Do realizacji niemieckich interesów w polityce zagranicznej, bezpieczeństwa i gospodarczej RFN wykorzystuje instrumenty soft power z obszaru dyplomacji publicznej, polityki rozwojowej, kulturalnej i naukowej. Budowanie sieci kontaktów i lobbing polityczny, programy współpracy rozwojowej oraz zagranicznej polityki kulturalnej i naukowej, mają służyć wspieraniu niemieckiej gospodarki uzależnionej od eksportu, uzyskaniu statusu europejskiego ośrodka technologii i innowacji oraz zwiększeniu wpływu RFN na działania zewnętrzne UE. Jednym z priorytetowych obszarów stosowania tych instrumentów są dla Niemiec państwa Europy Wschodniej, Kaukazu Południowego i Azji Centralnej. Decydują o tym bliskość geograficzna i otwierające się rynki zbytu, konieczność modernizacji gospodarek tych krajów, zagrożenia dla „miękkiego” bezpieczeństwa RFN oraz rozwój relacji UE z tymi państwami. Niemiecka aktywność jest w tych krajach niezależna od sytuacji politycznej i stanowi długofalową strategię ugruntowującą pozycję RFN jako ich najważniejszego europejskiego partnera gospodarczego i politycznego.

In late 2006 and early 2007, relations between Russia and Belarus were hit by the most serious crisis in many years. In a setting of heightened tension, the Belarusian authorities decided to gradually modify their economic policy and thoroughly restructure the ruling class. The new situation created new, much more difficult challenges for the Belarusian opposition. The processes initiated by the authorities were not intended to bring about either the democratisation of public and political life or full economic liberalisation; their only purpose was to enable the regime to tackle new challenges and survive in the changing international context. Nevertheless, modernisation has been initiated in Belarus' authoritarian system of power, which until now was considered to be completely incapable of reform. This puts the country's main political and economic partners, including the European Union, in a new situation.

Strategic Knowledge: While entrepreneurship may occur as a natural result of personal drive, it occurs most often, most robustly and is most sustainable in an environment designed to encourage it. Potential entrepreneurs become active entrepreneurs when the conditions are most supportive of their commercial opportunities and their business thus helping channel the two key qualities they exhibit as individuals obsessed maniacs and clairvoyant oracles (Carayannis, GWU Lectures, 2000-2005) and (Carayannis et at, 2003a) towards the generation of sustainable wealth. So far, entrepreneurial scholars who turn into intellectual venture capitalists by founding knowledge-driven companies remain one of the least explored specie in the territory of entrepreneurship. GloCal: The increasing engagement of firms within global knowledge and production networks and their ability to source knowledge globally as well as locally (GloCally), for the development of innovation capacities will shape the future of UK's knowledge resources and its role in the global economy. Practices such as off-shoring R&D activities are widely adopted, creating challenging, and not very well understood, issues related to cross-country and inter-firm knowledge and technology flows. We seek to address the internationalisation and networking of research and innovation activities, including the roles and strategies of enterprises, universities, research centres, governments in a cross-country and inter-sectoral way, to assess the impact and the implications for sustaining and enhancing the competitiveness of UK firms and other British knowledge producers and users.
