Atualmente, as estratégias que as empresas optam por seguir para a maximização de recursos materiais e humanos, podem representar a diferença entre o sucesso e o fracasso. A seleção de fornecedores é um fator bastante crítico para o desempenho da empresa compradora, sendo por vezes necessária a resolução de problemas que apresentam um elevado grau de complexidade. A escolha dos métodos a ser utilizados e a eleição dos critérios mais relevantes foi feito com base no estudo de diversos autores e nas repostas obtidas a um inquérito online difundido por uma amostra de empresas portuguesas, criado especificamente para compreender quais os fatores que mais peso tinham nas decisões de escolha de parceiros. Além disso, os resultados adquiridos desta forma foram utilizados para conceder mais precisão às ponderações efetuadas na ferramenta de seleção, na escolha dos melhores fornecedores introduzidos pelos utilizadores da mesma. Muitos estudos literários propõem o uso de métodos para simplificar a tarefa de seleção de fornecedores. Esta dissertação aplica o estudo realizado nos métodos de seleção, nomeadamente o Simple Multi-Attribute Rating Technique (SMART) e Analytic Hierarchy Process (AHP), necessários para o desenvolvimento de uma ferramenta de software online que permitia, a qualquer empresa nacional, obter uma classificação para os seus fornecedores perante um conjunto de critérios e subcritérios.

Este trabalho trata da logística envolvida em operações de resposta a desastres, com foco na entrega final de suprimentos destinados a ajudar vítimas. Seu propósito é investigar os objetivos pertinentes ao planejamento do transporte da carga e encontrar uma metodologia para definir estratégia que sirva à tomada de decisão em campo. Para tanto, primeiramente identifica-se os objetivos adotados em modelos de Pesquisa Operacional para a tarefa em questão, através da análise de conteúdo das publicações pertinentes. Então, a abordagem do Pensamento Focado em Valores é utilizada para estruturar o problema. Finalmente, o método Simple Multi-Attribute Rating Technique Exploiting Ranks (SMARTER) é empregado na construção de um modelo de Análise da Decisão Multicritério (ADM), com consulta a um profissional experiente da área humanitária e aproveitando a análise da literatura previamente realizada. Neste processo, são elaboradas e avaliadas seis alternativas para a tomada de decisão condizentes com os valores da comunidade humanitária. Os resultados obtidos mostram que existe incompatibilidade entre os critérios de desempenho identificados nas publicações existentes e os objetivos perseguidos pelo Tomador da Decisão (TD) real. De acordo com o modelo construído, o atendimento de prioridades e a manutenção da sustentabilidade da operação são os objetivos que devem ser levados em conta para planejar a entrega de carga em pós-desastre, sendo que o custo e a equidade da distribuição não devem ser considerados. Conclui-se que o método adotado é útil à definição destes critérios e também ao desenvolvimento de estratégias que resultem em distribuições de ajuda melhores, aos olhos do próprio TD. Desta forma, ressalta-se que este trabalho contribui à área da Logística Humanitária com a investigação dos objetivos, assim como ao campo da ADM pela formalização dos processos de elaboração de alternativas, além da adição de mais uma aplicação possível ao repertório do método SMARTER.

The problem of selecting suppliers/partners is a crucial and important part in the process of decision making for companies that intend to perform competitively in their area of activity. The selection of supplier/partner is a time and resource-consuming task that involves data collection and a careful analysis of the factors that can positively or negatively influence the choice. Nevertheless it is a critical process that affects significantly the operational performance of each company. In this work, trough the literature review, there were identified five broad suppliers selection criteria: Quality, Financial, Synergies, Cost, and Production System. Within these criteria, it was also included five sub-criteria. Thereafter, a survey was elaborated and companies were contacted in order to answer which factors have more relevance in their decisions to choose the suppliers. Interpreted the results and processed the data, it was adopted a model of linear weighting to reflect the importance of each factor. The model has a hierarchical structure and can be applied with the Analytic Hierarchy Process (AHP) method or Simple Multi-Attribute Rating Technique (SMART). The result of the research undertaken by the authors is a reference model that represents a decision making support for the suppliers/partners selection process.

The main objective of this work is to present an alternative boundary element method (BEM) formulation for the static analysis of three-dimensional non-homogeneous isotropic solids. These problems can be solved using the classical boundary element formulation, analyzing each subregion separately and then joining them together by introducing equilibrium and displacements compatibility. Establishing relations between the displacement fundamental solutions of the different domains, the alternative technique proposed in this paper allows analyzing all the domains as one unique solid, not requiring equilibrium or compatibility equations. This formulation also leads to a smaller system of equations when compared to the usual subregion technique, and the results obtained are even more accurate. (C) 2008 Elsevier Ltd. Urban regeneration is more and more a “universal issue” and a crucial factor in the new trends of urban planning. It is no longer only an area of study and research; it became part of new urban and housing policies. Urban regeneration involves complex decisions as a consequence of the multiple dimensions of the problems that include special technical requirements, safety concerns, socio-economic, environmental, aesthetic, and political impacts, among others. This multi-dimensional nature of urban regeneration projects and their large capital investments justify the development and use of state-of-the-art decision support methodologies to assist decision makers. This research focuses on the development of a multi-attribute approach for the evaluation of building conservation status in urban regeneration projects, thus supporting decision makers in their analysis of the problem and in the definition of strategies and priorities of intervention. The methods presented can be embedded into a Geographical Information System for visualization of results. A real-world case study was used to test the methodology, whose results are also presented.

Several studies have reported high performance of simple decision heuristics multi-attribute decision making. In this paper, we focus on situations where attributes are binary and analyze the performance of Deterministic-Elimination-By-Aspects (DEBA) and similar decision heuristics. We consider non-increasing weights and two probabilistic models for the attribute values: one where attribute values are independent Bernoulli randomvariables; the other one where they are binary random variables with inter-attribute positive correlations. Using these models, we show that good performance of DEBA is explained by the presence of cumulative as opposed to simple dominance. We therefore introduce the concepts of cumulative dominance compliance and fully cumulative dominance compliance and show that DEBA satisfies those properties. We derive a lower bound with which cumulative dominance compliant heuristics will choose a best alternative and show that, even with many attributes, this is not small. We also derive an upper bound for the expected loss of fully cumulative compliance heuristics and show that this is moderateeven when the number of attributes is large. Both bounds are independent of the values ofthe weights.

Le Problème de Tournées de Véhicules (PTV) est une clé importante pour gérér efficacement des systèmes logistiques, ce qui peut entraîner une amélioration du niveau de satisfaction de la clientèle. Ceci est fait en servant plus de clients dans un temps plus court. En terme général, il implique la planification des tournées d'une flotte de véhicules de capacité donnée basée à un ou plusieurs dépôts. Le but est de livrer ou collecter une certain quantité de marchandises à un ensemble des clients géographiquement dispersés, tout en respectant les contraintes de capacité des véhicules. Le PTV, comme classe de problèmes d'optimisation discrète et de grande complexité, a été étudié par de nombreux au cours des dernières décennies. Étant donné son importance pratique, des chercheurs dans les domaines de l'informatique, de la recherche opérationnelle et du génie industrielle ont mis au point des algorithmes très efficaces, de nature exacte ou heuristique, pour faire face aux différents types du PTV. Toutefois, les approches proposées pour le PTV ont souvent été accusées d'être trop concentrées sur des versions simplistes des problèmes de tournées de véhicules rencontrés dans des applications réelles. Par conséquent, les chercheurs sont récemment tournés vers des variantes du PTV qui auparavant étaient considérées trop difficiles à résoudre. Ces variantes incluent les attributs et les contraintes complexes observés dans les cas réels et fournissent des solutions qui sont exécutables dans la pratique. Ces extensions du PTV s'appellent Problème de Tournées de Véhicules Multi-Attributs (PTVMA). Le but principal de cette thèse est d'étudier les différents aspects pratiques de trois types de problèmes de tournées de véhicules multi-attributs qui seront modélisés dans celle-ci. En plus, puisque pour le PTV, comme pour la plupart des problèmes NP-complets, il est difficile de résoudre des instances de grande taille de façon optimale et dans un temps d'exécution raisonnable, nous nous tournons vers des méthodes approcheés à base d’heuristiques.

The main objectives of this paper are to: firstly, identify key issues related to sustainable intelligent buildings (environmental, social, economic and technological factors); develop a conceptual model for the selection of the appropriate KPIs; secondly, test critically stakeholder's perceptions and values of selected KPIs intelligent buildings; and thirdly develop a new model for measuring the level of sustainability for sustainable intelligent buildings. This paper uses a consensus-based model (Sustainable Built Environment Tool- SuBETool), which is analysed using the analytical hierarchical process (AHP) for multi-criteria decision-making. The use of the multi-attribute model for priority setting in the sustainability assessment of intelligent buildings is introduced. The paper commences by reviewing the literature on sustainable intelligent buildings research and presents a pilot-study investigating the problems of complexity and subjectivity. This study is based upon a survey perceptions held by selected stakeholders and the value they attribute to selected KPIs. It is argued that the benefit of the new proposed model (SuBETool) is a ‘tool’ for ‘comparative’ rather than an absolute measurement. It has the potential to provide useful lessons from current sustainability assessment methods for strategic future of sustainable intelligent buildings in order to improve a building's performance and to deliver objective outcomes. Findings of this survey enrich the field of intelligent buildings in two ways. Firstly, it gives a detailed insight into the selection of sustainable building indicators, as well as their degree of importance. Secondly, it tesst critically stakeholder's perceptions and values of selected KPIs intelligent buildings. It is concluded that the priority levels for selected criteria is largely dependent on the integrated design team, which includes the client, architects, engineers and facilities managers.

Decision strategies in multi-attribute Choice Experiments are investigated using eye-tracking. The visual attention towards, and attendance of, attributes is examined. Stated attendance is found to diverge substantively from visual attendance of attributes. However, stated and visual attendance are shown to be informative, non-overlapping sources of information about respondent utility functions when incorporated into model estimation. Eye-tracking also reveals systematic nonattendance of attributes only by a minority of respondents. Most respondents visually attend most attributes most of the time. We find no compelling evidence that the level of attention is related to respondent certainty, or that higher or lower value attributes receive more or less attention

Currently researchers in the field of personalized recommendations bear little consideration on users' interest differences in resource attributes although resource attribute is usually one of the most important factors in determining user preferences. To solve this problem, the paper builds an evaluation model of user interest based on resource multi-attributes, proposes a modified Pearson-Compatibility multi-attribute group decision-making algorithm, and introduces an algorithm to solve the recommendation problem of k-neighbor similar users. Considering the characteristics of collaborative filtering recommendation, the paper addresses the issues on the preference differences of similar users, incomplete values, and advanced converge of the algorithm. Thus the paper realizes multi-attribute collaborative filtering. Finally, the effectiveness of the algorithm is proved by an experiment of collaborative recommendation among multi-users based on virtual environment. The experimental results show that the algorithm has a high accuracy on predicting target users' attribute preferences and has a strong anti-interference ability on deviation and incomplete values.

Currently, multi-attribute auctions are becoming widespread awarding mechanisms for contracts in construction, and in these auctions, criteria other than price are taken into account for ranking bidder proposals. Therefore, being the lowest-price bidder is no longer a guarantee of being awarded, thus increasing the importance of measuring any bidder’s performance when not only the first position (lowest price) matters. Modeling position performance allows a tender manager to calculate the probability curves related to the more likely positions to be occupied by any bidder who enters a competitive auction irrespective of the actual number of future participating bidders. This paper details a practical methodology based on simple statistical calculations for modeling the performance of a single bidder or a group of bidders, constituting a useful resource for analyzing one’s own success while benchmarking potential bidding competitors.

Embedded siloxane polymer waveguides have shown promising results for use in optical backplanes. They exhibit high temperature stability, low optical absorption, and require common processing techniques. A challenging aspect of this technology is out-of-plane coupling of the waveguides. A multi-software approach to modeling an optical vertical interconnect (via) is proposed. This approach utilizes the beam propagation method to generate varied modal field distribution structures which are then propagated through a via model using the angular spectrum propagation technique. Simulation results show average losses between 2.5 and 4.5 dB for different initial input conditions. Certain configurations show losses of less than 3 dB and it is shown that in an input/output pair of vias, average losses per via may be lower than the targeted 3 dB.

Menorrhagia, or heavy menstrual bleeding (HMB), is a common gynaecological condition. As the aim of treatment is to improve women's wellbeing and quality of life (QoL), it is necessary to have effective ways to measure this. This study investigated the reliability and validity of the menorrhagia multi-attribute scale (MMAS), a menorrhagia-specific QoL instrument. Participants (n = 431) completed the MMAS and a battery of other tests as part of the baseline assessment of the ECLIPSE (Effectiveness and Cost-effectiveness of Levonorgestrel-containing Intrauterine system in Primary care against Standard trEatment for menorrhagia) trial. Analyses of their responses suggest that the MMAS has good measurement properties and is therefore an appropriate condition-specific instrument to measure the outcome of treatment for HMB. © 2011 The Authors BJOG An International Journal of Obstetrics and Gynaecology © 2011 RCOG.

Emergency managers are faced with critical evacuation decisions. These decisions must balance conflicting objectives as well as high levels of uncertainty. Multi-Attribute Utility Theory (MAUT) provides a framework through which objective trade-offs can be analyzed to make optimal evacuation decisions. This paper is the result of data gathered during the European Commission Project, Evacuation Responsiveness by Government Organizations (ERGO) and outlines a preliminary decision model for the evacuation decision. The illustrative model identifies levels of risk at which point evacuation actions should be taken by emergency managers in a storm surge scenario with forecasts at 12 and 9 hour intervals. The results illustrate how differences in forecast precision affect the optimal evacuation decision. Additional uses for this decision model are also discussed along with improvements to the model through future ERGO data-gathering.
