Marine Renewable Energy Conversion systems comprise wave energy and tidal stream converters as well as offshore-wind turbines for electrical generation. These technologies are currently at different stages of development but are mostly at the pre-commercial stage and require research to be undertaken at a series of scales along the path to commercialization. However each of these technologies also needs specific research infrastructures in order to conduct this research. The aim of the MARINET initiative is to coordinate research and development at all scales (small models through to prototype scales, from laboratories through to open sea tests) and to allow access for researchers and developers to infrastructures which are not available universally in Europe, including test facilities for components such as power take-off systems, grid integration, moorings and environmental monitoring so as to ensure a focusing of activities in this area. The initiative offers researchers and developers access to 45 research facilities as well as to the associated network of expertise at all scales in Offshore Marine Renewable Energy technology research and development. The aim of this paper is to present this MARINET initiative that was started in 2011, bringing together a network of 29 partners spread across twelve countries. Details of the MARINET Transnational Access (TA) program are presented, for which over 260 applications were received throughout the 5 official calls for proposals. In particular, statistics on applications and completed projects are presented which provide an overview of the global development progress of the different offshore renewable energy conversion technologies at a European level. It also provides a good overview of the current research activity, as well as evidence of the requirement for specialised research facilities, in this burgeoning field.

As advances in numerical modelling techniques support the increased confidence in predictions from computer simulations, the need remains to have experimental verification built into the design process. This paper outlines the experimental investigation carried out on a shielded vertical axis turbine in a marine environment. The experiments consist of performance measurements and the use of particle image velocimetry on a small scale device in a marine current flume. The results demonstrate that the performance of the device can be modelled numerically; in particular, the results show that the numerical model used can correctly predict the increase in performance with Reynolds number.

Technological advances in the marine renewable energy industry and increased clarity about the leasing and licensing process are fostering development proposals in both state and federal waters. The ocean is becoming more industrialized and competition among all marine space users is developing (Buck et al. 2004). More spatial competition can lead to conflict between ocean users themselves, and to tensions that spill over to include other stakeholders and the general public (McGrath 2004). Such conflict can wind up in litigation, which is costly and takes agency time and financial resources away from other priorities. As proposals for marine renewable energy developments are evaluated, too often decision-makers lack the tools and information to properly account for the cumulative effects and the tradeoffs associated with alternative human uses of the ocean. This paper highlights the nature of marine space conflicts associated with marine renewable energy literature highlights key issues for the growth of the marine renewable energy sector in the United States. El sector energético, en España en particular, y de forma similar en los principales países de Europa, cuenta con una significativa sobrecapacidad de generación, debido al rápido y significativo crecimiento de las energías renovables en los últimos diez años y la reducción de la demanda energética, como consecuencia de la crisis económica. Esta situación ha hecho que las centrales térmicas de generación de electricidad, y en concreto los ciclos combinados de gas, operen con un factor de utilización extremadamente bajo, del orden del 10%. Además de la reducción de ingresos, esto supone para las plantas trabajar continuamente fuera del punto de diseño, provocando una significativa pérdida de rendimiento y mayores costes de explotación. En este escenario, cualquier contribución que ayude a mejorar la eficiencia y la condición de los equipos, es positivamente considerada. La gestión de activos está ganando relevancia como un proceso multidisciplinar e integrado, tal y como refleja la reciente publicación de las normas ISO 55000:2014. Como proceso global e integrado, la gestión de activos requiere el manejo de diversos procesos y grandes volúmenes de información, incluso en tiempo real. Para ello es necesario utilizar tecnologías de la información y aplicaciones de software. Esta tesis desarrolla un concepto integrado de gestión de activos (Integrated Plant Management – IPM) aplicado a centrales de ciclo combinado y una metodología para estimar el beneficio aportado por el mismo. Debido a las incertidumbres asociadas a la estimación del beneficio, se ha optado por un análisis probabilístico coste-beneficio. Así mismo, el análisis cuantitativo se ha completado con una validación cualitativa del beneficio aportado por las tecnologías incorporadas al concepto de gestión integrada de activos, mediante una entrevista realizada a expertos del sector de generación de energía. Los resultados del análisis coste-beneficio son positivos, incluso en el desfavorable escenario con un factor de utilización de sólo el 10% y muy prometedores para factores de utilización por encima del 30%. ABSTRACT The energy sector particularly in Spain, and in a similar way in Europe, has a significant overcapacity due to the big growth of the renewable energies in the last ten years, and it is seriously affected by the demand decrease due to the economic crisis. That situation has forced the thermal plants and in particular, the combined cycles to operate with extremely low annual average capacity factors, very close to 10%. Apart from the incomes reduction, working in out-of-design conditions, means getting a worse performance and higher costs than expected. In this scenario, anything that can be done to improve the efficiency and the equipment condition is positively received. Asset Management, as a multidisciplinary and integrated process, is gaining prominence, reflected in the recent publication of the ISO 55000 series in 2014. Dealing Asset Management as a global, integrated process needs to manage several processes and significant volumes of information, also in real time, that requires information technologies and software applications to support it. This thesis proposes an integrated asset management concept (Integrated Plant Management-IPM) applied to combined cycle power plants and develops a methodology to assess the benefit that it can provide. Due to the difficulties in getting deterministic benefit estimation, a statistical approach has been adopted for the cot-benefit analysis. As well, the quantitative analysis has been completed with a qualitative validation of the technologies included in the IPM and their contribution to key power plant challenges by power generation sector experts. The cost- benefit analysis provides positive results even in the negative scenario of annual average capacity factor close to 10% and is promising for capacity factors over 30%.

One key step of the industrial development of a tidal energy device is the testing of scale prototype devices within a controlled laboratory environment. At present, there is no available experimental protocol which addresses in a quantitative manner the differences which can be expected between results obtained from the different types of facilities currently employed for this type of testing. As a consequence, where differences between results are found it has been difficult to confirm the extent to which these differences relate to the device performance or to the test facility type. In the present study, a comparative ”Round Robin” testing programme has been conducted as part of the EC FP VII MaRINET program in order to evaluate the impact of different experimental facilities on the test results. The aim of the trials was to test the same model tidal turbine in four different test facilities to explore the sensitivity of the results to the choice of facility. The facilities comprised two towing tanks, of very different size, and two circulating water channels. Performance assessments in terms of torque, drag and inflow speed showed very similar results in all facilities. However, expected differences between the different tank types (circulating and towing) were observed in the fluctuations of torque and drag measurements. The main facility parameters which can influence the behaviour of the turbine were identified; in particular the effect of blockage was shown to be significant in cases yielding for high thrust coefficients, even at relatively small blockage ratios.

O contínuo crescimento da população mundial aumenta a demanda e a competição por energia, colocando grande esforço sobre as fontes de energia não renováveis existentes. Devido a isso, políticas globais para geração de energias renováveis e menos poluentes estão sendo fortalecidas, além de promoverem o desenvolvimento de novas tecnologias. Várias formas de conversão de energia foram desenvolvidas no decorrer dos anos, com destaque para os conversores de energia das correntes a base de turbinas, que demonstram alta capacidade de conversão energética e já se encontram em funcionamento. O modelo tridimensional TELEMAC3D foi utilizado para a investigação dos processos hidrodinâmicos. Este modelo foi acoplado ao módulo de conversão de energia para as análises nos locais de maior viabilidade e conversão energética na Plataforma Continental do Sul do Brasil. A região de estudo demonstrou possuir duas regiões com alto potencial para a exploração da energias das correntes marinhas, entretanto a região mais viável para a instalação de conversores de corrente é a região norte delimitada entre o Farol da Conceição e o Farol da Solidão, podendo atingir potência média de 10kW=Dia, e alcançando valores integrados de 3:5MW=Ano. Através de uma análise da sazonalidade foram observados, durante a primavera os períodos mais energéticos em ambas as regiões estudadas. As maiores intensidades de conversão de energia foram estimadas com variabilidade temporal de 16 dias, demonstrando alta correlação com eventos associados à passagem de frentes meteorológicas na região. O sítio da região norte, com a presença de barreiras que representam a forma dos conversores, se destaca mantendo boa conversão durante os eventos de ótimo potencial energético. Esta melhora se deve ao efeito de intensificação do campo de correntes associado à presença da estrutura física que otimiza a eficiência do sítio. Não foram observadas diferenças significativas no padrão de variabilidade temporal das simulações estudadas, indicando que a presença das barreiras não induz grandes alterações no padrão temporal da conversão de energia nas escalas temporais analisadas neste trabalho. Os eventos de alta geração de energia foram relacionados a incidência de fortes ventos de quadrante sul e norte, indicando que pelo formato e disposição dos conversores, ventos de sudoeste e norte podem favorecer ótimos eventos de conversão de energia. As simulações dos sítios de conversão demonstraram alta capacidade de geração energética, com quatro eventos de extrema geração de energia. Entretanto, o sítio da região norte demonstrou eficiência superior a 59,39 GWh ao ano, equivalendo a 0.22% do consumo energético do estado do Rio Grande do Sul no ano de 2010.

As offshore windfarm (OWF) construction in the UK is progressing rapidly, monitoring of the economic and ecological effects of these developments is urgently needed. This is to enable both spatial planning and where necessary mitigation in an increasingly crowded marine environment. One approach to mitigation is co-location of OWFs and marine protected areas (MPAs). This systematic review has the objective to inform this co-location proposal and identify areas requiring further research. A limited number of studies addressing marine renewable energy structures and related artificial structures in coastal waters were found. The results of these studies display a change in species assemblages at artificial structures in comparison to naturally occurring habitats. An increase in hard substrata associated species, especially benthic bivalves, crustaceans and reef associated fish and a decrease in algae abundance were the dominant trends. Assemblages associated with complex concrete structures revealed greater similarity to natural hard substrata compared to those around steel structures. To consider marine renewable energy sites, especially large scale OWFs as MPAs, the dissimilar nature of assemblages on the structures themselves to natural communities should be considered. However positive effects were recorded on the abundance of commercially important crustacean species. This suggests potential for incorporation of OWFs as no fishing, or restricted activity zones within a wider MPA to aid fisheries augmentation. The limited available evidence highlights a requirement for significant further research involving long term monitoring at a variety of sites to better inform management options.

The MaRINET project aims to build a synergy in the European marine renewable energy development infrastructure network, involving a total of 28 partners across the union. Its scope extends from small to large scale testing, in both tank and field. The main activities of the project are to standardize test procedures, to provide centralized free access for European technology developers, and to innovate for improving test infrastructures and techniques.
This paper presents the work carried in this last part, which focuses on research objectives identified to be current challenges for industrial development. They are distributed in 6 topics. On the one hand are issues that concern directly one of the 3 types of energy scoped in the project: wave, tidal, and offshore wind energy. Two examples are the real time estimation of incident waves, and the measurement of turbulence in tidal flows. On the other hand, collaborative effort is drawn on aspects that are common to those technologies: electrical components, environmental monitoring, and dedicated moorings.

This paper reviews some recent results in motion control of marine vehicles using a technique called Interconnection and Damping Assignment Passivity-based Control (IDA-PBC). This approach to motion control exploits the fact that vehicle dynamics can be described in terms of energy storage, distribution, and dissipation, and that the stable equilibrium points of mechanical systems are those at which the potential energy attains a minima. The control forces are used to transform the closed-loop dynamics into a port-controlled Hamiltonian system with dissipation. This is achieved by shaping the energy-storing characteristics of the system, modifying its interconnection structure (how the energy is distributed), and injecting damping. The end result is that the closed-loop system presents a stable equilibrium (hopefully global) at the desired operating point. By forcing the closed-loop dynamics into a Hamiltonian form, the resulting total energy function of the system serves as a Lyapunov function that can be used to demonstrate stability. We consider the tracking and regulation of fully actuated unmanned underwater vehicles, its extension to under-actuated slender vehicles, and also manifold regulation of under-actuated surface vessels. The paper is concluded with an outlook on future research.

The main objective of this paper is the presentation of modelling solutions off loating devices that can be used for harnessing energy from ocean currents. It has been structured into three main parts. First, the growing current interest in marine renewable energy in general, and in extracting energy from currents in particular, is presented, showing the large number of solutions that are emerging and some of the most significant types. GESMEY generator is presented in second section. It is based on a new concept that has been patented by the Universidad Politécnica de Madrid and which is currently being developed through a collaborative agreement with the SOERMAR Foundation. The main feature of this generator is that on operation is fully submerged, and no other facilities are required to move to floating state for maintenance, which greatly increases its performance. Third part of the article is devoted to present the modelling and simulation challenges that arise in the development of devices for harnessing the energy of marine currents, along with some solutions which have been adopted within the frame of the GESMEY Project, making particular emphasis on the dynamics of the generator and its control

Arrays of tidal energy converters have the potential to provide clean renewable energy for future generations. Benthic communities may, however, be affected by changes in current speeds resulting from arrays of tidal converters located in areas characterised by strong currents. Current speed, together with bottom type and depth, strongly influence benthic community distributions; however the interaction of these factors in controlling benthic dynamics in high energy environments is poorly understood. The Strangford Lough Narrows, the location of SeaGen, the world’s first single full-scale, grid-compliant tidal energy extractor, is characterised by spatially heterogenous high current flows. A hydrodynamic model was used to select a range of benthic community study sites that had median flow velocities between 1.5–2.4 m/s in a depth range of 25–30 m. 25 sites were sampled for macrobenthic community structure using drop down video survey to test the sensitivity of the distribution of benthic communities to changes in the flow field. A diverse range of species were recorded which were consistent with those for high current flow environments and corresponding to very tide-swept faunal communities in the EUNIS classification. However, over the velocity range investigated, no changes in benthic communities were observed. This suggested that the high physical disturbance associated with the high current flows in the Strangford Narrows reflected the opportunistic nature of the benthic species present with individuals being continuously and randomly affected by turbulent forces and physical damage. It is concluded that during operation, the removal of energy by marine tidal energy arrays in the far-field is unlikely to have a significant effect on benthic communities in high flow environments. The results are of major significance to developers and regulators in the tidal energy industry when considering the environmental impacts for site licences.
