The inventors in PATSTAT are often duplicates: the same person or company may be split into multiple entries in PATSTAT, each associated to different patents. In this paper, we address this problem with an algorithm that efficiently de-duplicates the data. It needs minimal manual input and works well even on consumer-grade computers. Comparisons between entries are not limited to their names, and thus this algorithm is an improvement over earlier ones that required extensive manual work or overly cautious clean-up of the names.

On 19-20 March, the EU Council will react to the Commission’s Communication on the Energy Union. Considering the high expectations, the reactions have been diverse so far, with complaints about the lack of attention for some specific interests or unsurprising credit as the document is vague enough to accommodate all wishes. However, a general consensus has emerged about the need for a holistic approach. States and stakeholders seem to recognise that the main challenges Europe faces in energy matters are deeply interconnected and can no longer be treated separately and without a larger role for the EU.

The external representation of the European Union (EU), with 28 member states plus the Brussels institutions, has a complex architecture. While the inauguration of the European External Action Service (EEAS) and the transformation of European Commission offices worldwide into EU delegations in December 2009 were meant to streamline external representation patterns, such hopes have only been partially attained. Despite a continuing series of national embassy closures abroad by EU member states, mostly spurred by shrinking budgets, many countries in the world host embassies from nearly the full complement of EU member states along with an EU delegation.
