The Localism Act 2011 created an opportunity for local communities to form Neighbourhood Forums and to prepare their own Neighbourhood Development Plans in urban and rural areas in England. Initial reactions suggested that, rather than leading to the development of more housing, these initiatives would confirm all the stereotypes of local residents blocking unwanted development in their defined neighbourhoods. However, neighbourhood plans need to be in general conformity with the Core Strategies of higher-tier plans and have to undergo an examination by an independent person appointed by government. This paper discusses the role and purpose of neighbourhood plans and the evidence base on which they are founded. It then reviews the ways in which housing strategies and evidence of need are reflected in a sample of plans which have been adopted to date. It concludes with an assessment of the broader impact of neighbourhood plans on the planning process.

However, neighbourhood plans need to be in general conformity with the core strategies of higher-tier plans and often make provision for more new homes than planned before 2011. This article discusses the role and purpose of neighbourhood plans, the evidence base on which they are founded and some of the legal challenges which have helped clarify procedures. It then identifies two types of plan based on the ways housing strategies and evidence of need are reflected in a sample of 10 plans which have been made to date. It concludes that the voluntary nature of localism to date tends to favour more rural and affluent areas and ends with an assessment of the impact of neighbourhood plans on the planning process. It suggests that the implications for spatial planning may be far-reaching.

A Budapesti Corvinus Egyetem kutatócsoportja által végzett kutatás során arra a kérdésre kerestük a választ, hogy a Nemzeti Fejlesztési Terv (NFT) és az Új Magyarország Fejlesztési Terv (ÚMFT) keretében létrehozott, kis- és középvállalatok számára kialakított gazdaságfejlesztési pályázatok milyen hatékonysággal működnek. Hogyan volt képes a rendszer beépíteni az NFT Gazdasági Versenyképesség Operatív Program (GVOP) tapasztalatait az ÚMFT Gazdaságfejlesztési Operatív Programba (GOP). Továbbá, hogy maguk a kis- és középvállalatok miként értékelik ezen kiírásokat és milyen javaslatokat tennének az ilyen típusú pályázatok "felhasználóbaráttá" tételéhez. A kutatás 2009 márciusától 2009 decemberéig tartott. A kéziratot 2010 áprilisában zártuk. / === / In a research group of the Corvinus University of Budapest we aimed to answer the questions of efficiency and effectiveness of the economic development grants of the National Development Plan (2004-2006) and the New Hungarian Development Plan (2007-13) with the focus of small and medium sized enterprises (SME's). We tried to highlight the results of learning by doing of the first National Development Plan and how this practice was built into the second development plan. An emphasis was placed on the opinion of the SME's, how they evaluate the grants and what are their proposals to make the grant system more "user friendly".

En la elaboración de los Planes de Desarrollo Comunal en Chile (PLADECOS), resulta vital la incorporación de la dimensión territorial, específicamente la identificación de territorios de planificación intracomunales en unidades que ostentan un alto grado de ruralidad, que aporten a la imagen objetivo nuevos elementos de juicio, considerándolo como fundamento básico del desarrollo y del ordenamiento de dicho espacio de administración local. Todo estudio de una Comuna debiera implicar una propuesta del ordenamiento del territorio, orientando a la vez, una posibilidad de acción. De allí que se insista en la necesidad de conocer el territorio que habitamos para ordenarlo y usarlo racionalmente, siendo en esta acción donde el sentido aplicado de la Geografía se manifiesta con claridad, orientando a los planificadores y autoridades políticas en la planificación que, en el caso chileno estuvo ausente por muchas décadas. Se indican los fundamentos metodológicos para establecer los territorios de Planificación a nivel comunal y algunos resultados preliminares, tomando como ejemplo la Comuna de Quillón, en la VIII Región del país, provincia chilena de Ñuble. Para analizar el Territorio de cada comuna, en la complejidad de sus variables y sistemas se utilizará una adaptación de la metodología propuesta por Domingo Gómez Orea, en sus enfoques teóricos del Ordenamiento Territorial y de la Planificación rural, además de la metodología colombiana para elaborar los Planes en ese país. Se desarrollaron pasos y elementos como diagnóstico integral del territorio, evaluación del mismo, propuestas Territorios de Planificación y validación de las mismas por los actores sociales, para finalmente establecer los lineamientos estratégicos para los Territorios. Si se realizan acciones para superar la falta de integración de los sectores públicos y privados en el desarrollo comunal, Quillón se proyecta como una comuna de pequeña producción familiar campesina, asociada a un turismo rural que integre cultural, social y espacialmente la ciudad de Quillón con el resto del territorio comunal, asociando sus demandas con los diferentes territorios de planificación en conjunto.

There has been significant research into the impact of professional development (PD) on professional organisation and behaviour. PD has emerged in a diversity of forms in schools. Programs range form one hit seminars provided by an external consultant, through to a broad range of programmed development plans that integrate seminars; school based planning groups, action research, collaborative projects across schools, clusters and with critical friends, and mentoring. PD has been delivered to prompt school and teacher professional transformation or to support an ongoing development plan. PD is not uni-lateral and exists to support a very wide range of school and teacher development needs. The relevance and effectiveness of PD design and delivery is tied to the nature of the PD need and the context of provision. This paper reports an investigation into efficacy of various approaches to PD in Queensland schools. The research drew on responses to an online survey tool, focus groups and semi-structured interviews with PD coordinators, teachers, and school and district administrators to develop a model for effective PD planning that considers strategies for addressing current and future PD need and amelioration of barriers to PD effectiveness.

Urban development in the first decade of the 21st century has faced many challenges ranging from rapid to shrinking urbanisation, from emerging knowledge economy to global division of labour and from globalisation to climate change. Along with these challenges new concepts, such as essentialism, environmentalism and dematerialism, are emerged and started to influence the way urban development plans are prepared and visions for the development of cities are made. Beyond this, scholars, practitioners and decision-makers have also started to discuss the need for an new urban planning and development approach in order to achieve a development that is sustainable and knowledge-based. Limited successful examples of alternative planning and development approaches showcased potentials of moving towards a new plan-making mindset in the era of knowledge economy. This paper presents a new urban planning and development approach that is taking application ground in many parts of the globe, namely knowledge-based urban development. After providing the theoretical foundation and conceptual framework of knowledge-based urban development the paper discusses whether knowledge-based development of cities is a myth or a reality.

This study aims at identifying the existing and potential resources, as well as recognizing the hinderances, for community-based ecotourism development in the Taita Hills in south-eastern Kenya. The indigenous mountain rain forests on the hills are rich in biodiversity, but severely degraded because of encroachment caused by the dynamics of increased population, socio-politics and economics. The research problems are based on the hypothesis that there is no tourism in the Taita Hills generating income for the local economy and high population density combined with poverty creates a need for alternative employment opportunities as well as for sustainable ways of forest resource management. The data for this study was gathered during two field trips in Kenya, in January-February 2004 and 2005, as a part of the Taita Project within the Department of Geography at the University of Helsinki. The qualitative methods used consist of RRA and PRA techniques, in-depth interviews, a structured questionnaire and literature analysis as well as attendance on excursions and a workshop with conservation experts and officials. Four case areas in the Taita Hills are studied. The study concludes that alternative livelihoods are needed among the Taita Hills´ rural population and community-based ecotourism is seen as a way of bringing financial benefits for households as well as reviving the fading cultural traditions and indigenous knowledge about forest use. The governmental policies, district level development plans and some NGOs support ecotourism development. The Forest Act 2005 forms base for local participation in forest management. The unique natural features, the welcoming Taita-culture and the location in the coastal tourism circle favour Taita Hills. However, this kind of development has its risks, such as too rapid change of sorest usage level and the exposure of communities to an ecotourism treadmill process. The costbenefit ration of marketing for hard ecotourists is generally low and the tourism infrastructure needs upgrading in the Taita Hills. More tight collaboration is important between the different level stakeholders working for conservation and development. Community-based ecotourism in Taita Hills, when carefully planned and managed, could be one opportunity for Kenya to diversify its tourism product supply and for forestadjacent communities to gain tangible benefits on a sustainable basis from forests.
