração para o material compósito. O tecido de tururi apresentou resistência a tração de 29,95 MPa (sem abertura), 12,27 MPa (abertura de 50 %) e 9,38 MPa (abertura de 100 %). A abertura provoca a diminuição da resistência à tração do tecido de tururi. A gramatura do tecido diminuiu com a abertura do tecido. A fração mássica do tecido do compósito foi de 14,39 % (sem abertura), 9,35 % (abertura de 50 %) e 7,19 % (abertura de 100 %). A resistência a tração do compósito foi de 35,76 MPa (sem abertura), 19,01 MPa (50 % de abertura) e 16,8 MPa (100 % de abertura). A resistência mecânica apresentou valores aproximados aos encontrados na literatura para materiais compósitos reforçados por fibras naturais. As imagens obtidas em microscopia eletrônica de varredura corroboraram com as propriedades mecânicas obtidas para cada situação do material e fibras.

Este estudo propõe avaliar o comportamento mecânico dos compósitos de matriz cimentícia reforçados com fibras de sisal e malva. Correlacionar o comportamento dos materiais com variação do tipo e do comprimento das fibras. O material base utilizado na fabricação do compósito foi cimento, areia, água e fibra de sisal e malva. Usou-se u traço 1 : 2 : 0,5 (cimento, areia e água), com adição de 1% de fibras em relação ao peso da mistura. As fibras foram previamente cortadas no comprimento de 15 mm e 25 mm e adicionadas manualmente à mistura. As correlações dos compósitos foram obtidos através do ensaio de flexão em três pontos, seguindo norma RILEM 49. As características micro-estruturais foram avaliadas através do uso do microscópio eletrônico de varredura.Os resultados obtidos indicam que a inserção de fibras na matriz cimentícia diminui a força máxima aplicada no corpo de prova, porém houve um ganho na tenacidade e na pseudo ductilidade do material após o aparecimento da 1ª trinca. As fibras mais longas mostraram melhor desempenho com um pequeno destaque às fibras de MALVA.

Two recent and related social developments of note for libraries are an upsurge in cultural participation enabled by Web 2.0 media and calls in government policy for enhanced innovation through education. Ironically, these have occurred at the same time that increasingly stringent copyright laws have restricted access to cultural content. Concepts of governmentality are used here to examine these tensions and contradictions. In particular, Foucault’s critique of the author figure and of freedom as part of the will to govern within liberal democratic societies is used to argue for better quality copyright education programs in school libraries and library information science education programs. For purposes of teaching and research, copyrights are defined as agglomerations of legal, economic, and educational discourses that enable and constrain what can and cannot be done with text in homes, schools, and library media centers. The article presents some possibilities for renewal of school libraries around copyright education and Creative Commons licensing.

This chapter investigates the place of new media in Queensland in the light of the Australian curriculum. ‘Multimodal texts’ in English are being defined as largely electronically ‘created’ and yet restricted access to digital resources at the chalkface may preclude this work from happening. The myth of the ‘digital native’ (Prensky, 2007), combined with the reality of the ‘digital divide’ coupled with technophobia amongst some quite experienced teachers, responsible for implementing the curriculum, paints a picture of constraints. These constraints are due in part to protective state bans in Queensland on social networking sites and school bans on mobile phone use. Some ‘Generation next’ will have access to digital platforms for the purpose of designing texts at home and school, and others will not. Yet without adequate Professional Development for teachers and substantially increased ICT infrastructure funding for all schools, the way new media and multimodal opportunities are interpreted at state level in the curriculum may leave much to be desired in schools. This chapter draws on research that I recently conducted on the professional development needs of beginning teachers, as well as a critical reading of the ACARA policy documents.

The removal of the sulfate anion from water using synthetic hydrotalcite (Mg/Al LDH) was investigated using powder x-ray diffraction (XRD) and thermogravimetric analysis (TG). Synthetic hydrotalcite Mg6Al2(OH)16(CO3)∙4H2O was prepared by the co-precipitation method from aluminum and magnesium chloride salts. The synthetic hydrotalcite was thermally activated to a maximum temperature of 380°C. Samples of thermally activated hydrotalcite where then treated with aliquots of 1000ppm sulfate solution. The resulting products where dried and characterized by XRD and TG. Powder XRD revealed that hydrotalcite had been successfully prepared and that the product obtained after treatment with sulfate solution also conformed well to the reference pattern of hydrotalcite. The d(003) spacing of all samples was found to be within the acceptable region for a LDH structure. TG revealed all products underwent a similar decomposition to that of hydrotalcite. It was possible to propose a reasonable mechanism for the thermal decomposition of a sulfate containing Mg/Al LDH. The similarities in the results may indicate that the reformed hydrotalcite may contain carbonate anion as well as sulfate. Further investigation is required to confirm this.
