This article discusses, in general matters, the economic and social motivations, the organization and development of the program Minha Casa Minha Vida, made in 2009, by Federal Government of Brazil. The objective of this work was to analyse the Brazilian economic and housing context, and the program relation with the Subprime international crisis, which has been started at United States in 2008, as well as analysing and discussing the logistics and the program accessibility. The MCMV program, part of the PAC – Programa de Aceleração do Crescimento – has the intention to combat the economic crisis that had been installed and also minimize the deficit housing of the country. From PAC's initial estimate, US$250 Bi, it has been spent US$129 Bi and it has already been approved more than US$125 Bi designated for the second stage of the program, whose the estimate of PAC2 is about one trillion and a half of brazilian reais. One million homes were built between 2009 and 2012, and the goal for 2014 is two million and a half of new residences. If comparing the current program with the oldest programs, progress were observed ,however, problems and inconsistences are clearly seen: in the real concernment, the truly beneficiary, and contradiction between a social and economic program to urban demands, among other situational factors. It’s also evident, the incentivation for a new residential and closed neighbourhoods, thereby adding to the fragmentation of the urban space, beyond of the exclusion socioespacial caused financing of residences in farest allotments. The capitalist production of the space it’s clearly thriving in analysis of thisfinancing package of the urban habitation, where the biggest glebas rise between central neighbourhood and the newest generated suburb, they evidence the negligence of the authorities in well managing the space, not executing the application of urban instruments of planning the social function, and...

This paper has it is hypotesis on the government program “My Home, My Life” and the assumption that it is a public politic attached to the market logic of financialization of the housing. It is understood that this program encourage capital for the main constructors and incorporated of brazilian heritage elite. It also served as well to promote more rentability to international capital and intensified the sociospacial segregration process as real state speculation has been potencialized. This work aims to present and discuss the program contradictions that have been sustained on the speech of wide subsidy offer and habitance construcution for low income workers - month income until three minimum salaries. Documents have shown that in the first phase of the program, habitance construction for this sector of population corresponded only to 5,5% of total habitation deficit. Businessmen on residance civil construction and public politic representatives have confirmed that the program interests are linked to financial market logic.The real benefits are not for low income workers, but for real state agents through extraordinaty profits of land and the so called new medium workers class(worker class C).We will search for embasement on the country history through the different governments and housing policies, in value theory and the concept of land income to understand the financialization process of the housing. This work aims to analyze the limitations of recent Brazilian urban expansion and, more specifically, the housing policy for low-income population, focused on Minha Casa, Minha Vida in Campinas / SP . It is understood that this program aims to democratize access to housing for excluded populations in the property market, resulting in a right to the city. This policy is analyzed in the living space configuration from the point of view of socio-spatial segregation. To meet the flexibility of real estate developers, urban politic Campinas was subsumed by the entrepreneurship of housing production, was detached from the municipal planning and releasing ownership of urban land for the free flow of capital that circulated by the real estate market in the search for the appropriation of elevation of the ground rent . These processes are understood through intense confinement of poverty in areas that grow randomly deleted and the margin of urban rights

This work aims to present an analysis of the Minha Casa Minha Vida, proposed by Lula's government in 2009, highlighting their main impacts for the country in the period following the international financial crisis of 2008, in addition to demonstrating the perception of different inserted agents in context. We argue that the Program implementation was a strategy for the country to overcome the crisis, moving the economy to stimulate consumption, investment and job creation. This work also analyzes the Lula government, responsible for program implementation, and seeks to show its characteristic points that led to the success of the Minha Casa Minha Vida. Finally, we demonstrate that the 2008 crisis has a side still little explored, that goes beyond the economic data that generated and can be regarded as the mainstream economic thinking crisis

The housing issue in Brazil is'nt a recent problem and has been discussed, worked and questioned in the institutional framework, especially with regard to the critical considerations on the topic and urban problems involved. We as milestones in the Brazilian housing policy the National Housing Bank - BNH, 1964, the height of the military regime in Brazil, and the Minha Casa, Minha Vida, in 2009. Both have questions that approach and distance themselves regarding changes in the Brazilian housing policy, where we have the emergence of new forms of knowledge production and housing consumption. Thus we have a number of advances in ways of acquiring social housing, even at different times, it is characterized as capitalist forms of this issue. Thus the spatial process of housing developments arising from these programs reflect the change in space - time that they lay down, turning the urban space of the cities in this case the city of Presidente Prudente / SP

A política habitacional teve importante avanço na década de 2000, principalmente com a criação do Ministério das Cidades. A estruturação do Plano Nacional de Habitação ocasionou inclusão do tema na agenda governamental, permitindo a produção de habitação de interesse social voltada à população em situação vulnerável, através do Programa Minha Casa Minha Vida (PMCMV). Assim, a presente dissertação tem como objetivo compreender atributos de gestão social para a organização comunitária em empreendimentos da faixa 1 do Programa. Para tanto, realizou-se pesquisa quantitativa, por meio da aplicação de formulários, e qualitativa, por meio de grupo focal, ambos com beneficiários do Programa. No tocante aos resultados, observou-se debilidade do papel do Estado, caracterizado principalmente pelos frágeis Projetos Técnicos de Trabalho Social. Os elementos de gestão social igualmente foram frágeis, distanciando os empreendimentos de condições ideias de habitabilidade e convívio coletivo. A ausência de compreensão da relevância de bem-estar coletivo e a precariedade da esfera pública, conduzem ao afastamento da finalidade emancipatória da gestão social. Destacou-se, ainda, o papel de associações de moradores e de iniciativas de trabalho coletivo no atendimento de demandas sociais da comunidade.

A presente dissertação tem por objetivo a análise do Programa Minha Casa, Minha Vida no sentido de verificar se o mesmo é passível de ser aplicado em municípios com características diversas, tornando-se um instrumento útil para esses entes federativos, combatendo o déficit habitacional urbano. Inicialmente, é desenvolvida uma abordagem sobre a moradia e o reconhecido direito a esta, que tem residência nas ideias de direitos fundamentais e direitos humanos, buscando definir sua utilização como instrumento para alcançar um status de dignidade humana. A questão do déficit habitacional, de longa data como objeto de políticas públicas em habitação no país, é também abordada, coligindo-se a teoria do direito à moradia com a realidade do referido déficit, utilizando-se como exemplo histórico a cidade do Rio de Janeiro e procurando abordar o porquê da dificuldade em solucionar a questão da moradia para a população de baixa renda, abordando também a natureza da propriedade imobiliária e a influência do setor imobiliário. Continua-se com a abordagem do programa em bases teórica e técnica, descendo-se após a alguma análise de sua legislação, sem esquecer das bases legislativas e programáticas que o antecederam e com ele relacionados. O trabalho finaliza com três estudos de caso nos Municípios de Silva Jardim, Petrópolis e Rio de Janeiro, onde, pelos dados coligidos, verifica-se que nem todos conseguem a contento implementar o programa em seu território, mormente para a faixa de menor renda, bem como que o programa não deixa de sofrer a influência do setor imobiliário, influência esta que pode acabar determinando para onde a cidade crescerá. Também se verifica que a efetiva atuação do poder público municipal é imprescindível para que o programa se torne um instrumento útil no território da cidade.
