Sets and catches of Atlantic menhaden, Brevoortia tyrannus, made in 1985-96 by purse-seine vessels from Virginia and North Carolina were studied by digitizing and analyzing Captain's Daily Fishing Reports (CDFR's), daily logs of fishing activities completed by captains of menhaden vessels. 33,674 CDFR's were processed, representing 125,858 purse-seine sets. On average, the fleet made 10,488 sets annually. Virginia vessels made at least one purse-seine set on 67%-83% of available fishing days between May and December. In most years, five was the median number of sets attempted each fishing day. Mean set duration ranged from 34 to 43 minutes, and median catch per set ranged from 15 to 30 metric tons (t). Spotter aircraft assisted in over 83% of sets overall. Average annual catch in Chesapeake Bay (149,500 t) surpassed all other fishing areas, and accounted for 52% of the fleet's catch. Annual catch from North Carolina waters (49,100 t) ranked a distant second. Fishing activity in ocean waters clustered off the Mid-Atlantic states in June-September, and off North Carolina in November-January. Delaware Bay and the New Jersey coast were important alternate fishing grounds during summer. Across all ocean fishing areas, most sets and catch occurred within 3 mi. of shore, but in Chesapeake Bay about half of all fishing activity occurred farther offshore. In Virginia, areas adjacent to fish factories tended to be heavily fished. Recent regulatory initiatives in various coastal states threaten the Atlantic menhaden fleet's access to traditional nearshore fishing grounds. (PDF file contains 26 pages.)

A stock assessment of the Atlantic menhaden, Brevoortia tyrannus, fishery was conducted with purse-seine landings data from 1940 to 1984 and port sampling data from 1955 to 1984. These data were analyzed to determine growth rates, maximum sustainable yield (MSY), spawner-recruit relationships, and yield per recruit. Virtual population analysis was used to estimate stock size, year class size, and fishing mortality rates. Surplus production models produced estimates of MSY from 450 to 490 kmt compared with yields of 416to 436 kmt based roughly on maximum recruitment from a weak spawner-recruit relationship. Recruitment to age-I ranged from 1.2 to 14.8 billion fish for year classes 1955-81. Recent mean recruitment to age-I for the 1975-81 year classes averaged 5.7 billion fish and compared favorably with the mean of 7.7 billion age-I fish recruited during the late 1950's. Mean recruitment from recent years suggests possible coastwide yields of 416 to 481 kmt. Continued dominance of late age-2 spawners among the spawning stock is of concern, since the stock is at greater risk through poor recruitment if recent favorable environmental conditions change. Yield-per-recruit estimates ranged from 46 g to 59 g since 1970. The high dependency of the modern fishery on prespawners has increased concerns about fluctuations in year-to-year availability and catches. To increase yield and enhance the stability of the resource, the number of age classes contributing significantly to the fishery should be increased, creating a butTer against future poor recruitment years and lessening the year-to-year fluctuations in landings. This report summarizes (I) annual purse seine landings of Atlantic menhaden, Brevoortia tyrannus, for 1972-84, (2) estimated numbers of fish caught by fishing area. (3) estimates of nominal fishing effort and catch-per-unit-effort, (4) mean fish length and weight, and (5) major changes in the fishery. During the 1970s stock size and recruitment increased and the age composition broadened. reversing trends witnessed during the fishery's decline in the 1960s. Landings steadily improved and by 1980 the total coast wide landings exceeded 400,000 metric tons. Nevertheless, the character of the fishery changed considerably. Eleven reduction plants processed fish at seven ports in 1972, but in 1984 only eight plants operated at live ports. Beginning in the mid-1960s the center of fishing aclivity shifted from the Middle Atlantic area to the Chesapeake Bay area, which has continued to dominate the fishery in landings and effort through the 1970s and 1980s. Atlantic menhaden, Brrvoortia tyrannus, the object of a major purse-seine fishery along the U.S. east coast, are landed at plants from northern Florida to central Maine. The National Marine Fisheries Service has sampled these landings since 1955 for length, weight, and age. Together with records of landings at each plant, the samples are used to estimate numbers of fish landed at each age. This report analyzes the sampling design in terms of probablity sampling theory. The design is c1assified as two-stage cluster sampling, the first stage consisting of purse-seine sets randomly selected from the population of all sets landed, and the second stage consisting of fish randomly selected from each sampled set. Implicit assumptions of this design are discussed with special attention to current sampling procedures. Methods are developed for estimating mean fish weight, numbers of fish landed, and age composition of the catch, with approximate 95% confidence intervals. Based on specific results from three ports (port Monmouth, N.J., Reedville, Va., and Beaufort, N.C.) for the 1979 fishing season, recommendations are made for improving sampling procedures to comply more exactly with assumptions of the sampling design. These recommendatlons include adopting more formal methods for randomizing set and fish selection, increasing the number of sets sampled, considering the bias introduced by unequal set sizes, and developing methods to optimize the use of funds and personnel. Diet, gastric evacuation rates, daily ration, and population-level prey demand of bluefin tuna (Thunnus thynnus) were estimated in the continental shelf waters off North Carolina. Bluefin tuna stomachs were collected from commercial fishermen during the late fall and winter months of 2003–04, 2004–05, and 2005–06. Diel patterns in mean gut fullness values were used to estimate gastric evacuation rates. Daily ration determined from mean gut fullness values and gastric evacuation rates was used, along with bluefin tuna population size and residency times, to estimate population-level consumption by bluefin tuna on Atlantic menhaden (Brevoortia tyrannus). Bluefin tuna diet (n= 448) was dominated by Atlantic menhaden; other teleosts, portunid crabs, and squid were of mostly minor importance. The time required to empty the stomach after peak gut fullness was estimated to be ~20 hours. Daily ration estimates were approximately 2% of body weight per day. At current western Atlantic population levels, bluefin tuna predation on Atlantic menhaden is minimal compared to predation by other known predators and the numbers taken in commercial harvest. Bluefin tuna appear to occupy coastal waters in North Carolina during winter to prey upon Atlantic menhaden. Thus, changes in the Atlantic menhaden stock status or distribution would alter the winter foraging locations of bluefin

Atlantic menhaden (Brevoortia tyrannus), through landings, support one of the largest commercial fisheries in the United States. Recent consolidation of the once coast-wide reduction fishery to waters within and around Chesapeake Bay has raised concerns over the possibility of the loss of unique genetic variation resulting from concentrated fishing pressure. To address this question, we surveyed variation at the mitochondrial cytochrome c oxidase subunit I (COI) gene region and seven nuclear microsatellite loci to evaluate stock structure of Atlantic menhaden. Samples were collected from up to three cohorts of Atlantic menhaden at four geographic locations along the U.S. Atlantic coast in 2006 and 2007, and from the closely related Gulf menhaden (B. patronus) in the Gulf of Mexico. Genetic divergence between Atlantic menhaden and Gulf menhaden, based on the COI gene region sequences and microsatellite loci, was more characteristic of conspecific populations than separate species. Hierarchical analyses of molecular variance indicated a homogeneous distribution of genetic variation within Atlantic menhaden. No significant variation was found between young-of-the-year menhaden (YOY) collected early and late in the season within Chesapeake Bay, between young-of-the-year and yearling menhaden collected in the Chesapeake Bay during the same year, between YOY and yearling menhaden taken in Chesapeake Bay in successive years, or among combined YOY and yearling Atlantic menhaden collected in both years from the four geographic locations. The genetic connectivity between the regional collections indicates that the concentration of fishing pressure in and around Chesapeake Bay will not result in a significant loss of unique genetic variation.

Body length measurement is an important part of growth, condition, and mortality analyses of larval and juvenile fish. If the measurements are not accurate (i.e., do not reflect real fish length), results of subsequent analyses may be affected considerably (McGurk, 1985; Fey, 1999; Porter et al., 2001). The primary cause of error in fish length measurement is shrinkage related to collection and preservation (Theilacker, 1980; Hay, 1981; Butler, 1992; Fey, 1999). The magnitude of shrinkage depends on many factors, namely the duration and speed of the collection tow, abundance of other planktonic organisms in the sample (Theilacker, 1980; Hay, 1981; Jennings, 1991), the type and strength of the preservative (Hay, 1982), and the species of fish (Jennings, 1991; Fey, 1999). Further, fish size affects shrinkage (Fowler and Smith, 1983; Fey, 1999, 2001), indicating that live length should be modeled as a function of preserved length (Pepin et al., 1998; Fey, 1999).

Through the mid 1990’s, the bait purse-seine fishery for Atlantic menhaden, Brevoortia tyrannus, in the Virginia portion of Chesapeake Bay was essentially undocumented. Beginning in 1995, captains of Virginia bait vessels maintained deck logs of their daily fishing activities; concurrently, we sampled the bait landings for size and age composition of the catch. Herein, we summarize 15 years (1995–2009) of data from the deck logbooks, including information on total bait landings by purse seine, proportion of fishing to nonfishing days, proportion of purse-seine sets assisted by spotter pilots, nominal fishing effort, median catches, and temporal and areal trends in catch. Age and size composition of the catch are described, as well as vessel and gear characteristics and disposition of the catch.

Gravid Atlantic menhaden, Brevoortia tyrannus, are available along the central coast of North Carolina during the fall and are harvested by the purse-seine fleet from the port of Beaufort. Virtually all of the catch, sexually immature fish included, is reduces to fish meal, fish oil, and fish solubles; however, minor quantities of roe from ripening female menhaden are extracted for local consupmtion. Routine and selective port sampling information was used to characterize the seasonal and biostatistical nautre of the roe menhaden catches at Beaufort. Fishermen recognize two size classes of roe Atlantic menhaden: "forerunners," which are usually the smallest and earliest adult menhaden encountered in the Fall Fishery, and "mammy shad," which are the largest menhaden harvested and produce the greatest roe yields. Roe is extracted from femal fish at various points along the reduction process stream and by several techniques. Vessel cremen and factory personnel extract menhaden roe for personal and local consumption. Undetermined quantities of menhaden roe are channeled into local retail seafood markets. Wholesale prices are about $20 per gallon of roe, while retail prices are about $5 per pound. Carteret County, North Carolina, is probably the only area on the U.S. Atlantic and Gulf coasts where menhaden roe is sold in retail seafood markets. Extensive mark-recapture studies using internal ferromagnetic tags have been conducted on Atlantic menhaden, Brevoortia tyrannus, and Gulf menhaden, B. patronus. From 1966 through 1969, 1,066,357 adult Atlantic menhaden were tagged; subsequently, from 1970 through 1987, 428,272 juveniles of this species were tagged. Similarly, from 1969 through 1971, 75,673 adult Gulf menhaden were tagged; concurrently from 1970 through 1985, 236,936 juveniles were tagged and released. This report provides an overview of the history of the tagging program, methodologies for both release and recovery activities, a summary of release areas and number of fish tagged within each area, and a review of assumptions necessary for the analysis of this type of mark-recovery data. The resulting data sets have proven to be highly useful for a variety of analyses ranging from determination of migratory patterns and population structure to estimating mortality rates. The relatively wide range of acceptance of tagging results by laymen, industry, and analysts alike have made these data extremely useful for management-oriented analyses.

Biological implications of two managment options (the closed corridor and the recommended shortened season (Option 7) options) for the Atlantic menhaden, Brevoortia tyrannus, fishery are reported based on purse-seine landings and port sampling data from 1970 to 1984 and captain's daily fishing reports from 1978 to 1982. Large catches of age-O menhaden raise concern for growth overfishing. Area-specific yield-per-recruit analyses are used to investigate the biological consequences of these management options. The closed corridor option indicates coastwide gains in yield-per-recruit ranging from 0.3 to 7.2% depending on changes in fishing activity with most areas showing gains. The shortened fishing season indicates coastwide gains in yield per recruit ranging from O. 4 to 10.2% depending onf ishing year with most geographic areas showing gains. The shortened fishing season option offers the greatest gains when large numbers ofy oung menhaden would be caught late in the fishing year, while gains from the closed corridor option depend on how the fishing fleet responds to that management plan. The shortened season offers greater potential coastwide gains to the fishery, but also may result in greater losses to the North Carolina fall fishery. The analytical approach is applicable to the management of other coastal migratory fish stocks that fall under the Atlantic States Marine Fisheries Commission or other interstate management groups.

Age, size, abundance, and birthdate distributions were compared for larval Atlantic menhaden (Brevoortia tyrannus) collected weekly during their estuarine recruitment seasons in 1989–90, 1990–91, and 1992–93 in lower estuaries near Beaufort, North Carolina, and Tuckerton, New Jersey, to determine the source of these larvae. Larval recruitment in New Jersey extended for 9 months beginning in October but was discontinuous and was punctuated by periods of no catch that were associated with low water temperatures. In North Carolina, recruitment was continuous for 5–6 months beginning in November. Total yearly larval density in North Carolina was higher (15–39×) than in New Jersey for each of the 3 years. Larvae collected in North Carolina generally grew faster than larvae collected in New Jersey and were, on average, older and larger. Birthdate distributions (back-calculated from sagittal otolith ages) overlapped between sites and included many larvae that were spawned in winter. Early spawned (through October) larvae caught in the New Jersey estuary were probably spawned off New Jersey. Larvae spawned later (November–April) and collected in the same estuary were probably from south of Cape Hatteras because only there are winter water temperatures warm enough (≥16°C) to allow spawning and larval development. The percentage contribution of these late-spawned larvae from south of Cape Hatteras were an important, but variable fraction (10% in 1992–93 to 87% in 1989–90) of the total number of larvae recruited to this New Jersey estuary. Thus, this study provides evidence that some B. tyrannus spawned south of Cape Hatteras may reach New Jersey estuarine nurseries.

Atlantic Menhaden Brevoortia tyrannus is a commercially and ecologically important forage fish abundant on the Atlantic Coast of the United States. We conducted spatial and temporal analyses of larval Atlantic Menhaden using data collected from two large-scale ichthyoplankton programs during 1977-1987 and 1999-2013 to construct indices of larval abundance and survival over time, evaluate how environmental factors affect early life survival, and examine how larvae are distributed in space to gain knowledge on spawning and larval dispersal. Over time, we found larval abundance to increase, while early life survival declined. Coastal temperature, wind speed, and Atlantic Multidecadal Oscillation were found to potentially explain some of this decline in survival. Over both periods, we found evidence spawning predominantly occurs near shore, from New York to North Carolina, increasing in intensity southwards. While the general spatial patterns were consistent, we observed some localized variation and overall expansion of occupied area by larvae.

Since 1993 Atlantic menhaden has experienced sustained low juvenile production (recruitment) in the Chesapeake Bay. Factors controlling growth, abundance, and mortality of larval and juvenile menhaden change throughout ontogeny such that larval growth rates could carry over to juvenile growth and survival. The effects of winter thermal conditions on the hatch dates and growth of larval and juvenile Atlantic menhaden in Atlantic shelf and Chesapeake Bay habitats were examined using otolith (ear-stone) increment analyses and growth models. For 2010-2013, truncated hatch-date distributions provided evidence for a winter recruitment bottleneck in Atlantic menhaden caused by cold temperatures. Hatch-dates of surviving juveniles were skewed towards warmer months for years characterized by colder temperatures. Reduced larval growth rates, influenced by reduced temperature and food availability, carried over to juvenile growth rates. A growing degree-day model performed well in simulating observed juvenile growth rates in the Choptank River tributary of Chesapeake Bay.
