Cette thèse porte sur les conflits entre centres et périphéries à l’intérieur des pays. Ces dernières années, de nombreux États ont vu l'émergence de régions ou territoires qui défient leurs «centres» politiques. Ces disputes peuvent atteindre divers degrés d'affrontement, en allant des simples divisions électorales à la sécession d'une périphérie rebelle. Pourquoi certaines régions défient-elles ouvertement leur centre, tandis que d'autres ne le font pas? Dans quelles conditions les différences entre le centre et les périphéries sont-elles maîtrisées et circonscrites, et quelles sont celles qui les exacerbent? La thèse cherche à répondre à ces questions en analysant les cas de la Bolivie et du Pérou. En Bolivie, pendant les années 2000, le conflit régional a donné lieu à un clivage entre centre et périphérie; au Pérou, malgré les similitudes avec la Bolivie, un clivage similaire ne s’est pas déployé. Pourquoi cette différence? La thèse répond à la question par une analyse historique comparée. Elle suggère que les conflits entre le centre et les périphéries doivent s’analyser à partir de la combinaison de deux dimensions. La première est l’absence ou la présence d’élites régionales qui, à partir d'organisations et de mises en discours qu'elles rendent légitimes, définissent et représentent les revendications de la région et négocient avec l'État central. La deuxième dimension renvoie aux conditions structurelles de la région, en particulier l'importance des ressources naturelles et la taille de sa population. La thèse développe une analyse historique de la façon dont les deux dimensions ont évolué en Bolivie et au Pérou au cours de la seconde moitié du XX siècle. Cette analyse permet d’expliquer la divergence entre les résultats dans chacun des cas, et de suggérer des réflexions plus générales sur les relations entre les centres et les périphéries.

A new species of treefrog is described from Chapada Diamantina in the central State of Bahia, Brazil. The new species is a member of the Bokermannohyla pseudopseudis group, characterized by its small to medium size, head as long as wide, snout short, rounded in dorsal view and nearly truncate in lateral view, eyes and tympanum large, and forearm and prepollex well developed. The new species can be distinguished from the other species of the B. pseudopseudis group by its voice and the shape of its head and snout. it is smaller than B. saxicola and B. pseudopseudis, and has a less developed forearm and prepollex than B. ibitiguara males. The tadpole and vocalizations are described and information on natural history is provided.

Beekeeping is recognized as promoter of assumptions and dimensions of sustainable development, supported by the triple bottle line – economic viability, social relevance and environmental prudence. Historically, it is strongly related with the central state of São Paulo. This work has as main objective to identify the profile of beekeeping in the this region, based on four municipalities (Araraquara, Descalvado, Rio Claro and São Carlos) in order to determine the main difficulties faced by beekeepersfor the sustainable development, pointing alternative interventions able to soften the effects of difficulties. It was used two different and complementary methodological strategies. The first one was a search with the databases (SEADE and IBGE) to obtain secondary data and quantitative regarding beekeeping in the region. The second one, it wasthrough field research with the beekeepers. The survey found that beekeeping in the region, presents an essentially familial and hereditary. Was also noticed the damage caused in the production, by limiting access to the region’s bee pastures and use of pesticides. In processing, it was found the extremely precarious conditions. At the institutional level, it was found the relative weakness of the beekeepers cooperatives, and the lack of support from local governments to consolidate activity.

A climatological characterization of storm properties during two summer seasons, viz. 1998-1999 and 1999-2000, based on observations from the Bauru S-band Doppler radar, was obtained from the TITAN Software of the National Center for Atmospheric Research (Boulder, Co), implemented at IPMet. Parameters, such as mean volume, mean area, mean and maximum echo tops, mean and maximum reflectivity, as well as speed and direction of precipitating systems were determined using the reflectivity >25, 30 and 40 dBZ and a volume >30 km3 as thresholds for storm identification. For the first time, the spatial distributions of these parameters were determined in the central State of São Paulo, based on radar observations. It was found that some preferential areas, where most of the convective activity was concentrated during the study period, were located along the Tietê River. The mean maximum reflectivity field has highlighted preferential regions for convection to develop over the metropolitan area of Campinas, which in turn was reinforced by the distribution of the echo tops and reflectivity >40 dBZ.

The Post-Fordist welfare state thesis locates contemporary social welfare change within a wider analysis of the transformation of capitalist accumulation regimes. Whilst this analysis is useful in directing attention to macro socio-economic change, it has for the most part contained three shortcomings. First, the Post-Fordist thesis has overemphasized the role of historical 'breaks' in the development of social welfare as it purportedly passes from Fordism to Post-Fordism. Second, the thesis has assumed a degree of convergence between welfare states as a result of global economic forces. In doing so, it has underemphasized the mediating impact of existing institutional arrangements within nations. Third, the thesis has assumed, rather than demonstrated, the specific changes which are alleged to be taking place in various fields of social welfare. As a consequence, aspects of continuity in social welfare have been neglected. These three lacunae are addressed through a comparative analysis of developments in the personal social services in Australia and Britain. Services to older people are employed as the specific context of comparison in relation to three dimensions of measuring transformation along a Post-Fordist trajectory: a shift from a unitary economy to a mixed economy of service provision; changes in the model of service delivery and consumption; and strengthening the governance function of the central state. This comparative analysis suggests the need for refinement of the Post-Fordist welfare state thesis concerning the restructuring of social welfare and its impact on the personal social services.

This report describes the Get Into Vocational Education (GIVE) pilot project run at Gladstone Central State School from September to December 2010. The report describes the aims, budget, and timeline of the project and its findings in relation to each of the three major objectives of the project, namely (a) build awareness of, interest in, and familiarity with trades as a future vocation and opportunity for advancement; (b) enhance literacy, numeracy and science knowledge and performance; and (c) provide motivation and engagement to stay on at school and build towards a productive future. The clear findings of the GIVE Gladstone Year 4 pilot project are that, for students at risk in terms of school attendance, engagement and learning: (1) awareness of trades, literacy, mathematics and science knowledge, and motivation and engagement all improve and, in most cases, dramatically improve, in the GIVE structure; (2) this improvement involves transfer to situations and concepts not directly addressed in the project; and (3) the crucial factor in the GIVE structure that gives the improvement is the integration of classroom work with trades experiences and not the classroom and trades experiences themselves (although it is better if these are good).

In Cambodia, water has a special purpose as a source of life and livelihoods. Along with agriculture, fishing and forest use, industry, hydropower, navigation and tourism compete for the water resources. When rights and responsibilities related to essential and movable water are unclear, conflicts emerge easily. Therefore, water management is needed in order to plan and control the use of water resources. The international context is characterized by the Mekong River that flows through six countries. All of the countries by the river have very different roles and interests already depending on their geographical location. At the same time, water is also a tool for cooperation and peace. Locally, the water resources and related livelihoods create base for well-being, for economical and human resources in particular. They in turn are essential for the local people to participate and defend their rights to water use. They also help to construct the resource base of the state administration. Cambodia is highly dependent on the Mekong River. However, Cambodia has a volatile history whose effects can be seen for example in population structure, once suspended public institutions and weakened trust in the society. Relatively stable conditions came to the country as late as in the 1990s, therefore Cambodia for example has a weak status within the Mekong countries. This Master s thesis forms international, national and local interest groups of water use and analyzes their power relations and resources to affect water management. The state is seen as the salient actor as it has the formal responsibility of the water resources and of the coordination between the actions of different levels. In terms of water use this study focuses on production, in management on planning and in power relations on the resources. Water resources of Cambodia are seen consisting of the Mekong River and Tonle Sap Lake and the time span of the study is between the years 1991 and 2006. The material consists of semi-structured interviews collected during summer 2006 in Finland and in Cambodia as well as of literature and earlier studies. The results of the study show that the central state has difficulties to coordinate the actions of different actors because of its resource deficit and internal conflicts. The lessons of history and the vested interests of the actors of the state make it difficult to plan and to strengthen legislation. It seems that the most needed resources at the central state level are intangible as at the village level instead, the tangible resources (fulfilling the basic needs) are primarily important. The local decision-making bodies, NGOs and private sector mainly require legislation and legitimacy to support their role. However, the civil society and the international supporters are active and there are possibilities for new cooperation networks. In this reply to Hospers' “Localization in Europe's Periphery: Tourism Development in Sardinia” by Gert-Jan Hospers (2003), we argue that the author's advocacy of localized economic policies as a viable means to the economic development of Sardinia does not take into account current institutional assets that prevent Sardinia from pursuing localized interests effectively. We first discuss the historical background of these institutional assets, highlighting that a top-down approach to decision-making has characterized relations between Sardinia and the central state for most of the modern era. We then discuss the institutional and economic impediments to Sardinian attempts to pursue localized policies in light of recent institutional conflicts between region and central state. Our conclusion is that the localization of economic strategies necessitates entwined localization of decision-making powers in order to be effective.

La thèse analyse les recompositions de la citoyenneté dans un contexte de rééchelonnement de l’État en France et au Québec. L’argument est que, dans un tel contexte, la citoyenneté nationale se rééchelonne. Le cadre théorique consiste en une relecture institutionnelle du concept de rééchelonnement de l’État développé par N. Brenner ainsi que certains apports des travaux de J. Jenson et S. Phillips sur les régimes de citoyenneté. La thèse compare les évolutions de politiques de gestion de la diversité ethnique - centrales dans l’analyse de la citoyenneté - à Marseille et Montréal au travers des reconfigurations des rapports entre acteurs institutionnels prenant place à l’échelle locale. Nous montrons que l’État national reste un acteur important de la régulation de la citoyenneté et que les villes et les échelons locaux de l’État ont acquis une marge de manœuvre par rapport à l’État central dans la mise en place de politiques régulant la citoyenneté à l’échelle locale. Néanmoins, à l’issue de la comparaison, des différences se font jour. Au Québec, l’État central conserve un contrôle important sur les politiques instaurées à l’échelle locale alors que ceci est moins le cas en France. Ces résultats indiquent que le rééchelonnement de l’État est plus fortement institutionnalisé en France qu’au Québec. Les apports de la thèse sont triples. En premier lieu, nous montrons que l’approche institutionnelle du rééchelonnement de l’État permet de mieux décrire les processus à l’œuvre dans différents contextes nationaux que ne le permet la perspective de N. Brenner. En second lieu, nous démontrons que le concept de citoyenneté urbaine ne permet pas de rendre compte des mutations actuelles de la citoyenneté. Enfin, nous montrons que le rééchelonnement de la citoyenneté s’est institutionnalisé en France, dans un État où la conception de la citoyenneté est traditionnellement considérée comme « unitaire », nuançant ainsi cette catégorie classique en science politique.

Notre thèse a pour objectif de déterminer la nature des liens entre la multiplication des processus de macro-régionalisation, dans un contexte de mondialisation, et le renouvellement des politiques d’aménagement du territoire à travers la mise en place de nouvelles formes de coopération décentralisée entre villes et territoires. Notre projet de recherche cherche ainsi à établir comment la régionalisation permet la mise en place d’une gouvernance à niveaux multiples mettant en relation des acteurs territoriaux, à différents échelons de décision (supranational, national et infranational) dans le but de faire face à la complexité grandissante des problèmes actuels à l’échelle mondiale. Parmi ces projets régionaux qui émergent dans plusieurs parties du monde, nous avons choisi le Partenariat euro-méditerranéen comme cas d'étude en s'intéressant de manière particulière aux projets et programmes de coopération décentralisée et transfrontalière qui se mettent en place autour de la Méditerranée et qui mettent en relation plusieurs villes et régions riveraines. Afin de répondre à ces questions, nous avons décliné notre argumentation en plusieurs axes de réflexion. Un premier axe de réflexion tourne autour de la nature du projet régional euro-méditerranéen et de son implication au niveau des stratégies territoriales principales. Un deuxième axe concerne le contenu et les processus de mise en œuvre des programmes et projets de coopération décentralisée et transfrontalière et leur pertinence au niveau du développement local des territoires du Sud. Un troisième axe s’intéresse au rôle de l’État central en face du développement de ces initiatives qui le contourne. Enfin, un quatrième axe de réflexion concerne l’attitude de l’échelon local par rapport à ces initiatives qui l’interpellent et le sollicitent en tous sens.
