Sets and catches of Atlantic menhaden, Brevoortia tyrannus, made in 1985-96 by purse-seine vessels from Virginia and North Carolina were studied by digitizing and analyzing Captain's Daily Fishing Reports (CDFR's), daily logs of fishing activities completed by captains of menhaden vessels. 33,674 CDFR's were processed, representing 125,858 purse-seine sets. On average, the fleet made 10,488 sets annually. Virginia vessels made at least one purse-seine set on 67%-83% of available fishing days between May and December. In most years, five was the median number of sets attempted each fishing day. Mean set duration ranged from 34 to 43 minutes, and median catch per set ranged from 15 to 30 metric tons (t). Spotter aircraft assisted in over 83% of sets overall. Average annual catch in Chesapeake Bay (149,500 t) surpassed all other fishing areas, and accounted for 52% of the fleet's catch. Annual catch from North Carolina waters (49,100 t) ranked a distant second. Fishing activity in ocean waters clustered off the Mid-Atlantic states in June-September, and off North Carolina in November-January. Delaware Bay and the New Jersey coast were important alternate fishing grounds during summer. Across all ocean fishing areas, most sets and catch occurred within 3 mi. of shore, but in Chesapeake Bay about half of all fishing activity occurred farther offshore. In Virginia, areas adjacent to fish factories tended to be heavily fished. Recent regulatory initiatives in various coastal states threaten the Atlantic menhaden fleet's access to traditional nearshore fishing grounds. (PDF file contains 26 pages.)

ENGLISH:Length-frequency samples of yellowfin tuna from 276 individual purse-seine sets were examined. Evidence of schooling by size is presented. Yellowfin schooled with skipjack are smaller and more homogeneous in length than are yellowfin from pure schools. Yellowfin in schools associated with porpoise appear to be more variable in size than yellowfin from other types of schools. No relationship was found between the tonnage of yellowfin in a school and the mean length of the yellowfin. Despite the tendency to school by size, the size variation within individual schools was judged to be enough to complicate greatly any program of regulation aimed at maximizing the yield-per-recruit through increasing the minimum size of yellowfin at first capture.

ENGLISH: These aspects of the schooling habits of the yellowfin and skipjack tuna may be investigated by means of the logbook records of the catches of individual sets of the nets of purse-seine vessels. For both purposes it must be assumed that a set is made, in each case, on a single school of fish. The study of school sizes based on these data requires the additional assumption either that the entire school is captured or that each set captures a constant fraction of the school upon which it is made. In this paper we report on the results of such investigations based on logbook records of the purse-seine fleet. Routine biostatistical port sampling data and landings records collected from the gulf menhaden purse seine fishery between 1974 and 1985 are updated. During most of the period, a total of 11 menhaden reduction plants operated in Mississippi and Louisiana, and the number of vessels in the purse seine fleet varied from 71 to 82. Total annual landings ranged from 447,100 metric tons in 1977 to the record landings for the fishery of 982,800 metric tons in 1984. Age-I and -2 gulf menhaden annually comprised almost 96% of the landings. Estimated total numbers of menhaden landed varied from 4,510.5 million in 1975 to 11,154.9 million in 1985. Annual mean lengths and weights of sampled fish-at-age showed lillie variation. Nominal or observed fishing effort gradually increased through Ihe 1970s and 1980s, reaching 655,800 vessel-ton-weeks in 1983. (PDF file contains 14 pages.)

This report summarizes (I) annual purse seine landings of Atlantic menhaden, Brevoortia tyrannus, for 1972-84, (2) estimated numbers of fish caught by fishing area. (3) estimates of nominal fishing effort and catch-per-unit-effort, (4) mean fish length and weight, and (5) major changes in the fishery. During the 1970s stock size and recruitment increased and the age composition broadened. reversing trends witnessed during the fishery's decline in the 1960s. Landings steadily improved and by 1980 the total coast wide landings exceeded 400,000 metric tons. Nevertheless, the character of the fishery changed considerably. Eleven reduction plants processed fish at seven ports in 1972, but in 1984 only eight plants operated at live ports. Beginning in the mid-1960s the center of fishing aclivity shifted from the Middle Atlantic area to the Chesapeake Bay area, which has continued to dominate the fishery in landings and effort through the 1970s and 1980s. During this period the average size and age of fish in the catches declined. (PDF file contains 30 pages.)

ENGLISH: The percentages of return of purse seine-tagged yellowfin and baitboat- tagged yellowfin and skipjack subjected to various combinations of treatments were tested statistically to determine the effects of the treatments. For yellowfin the precentages of return differed among sets or dates of release, and were higher for double-tagged fish, larger fish, and fish released soonest during each set. For skipjack the percentages of return differed among dates of release, and were higher for single-tagged fish and fish tagged in plastic-covered cradles. ENGLISH: The fishing power of the tuna purse-seine fleet of the eastern Pacific Ocean has increased since the early 1960's. Because the entire fleet seems to have adopted equipment and techniques to increase its efficiency in capturing tunas, traditional methods of adjusting catch rates to a reference vessel type of fixed efficiency to index tuna abundance from fishing success are inapplicable. Instead, a methodology for such adjustment based on a mathematical representation of purse seining activities is developed. Observed changes in efficiency in subprocesses of purse seining are then used to adjust catch rates when computing abundance histories for yellowfin and skipjack in large regions of the eastern Pacific Ocean. ENGLISH: A two-stage sampling design is used to estimate the variances of the numbers of yellowfin in different age groups caught in the eastern Pacific Ocean. For purse seiners, the primary sampling unit (n) is a brine well containing fish from a month-area stratum; the number of fish lengths (m) measured from each well are the secondary units. The fish cannot be selected at random from the wells because of practical limitations. The effects of different sampling methods and other factors on the reliability and precision of statistics derived from the length-frequency data were therefore examined. Modifications are recommended where necessary. Lengths of fish measured during the unloading of six test wells revealed two forms of inherent size stratification: 1) short-term disruptions of existing pattern of sizes, and 2) transition zones between long-term trends in sizes. To some degree, all wells exhibited cyclic changes in mean size and variance during unloading. In half of the wells, it was observed that size selection by the unloaders induced a change in mean size. As a result of stratification, the sequence of sizes removed from all wells was non-random, regardless of whether a well contained fish from a single set or from more than one set. The number of modal sizes in a well was not related to the number of sets. In an additional well composed of fish from several sets, an experiment on vertical mixing indicated that a representative sample of the contents may be restricted to the bottom half of the well. The contents of the test wells were used to generate 25 simulated wells and to compare the results of three sampling methods applied to them. The methods were: (1) random sampling (also used as a standard), (2) protracted sampling, in which the selection process was extended over a large portion of a well, and (3) measuring fish consecutively during removal from the well. Repeated sampling by each method and different combinations indicated that, because the principal source of size variation occurred among primary units, increasing n was the most effective way to reduce the variance estimates of both the age-group sizes and the total number of fish in the landings. Protracted sampling largely circumvented the effects of size stratification, and its performance was essentially comparable to that of random sampling. Sampling by this method is recommended. Consecutive-fish sampling produced more biased estimates with greater variances. Analysis of the 1988 length-frequency samples indicated that, for age groups that appear most frequently in the catch, a minimum sampling frequency of one primary unit in six for each month-area stratum would reduce the coefficients of variation (CV) of their size estimates to approximately 10 percent or less. Additional stratification of samples by set type, rather than month-area alone, further reduced the CV's of scarce age groups, such as the recruits, and potentially improved their accuracy. The CV's of recruitment estimates for completely-fished cohorts during the 198184 period were in the vicinity of 3 to 8 percent. Recruitment estimates and their variances were also relatively insensitive to changes in the individual quarterly catches and variances, respectively, of which they were composed. Information on bycatches of sharks collected by observers of the Inter-American Tropical Tuna Commission (IATTC) between 1993 and 2004 is presented in this data report. This report contains two sections. The first section summarizes information used by the staff of the IATTC to review and revise IATTC observers’ at-sea species identifications of Carcharhinus falciformis, C. limbatus, and C. longimanus. The revisions were based on 1) data collected on species-specific diagnostic characteristics as part of a special sampling program conducted between March 2000, and March 2001 and 2) a review of observers’ archival field notes for the 1993-2004 period. The second section summarizes the shark bycatches reported by IATTC observers between 1993 and 2004, incorporating the revisions of observers’ at-sea identifications. The IATTC-observed shark bycatch data are summarized as tables with annual tallies of observed bycatches and maps of the spatial distributions of the average bycatches per set and size compositions of the bycatches.

Skipjack (Katsuwonus pelamis), yellowfin (Thunnus albacares), and bigeye (Thunnus obesus) tunas are caught by purse-seine vessels in the eastern Pacific Ocean (EPO). Although there is no evidence to indicate that current levels of fishing-induced mortality will affect the sustainability of skipjack or yellowfin tunas, fishing mortality on juvenile (younger than 5 years of age) bigeye tuna has increased, and overall fishing mortality is greater than that necessary to produce the maximum sustainable yield of this species. We investigated whether time-area closures have the potential to reduce purse-seine bigeye catches without significantly reducing skipjack catches. Using catch and effort data for 1995–2002, we identified regions where the ratio of bigeye to skipjack tuna catches was high and applied simple closed-area models to investigate the possible benefits of time-area closures. We estimated that the most optimistic and operationally feasible 3-month closures, covering the equatorial region of the EPO during the third quarter of the year, could reduce bigeye catches by 11.5%, while reducing skipjack tuna catches by 4.3%. Because this level of bigeye tuna catch reduction is insufficient to address sustainability concerns, and larger and longer closures would reduce catches of this species signficantly, we recommend that future research be directed toward gear technology solutions because these have been successful in many other fisheries. In particular, because over 50% of purse-seine catches of bigeye tuna are taken in sets in which bigeye tuna are the dominant species, methods to allow the determination of the species composition of aggregations around floating objects may be important.

Size-related differences in power production and swim speed duration may contribute to the observed deficit of nursing calves in relation to lactating females killed in sets by tuna purse-seiners in the eastern tropical Pacific Ocean (ETP). Power production and swim-speed duration were estimated for northeastern spotted dolphins (Stenella attenuata), the species (neonate through adult) most often captured by the fishery. Power required by neonates to swim unassisted was 3.6 times that required of an adult to swim the same speed. Estimated unassisted burst speed for neonates is only about 3 m/s compared to about 6 m/s for adults. Estimated long-term sustainable speed is about 1 m/s for neonates compared to about 2.5 m/s for adults. Weight-specific power requirements decrease as dolphin calves increase in size, but power estimates for 2-year-old spotted dolphin calves are still about 40% higher than power estimates for adults, to maintain the same speed. These estimated differences between calves and adults are conservative because the calculations do not include accommodation for reduced aerobic capacity in dolphin calves compared to adults. Discrepancies in power production are probably ameliorated under normal circumstances by calves drafting next to their mothers, and by employing burst-coast or leap-burst-coast swimming, but the relatively high speeds associated with evasion behaviors during and after tuna sets likely diminish use of these energy-saving strategies by calves.

Through the mid 1990’s, the bait purse-seine fishery for Atlantic menhaden, Brevoortia tyrannus, in the Virginia portion of Chesapeake Bay was essentially undocumented. Beginning in 1995, captains of Virginia bait vessels maintained deck logs of their daily fishing activities; concurrently, we sampled the bait landings for size and age composition of the catch. Herein, we summarize 15 years (1995–2009) of data from the deck logbooks, including information on total bait landings by purse seine, proportion of fishing to nonfishing days, proportion of purse-seine sets assisted by spotter pilots, nominal fishing effort, median catches, and temporal and areal trends in catch. Age and size composition of the catch are described, as well as vessel and gear characteristics and disposition of the catch.

The U.S. tropical tuna purse seine fleet has fished the central-western Pacific Ocean under the South Pacific Tuna Treaty since 1988. The 1996 fishery was the poorest since the start ofthe Treaty. Fishing effort declined due to the financial collapse of a large fishing enterprise. Catches reached record lows for yellowfin tuna, Thunnus albacares, and skipjack tuna, Katsuwonus pelamis, and continued a declining trend that started in 1995. Catch rates also decreased to the lowest levels since 1991. Whether this declining trend in catch rates is due to reduced availability of fish caused by cyclic ocean environmental changes affecting vulnerability or to reduced abundance from excessive fishing pressure is not yet known and needs to be assessed.
