Peu de personnes se rappellent de la présence de la France en Inde. Quelques parties de l’Inde sont restées françaises jusqu’en 1954. À cette date, l’Inde française, consistant de quatre petits établissements (Pondichéry, Yanaon, Karikal et Mahé), était en pleine décadence et éclipsée par d’autres colonies françaises, plus grandes, plus lucratives et plus importantes pour la Métropole. L’Indochine et l’Algérie ne sont que deux exemples. Toutefois, les Français n’étaient pas disposés à abandonner leurs possessions en Inde sans résistance. Le présent mémoire cherche à expliquer la valeur des possessions françaises en Inde et les raisons de la fin de la tutelle française. Le titre du mémoire indique qu’un certain changement a eu lieu dans la politique française vis-à-vis de ses possessions en Inde. L’étude commence par un résumé de la situation politique et économique de l’Inde française depuis la fin de la dernière occupation anglaise en 1814 jusqu’à la fin de la Première Guerre mondiale. L’année 1920 est choisie comme point de départ de la période visée par le mémoire. Portant sur les années 1920, le premier chapitre examine l’hégémonie du parti Gaebelé qui a eu toutes les caractéristiques d’une dictature. Indifférentes à la vie politique de l’Inde française, les autorités métropolitaines étaient surtout attirées par le commerce que la colonie offrait dans la production de tissus et l’exportation d’arachides. Après la chute du parti Gaebelé, l’Inde française a été plongée dans une longue période d’agitation, un thème clé du deuxième chapitre sur les années 1930. Inconscientes de la réalité politique, les autorités métropolitaines ont toujours accordé la priorité au commerce. Durant les années 1940, l’Inde française n’a jamais arrêté de se rapprocher de l’Inde britannique. Ce rapprochement a aussi persisté lorsque l’Inde britannique est devenue l’Union indienne en 1947. Soudainement, les Français ont senti le besoin de réaffirmer leur position d’autorité en Inde française. Le commerce est passé au second plan au profit d’une série de réformes politiques. Toutefois, ce brusque changement de politique fut trop tardif. Le quatrième chapitre, centré surtout sur la période de 1950 à 1954 et vu à travers l’exemple d’Édouard Goubert, a souligné la méconnaissance des autorités métropolitaines des réalités qui confrontaient l’Inde française. Lorsque Goubert a cessé de servir comme porte-parole et principal allié du gouvernement français en Inde, les possessions françaises en Inde furent rattachées une par une à l’Union indienne. Rétrospectivement, les faits économiques, vitaux pour le début du mémoire, sont quasiment absents de deux derniers chapitres. Se retrouvant face à la menace de perdre leurs possessions en Inde, les Français ont compris que l’Inde française était précieuse pour des raisons autres que le commerce. Un accent particulier fut mis pour souligner ces avantages culturels et politiques. De petite taille, les possessions françaises étaient importantes pour l’ordre et la stabilité dans les autres colonies de l’Empire. Parallèlement, elles représentaient des points d’appui pour l’expansion de la culture française dans l’immense sous-continent indien.

The effect of pH on the fluorescence efficiency of fluorescein is evaluated using thermal lens technique. Fluorescence efficiency increases as the sample becomes more and more alkaline. But when fluorescein is mixed with rhodamine B fluorescence quenching of fluorescein takes place with the excitation of rhodamine B. The electronic energy transfer in this mixture is investigated using Optical Parametric Oscillator as the excitation source. The effect of pH on the efficiency of energy transfer in fluorescein–rhodamine B mixture is presented.

The Union Territory of Pondicherry prior to its merger with the Indian Union was a French Colony. The erstwhile territory of Pondicherry along with its hamlets, namely, KARAIKKAL, MAHE and YANAM was administered by the French Regime. Before it was established by French in 1 6 74 A.D. it was part of Vijayanagara Empire. Prior to this, Pondicherry was a part of the Kingdom of Chola and Pallava Kings. During French Regime, the laws which were in force in France in relation to administration of civil and criminal justice were extended to the erstwhile Territory of Pondicherry. Thus while Pondicherry stood influenced by the Inquisitorial system since the beginning of the 18th century, the neighboring states forming part of the Indian Union since Independence came under the Influence of the British system, viz. accusatorial system. The territory of Pondicherry, for administrative reasons, came to be merged with the Indian Union in the early 60's. Following the merger, the Indian administration sought to extent its own laws from time to time replacing erstwhile French Laws, however, subject to certain savings. Thus the transitional period witnessed consequential changes in the administration of the territory, including the sphere of judicial system. Since I 963, the Union Territory of Pondicherry was brought under the spell of the Indian Legal System The people in Pondicherry ' thus have had the benefit of experiencing both the svstems. Their experiences will be of much help to those who undertake comparative studies in law. The plus and minus points of the respective systems help one to develop a detachment that helps independent evaluation of the svstents. The result of these studies could be relevant in revitalising our criminal systems.The present system is evaluated in the light of the past system. New dimensions are added by way' of an empirical study also.

El traumatismo craneoencefálico, es la epidemia silenciosa de nuestra época, que genera gastos en salud, en países como Estados Unidos, cercanos a los 60 billones de dólares anuales, y cerca de 400 billones en rehabilitación de los discapacitados. El pilar del manejo médico del trauma craneoencefálico moderado o severo, es la osmoterapia, principalmente con sustancias como el manitol y las soluciones hipertónicas. Se realizó la revisión de 14 bases de datos, encontrando 4657754 artículos, quedando al final 40 artículos después de un análisis exhaustivo, que se relacionaban con el manejo de la hipertensión endocraneana y terapia osmótica. Resultados: Se compararon diferentes estudios, encontrando gran variabilidad estos, sin homogenización en los análisis estadísticos, y la poca rigurosidad no permitieron, la recolección de datos y la comparación entre los diferentes estudios, no permitió realizar el meta-análisis y por esto se decidió la realización de una revisión sistemática de la literatura. Se evidenció principalmente tres cosas: la primera es la poca rigurosidad con la que se realizan los estudios clínicos; la segunda, es que aún falta mucha más investigación principalmente, la presencia de estudios clínicos aleatorizados multicéntricos, que logren dar una sólida evidencia y que genere validez científica que se requiere, a pesar de la evidencia clara en la práctica clínica; la tercera es la seguridad para su uso, con poca presencia de complicaciones para las soluciones salinas hipertónicas.

The accidental introduction of the spiralling whitefly, Aleurodicus dispersus Russell (Homoptera: Aleyrodidae) to Seychelles in late 2003 is exploited during early 2005 to study interactions between A. dispersus, native and exotic host plants and their associated arthropod fauna. The numbers of A. dispersus egg spirals and pupae, predator and herbivore taxa were recorded for eight related native/exotic pairs of host plants found on Mahe, the largest island in Seychelles. Our data revealed no significant difference in herbivore density (excluding A. dispersus) between related native and exotic plants, which suggests that the exotic plants do not benefit from 'enemy release'. There were also no differences in predator density, or combined species richness between native and exotic plants. Together these data suggest that 'biotic resistance' to invasion is also unlikely. Despite the apparent lack of differences in community structure significantly fewer A. dispersus egg spirals and pupae were found on the native plants than on the exotic plants. Additional data on A. dispersus density were collected on Cousin Island, a managed nature reserve in which exotic plants are carefully controlled. Significantly higher densities of A. dispersus were observed on Mahe, where exotic plants are abundant, than on Cousin. These data suggest that the rapid invasion of Seychelles by A. dispersus may largely be due to the high proportion of plant species that are both exotic and hosts of A. dispersus; no support was found for either the 'enemy release' or the 'biotic resistance' hypotheses.

This paper summarizes the results of an intercomparison project with Earth System Models of Intermediate Complexity (EMICs) undertaken in support of the Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report (AR5). The focus is on long-term climate projections designed to 1) quantify the climate change commitment of different radiative forcing trajectories and 2) explore the extent to which climate change is reversible on human time scales. All commitment simulations follow the four representative concentration pathways (RCPs) and their extensions to year 2300. Most EMICs simulate substantial surface air temperature and thermosteric sea level rise commitment following stabilization of the atmospheric composition at year-2300 levels. The meridional overturning circulation (MOC) is weakened temporarily and recovers to near-preindustrial values in most models for RCPs 2.6-6.0. The MOC weakening is more persistent for RCP8.5. Elimination of anthropogenic CO2 emissions after 2300 results in slowly decreasing atmospheric CO2 concentrations. At year 3000 atmospheric CO2 is still at more than half its year-2300 level in all EMICs for RCPs 4.5-8.5. Surface air temperature remains constant or decreases slightly and thermosteric sea level rise continues for centuries after elimination of CO2 emissions in all EMICs. Restoration of atmospheric CO2 from RCP to preindustrial levels over 100-1000 years requires large artificial removal of CO2 from the atmosphere and does not result in the simultaneous return to preindustrial climate conditions, as surface air temperature and sea level response exhibit a substantial time lag relative to atmospheric CO2.

New geological and geophysical data on the Amirante Arc, which locates to the south of the Seychelles Islands, are presented. These data were obtained by Pacific Oceanological Institute during the 33-rd cruise of R/V Professor Bogorov in 1990. The Amirante Arc represents a seamount chain, which has submeridional strike and total length about 400 km. To the west of the Amirante Arc there are a deep sea trench and a back-arc basin, i.e. this area is characterized by structural elements associated with the subduction zone of Western Pacific type. According to our data the Amirante Arc is composed by tholeiites of ocean plateau type. This facts are evidences that the Amirante Arc differs from typical Pacific island arcs. This gives an opportunity to distinguish a special type of oceanic structures, i.e. non-volcanic (amagmatic) ridges. The Amirante Ridge has been probably formed as a result of oceanic crust heaping due to horizontal displacements of its blocks in the process of spreding ridge formation in the Indian Ocean during Cretaceous-Paleogene.

The data set provides calculated averages of mesaurements made at the sampling location and depth, calculated averages from climatologies (AMODIS, VGPM) and satellite products.

El proyecto de investigación arqueológica sobre el yacimiento ilicitano del Castellar d’Elx tiene como objetivo documentar, quizá, uno de los yacimientos arqueológicos más interesantes, controvertidos y olvidados que el panorama de la arqueología islámica puede ofrecer en la provincia de Alicante. La investigación ha sido impulsada por el Museo Arqueológico de Alicante (MARQ), con la participación de la Universidad de Alicante y el apoyo del Museo Arqueológico y de Historia de Elche (MAHE). Su objetivo primordial es la explicación histórica del asentamiento a la luz de los convulsos procesos de la formación de una sociedad islámica entre los siglos VIII y X, entre los que se sitúa la problemática de la localización del topónimo árabe al-‘Askar (el campamento), citado por el geógrafo oriental al-Ya’qûbi en su obra Kitab al-buldan, fechada a finales del siglo IX.
