This report presents learnings, case studies, guidelines and resources for non-government organisations that are planning to implement shared or collaborative arrangements with other agencies. It summarises results from an evaluation of the implementation phase of the Multi-Tenant Service Centre (MTSC) Pilots Project, which was completed in June 2008. This evaluation shows that developing and implementing shared and collaborative arrangements is a complex process that presents many risks, challenges and barriers to success, but can have many potential benefits for non government organisations. As this report makes clear, there is no ‘one size fits all’ approach to this process. The MTSC Pilots Project was conducted by the Department of Communities (DoC), Queensland Government, as part of its Strengthening Non-Government Organisations strategy. The objective of the MTSC Pilots initiative was to co-locate separate service providers in an appropriately located centre, operating with effective and transparent management, which enabled service providers to improve client services. Three MTSC consortiums in Mackay, Caboolture and Toowoomba were selected as the pilots over a four year period from 2006 – 2010.

External stimulus/loading initiates adaptations within skeletal muscle. It has been previously found that the cervical area has the highest loading while performing flying maneuvers under +Gz. The first purpose of this study was to examine the neck muscle response to the physical environment associated with flight training, incorporating limited exposure to +Gz force, in a Pilatus PC-9 aircraft. The second purpose was to examine the short-term range of movement (ROM) response to flight training. Isometric cervical muscle strength and ROM was monitored in 9 RAAF pilots completing an 8-mo flight-training course at Pearce Airbase in Western Australia, and in 10 controls matched for gender, age, height, and weight. Isometric cervical muscle strength and ROM were measured at baseline and at 8 mo using the multi-cervical rehabilitation unit (Hanoun Medical, Downsview, Ontario, Canada). Results indicated that an increase in pilot neck strength was limited to flexion while in a neutral position. No strength changes were recorded in any other site in the pilots or for the controls. These findings suggest that short-term exposure to the physical environment associated with flight training had a limited significant effect on increasing isometric cervical muscle strength. No significant changes were observed in pilot ROM, indicating that short-term exposure to flight does not effect ROM.

HYPOTHESIS Bone is a metabolically active tissue which responds to high strain loading. The purpose of this study was to examine the bone response to high +Gz force loading generated during high performance flying. METHODS The bone response to +Gz force loading was monitored in 10 high performance RAAF pilots and 10 gender-, age-, height-, weight-matched control subjects. The pilots were stationed at the RAAF base at Pearce, Western Australia, all completing the 1-yr flight training course. The pilots flew the Pilatus PC-9 aircraft, routinely sustaining between 2.0 and 6.0 +Gz. Bone mineral density (BMD) and bone mineral content (BMC) were measured at baseline and 12 mo, using the Hologic QDR 2000+ bone densitometer. RESULTS After controlling for change in total body weight and fat mass, the pilots experienced a significant increase in BMD and BMC for thoracic spine, pelvis, and total body, in the magnitude of 11.0%, 4.9%, and 3.7%, respectively. However, no significant changes in bone mineral were observed in the pilots lumbar spine, arms or legs. The control group experienced a significant decrease in pelvic BMC, with no other bone mineral changes observed at any site. CONCLUSIONS These findings suggest that site specific BMD is increased in response to high +Gz forces generated during high performance flying in a PC-9.

While an overwhelming majority of sub-Saharan African countries exhibit serious weaknesses in statistics pertaining to crop and livestock sectors, the deficiencies in terms of nationally representative data on the fishery sector are even more acute. The very little data available on the sector are essentially derived from case studies of selected fisheries, and the limited nationally representative data available are generally derived from a few questions included in the livestock section of household surveys. These do not permit the detailed characterization of the fishery production systems. As a consequence in many countries the decision-makers and planners lack the most basic information about the role and importance of the fisheries sector to their national economy. As part of an initiative called the Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) project, a collaboration was developed between the World Bank and the WorldFish Center to address this situation. This report provides detail on pilot testing of a fisheries module for living standards measurement surveys.

Mrs. Rungeling will be accompanied by Beverly Belfry of St. Catharines and wife of a Thompson Products executive. Thompson Products is also sponsoring Mrs. Rungeling's flight and a representative, Mr. Stauffer, of Thompson Products, states "It is encouraging to see the international air race grow as it has done...This year's list of 21 probable entries compares with eight in last year's race".

L’infonuage est un nouveau paradigme de services informatiques disponibles à la demande qui a connu une croissance fulgurante au cours de ces dix dernières années. Le fournisseur du modèle de déploiement public des services infonuagiques décrit le service à fournir, le prix, les pénalités en cas de violation des spécifications à travers un document. Ce document s’appelle le contrat de niveau de service (SLA). La signature de ce contrat par le client et le fournisseur scelle la garantie de la qualité de service à recevoir. Ceci impose au fournisseur de gérer efficacement ses ressources afin de respecter ses engagements. Malheureusement, la violation des spécifications du SLA se révèle courante, généralement en raison de l’incertitude sur le comportement du client qui peut produire un nombre variable de requêtes vu que les ressources lui semblent illimitées. Ce comportement peut, dans un premier temps, avoir un impact direct sur la disponibilité du service. Dans un second temps, des violations à répétition risquent d'influer sur le niveau de confiance du fournisseur et sur sa réputation à respecter ses engagements. Pour faire face à ces problèmes, nous avons proposé un cadre d’applications piloté par réseau bayésien qui permet, premièrement, de classifier les fournisseurs dans un répertoire en fonction de leur niveau de confiance. Celui-ci peut être géré par une entité tierce. Un client va choisir un fournisseur dans ce répertoire avant de commencer à négocier le SLA. Deuxièmement, nous avons développé une ontologie probabiliste basée sur un réseau bayésien à entités multiples pouvant tenir compte de l’incertitude et anticiper les violations par inférence. Cette ontologie permet de faire des prédictions afin de prévenir des violations en se basant sur les données historiques comme base de connaissances. Les résultats obtenus montrent l’efficacité de l’ontologie probabiliste pour la prédiction de violation dans l’ensemble des paramètres SLA appliqués dans un environnement infonuagique.

The United States Air Force School of Aerospace Medicine (USAFSAM) and Aeromedical Consult Service (ACS) have developed waiver criteria for pilots with subtle substandard depth perception. This is to allow United States Air Force (USAF) pilots with mild depth perception deficiency to continue flying duties while limiting the risk to flight safety and ensuring the availability of costly human resources. From 1999 to 2005, 166 aviators were given waivers for intermittent monofixation syndrome (IMFS). Of these, 96 were student pilots who performed slightly worse at stereoptic dependent flight maneuvers than student pilots (8,907) with normal depth perception (Lowry, 2006).^ This study's purpose is to evaluate the performance of the extended-trail maneuver, a non-stereoptic dependent flying maneuver, as executed by a cohort of 12 United States Air Force student pilots with intermittent monofixation syndrome versus the cohort of 100 student pilots with normal depth perception. These subjects are extracted from the cohorts examined by Lowry (2006) and the null hypothesis predicts no statistical difference in the performance of the non-stereoptic dependant flight maneuver extended-trail between student pilots with intermittent monofixation syndrome and those without the condition. ^
