Do realizacji niemieckich interesów w polityce zagranicznej, bezpieczeństwa i gospodarczej RFN wykorzystuje instrumenty soft power z obszaru dyplomacji publicznej, polityki rozwojowej, kulturalnej i naukowej. Budowanie sieci kontaktów i lobbing polityczny, programy współpracy rozwojowej oraz zagranicznej polityki kulturalnej i naukowej, mają służyć wspieraniu niemieckiej gospodarki uzależnionej od eksportu, uzyskaniu statusu europejskiego ośrodka technologii i innowacji oraz zwiększeniu wpływu RFN na działania zewnętrzne UE. Jednym z priorytetowych obszarów stosowania tych instrumentów są dla Niemiec państwa Europy Wschodniej, Kaukazu Południowego i Azji Centralnej. Decydują o tym bliskość geograficzna i otwierające się rynki zbytu, konieczność modernizacji gospodarek tych krajów, zagrożenia dla „miękkiego” bezpieczeństwa RFN oraz rozwój relacji UE z tymi państwami. Niemiecka aktywność jest w tych krajach niezależna od sytuacji politycznej i stanowi długofalową strategię ugruntowującą pozycję RFN jako ich najważniejszego europejskiego partnera gospodarczego i politycznego.

The ‘turn to the East’ proclaimed by Russia in 2010 has failed to bring about a fundamental breakthrough in her relations with Asian countries, nor has it produced impulses for the economic modernization of Russia’s Far Eastern territories. Although the energisation of Russian policy towards Asia which has taken place under this slogan has diversified Russian foreign policy somewhat, this diversification has two weak points: Firstly, it has occurred only in the political sphere. The share of Asian countries in Russia’s foreign economic relations has not risen significantly in comparison with the share of European and North American countries. Secondly, the ‘turn to the East’ has turned out primarily to be a turn towards China. In all spheres – diplomatic, economic, energy and military – it is Beijing that has become the most important Asian partner for Moscow. The result is that the policy that aimed to limit the excessive – in the Kremlin’s view – dependence of Russia on the West is likely to turn Russia into a ‘junior partner’ of the People’s Republic of China.

Since the fall of the Wall, Eastern Germans have drastically changed their demographic behavior. Marriages and births have dropped to an unprecedented low level. Our paper tracks birth rates of the East German population, past, present, and future. We propose a simulation model of future cohort fertility. The hypotheses we develop build on the historical record of reproductive behavior in the German Democratic Republic (GDR) since 1960 and on an analysis of the pattern of change between 1990 and 1994. The particular emphasis lies in the assumption that East German couples will rapidly westernize their family size by trying to reach completed fertility levels of the corresponding West German cohort. This implies that the resulting adaptation process includes the postunification crisis as a logical first step.

Among the many foreign policy challenges the EU will have to address this year, such as cultivating workable ties with Ukraine, Russia and other neighbours in the east, reviving the transatlantic partnership in trade, rebalancing alliances with Asian countries, and pooling and sharing defence capabilities, the number one challenge that will take up most of the Foreign Affairs Council’s time is the Middle East. After months of half-baked unilateral attempts at resolving the foreign policy challenges posed by this troubled region, the moment has now come for the EU to take bold and concrete action, argues CEPS Senior Fellow Steven Blockmans in this new Commentary.
